Air Force delays bonuses and new assignments amid political feud over Space Command’s new headquarters

The U.S. Space Force accoutrements were placed on uniforms during a U.S. Space Force transfer ceremony, Feb. 12, 2021, on Holloman Air Force Base, N.M.

The U.S. Air Force is delaying re-enlistment bonuses and planned moves for its personnel after Alabama lawmakers blocked funding for the service amid a political quarrel over the location of Space Command’s new headquarters .

The Air Force is taking actions “to avoid exhausting funds” and is putting off orders for planned change of station moves for personnel as well as bonuses for airmen who re-enlist, the Air Force said in a statement Monday.

“The Air Force continues to work through additional options to avoid the funding shortfall and will provide more information when available,” it said.

The decision came after Alabama lawmakers moved to curtail funding for the Air Force until the service’s secretary makes a public announcement on the location of the new Space Command headquarters. The facility originally was planned for Colorado but during the administration of President Donald Trump, the Air Force revised its plans and opted to place the headquarters in Alabama after reviewing six possible locations. Trump has claimed credit for the change in plans.

The Air Force said it faces “higher than projected personnel costs” but did not say why that was the case and did not mention recent moves in Congress to curtail funding.

NBC News previously reported  that Biden administration officials have signaled privately to Defense Department leaders and lawmakers that they are considering reversing the planned move to Alabama over concerns about the state’s strict anti-abortion laws. 

Lawmakers from Colorado, meanwhile, have pushed to build the Space Command in their state. The command’s temporary headquarters is currently in Colorado.

Under the actions announced Monday, Air Force personnel who already have orders to move this month will be able to go ahead with their new assignments, but all other change-of-station orders after July will be reviewed on a case-by-case basis and some planned departures will be postponed, the Air Force said.

Citing the funding shortfall, the Air Force also said it will suspend re-enlistment bonuses for airmen for the fiscal year ending in the fall. But the service will allow airmen to extend their current enlistment into the next fiscal year of 2024 to permit them to secure a bonus at that point.

The funding squeeze also meant the Air Force will have to temporarily pause a new bonus program for aviators, the service said. The program plans to “restructure” the program and reopen it within two weeks, it said.

This course requires you to submit Weekly Progress Reports. These reports should be viewed as journaling your progress each week in your research. The more detailed and scholarly your work is, the greater feedback and guidance you can receive from your instructor. To ensure your instructor has adequate time to review and provide feedback on this assignment before you begin next week’s work, all assignments in this course—with the exception of the final assignment in Unit 10—are due on Saturdays. The Unit 10 assignment will be due no later than the last day of the course, which ends on Friday. Instructors will review and provide feedback no later than 72 hours after the assignment is due.

Software is capable of supporting very important aspects of the work of the researcher. RefWorks is a research management tool that helps you collect, organize, and store citations from library databases and other resources. A personal RefWorks account is optional for storing citations.

For your literature reviews in this course, you have the option to use RefWorks to create a searchable database of all the books, articles, and dissertations you collect along the doctoral journey. Creating such a database is strongly recommended, as this will pay incredible dividends down the road in the comprehensive exam and dissertation phases. You may also select other software including Excel spreadsheets. You will not submit this as part of your weekly Progress Report assignment.

Week 2 Progress Report

Before you update your Progress Report document for this week, revise your previous entries based on the feedback you received. Use change tracking so that your instructor can easily locate the changes you have made.

  • Begin your literature search, referring to the resources and information in this unit’s studies.
  • Open a RefWorks account to collect and organize citations, if you have not already done so (OPTIONAL).
  • Download the Database Search Log and the Scholarly Research Log and use them to track your search strategy. Both logs are available Updates and Handouts section of the Discussion menu. You will be required to submit both completed logs as attachments with this assignment.
  • Fill in the Preliminary Search Action Plan linked in the Resources (OPTIONAL—You will  not  submit this in your assignment.)
  • Be sure to track your search strategy as you search, using the Database Search Log and the Scholarly Research Log. It is important to continually track your search strategy and results not just for this assignment and others in the course, but also because you will need to document your search in your final Dissertation or Capstone. Empirical Research and Threads of Literature

Empirical research is “based upon an observed and measured phenomena and derives knowledge from actual experience rather than from theory or belief” (Penn State University Libraries, 2019). Empirical research is reported in studies that include: a specific research question or questions to be answered; a population that is studied; phenomena or theory(ies) that support the study; and specific study results.

Empirical research differs from articles that are akin to essay papers or literature reviews where the authors provide generalized knowledge about a phenomenon or theory, but it is not specifically studied. The Capella library offers an interactive media piece that shows scholarly article components, such as Introduction, Methodology, Conceptual or Theoretical Framework, Data, and Results. While it is not required in this course, when you are preparing your Dissertation Research Plan (beginning in Track 1 of Residency), you will be required to support your research gap using empirical research literature; therefore, it is not too soon to begin identifying empirical literature and distinguishing them from nonempirical works.

As you research your topical area, scan through the titles of the results within your Database searches. When reviewing the titles, mentally place the titles into threads or streams or “piles” of categories in the literature. You might find a number of studies that focus on different industries, gender or ethnicity studies, or subtopics within your topical area you selected in Unit 1. As you identify a thread of literature, note it in your Research Log. Identify 3 threads of literature that you have found in your research.
