Philippine National Police Salary Guide in the Philippines

On January 1, 2018, President Rodrigo Duterte signed a joint resolution of Congress raising the Philippine police salary together with military, and other uniformed personnel. The modified base pay of the Philippine National Police PNP uniformed personnel can be found below.

Here is an updated Philippine National Police Salary 2022 along with their corresponding ranks:

  • Base Pay – It is the monthly fixed salary paid to uniformed PNP personnel.
  • Long Pay – Uniformed personnel of the department are entitled to ten percent (10%) of their basic monthly salaries for every five (5) years of service, calculated from the date of the personnel’s original appointment in the PNP, provided that the totality of such longevity pay does not exceed fifty percent (50%) of the basic pay basis.

Aside from their monthly base and long pay, they also have allowances. Below is the list of some PNP officer allowances:

  • Regular Allowances – These are regular allowances given to all uniformed PNP members in addition to their basic salary.
  • Quarter Allowance – It is an allowance given to officers and non-officers who are not provided with living quarters, housing PNP units, or living quarters where their families can be accommodated under the auspices of the PNP. Those who have obtained housing units/living quarters automatically relinquish their right to this allowance in favor of the PNP Housing Board.
  • Regular Subsistence Allowance – It is an allowance given to all uniformed PNP members to cover the cost of their daily regular meals, which amounts to P150.00 per day or P4,500 per month.
  • Clothing Allowance – It is an allowance given to cover the cost of maintaining the uniforms that PNP members must wear on a daily basis. This is paid at a monthly rate of P200.00 for both officers and non-officers.
  • Hazard Pay – It is a basic occupational hazard pay allowance given because law enforcement is a dangerous occupation. The fixed amount of Hazard Pay for all uniformed personnel is now P540.00 per month.
  • Personnel Economic Relief Allowance (PERA) – It is a monthly allowance of P500.00 given to all PNP uniformed personnel below the rank of Police Major, including PNPA cadets, beginning on January 1, 1991. Because of the rising cost of living, an additional compensation of P1,500.00 will be given in addition to the P500.00. The current PERA is two thousand pesos (P2,000.00) per month.
  • Laundry Allowance – It is an allowance made to defray the laundry costs of PNP uniformed personnel whose frequent appearances in public affairs or frequent attendance at ceremonies, as well as assignment to units/activities, necessitate the wearing of a presentable uniform at all times, at the rates listed below.
  • Officer — P60.00 per month, paid monthly
  • Non-Officer — P30.00 per month, paid monthly
  • Gratuity – It is given to any recipient of the Medal of Valor. The awardee will receive a monthly gratuity of 20,000 pesos (P20,000.00).
  • Collateral Pay and Allowances
  • Hospital Subsistence Allowance – It is a supplement to the regular subsistence allowance of PNP uniformed personnel, representing the free daily meals provided to them while confined in PNP hospitals and/or dispensaries, amounting to P30.00 per day.
  • CDC Subsistence Allowance – It is a supplement to the regular subsistence allowance of PNP personnel given to support the meal requirements of PNP uniformed personnel engaged in Civil Disturbance Control operations, amounting to P30.00 per day.
  • Training Subsistence Allowance – It is an additional allowance, or training emolument, given to PNP uniformed personnel who are undergoing local training in the AFP, PNP training institution, OJT, or schooling in a local educational institution to acquire knowledge, skills, and expertise for professional or career advancement. Each student/trainee is paid through the school at a rate of P30.00 per day multiplied by the number of days the course lasts.
  • Combat Duty Pay – It is a monthly allowance of P3,000.00 for PNP uniformed personnel engaged in actual police operations.
  • Combat Incentive Pay – It is a P300.00 per day allowance for PNP uniformed personnel who are directly involved in actual combat against members of various insurgent, terrorist, and lawless elements.
  • Hazardous Duty Pay – It is an allowance given to PNP uniformed personnel for exposure to specific occupational hazards or elements, or hazardous jobs that involve a high risk of losing life, limbs, or health. It is 50% of the base pay authorized by rank.
  • Radiation Hazard Pay – It is an incentive pay for PNP skilled personnel whose work exposes them to the risks of overexposure to radioactive elements. Payment of said additional allowance cannot exceed 15% (15%) of the base authorized by rank.
  • Incentive Pay – It is an incentive pay for members (licenses) of the Medical, Veterinary, Dental, and Legal Professions who have joined the PNP. The incentive is paid monthly at the rate of P200.00 and is incorporated into the monthly paycheck.
  •  Mid-Year (13th Month) Bonus – It is equivalent to one (1) month’s basic salary as of May 15, and shall be granted to those who have rendered at least four (4) months of satisfactory service and are still in service as of the same date, and shall be given not earlier than May 15 of each year.
  •  Year-End (14th Month) Bonus – It is equivalent to one (1) month’s basic salary, and a cash gift at the prescribed rates is given every November.
  • Enhanced Performance Based Bonus – It is equivalent to one (1) month to two (2) months of basic salary and will be implemented in two (2) phases. The enhanced PBB will be granted using a progressive rate system. The amount of PBB increases in proportion to the position and responsibility for improving agency performance.

PNP Ranks, Salary, and Allowances 2024

The Philippine National Police (PNP) is the primary government agency tasked with promoting peace and order, ensuring public safety, and effectively carrying out its mandate of performing police functions. It is the civilian national police force of the Philippines.

Members of the PNP, like all government employees, are salaried and receive government benefits. Let us now learn more about their salaries and other benefits based on their rank.

The PNP is one of three tri-bureaus within the Department of the Interior’s Local Government (DILG) whose salaries were increased in January 2018 as a result of Joint Resolution No. 1 series of 2018. Other tri-bureaus include the Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology (BJMP).

The base pay refers to the fixed monthly salary received by uniformed PNP officers and employees. It is mandated by Joint Resolution No. 1 signed by President Duterte to adopt the fourth tranche of the modified salary schedule, which includes “uniformed personnel under the Department of Interior and Local Government (DILG),” which includes the National Police Commission (NAPOLCOM), which is in charge of the administration and control of the Philippine National Police (PNP).

As a result of the implementation of the fourth tranche of the modified salary schedule, the following is the base pay for all uniformed personnel of the Philippine National Police:

Longevity Pay

For every five (5) years of service in the department, uniformed personnel is entitled to a longevity pay of ten percent (10 percent) of their basic monthly salaries. This period shall be calculated from the date of the personnel’s original appointment in the AFP or appointment in the police, fire, or jail or other allied services to the date of the department’s integration with the PC and the INP, provided that the total number of years of service in the department does not exceed ten percent (10 percent) of their basic monthly salaries (Ref: Section 71, Chapter VII, Republic Act 6975).

Regular Allowances

Apart from the basic salary, all uniformed members of the PNP are entitled to the following benefits on a regular basis. Refer to Section 71 of RA 6975 for more information:

Quarter Allowance

Officers and non-officers who are not provided with living quarters, housing PNP units, or living quarters where their families can be accommodated under the auspices of the PNP are eligible to receive this stipend from the government. Individuals who acquire housing units/living quarters automatically relinquish their entitlement to this allowance in favor of the PNP Housing Board.

Clothing Allowance

PNP members are expected to wear uniforms on a daily basis, and this stipend is provided to cover the costs of maintaining the uniforms. This is charged at a rate of ₱200.00 per month for both officers and non-officers, regardless of rank.

Regular Subsistence Allowance

In the Philippines, all uniformed members of the PNP are provided with a stipend to assist them in defraying the cost of their daily regular meals. The stipend amounts to ₱150.00 per day or ₱4,500 per month for each member.

It is a basic occupational hazard pay allowance that has been granted because the law enforcement profession is a hazardous one. Hazard Pay for all uniformed personnel is now fixed at 540.00 per month for all uniformed personnel.

Laundry Allowance

PNP uniformed personnel whose regular public appearances, frequent attendance at ceremonies, and assignment to units/activities necessitate the wearing of a presentable uniform at all times are entitled to a laundry allowance at the rates set out in the table below.

  • Officers make ₱60.00 per month (payable on a monthly basis)
  • The monthly allowance for a non-officer is ₱30.00. (payable on a monthly basis)]

Personnel Economic Relief Allowance  (PERA)

Every uniformed member of the Philippine National Police (PNP) below the rank of Police Major, including PNPA cadets , receives a monthly allowance of ₱500.00.

In addition to the Php500.00, an additional incentive of ₱1,500.00 will be provided as a result of the rising cost of living in the Philippines. The current PERA rate is two thousand pesos per month (₱2,000.00) in the Philippines.

When someone receives the Medal of Valor, they are presented with gratuity pay. The awardee will receive a monthly gratuity of ₱20,000 in addition to his or her salary.

Collateral Pay and Allowances

The following are additional benefits received by uniformed personnel of the PNP in addition to the regular allowances.

Hospital Subsistence Allowance

A supplement to the PNP uniformed personnel’s normal subsistence allowance, reflecting the free daily meals provided to them while confined in PNP hospitals and/or dispensaries, which amounts to a daily sum of ₱30.00, is provided to them as compensation.

Civil Disturbance Control (CDC) Subsistence Allowance

In addition to the PNP uniformed personnel’s daily subsistence allowance, this allowance of ₱30.00 per day is given in order to support the meal requirements of PNP uniformed personnel who are engaged in any Civil Disturbance Control operations.

Training Subsistence Allowance

Additionally to the normal subsistence allowance, it is provided to PNP uniformed personnel who are undergoing local training in the Armed Forces of the Philippines (AFP), PNP Training College, OJT, or schooling in a local educational institution where they are learning and gaining experience for professional or career advancement. It is also known as a training emolument.

During the duration of the course, the school will charge each student/trainee a fee of ₱30.00 per day multiplied by the number of days the course will last.

Combat Duty Pay

A fixed monthly allowance of ₱3,000.00 is provided to uniformed personnel of the Philippine National Police (PNP) who are engaged in actual police operations.

Combat Incentive Pay

According to Section 3 of Executive Order No. 03, signed in 2016, it is a ₱300.00 per day allowance for uniformed personnel of the Philippine National Police who participate directly in actual combat against members of various insurgent, terrorist, and lawless elements, subject to the following conditions:

  • – The operation must be in support of a specific combat mission that has been duly authorized by a Mission Order (Letter Order). The personnel involved in combat must be in the published task organization of the PNP Mission Order;
  • Individuals shall not receive more than three thousand pesos (₱3,000.00) in additional combat incentive pay per month in total for each individual.
  • In addition to the combat duty pay of ₱3,000.00 for qualified uniformed personnel of the PNP, combat incentive pay shall be paid in addition to and above the combat duty pay.

Hazardous Duty Pay

It is a stipend given to uniformed personnel of the Philippine National Police for exposure to specific occupational hazards or elements, or for performing hazardous jobs that pose a high risk of losing one’s life, limbs, or a likely deterioration in one’s health. It is equal to fifty percent (50 percent) of the base pay authorized by rank.

Radiation Hazard Pay

It is a form of incentive pay for PNP skilled personnel whose nature of work exposes them to the dangers of excessive exposure to radioactive elements. The payment of said additional allowance must not exceed fifteen percent (15%) of the base authorized by rank.

Incentive Pay

A member (licensed) of the Medical, Veterinary, Dental, and Legal professions who have joined the PNP will receive an incentive payment in the form of a cash bonus. The incentive is paid at a rate of ₱200.00 per month, which is incorporated into the employee’s monthly pay check.

Specialist Pay

Deserving non-officer personnel of the PNP who are not assigned in critical areas (in order to qualify for combat pay) and who have demonstrated efficiency and effectiveness through their skills, aptitude training, experiences, and knowledge of specific police duties and specialties is eligible for this payment.

All PNP pilots and aircraft crews whose duties necessitate regular and frequent aerial flights are eligible for this allowance as long as they meet the flying time requirements of four (4) hours of aerial flight per month. The flying pay rate is set at fifty percent (50%) of their authorized base pay.

Sea Duty Pay

It is given to all Philippine National Police (PNP) personnel who will be assigned in PNP units that will be activated for law enforcement duties in our inland waters (lakes and river systems) as well as coastal and territorial waters. At the end of each month or at the end of each quarter, the PNP Maritime Command pays its personnel at a rate of twenty-fifth percent (25 percent) of their base pay, which is distributed monthly.

Capital Region Command (CAPCOM) Incentive Pay

It is a stipend based on the distinct nature of CAPCOM’s mission and functions in relation to its geographical region, Metro Manila. All PNP uniformed personnel assigned to CAPCOM, regardless of whether they are assigned to one of the five (5) Police District Commands, are covered by this. A monthly allowance of ₱75.00 or a regular allowance of ₱2.50 per day.

Special Clothing Allowance

In the Philippines, it is a stipend given to uniformed PNP personnel who make regular public appearances or attend ceremonies, and who are assigned to units or activities that require them to maintain a professional appearance at all times. The amounts to be earned are as follows: for PCO, ₱300; for PNCO, ₱150.

Starting with the date of issuance of the first special clothing allowance, an additional sum is charged for maintenance: for PCO, it is ₱80, and ₱40 for PNCO.

Cold Weather Clothing Allowance

It is an additional allowance given to all uniformed personnel assigned in cold climates where cold weather clothing is recommended, if not required, for their protection. This allowance enables PNP personnel to purchase the cold-weather clothing that is required by law. All PNP personnel who have been assigned to specific areas within the following geographic regions:

The initial payment of ₱1,000.00 is made to all PNP personnel assigned in the aforementioned areas for the first year, followed by an annual maintenance fund of ₱300.00 for the following years.

  Winter Clothing Allowance

It is a stipend given to all uniformed personnel of the Philippine National Police who will be undergoing foreign schooling or training in order to cover the costs of acquiring the necessary winter clothing while abroad (Ref: NAPOLCOM Resolution No. 91-18):

  • Star-Ranked Officers — $300
  • Other PNP uniformed personnel- $250

  Initial Clothing Allowance

It is a monetary allowance of ₱20,000.00 given to all new PNP recruits who join the PNP for the first time, regardless of whether they are PCOs or PNCOs.

Replacement Clothing Allowance

It is an allowance that is paid every three years of continuous service after that and is calculated from the year in which the individual joined the uniformed service. The following adjustments will be made to RCA rates:

Hardship Allowance

All PNP personnel assigned to Loran Station and Border Crossing Station, as well as other units/stations/sites/ that are isolated and inaccessible by normal air, water, or land transportation, and who are covered by official orders, are eligible for this allowance. (Refer to Fiscal Directive Nr 2016-05): The PNP is required to waive HDP, RHP, and other collateral allowances.

  • ₱300.00 per month for an officer.
  • Non-Officer — ₱150.00 per month

Burial Allowance

Financial assistance to the bereaved family of a uniformed member of the PNP in the event of his death, regardless of the circumstances surrounding his death.

Other Financial Benefits

The following are additional benefits received by uniformed personnel of the PNP in addition to the regular and collateral allowances.

Anniversary Bonus

In order to be eligible, PNP uniformed personnel must have served for at least one (1) year in the PNP as of the date of the milestone year (15th anniversary and every five (5) years thereafter), and they must not have been convicted of any offense in connection with their work during the five-year period between milestone years. a sum not exceeding ₱3,000.00 shall be received as payment

Mid-Year (13th Month) Bonus

It is equivalent to one (1) month’s basic salary as of May 15, and shall be granted to those who have rendered at least four (4) months of satisfactory service and are still in service as of the same date, and shall be given not earlier than May 15 of each year.

Year-End (14th Month) Bonus

It is equivalent to one (1) month’s basic salary, and a cash gift at the prescribed rates will be given in November of each year.

Enhanced Performance-Based Bonus

It is equivalent to one (1) month to two (2) months’ basic salary and will be phased in over two (2) years beginning in the fiscal year 2017. The enhanced PBB will be granted using a progressive rate system. The amount of PBB increases in proportion to the position and responsibility for improving agency performance.

Productivity Enhancement Incentive

It shall be distributed no earlier than December 15 of each year to all qualified government employees at a cost of Five Thousand Pesos (₱5,000) per employee with the goal of increasing the productivity of government employees.

Officers’ Allowance

It will be provided to uniformed personnel of the PNP as an interim measure until the base pay schedule has been modified and rationalized in accordance with Executive Order No 201, series of 2016.

Rate of Officers Allowance in Four Tranches

Provisional Allowance

It is a monthly allowance given to PNP Uniformed Personnel to be implemented in four (4) tranches as provided under Executive Order No 201, series of 2016.

Rate of Monthly Provisional Allowance Per Year

Rice Subsidy

It is a cash-based interim allowance that will be equivalent to twenty (20) kilos of rice or a total of Six Hundred Fifty Pesos (₱650.00) per month, whichever is greater.

With the doubling of police salary in the Philippines during President Duterte’s term 1 , more Filipinos are eager to start a career in law enforcement.

But money alone shouldn’t be your motivating factor for joining the profession. After all, policemen have huge responsibilities; hence, they need to be disciplined, hard-working, courageous, and capable of thinking on their feet.

In this guide, we’ll give you an overview of the difficult but fulfilling path to becoming a police in the Philippines so you can gauge whether a career in the police force is the right one for you.

How much is the salary of police in the philippines.

After President Rodrigo Duterte approved the Congress joint resolution authorizing the increase in base pay of military and uniformed personnel (MUP) in 2018 2 , the police salary in the Philippines increased by up to 100%. The base pay for the entry-level position of patrolman/patrolwoman is ₱29,668, while the highest-paid officer in the police force, the Police General, currently takes home ₱149,785 every month . The salary increase for police officers came in two waves–the first was implemented in January 2018, while the last began a year later 3 .

1. Base Pay

The base pay is the fixed amount uniformed PNP personnel receive every month. The table below shows policemen’s latest monthly base pay from the lowest-ranking to the highest-ranking official.

As you’ve noticed in the table above, the Philippine National Police (PNP) is now using a new rank classification and abbreviation. The change began when Republic Act No. 11200 4 was signed in early 2019, retiring the familiar rank names for lowest-ranking police officers (i.e., PO1, PO2, and PO3) and putting the word “police” before each new rank classification.

Note also that the table above only shows the monthly base pay that uniformed PNP personnel receive. In addition to this fixed amount, police officers are also entitled to other financial benefits like longevity pay and allowances, including subsistence allowance, clothing allowance, cost of living allowance, hazard pay, and quarters allowance, among others.

2. Longevity Pay

Police officers are entitled to longevity pay, equivalent to 10% of their basic monthly salaries for every five years of service 5 (starting from the police’s appointment date). The longevity pay must not exceed 50% of the basic salary.

3. Regular Allowances

Regular allowances are given to uniformed police officers monthly in addition to their base pay or basic salary 6 . The table below shows the allowances that police officers receive every month.

4. Gratuity

Gratuity is an extraordinary cash benefit, equivalent to ₱20,000 per month, only given to a Medal of Valor awardee.

The Medal of Valor 7 or Medalya ng Kagitingan is the highest award of the Philippine National Police. It is awarded to any PNP member who has “performed in action a deed of personal bravery and self-sacrifice above and beyond the call of duty so conspicuous as to distinguish himself clearly above his comrades in the performance of more than ordinarily hazardous service.”

5. Collateral Pay and Allowances

These are allowances and cash benefits issued only on specific occasions or to a select number of uniformed PNP personnel, unlike the regular monthly allowances. In 2018, NAPOLCOM (National Police Commission) issued Resolution No. 2018-340 8 , significantly increasing the collateral pay and allowances given to police officers. The table below summarizes the collateral pay and allowances indicated in the resolution.

A career in law enforcement in the Philippines is decent, considering the current police salary and allowances. However, joining PNP isn’t as easy as it may seem, as you’ll be competing with thousands of applicants over limited slots in the agency. 

So, how exactly do you become a police in the Philippines? You can choose between two paths: If you’re a high school graduate, you can join the Philippine National Police Academy and complete a 4-year program to become a Police Lieutenant. The Philippine National Police Academy (PNPA) serves as the training ground for future commissioned officers of the PNP through its 4-year residential scholarship program.

If you make it to their scholarship program , you’ll spend four years in the academy to undergo intense education and training to become an effective public safety officer. Upon graduation, the cadets will earn the degree of Bachelor of Science in Public Safety (BSPS) and be automatically appointed Police Lieutenant 9 .

Are you interested in getting the full scholarship? First, you must take and pass their entrance exam called the Philippine National Police Academy Cadet Admission Test (PNPACAT) . To qualify for the said exam, you must meet the following requirements:

  • You must be a natural-born Filipino citizen;
  • You must be 18-22 years old before admission;
  • You must be single and with no parental obligation;
  • You must be at least a Senior High School graduate before admission;
  • Your height must be at least 5’2″ (158.5 cm) for males and 5’0″ (152.4 cm) for females;
  • You must have a normal Body Mass Index (BMI) ;
  • You must be physically and mentally fit to undergo and endure the cadetship program;
  • You must have good moral character, which means no criminal, administrative, or civil derogatory record;
  • You must have no pending complaint and/or case before any tribunal of whatever nature;
  • You must not be a former PNPA cadet or other similar institution;
  • You must have never been dismissed from any private employment or government position for cause.

If you meet all the qualification requirements above, you can take the PNPACAT. Although the application process may change yearly, the following steps will give you an idea of what the online application looks like. 

  • Access the PNPACAT online application portal (usually https://application.pnpa.edu.ph/ ) and click the button intended for new registrants. Create your account. 
  • Sign in with your registered email address and password.
  • Select your preferred testing venue and upload the scanned copies of requested documents (i.e., PSA Birth Certificate , passport-sized picture with a name tag and signature, and duly accomplished BMI form signed by a licensed physician).
  • Submit your application and check your email for the system-generated Notice of Examination with a QR code.
  • Print the Notice of Examination and present it to the proctor on the examination day.

Applicants who will pass the PNPACAT will go through the second phase of the screening process, which includes a Body Mass Index (BMI) assessment, Physical Agility Test (PAT), Psychiatric/Psychological Examination (PPE), Physical, Medical, and Dental Examination (PMDE), Drug Test (DT) and complete Character and Background Investigation (CBI) 10 .

Successful applicants who will be accepted into the scholarship program will enter the academy with the rank of Police Cadet. This is a temporary status that is renewed every year until graduation. They’re also classified according to class, which indicates the year level the cadet is currently in. The categories are Fourth Class (1st year), Third Class (2nd year), Second Class (3rd year), and First Class (4th year).

While in the academy, the Police Cadets will receive base pay, allowances, and other benefits of not less than ₱38,366.

Option 2: Earn a Bachelor’s Degree and Enter PNP as a Patrolman/Patrolwoman

While some Filipinos knew as early as high school that they wanted to be police, others didn’t heed the call to service until after they graduated from college.

Suppose you already have a Bachelor’s degree. In that case, you still have the chance to join the PNP as long as you meet the following qualification requirements 11 :

  • You are a citizen of the Philippines;
  • You must be 21-30 years old at the time of application;
  • You are a person of good moral character. This means you must not have been convicted by final judgment of an offense or crime involving moral turpitude;
  •  You have no pending criminal case in any court or administrative case if you’re already a government employee;
  • You must not have been dishonorably discharged from military employment or declared on Absence Without Official Leave or Dropped from the Rolls from the PNP service, or dismissed for cause from any civilian position in the government;
  • You must have passed the psychiatric/psychological, physical, medical, and dental tests administered by the PNP Health Service or by any NAPOLCOM-accredited government hospital and drug tests administered by the Crime Laboratory Group;
  • You must have earned a Bachelor’s degree from a recognized learning institution;
  • You must have a height of at least 1.57 m (5’2”) for males and 1.52 m (5’)for females 12 ;
  • You must weigh not more or less than five kilograms (5.0 kg) from the standard weight corresponding to your height, age, and sex.

If you meet all the eligibility requirements above, you can apply for the PNP Entrance Examinatio n administered by the National Police Commission. You need to pass this exam to proceed to the next stage of the screening process. However, you are exempt from taking the NAPOLCOM PNP Entrance Examination if you’re one of the following:

  • Licensed Criminologist
  • Bar and Board Examination passer
  • College honor graduate
  • Civil service professional (i.e., you have passed the CSC professional examination)

If you’re one of the above, you’re qualified to apply for the entry-level rank of Patrolman/Patrolwoman without the need to take the entrance examination. Licensed criminologists (i.e., Criminology graduates who have passed their board exam) are usually assigned to the Police Regional Office, Anti-Kidnapping Group (AKG), and the Special Action Force (SAF) 13 .

When screening applicants, priority will be given to the following:

  • Latin honorees, with an academic award of distinction and/or Dean’s lister; 
  • Graduates of a medical, information technology, mass communication, or engineering course; 
  • With special talents in theatre and arts, such as musicians, actors/singers;
  • With above +5 rating on the passing rate of their GWA and eligibility rating. 

To apply for the rank of Patrolman/Patrolwoman, here are the basic mandatory requirements you need to obtain:

  • Duly accomplished Civil Service Commission (CSC) Form 212;
  • PSA Birth Certificate;
  • Report of Rating of Eligibility authenticated by the issuing authority;
  • Two pieces of “2×2” colored pictures with the applicant’s name;
  • Transcript of Records (TOR) and Diploma duly certified by the school registrar;
  • Barangay Clearance;
  • Police Clearance or NBI Clearance ;
  • Certificate of Good Moral Character issued by the applicant’s collegiate school;
  • Medical Certificate issued by the local health officer;
  • Copy of two government-issued valid IDs .

Successful applicants who pass the initial screening will be notified about the next stage of the application process; otherwise, they will be provided with the reason behind their disqualification.

After the initial screening, applicants undergo different tests/examinations for the final evaluation. Applicants must pass all tests to proceed to the last phase of the application process; if they fail one test, they will be automatically barred from taking the succeeding test.

Here’s the sequence of tests included in the final evaluation:

  • Initial Assessment of Body Mass Index (BMI) . This assessment uses an electronic device to determine the qualified applicants’ BMI. The successful applicant must have a BMI of 18.5 to 26.5 (kg/m²) 14 to proceed to the next step.
  • Electrocardiogram (ECG) examination . This is conducted to gauge the fitness of the applicants and determine whether their bodies can endure the rigors of the subsequent Physical Agility Test (PAT). Applicants must obtain their ECG results from a government hospital, with cardio clearance signed by a cardiologist. Those who won’t pass the ECG test will no longer proceed to the next step of the final evaluation. 
  • Physical Agility Test (PAT) . With the presence of a NAPOLCOM representative, applicants will be subjected to a series of physically demanding events to test whether they have the coordination, strength, and speed needed to fulfill their roles in the police force successfully. This test consists of three events: a. One-minute push-ups (35 reps for males and 25 reps of bench push-ups for females); b. One-minute sit-ups (35 reps for males and 25 reps for females); c. 3-kilometer run (19 minutes for males and 21 minutes for females). To proceed to the next stage, the applicants must pass all events; neither retaking nor averaging is allowed. 
  • Psychiatric/Psychological Examination (PPE) . This exam assesses the applicant’s mental health and whether he/she can endure the challenges of police work. It will be administered under the supervision of a PNP medical officer and a NAPOLCOM representative. Applicants who will pass this exam will proceed to the complete Physical, Medical, and Dental Examination or PMDE. Otherwise, he/she can retake the exam after 6 months. If the applicant fails the exam 3 times, he/she will no longer be allowed to apply for the Patrolman/Patrolwoman rank.
  • Complete Physical, Medical, and Dental Examination (PMDE) . Like PPE, this exam will be conducted under the supervision of the PNP medical officer and a NAPOLCOM representative. It’s conducted by the PNP Health Service or any NAPOLCOM-accredited hospital to assess the applicant’s physical health and ensure he/she is free from any contagious disease. Female applicants must also undergo a pregnancy test before the oath-taking. No retaking of the examination is allowed. 
  • Drug Test (DT) . This test may be conducted on applicants anytime after the Physical Agility Test, Psychiatric/Psychological Examination, or the Physical, Medical, and Dental Examination but before the Final Committee Interview. 
  • Complete Character and Background Investigation (CBI) . The background check is usually conducted on all PPE passers before being endorsed to the Final Committee Interview. It’s necessary to ensure the applicant has never been involved in criminal activity or tied to any dubious/terrorist organization. In other words, it will gauge the applicant’s MILDCR (morality, integrity, loyalty, dedication, character, and reputation). During this step, the applicant must obtain and submit a Certificate of Good Moral Character from his/her school. Applicants without recommended CBI will not be allowed to proceed to the oath-taking. However, the investigation results will continue to be validated during the one-year probationary period. Should there be any derogatory record/information that will be discovered and validated during this period, it will be grounds for the cancellation of the recruit’s appointment. 

Applicants who pass all the tests included in the final evaluation will be scheduled for the Final Committee Interview. This interview is the last step of the application process and will determine the following qualities of each applicant:

  • Aptitude to join the police force
  • Likeableness
  • Outside interest
  • Conversational ability
  • Disagreeable mannerisms

The screening committee will combine the interview results and the evaluation of the qualifications to determine the successful applicants who make it to the official list of new appointees. The oath-taking will be scheduled soon after that to welcome the recruits to the PNP roster of Patrolmen/Patrolwomen.

The new Patrolman/Patrolwoman is placed under a temporary appointment for up to 12 months, during which he/she will complete the required PNP Field Training Program (FTP). This program comprises the Public Safety Basic Recruit Course (PSBRC) and the Field Training Exercise (FTX). The permanent appointment will only be issued to the new police upon completing this training program, combined with experience and assignment in patrol, traffic, and investigation.

PNP Salary 2023 and New Rank Classification

President Rodrigo Duterte signed the joint resolution of Congress dated January 1, 2018, increasing the Salary of the military, police, and all uniformed personnel. The modified base pay schedule of the uniformed personnel of the Philippine National Police PNP will be found below.

Philippine National Police (PNP) Salary Grade 2024 [Updated]

In 2024, the PNP revamped salaries to address inflation and living costs, striving for fairness and competitiveness, while also enforcing new rank abbreviations requiring “Police” before titles.

Here are the updated 2024 PNP Salary Grade and new rank classifications and abbreviations:

Due to the fourth tranche of the modified salary schedule, all PNP uniformed personnel now have updated base pay, as per Joint Resolution No. 1 Modified Base Pay Schedule.

Longevity Pay

Department uniformed personnel get a longevity pay of 10% of their monthly salary for every 5 years of service, starting from their original appointment until the integration of PC and INP.

But, the total longevity pay can’t exceed 50% of their basic pay. (Ref: Section 71, Chapter VII, Republic Act 6975)

Quarter Allowance

This allowance is provided to officers and non-officers who do not have living quarters provided by the PNP, where they can accommodate their families.

If they acquire housing units or living quarters, they lose this allowance, benefiting the PNP Housing Board. (Ref: NAPOLCOM Resolution 91-18).

Regular Subsistence Allowance

This is an allowance provided to all uniformed PNP members to help cover the cost of their daily meals, totaling ₱150.00 per day or ₱4,500 per month. (Ref: Joint Resolution No. 1 effective January 1, 2018).

Clothing Allowance

This is an allowance provided to cover the expenses of maintaining uniforms that PNP members wear daily. It’s paid at a rate of ₱200.00 per month for both officers and non-officers. (Ref: NAPOLCOM Resolution 91-18).

This allowance is given as basic occupational hazard pay due to the risky nature of law enforcement work. For all uniformed personnel, the fixed Hazard Pay amount is now ₱540.00 per month. (Ref: NAPOLCOM Resolution 91-18).

Personnel Economic Relief Allowance (PERA)

This allowance, effective from January 1, 1991, is provided to all PNP uniformed personnel below the rank of Police Major, including PNPA cadets, amounting to ₱500.00 per month.

Additionally, due to the increased cost of living, an additional ₱1,500.00 compensation is provided along with the initial ₱500.00.

The current PERA (Personal Economic Relief Allowance) is ₱2,000.00 per month. (Ref: NAPOLCOM Resolution 91-18; Budget Circular Nr 2009-3).

Laundry Allowance

This allowance is meant to cover laundry expenses for PNP uniformed personnel who frequently appear in public or attend ceremonies, necessitating the use of presentable uniforms.

Officers receive ₱60.00 per month, while non-officers receive ₱30.00 per month, paid monthly. (Ref: Office of the President Memorandum dated August 28, 1997).

Gratuity Pay

This allowance is provided to individuals who have been honored with the Medal of Valor, the highest military decoration awarded for acts of exceptional bravery and courage.

Recipients of this medal are entitled to a monthly gratuity of twenty thousand pesos (₱20,000.00) as a token of recognition for their extraordinary valor and service. (Ref: Circular No. 2001-010).

Hospital Subsistence Allowance

This is an extra allowance provided on top of the regular subsistence allowance for PNP uniformed personnel.

It covers the cost of free daily meals provided to them during their stay in PNP hospitals and/or dispensaries.

The allowance amounts to ₱30.00 per day. (Ref: NAPOLCOM Resolution 91-18).

Civil Disturbance Control (CDC) Subsistence Allowance

This additional allowance is provided on top of the regular subsistence allowance for PNP personnel. Its purpose is to support the meal requirements of PNP uniformed personnel involved in Civil Disturbance Control operations.

Each personnel engaged in such operations is entitled to receive an allowance of ₱30.00 per day to cover their meal expenses. (Ref: NAPOLCOM Resolution 91-18).

Training Subsistence Allowance

This is an extra allowance, called a training emolument, given to PNP uniformed personnel undergoing local training in various institutions.

This includes training in the AFP, PNP training institution, OJT, or local educational institutions, aimed at enhancing their knowledge, skills, and career advancement.

Each student/trainee receives ₱30.00 per day multiplied by the duration of the course, paid through the school. (Ref: NAPOLCOM Resolution 91-18).

Combat Duty Pay

This is a monthly allowance of ₱3,000.00 provided to uniformed personnel of the Philippine National Police (PNP) who are actively involved in police operations.

This allowance is set as per the provisions outlined in Sections 1 and 2 of Executive Order No. 03, series of 2016.

Combat Incentive Pay

This is a daily allowance of ₱300.00 provided to PNP uniformed personnel directly engaged in combat against insurgents, terrorists, and lawless groups.

Here are the conditions:

  • The operation must have a specific combat mission outlined in a Mission Order (Letter Order).
  • Personnel involved must be part of the PNP’s published task organization as per the Mission Order.
  • Each individual’s total combat incentive pay should not exceed ₱3,000.00 per month.
  • This incentive pay is additional to the combat duty pay of ₱3,000.00 for eligible PNP personnel. (Ref: Sec 3 EO No. 03, s 2016).

Hazardous Duty Pay

This is an allowance for PNP uniformed personnel facing specific occupational hazards or risky jobs, risking life, limbs, or health.

It amounts to fifty percent (50%) of their base pay according to their rank. (Ref: NAPOLCOM Resolution No. 91-18).

Radiation Hazard Pay

This is extra pay for skilled PNP personnel who work with radioactive materials and face risks due to overexposure.

The allowance can’t go beyond fifteen percent (15%) of their base pay according to rank. (Ref: NAPOLCOM Resolution No. 91-18).

Incentive Pay

This is an incentive pay provided to licensed professionals in the fields of Medicine, Veterinary Science, Dentistry, Nursing, and Law who have joined the Philippine National Police (PNP).

They receive a monthly incentive of ₱200.00, which is added to their regular monthly paycheck. (Ref: NAPOLCOM Resolution No. 91-18).

PNP personnel teaching for at least 48 hours a month get a 25% bonus on their base pay, where teaching, research, and supervision time counts towards it.

PNP personnel assisting with major PNP training receive a 10% bonus on their base pay.

Specialist Pay

This pay is for deserving PNP non-officers not in critical areas (not eligible for combat pay) who have shown skill, training, experience, and knowledge in specific police duties and specialties. (Ref: NAPOLCOM Resolution No. 91-18).

All PNP pilots and aircraft crew who regularly fly are eligible. Accredited PNP pilots must maintain an average of four (4) hours of flight per month.

They receive flying pay equal to fifty percent (50%) of their base pay. (Ref: NAPOLCOM Resolution No. 91-18).

Sea Duty Pay

This is given to PNP personnel assigned to units for law enforcement on inland waters (lakes and rivers) and coastal/territorial waters.

The PNP Maritime Command pays them twenty-five percent (25%) of their base pay monthly or quarterly. (Ref: NAPOLCOM Resolution No. 91-18).

CAPCOM Incentive Pay

This allowance is provided because of the unique mission and area of CAPCOM, which covers Metro Manila.

It applies to all PNP uniformed personnel assigned to CAPCOM, including those in the five Police District Commands. The allowance is ₱2.50 per day or ₱75.00 per month. (Ref: NAPOLCOM Resolution No. 91-18).

Special Clothing Allowance

This is an allowance for PNP personnel who frequently appear in public or attend ceremonies and are required to wear presentable uniforms.

Officers receive ₱300.00, while non-officers receive ₱150.00.

Additionally, there’s an annual maintenance allowance given from the date of issuance of the initial special clothing allowance:

Officers receive ₱80.00, and non-officers receive ₱40.00. (Ref: NAPOLCOM Resolution No. 91-18).

Cold Weather Clothing Allowance

This allowance is given to uniformed personnel assigned in cold areas where cold-weather clothing is needed. It helps them buy the necessary clothing.

It applies to PNP personnel in specific areas within certain regions:

PNP personnel in these areas receive ₱1,000.00 for the first year and ₱300.00 annually for maintenance.

Winter Clothing Allowance

This allowance supports PNP personnel going for foreign schooling/training to buy required winter clothing abroad (Ref: NAPOLCOM Resolution No. 91-18).

Star Rank Officers receive $300, while other PNP personnel receive $250.

Initial Clothing Allowance

This allowance is provided to all PNP recruits who are joining the PNP for the first time, whether as Police Commissioned Officers (PCO) or Police Non-Commissioned Officers (PNCO).

The amount of the allowance is ₱20,000.00.

Replacement Clothing Allowance

This allowance is provided to uniformed personnel every three years of continuous service, starting from the year they entered the service.

The rates for the Replacement Clothing Allowance (RCA) will be adjusted accordingly. (Ref: Fiscal Directive Number 2009-10)

Hardship Allowance

This allowance is for PNP personnel assigned to remote stations or sites inaccessible by regular transportation, covered by official orders. HDP, RHP, and other allowances are waived.

Officers receive ₱300.00 per month, while non-officers receive ₱150.00 per month. (Ref: Fiscal Directive Nr 2016-05).

Burial Allowance

The PNP has updated its rank abbreviations and classifications to begin with “Police,” following a new law.

Below are the 2024 PNP Salary Grade , new rank classifications, and abbreviations.

Due to the fourth tranche of the modified salary schedule, all PNP uniformed personnel now have updated base pay, as per Joint Resolution No. 1 Modified Base Pay Schedule.

Longevity Pay (Long Pay)

Department uniformed personnel get a longevity pay of 10% of their monthly salary for every five (5) years of service, starting from their original appointment until the integration of PC and INP.

But, the total longevity pay can’t exceed 50% of their basic pay.

Regular Allowances

All uniformed members of the PNP receive various allowances regularly, aside from their basic salary.

These allowances are provided to support the daily needs of PNP personnel and their families.

Some of the regular allowances given to PNP personnel include:

Quarter Allowance

This allowance is provided to officers and non-officers who do not have living quarters provided by the PNP where they can accommodate their families.

The allowance amount depends on the rank and location of the personnel.

They lose this allowance if they acquire housing units or living quarters, benefiting the PNP Housing Board.

Clothing Allowance

This allowance is given annually to PNP personnel to support their uniform requirements.

The allowance amount depends on the rank and position of the personnel.

PNP members are required to wear uniforms on a daily basis, and to cover the cost of maintaining these uniforms, they receive a stipend.

This stipend is charged at a rate of ₱200.00 per month for both officers and non-officers.

Regular Subsistence Allowance

All uniformed members of the PNP receive a stipend to support their daily meals, which is given to help offset their meal expenses.

This stipend amounts to ₱150.00 per day or ₱4,500 per month .

Hazard Pay is an allowance given to compensate for the occupational hazards faced by PNP personnel due to the dangerous nature of their profession.

The amount of Hazard Pay is fixed at ₱540.00 per month for all uniformed personnel.

Laundry Allowance

PNP uniformed personnel who are required to wear presentable uniforms for their regular public appearances, frequent attendance at ceremonies, and assignments to units/activities receive a laundry allowance.

The rates for the laundry allowance are as follows:

  • Officers receive ₱60.00 per month , which is payable every month.
  • Non-Officers receive ₱30.00 per month , which is also payable every month.
This allowance is intended to support the personnel’s efforts to maintain a neat and professional appearance while in uniform.

The Medal of Valor is an honorific title awarded to PNP personnel who have demonstrated extraordinary bravery in the line of duty.

Recipients of this award are entitled to a monthly gratuity of ₱20,000 .

Personnel Economic Relief Allowance (PERA)

Personnel Economic Relief Allowance (PERA) is a monthly allowance of ₱500.00 given to all PNP uniformed personnel below the rank of Police Major, including PNPA cadets.

Due to the increasing cost of living, an additional incentive of ₱1,500.00 is also provided, making the current PERA amount ₱2,000.00 per month.

Hospital Subsistence Allowance

Hospital Subsistence Allowance is provided to PNP uniformed personnel while confined in PNP hospitals and/or dispensaries.

This allowance supplements their regular subsistence allowance, reflecting the cost of free daily meals provided to them.

The amount of the allowance is ₱30.00 per day .

Civil Disturbance Control (CDC) Subsistence Allowance

Civil Disturbance Control (CDC) Subsistence Allowance is an additional allowance of ₱30.00 per day provided to PNP uniformed personnel engaged in Civil Disturbance Control operations.

This allowance is given in addition to their daily subsistence allowance to support their meal requirements.

Training Subsistence Allowance

Training Subsistence Allowance is an additional payment or training emolument given to PNP uniformed personnel undergoing local training in the AFP, PNP training college, OJT, or a local educational institution.

This allowance is provided to support their professional or career advancement and is given in addition to their regular subsistence allowance.

The rate for this allowance is ₱30.00 per day and is charged by the school for the course duration.

Combat Duty Pay (CDP)

PNP uniformed personnel who are actively involved in police operations are entitled to a predetermined monthly allowance of ₱3,000.00 .

Combat Incentive Pay (CIP)

PNP uniformed personnel who actively participate in physical confrontations against insurgent, militant, and lawless elements are eligible for a daily combat allowance of ₱300.00 under the following conditions:

  • The operation must be a specific combat mission that is authorized by a Mission Order (Letter Order).
  • The personnel involved in combat must be part of the published task organization in the PNP Mission Order.
  • The total additional combat incentive pay for each individual should not exceed ₱3,000.00 per month.
  • The combat incentive pay is in addition to the ₱3,000.00 combat duty pay for qualified PNP uniformed personnel.

Radiation Hazard Pay

This is an additional pay given to PNP skilled personnel whose job requires exposure to radioactive elements beyond the average level.

The amount of this allowance should not exceed 15% of the base pay authorized by rank.

Hazardous Duty Pay

It is a stipend granted to PNP uniformed personnel who are exposed to specific occupational hazards or elements or undertake hazardous jobs that pose a high risk of death, limb loss, or health deterioration.

This pay is equal to 50% of the base pay authorized by rank.

Specialist Pay

This pay is intended for deserving PNP non-officer personnel who have shown proficiency and effectiveness through skills, training, experience, and knowledge in specific police duties and specialties but are not assigned to critical areas (to qualify for combat pay).

Sea Duty Pay

This pay is given to all PNP personnel assigned to PNP units activated for law enforcement duties in inland waters, as well as coastal and territorial waters.

PNP Maritime Command employees receive a monthly pay of 25% of their base pay, paid at the end of each month or quarter.

It is an allowance paid to PNP pilots and crew members who require routine and frequent aerial flights.

The approved flying pay rate is 50% of their base pay, provided they meet the monthly flying time requirement of four (4) hours of aerial flight.

Capital Region Command (CAPCOM) Incentive Pay

It is an allowance based on the unique mission and functions of CAPCOM within its geographic region, Metro Manila.

This is given to all PNP uniformed personnel assigned to CAPCOM, regardless of whether they are assigned to one of the five (5) Police District Commands.

The regular allowance is ₱2.50 or ₱75.00 per month.

Special Clothing Allowance

This is a stipend given to uniformed PNP personnel who make regular public appearances or attend ceremonies and are assigned to units/activities that require them to wear a presentable uniform at all times.

The allowance is ₱300 for PCOs and ₱150 for PNCOs. An additional sum is charged for maintenance, which is ₱80 for PCOs and ₱40 for PNCOs.

Initial Clothing Allowance (ICA)

It is a ₱20,000.00 allowance given to all PNP recruits who are joining the PNP for the first time, whether as PCO or PNCO.

Replacement Clothing Allowance (RCA)

After completing three years of consecutive service, starting from the year of enlistment, remuneration will be provided.

The RCA rates will undergo the following modifications:

Burial Allowance

Other Benefits

In addition to their regular and collateral allowances, PNP uniformed personnel are entitled to the following benefits:

Anniversary Bonus

The Anniversary Bonus benefits PNP uniformed personnel who have completed at least one year of service in the PNP by the milestone year (starting from the 15th anniversary and every five (5) years after that) and have no record of work-related offenses in the five-year period between milestones.

The bonus amount must not exceed ₱3,000.00.

Mid-Year Bonus (13th Month Pay)

This bonus amounts to the equivalent of one (1) month’s basic salary as of May 15. It is granted to those who have rendered at least four (4) months of satisfactory service and are still employed as of the same date.

The bonus will be released no earlier than May 15 of each year.

Year-End Bonus (14th Month Pay)

This benefit is granted in November of every year at the specified rates and is equivalent to one (1) month’s basic salary.

Performance Based Bonus (PBB)

The implementation of the enhanced PBB will take place in two phases and will range from one to two months of basic pay.

The new PBB system will employ a progressive rate scheme, wherein the amount of PBB awarded increases proportionately to the degree of responsibility and contribution towards improving agency efficiency.

Productivity Enhancement Incentive (PEI)

The amount of Five Thousand Pesos (₱5,000) shall be given to eligible government employees to boost their productivity.

The issuance of this amount shall not be earlier than December 15 of each year.

Rice Subsidy

This is a monthly monetary incentive equivalent to twenty (20) kilograms of rice or a total of Six Hundred Fifty Pesos (₱650.00).

2024 Salary Grade of PNP per Rank under PBBM

The Philippine National Police (PNP), Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and other uniformed personnel’s salaries were increased by the Joint Resolution signed by Former President Rodrigo Roa Duterte in 2018.

PNP Salary with New TAX

Here is an updated PNP Salary Grade 2024 along with their corresponding ranks:

It is the monthly fixed amount received by uniformed PNP personnel.

Joint Resolution No. 1 mandates the adoption of the fourth tranche of the modified salary schedule, which encompasses “uniformed personnel under the Department of Interior and Local Government (DILG),” which includes the National Police Commission (NAPOLCOM), which is in charge of the Philippine National Police’s administration and control (PNP).

The following is the base pay of all PNP uniformed personnel as a result of the implementation of the fourth tranche of the modified salary schedule:

Longevity Pay ( Long Pay )

For every five (5) years of service, uniformed personnel of the department are entitled to a longevity pay of ten percent (10%) of their basic monthly salaries, which is measured from the date of the personnel’s original appointment in the AFP or appointment in the police, fire, or prison, or other allied services to the integration of the PC and the INP, provided that the totality of such longevity pay shall not exceed fifty percent (50%) of the basic pay.

Regular Allowances

In addition to the basic salary, all uniformed PNP members receive these allowances on a regular basis.

Quarter Allowance

It is a stipend granted to officers and non-officers who are not provided with living quarters, housing PNP units, or living quarters where their families can be accommodated under the PNP’s auspices.

Those who have received some housing units/living quarters immediately lose this payment to the PNP Housing Board.

Clothing Allowance

It is a stipend provided to cover the expense of maintaining the uniforms that PNP members are expected to wear on a daily basis. For both officers and non-officers, this is charged at the rate of ₱200.00 per month.

Regular Subsistence Allowance

It is a stipend given to all uniformed members of the PNP to help defray the cost of their daily regular meals, which amounts to ₱150.00 per day or ₱4,500 a month.

It is a basic occupational hazard pay allowance granted because law enforcement is a dangerous profession. The fixed amount of Hazard Pay for all uniformed personnel is now ₱540.00 per month.

Laundry Allowance

It is a laundry allowance for PNP uniformed personnel whose regular public appearances, frequent attendance at ceremonies, and assignment to units/activities necessitate the wearing of a presentable uniform at all times, with the following rates.

Officer — ₱60.00 a month (payable on a monthly basis)

Non-Officer — ₱30.00 a month (payable on a monthly basis)

It is offered to someone who has earned the Medal of Valor. The awardee will be paid a monthly gratuity of ₱20,000.

Personnel Economic Relief Allowance (PERA)

It is a monthly allowance of ₱500.00 given to all PNP uniformed personnel below the rank of Police Major, including PNPA cadets.

In addition to the Php500.00, an additional incentive of ₱1,500.00 will be provided due to the increasing cost of living. The present PERA is two thousand pesos per month (₱2,000.00) .

Hospital Subsistence Allowance

It is a supplement to the PNP uniformed personnel’s normal subsistence allowance, reflecting the free daily meals given to them while confined in PNP hospitals and/or dispensaries, which amounts to ₱30.00 per day.

Civil Disturbance Control (CDC) Subsistence Allowance

It is an additional allowance of ₱30.00 per day given in addition to PNP uniformed personnel’s daily subsistence allowance to support the meal requirements of PNP uniformed personnel engaged in any Civil Disturbance Control operations.

Training Subsistence Allowance

It is an additional payment, or training emolument, provided to PNP uniformed personnel undergoing local training in the AFP, PNP training college, OJT, or schooling in a local educational institution where they acquire knowledge, skills, and experience for professional or career advancement, in addition to the normal subsistence allowance.

Each student/trainee is charged by the school at a rate of ₱30.00 per day compounded by the number of days the course lasts.

Combat Duty Pay (CDP) [ Trending ]

It is a fixed monthly allowance of ₱3,000.00 for PNP uniformed personnel engaged in actual police operations.

Combat Incentive Pay (CIP) [ Trending ]

It is a daily allowance of ₱300.00 for PNP uniformed personnel who are actively engaged in actual fighting against members of various insurgent, militant, and lawless elements, subject to the following conditions:

ü   the operation must be for a specific c o m b a t mission that is duly covered by a Mission Order (Letter Order);

ü   the personnel involved in combat must be in the published task organization of the PNP Mission Order;

ü   the total additional combat incentive pay for each individual shall not exceed three thousand pesos (₱3,000.00) per month; and

ü   The combat incentive pay shall be over and above the combat duty pay of ₱3,000.00 for qualified uniformed personnel of the PNP.

Radiation Hazard Pay

It is a form of incentive pay for PNP skilled personnel whose jobs require them to be exposed to radioactive elements in excess. The payment of said additional allowance must not exceed 15% (15%) of the base authorized by rank.

Hazardous Duty Pay

It is a stipend given to PNP uniformed personnel for exposure to specific occupational hazards or elements, or hazardous jobs posing a high risk of death, limb loss, or health deterioration. It is equal to half (50%) of the base pay authorized by rank.

Specialist Pay

This pay is for deserving PNP non-officer personnel who have demonstrated efficiency and effectiveness through skills, aptitude training, experiences, and knowledge of specific police duties and specialties but are not assigned in critical areas (to qualify for combat pay).

Sea Duty Pay

It is given to all PNP personnel who will be assigned to PNP units and will be activated for law enforcement duties in our inland waters (lakes and river systems) as well as coastal and territorial waters. The PNP Maritime Command pays its employees at a monthly rate of twenty-five percent (25%) of their base pay, which is paid at the end of each month or quarter.

Pilots and crew members of PNP aircraft whose roles necessitate routine and frequent aerial flights. All properly licensed PNP pilots, as long as they meet the monthly flying time requirement of four (4) hours of aerial flight. The rate of flying pay is set at 50% of their approved base pay.

Capital Region Command (CAPCOM) Incentive Pay

It is a stipend based on the uniqueness of CAPCOM’s mission and functions in relation to its geographic region, Metro Manila. It will be enforced in two (2) phases and will be equal to one (1) month to two (2) months of basic pay. The enhanced PBB will be granted using a progressive rate scheme. The amount of PBB increases as the role and responsibility for enhancing agency efficiency increases.

It shall be issued to all eligible government employees not earlier than December 15 of each year at a cost of Five Thousand Pesos (₱5,000) each for the purpose of increasing government employees’ productivity.

<strong>Salary</strong> <strong>Assignment</strong> <strong>Section</strong>.<br />

<strong>Salary</strong> <strong>Assignment</strong> <strong>Section</strong>, formerly called the Class E Allotment <strong>Section</strong> was first<br />

established in 1972 similar to that section in GHQ AFP pursuant to Circular No. 37 dated June<br />

22, 1972. This Circular was applied in the Military and was also adopted by former members of<br />

PC/INP Uniformed Personnel. In August 21, 1995, <strong>PNP</strong> Circular No. 95-005 was formulated and<br />

in effect because of a new <strong>PNP</strong> law which was enacted in 1991. On October 4, 2005, <strong>PNP</strong><br />

Circular No. 2002-001 was superseded by <strong>PNP</strong> Circular Number 2005-001 in order to cope up<br />

with the changing times and be more responsive to the present situation.<br />

The <strong>Salary</strong> <strong>Assignment</strong> system was devised and implemented in order to lessen the<br />

burden of the <strong>PNP</strong> personnel in sending their financial assistance to their families, loved ones or<br />

anybody whom they have a periodic/regular financial assistance or commitment.<br />

This <strong>Section</strong> facilitates the application for <strong>Salary</strong> <strong>Assignment</strong> of both Police<br />

Commissioned and Non-Commissioned Officers of the <strong>PNP</strong>. This <strong>Section</strong> likewise prepares<br />

replacement vouchers for those assignees whose issued CFCs were staled due to unclaimed<br />

remarks. It cancels CFCs of assignees whose assignors were reported AWOL, suspended,<br />

retired/separated, or deceased. It also answers inquiries from assignees and indexes CFCs<br />

issued to the assignees.<br />

Report of Changes to effect new application and request for changes such as increase or<br />

decrease in the amount of allotment, change in status of the assignor and change of address<br />

shall be made in writing by the assignor thru channels; cancellation or discontinuance of<br />

assignment maybe made thru the written request of the assignor with the concurrence/consent of<br />

the assignee and recommendation of his immediate Chief of Office upon proper investigation of<br />

the necessity for cancellation or discontinuance of the assignment, are prepared by the <strong>Salary</strong><br />

<strong>Assignment</strong> <strong>Section</strong> of <strong>PNP</strong> <strong>Finance</strong> <strong>Service</strong> and transmitted to <strong>PNP</strong> Computer <strong>Service</strong> for<br />

implementation.<br />

The policies states that any married police personnel who does not live together with his<br />

wife and/or children in the conjugal abode due to the exigencies of the service is required when<br />

so requested by his wife and/or children; any married police personnel who is exempted from the<br />

obligation of supporting his spouse, for reason provided by law or court order, is required to give<br />

a reasonable monthly allowance in favor of his legitimate child or children; any unmarried police<br />

personnel who has difficulties in remitting his pay to his dependent due to the great distance of<br />

his place of assignment may execute a <strong>Salary</strong> <strong>Assignment</strong>. Whenever the prospective Assignee<br />

is a person who is NOT the lawful spouse, legitimate unmarried minor children, legitimate father<br />

or mother, or legitimate brother or sister of the Assignor, the Chief of Office shall conduct an<br />

inquiry or investigation on the matter with a view of determining whether the application for<br />

assignment arose from illegitimate or common-law relationship involving the Assignor. If in the<br />

affirmative, the application shall be disapproved and the record of inquiry or investigation together<br />

with the supporting papers shall be forwarded through channels to the office of the appropriate<br />

Disciplinary Authority who has jurisdiction for dispositive action. The amount to be allotted should<br />

be specifically stated and should be subject to the provision of the New Civil Code and Family<br />

Code of the <strong>Philippine</strong>s and other pertinent laws.

CFCs are printed once a month and the Schedule of Release is every 25 th day of the<br />

1) Definitions.<br />

(a) <strong>Salary</strong> <strong>Assignment</strong> refers to a definite portion of the <strong>Salary</strong> which a<br />

police Commission or Non-Commissioned Officer has authorized to be<br />

paid to his dependent/s as defined hereunder.<br />

(b) Assignor is the person who makes the assignment.<br />

(c) Assignee refers to the person or dependent to whom the <strong>Salary</strong><br />

<strong>Assignment</strong> is being paid.<br />

(d) Dependent refers to the lawful spouse, unmarried legitimate minor<br />

children, dependent legitimate father or mother, or unmarried legitimate<br />

brother or sister, in such order or precedence, as may be designated in<br />

the official records of the uniformed <strong>PNP</strong> personnel with Record<br />

Management Division, DPRM.<br />

2) Guidelines on the processing of <strong>Salary</strong> <strong>Assignment</strong> Application.<br />

(a) Applicant (<strong>PNP</strong> Uniformed Personnel) must fill-out application form for<br />

<strong>Salary</strong> <strong>Assignment</strong> legibly and completely with his signature affixed and<br />

must also be indorsed by his immediate Chief of Office;<br />

(b) Applicant must attach to the application form the following requirements<br />

such as: latest payslip, <strong>PNP</strong> ID (back to back), Marriage Contract<br />

and/or Birth Certificate;<br />

(c) Applicant must submit his/her application form to the Regional <strong>Finance</strong><br />

<strong>Service</strong> Office where he/she is presently assigned for processing and<br />

scrutiny;<br />

(d) Consequently, RFSO will indorse same to <strong>PNP</strong> <strong>Finance</strong> <strong>Service</strong> (Attn:<br />

<strong>Salary</strong> <strong>Assignment</strong> <strong>Section</strong>) for further evaluation prior approval by the<br />

Director, <strong>Finance</strong> <strong>Service</strong>;<br />

(e) Upon approval of the D, FS, SAS will prepare change<br />

report/indorsement to the <strong>PNP</strong> Computer <strong>Service</strong> for the<br />

implementation/printing of assignee’s CFC (check);<br />

(f) Printing of check of assignee will be implemented two (2) months after<br />

the date of submission to <strong>PNP</strong> Computer <strong>Service</strong>; and<br />

(g) Check is printed once a month and will be release to assignee<br />

concerned every 25 th day of the month.<br />

3) Policies on <strong>Salary</strong> <strong>Assignment</strong>.

(a) Any married police personnel who does not live together with his wife<br />

and/or children in the conjugal abode due to the exigencies of the<br />

service is required when so requested by his wife and/or children to<br />

execute a Monthly <strong>Salary</strong> <strong>Assignment</strong> in their favor, provided that the<br />

said police personnel does not give regular monthly support to his wife<br />

and/or children.<br />

(b) Any married police personnel who is exempted from the obligation of<br />

supporting his spouse, for reason provided by law or court order, is<br />

required to give a reasonable monthly allowance in favor of his<br />

legitimate child or children, if he has any, and in case of difficulty, he<br />

may execute a <strong>Salary</strong> <strong>Assignment</strong>.<br />

(c) Any unmarried police personnel who have difficulties in remitting his pay<br />

to his dependent due to the great distance of his place of assignment<br />

(d) Such deductions shall not reduce the employee’s monthly net take home<br />

pay to an amount lower than Three Thousand Pesos (P3,000.00), after<br />

all authorized deductions.<br />

1) Background of the <strong>PNP</strong> Retirement System:<br />

On January 2, 1991 the <strong>Philippine</strong> National Police was created as a<br />

Bureau under the umbrella of the Department of the Interior and Local<br />

Government by virtue of the Republic Act No. 6975 otherwise known as the<br />

DILG Act of 1990.<br />

As in any other organization, the <strong>PNP</strong> embarks on programs to<br />

enhance the welfare and morale of the constituents. These programs include<br />

and zeroed on the professionalization of it ranks, enforcement of discipline and<br />

more importantly, the Fourth Interim <strong>Salary</strong> increase of its personnel in 1997.<br />

Financially and psychologically, these are some ways of ensuring the<br />

well-being of the <strong>PNP</strong> personnel. However, this self-actualization and<br />

enhancement processes must be a dynamic and continuing and that is to include<br />

the assurance of a better, secured life after retirement of its members. The <strong>PNP</strong><br />

is therefore morally obliged to take care and ensure the socio-economic security<br />

of its retired personnel.<br />

At present, the retirement, separation benefits and pension of <strong>PNP</strong><br />

personnel are funded from the annual appropriation of the government. There<br />

are two (2) separate offices directly involved in these activities namely:<br />

(a) Benefits and Pension Administrative Division (BPAD) of the Directorate<br />

for Personnel and Records Management (DPRM), and<br />

(b) Pension and Gratuity <strong>Section</strong> (P & GS) of the <strong>PNP</strong> <strong>Finance</strong> <strong>Service</strong>.<br />

2) Mission, function and Organizational Set-Up of BPAD and Pension & Gratuity<br />

(a) BPAD, ODPRM:<br />

Administer the retirement and separation benefits in the <strong>PNP</strong><br />

and process benefits claim of personnel assigned at NHQ, <strong>PNP</strong> and<br />

NSUs.<br />

Its functions are to implement, procedures and plans pertaining<br />

to the processing of benefits claims and administration of the <strong>PNP</strong><br />

retirement separation benefits system in the <strong>PNP</strong>. Consolidate all<br />

documentary requirements including clearances, personnel records and<br />

prepares disbursement voucher for benefit claims.<br />

They also serve as the communication link between the <strong>PNP</strong><br />

and retirees, beneficiaries and assist them through the conduct of a<br />

nationwide information drive of the <strong>PNP</strong> retirement, separation and<br />

benefits system.

(b) Pension and Gratuity <strong>Section</strong>, <strong>PNP</strong>FS:<br />

Mission is to provide financial service to the <strong>PNP</strong> retirees and<br />

pensioners.<br />

Its functions are to receive, distribute, release and account CFC<br />

intended for retirees and pensioners. It also prepares disbursement<br />

vouchers for replacement of stale checks and cancellation of<br />

erroneously printed CFC.<br />

3) Guidelines for Retiring Police Commissioned Officers and Police Non<br />

Commissioned Officer.<br />

There are three (3) kinds of categories of retirement: Optional<br />

retirement, Compulsory retirement, and Death and Permanent Disability or<br />

Incapacity.<br />

Upon accumulation of at least Twenty (20) years of satisfactory active<br />

service, a Police Commissioned Officer (PCO) or Police Non Commissioned<br />

Officer (PNCO) may, at his own request and with approval of the National Police<br />

Commission (NAPOLCOM), be retired from active Police service.<br />

(a) Compulsory Retirement. Under <strong>Section</strong> 39 RA 6975, a PCO or PNCO<br />

can be Compulsorily retired if they reach the age of fifty six (56) years<br />

old; Provided that in case of any officer with the rank of Police Chief<br />

Superintendent, Director or Deputy Director General, the NAPOLCOM<br />

may allow his retention in the service for an unextendable period of one<br />

(1) year. In Sec 3a of Resolution no 8 of the NAPOLCOM Board of<br />

Officer it states that Upon attaining fifty six (56) years of age with at least<br />

ten (10) years of active service, a PCO or PNCO shall be compulsorily<br />

retired and be authorized retirement gratuity or pension benefits<br />

prescribed in Sec 11 of this resolution (Resolution Nr 8); Provided that in<br />

case of any officer with the rank of Police Chief Superintendent, Director<br />

or Deputy Director General, the NAPOLCOM may allow his retention in<br />

the service for an unextendable period of one (1) year.<br />

(b) Optional Retirement. Under <strong>Section</strong> 40 RA 6975, upon accumulation of<br />

at least twenty (20) years of satisfactory active service a PCO or PNCO<br />

could apply and if approved by NAPOLCOM can be Optionally retired<br />

from the service.<br />

(c) Total Permanent Physical Disability. <strong>Section</strong> 73 of RA 6975 as amended<br />

by <strong>Section</strong> 35 of RA 8551, a PCO or PNCO after accumulating at least<br />

twenty years of active service incurs total permanent physical disability<br />

in the line of duty shall be compulsory retired; Provided that if he has<br />

accumulated less than twenty (20) years of active service, he shall be<br />

separated from the service and be entitled to a separation pay<br />

equivalent to one and one fourth (1 ¼) months base pay for every year<br />

of service or a fraction thereof, and longevity pay of the permanent<br />

grade he holds.

(d) Death Benefits. <strong>Section</strong> 76 RA 6975, a PCO or PNCO and or their legal<br />

beneficiaries/ heirs shall be entitled to all benefits relative to the death or<br />

permanent incapacity of said personnel, as provided for in RA 6975 and/<br />

or existing laws.<br />

(e) IRH. <strong>Section</strong> 74 - retirement to the next higher rank for purpose of<br />

retirement pay may be retired in one grade higher than the permanent<br />

grade last held provided they have served at least one year of active<br />

service in the permanent grade.<br />

4) Flow and Processing of Retirement Benefits.<br />

(a) Compulsory Retirement. A PCO or PNCO, who upon attaining fifty six<br />

(56) years of age with at least ten years (10) of active service prior to<br />

retirement are compulsorily retired from the <strong>PNP</strong> service and be<br />

authorized their retirement gratuity of pension benefits prescribed in<br />

<strong>Section</strong> 11 of Resolution No. 8. However, Sec 3a, of said Resolution, the<br />

NAPOLCOM may allow the retention in the service of any officer with<br />

the rank of Chief Superintendent, Director or Deputy Director General for<br />

unextendable period of one (1) year.<br />

(a) <strong>Section</strong> 74 (RA 6975). Retirement in the next higher grade. Uniformed<br />

personnel covered under this act shall, for purpose of retirement pay, be<br />

retired in one (1) grade higher than the permanent grade last held<br />

provided that they have served for at least one (1) year of active service<br />

in the permanent grade.<br />

(b) <strong>Section</strong> 75 (RA 6975). Monthly retirement pay shall be fifty (50%)<br />

percent of the base pay and longevity of the retired grade in use of<br />

twenty (20) years of active service increasing by two and one-half<br />

(2.5%) percent for every year of active service rendered beyond twenty<br />

(20) years to a maximum of ninety (90%) percent for thirty six (36) years<br />

of active service and over.

(c) NAPOLCOM Resolution Number 8 (Board of Officers) dated February<br />

26, 1992. Resolution establishing a retirement and separation benefits<br />

system for the uniformed personnel of the <strong>Philippine</strong> National Police.<br />

6) Requirements and procedure for retirement.<br />

Usually a retiring PCO or PNCO is given enough time to prepare for his<br />

retirement papers. However it is sad to note that most of our retiring Police<br />

personnel do not know what to do and what papers or documents should be<br />

prepared upon retirement and where to submit said documents.<br />

One way of facilitating in the preparation of retirement papers or<br />

documents, is that PCO or PNCO should have his own personal file or record<br />

from the day he was commissioned or enlisted into the Police service until he will<br />

retire from the Police service. Those police personnel who have few years more<br />

left in the active service but has no complete records of his own should already<br />

start looking and compiling said documents to avoid delay in the preparation and<br />

processing of their respective retirement benefits.<br />

(a) Compulsory Retirement.<br />

(1) As early as eight months (8) months prior to compulsory<br />

retirement date, the Headquarters, through Project “Kalinga” are<br />

issuing the compulsory retirement orders together with<br />

statement of service records. The rationale behind this is to<br />

give the compulsory retiring <strong>PNP</strong> personnel ample time to<br />

complete the documents, including clearances, required for the<br />

approval and release of retirement claims.<br />

(2) Once the documents are completed, the completed retirement<br />

claims folder are to be submitted to the Chief, Benefit and<br />

Pension Administration Division (C, BPAD) of the Directorate for<br />

Personnel and Records Management (DPRM) not later than<br />

four (4) months before the compulsory retirement date through<br />

the Chief, Regional or NSU Personnel/Human Resource<br />

Development Division as the case may be.<br />

(b) Optional Retirement.<br />

(1) As early as six (6) months prior to the intended optional<br />

retirement date, a retiring personnel should have already<br />

prepared the request for issuance of retirement orders for<br />

submission to BPAD. Following are the requirements for<br />

issuance of retirement orders:<br />

(f) Sec 4. Twenty (20) years of active service; dies in the line of duty;<br />

considered compulsory retired for survivorship benefits under Sec 14 of<br />

this resolution.<br />

(g) Sec 14 Survivors shall be entitled to a monthly annuity or pension<br />

equivalent to 50% of his BP & LP based on the grade next higher than<br />

his separation grade to be divided among them in equal shares and with<br />

the right of accretion.<br />

(a) Compulsory. The Headquarters, through Project “Kalinga” are issuing<br />

the compulsory retirement orders together with statement of service<br />

records as early as eight months (8) months prior to compulsory<br />

retirement date. The rationale behind this is to give the compulsory<br />

retiring <strong>PNP</strong> personnel ample time to complete the documents, including<br />

clearances, required for the approval and release of retirement claims.<br />

Once the documents are completed, the completed retirement<br />

claims folder are to be submitted to the Chief, Benefit and Pension<br />

Administration Division (C, BPAD) of the Directorate for Personnel and<br />

Records Management (DPRM) not later than four (4) months before the<br />

compulsory retirement date through the Chief, Regional or NSU<br />

Personnel/Human Resource Development Division as the case may be.<br />

Payment for the retirement claims maybe picked up by <strong>Finance</strong><br />

Officers of the region concerned for release to the respective retiree. If<br />

the retiree wishes to come personally to Camp Crame, then it should be<br />

when the check is ready for release already. With this, financial burden<br />

of the retiree in coming to the NHQ will solve and at the same time, Red<br />

tape will be minimized.<br />

(b) Optional. The prospective retiree files his written request for optional<br />

retirement at his unit with attached documentary requirement for optional<br />

retirement six months prior to requested date.

BPAD prepares the endorsement for signature of DPRM to<br />

NAPOLCOM for approval of the Chairman;<br />

Once approved, it goes back to the NHQ for the issuance of the<br />

optional retirement order and the retiree is informed in advance of the<br />

progress of his retirement;<br />

Once orders had been issued, the retiree will now follow the<br />

procedure for the retirement claims.<br />

(c) Disability. The prospective retiree shall submit to BPAD his hospital<br />

records duly indorsed by the <strong>PNP</strong> General Hospital;<br />

BPAD prepares endorsement to be signed by DPRM to<br />

NAPOLCOM for adjudication;<br />

Once approved, it goes back to DPRM for issuance of<br />

retirement/ separation with TPPD;<br />

Simultaneously, the retiree files his claims at the NAPOLCOM<br />

pursuant to PD 1184 and his claims at the <strong>PNP</strong> pursuant to RA 6975.<br />

(d) Death. The Survivor PCO/PNCO and the widow collect and consolidate<br />

the documentary requirements for the claims;<br />

10) Policies/Guidelines:<br />

The Regional Benefits Claims Office (RBCO) checks the<br />

completeness and authenticity of the documents submitted;<br />

BPAD/ RBCO prepares the posthumous order for publication;<br />

Once orders are published, the complete documents are sent to<br />

the Legal <strong>Service</strong> to adjudicate the family documents and establish the<br />

legal heirs and claimant;<br />

BPAD/ RBCO prepare and start processing of the Disbursement<br />

Voucher until it is funded and is ready for release.<br />

(a) Pension and other retirement benefit checks, such as Lump Sum and<br />

CAL, shall be released only to the rightful owner or to the <strong>PNP</strong> retiree<br />

concerned.<br />

(b) When the retiree/pensioner is unable to personally claim his pension<br />

check, he shall issue a Special Power of Attorney (SPA) to the<br />

immediate member of his family. The pension check shall be released<br />

to the attorney-in-fact upon presentation of the SPA and valid ID of both<br />

the retiree and the authorized representative. However, for monitoring<br />

and control purposes, the issuance of said pension check to the

authorized representative shall be noted/approved by the Director,<br />

<strong>Finance</strong> <strong>Service</strong> or his authorized representative.<br />

(c) The pension and other retirement benefit checks intended for the<br />

retirees/pensioners at the NHQ and the National Support Units shall be<br />

released by and claimed at the Pension and Gratuity <strong>Section</strong>, FS.<br />

However, all pension checks intended for the retirees/pensioners of the<br />

Police Regional Offices (PROs) shall be released through their<br />

respective RFSOs/FSOs. In case the retiree/pensioner issued an SPA,<br />

the check shall be noted by the Chief, RFSO/FSO for monitoring/control<br />

purposes.<br />

(d) Only notarized Special Power of Attorney shall be accredited/recognized<br />

as a valid documentary requirement.<br />

(e) As a security measure in releasing MDS checks to claimants other than<br />

the retiree/survivor pensioner, the face of the check shall be stamped<br />

with “Payees Account Only”.<br />

(f) <strong>PNP</strong> retirees with pending administrative or criminal cases filed against<br />

them shall not receive their retirement benefit claims unless acquitted by<br />

the competent court handling said case/s.<br />

11) Release of Pension Checks.<br />

(a) Procedure in the Release of Initial Monthly Pension, Lump Sum and<br />

CAL.<br />

(1) Individual Release. The retiree/survivor pensioner shall present<br />

the following requirements to the Pension and Gratuity <strong>Section</strong>,<br />

FS or at the respective RFSO/FSO concerned:<br />

• Original <strong>PNP</strong> retired ID and one other original valid ID<br />

(Driver’s License, passport, SSS, TIN, etc.) and<br />

photocopy of the same;<br />

• Three (3) copies latest 2x2 pictures, all duly signed at<br />

the back by the retiree which shall be appended on the<br />

respective voucher claims: One (1) each for Lump Sum<br />

and CAL, and one (1) for file as reference.<br />

The Check Releaser at the Pension and Gratuity <strong>Section</strong>, FS or<br />

at the RFSO/FSO shall verify the authenticity of the claim/claimant by<br />

comparing the documents submitted i.e. signature and photograph on<br />

the IDs with the attached documents on the corresponding DV and with<br />

that of the <strong>PNP</strong> records thru verification of General Information (GI) and<br />

pictures of retirees via the Shared Personnel Information System (PIS).<br />

Upon receipt of his retirement benefit check, the claimant shall<br />

be required to print his rank, full name, home address, contact number

and shall affix his signature on the standard Acknowledgment Receipt of<br />

Payees/log book/pay data card being maintained by the PGS, FS.<br />

(2) Release thru SPA. All claimants other than the retirees<br />

themselves, such as transfer pensioners and survivors who are<br />

immediate members of the retiree, shall present the following<br />

requirements to the Pension and Gratuity <strong>Section</strong>, FS or at the<br />

respective RFSO/FSO concerned:<br />

• Duly notarized SPA authorizing the claimant to<br />

collect/receive the retirement benefit claims entitled to<br />

the retiree;<br />

• Original <strong>PNP</strong> retired ID of the retiree and two (2) other<br />

original valid IDs (Driver’s License, passport, SSS, TIN,<br />

etc.) of the attorney-in-fact/claimant. The office<br />

concerned with the processing of the retirement<br />

benefits DV such as BPAD and COA shall be furnished<br />

with photocopies of the SPA and of the aforesaid IDs;<br />

and<br />

• Three (3) copies latest 2x2 ID pictures, of the attorneyin-fact/claimant.<br />

In cases where there are multiple<br />

claimants, submission of pictures made by the principal<br />

claimant should suffice.<br />

The Check Releaser at the PGS, FS or at the RFSO/FSO shall<br />

verify that the SPA presented by the claimant is duly notarized and shall<br />

verify the authenticity of the claim by comparing the documents<br />

submitted i.e. signature and photograph on the IDs with the attached<br />

documents on the corresponding DV and with that of the <strong>PNP</strong> records<br />

thru verification of General Information (GI) and pictures of retirees via<br />

the Shared Personnel Information System (PIS).<br />

Issuance of pension check to the authorized representative shall<br />

be noted/approved by the Director, FS or his authorized representative,<br />

or of the Chief, RFSO/FSO concerned.<br />

Claimant shall then be required to print his full name,<br />

designation, home address, contact number and shall affix his signature<br />

on the standard Acknowledgment Receipt of Payees.<br />

Any document with computerized, photocopied or lacking photo<br />

shall not be considered and will only cause delay.<br />

(b) Procedure in the Release of Monthly Pension CFCs.<br />

(1) When the claimant is the retiree himself, he shall present his<br />

<strong>PNP</strong> retired ID and one (1) other valid ID (Driver’s License,<br />

passport, SSS, TIN, etc.) to the Check Releaser at the PGS, FS<br />

or at the Pension <strong>Section</strong> of the concerned RFSO/FSO. In<br />

cases when the retiree cannot personally claim their pension

CFC, he may authorize an immediate family member to claim<br />

his pension by issuing an SPA. The claimant/attorney-in-fact<br />

shall present the SPA, his <strong>PNP</strong> Dependent’s ID and one (1)<br />

other valid ID (Driver’s License, passport, SSS, TIN, etc.) to the<br />

Check Releaser, PGS, FS or at the Pension <strong>Section</strong> of the<br />

concerned RFSO/FSO.<br />

(2) For survivor pensioner, he shall present his <strong>PNP</strong> Dependent’s<br />

ID and one (1) other valid ID (Driver’s License, passport, SSS,<br />

TIN, etc.) to the Check Releaser, PGS, FS or at the Pension<br />

<strong>Section</strong> of the concerned RFSO/FSO.<br />

(3) Upon receipt of his pension check, the Check Releaser shall<br />

require the pensioner to sign in the standard Acknowledgment<br />

Receipt of Payee/pay data card indicating the full name of the<br />

latter and the date of the receipt.

  • Recommendations

<strong>Salary</strong> <strong>Assignment</strong> <strong>Section</strong>. <strong>Salary</strong> <strong>Assignment</strong> <strong>Section</strong>, formerly called the Class E Allotment <strong>Section</strong> was first established in 1972 similar to that section in GHQ AFP pursuant to Circular No. 37 dated June 22, 1972. This Circular was applied in the Military and was also adopted by former members of PC/INP Uniformed Personnel. In August 21, 1995, <strong>PNP</strong> Circular No. 95-005 was formulated and in effect because of a new <strong>PNP</strong> law which was enacted in 1991. On October 4, 2005, <strong>PNP</strong> Circular No. 2002-001 was superseded by <strong>PNP</strong> Circular Number 2005-001 in order to cope up with the changing times and be more responsive to the present situation. The <strong>Salary</strong> <strong>Assignment</strong> system was devised and implemented in order to lessen the burden of the <strong>PNP</strong> personnel in sending their financial assistance to their families, loved ones or anybody whom they have a periodic/regular financial assistance or commitment. This <strong>Section</strong> facilitates the application for <strong>Salary</strong> <strong>Assignment</strong> of both Police Commissioned and Non-Commissioned Officers of the <strong>PNP</strong>. This <strong>Section</strong> likewise prepares replacement vouchers for those assignees whose issued CFCs were staled due to unclaimed remarks. It cancels CFCs of assignees whose assignors were reported AWOL, suspended, retired/separated, or deceased. It also answers inquiries from assignees and indexes CFCs issued to the assignees. Report of Changes to effect new application and request for changes such as increase or decrease in the amount of allotment, change in status of the assignor and change of address shall be made in writing by the assignor thru channels; cancellation or discontinuance of assignment maybe made thru the written request of the assignor with the concurrence/consent of the assignee and recommendation of his immediate Chief of Office upon proper investigation of the necessity for cancellation or discontinuance of the assignment, are prepared by the <strong>Salary</strong> <strong>Assignment</strong> <strong>Section</strong> of <strong>PNP</strong> <strong>Finance</strong> <strong>Service</strong> and transmitted to <strong>PNP</strong> Computer <strong>Service</strong> for implementation. The policies states that any married police personnel who does not live together with his wife and/or children in the conjugal abode due to the exigencies of the service is required when so requested by his wife and/or children; any married police personnel who is exempted from the obligation of supporting his spouse, for reason provided by law or court order, is required to give a reasonable monthly allowance in favor of his legitimate child or children; any unmarried police personnel who has difficulties in remitting his pay to his dependent due to the great distance of his place of assignment may execute a <strong>Salary</strong> <strong>Assignment</strong>. Whenever the prospective Assignee is a person who is NOT the lawful spouse, legitimate unmarried minor children, legitimate father or mother, or legitimate brother or sister of the Assignor, the Chief of Office shall conduct an inquiry or investigation on the matter with a view of determining whether the application for assignment arose from illegitimate or common-law relationship involving the Assignor. If in the affirmative, the application shall be disapproved and the record of inquiry or investigation together with the supporting papers shall be forwarded through channels to the office of the appropriate Disciplinary Authority who has jurisdiction for dispositive action. The amount to be allotted should be specifically stated and should be subject to the provision of the New Civil Code and Family Code of the <strong>Philippine</strong>s and other pertinent laws.

PNP to receive Performance Based Bonus (PBB) 2022

Qualified government employees, including police cops, may go home with a smile as they would be receiving their year-end bonus and cash gift amounting to 5,000 pesos on November 15.

The year-end bonus is equivalent to personnel’s one month salary. It is given to government workers who have rendered at least four months of service from January to October 31 of the current year and those working in the government service as of October 31 of the same year.

Those who have worked for at least four months but have retired or separated from government service before October 31 of the same year shall be granted within the month of retirement or separation, a prorated share of the year-end bonus and cash gift.

Meanwhile, 13th-month pay and other benefits, including productivity incentives that are less than P90,000, are tax-exempted per Tax Reform for Acceleration and Inclusion (TRAIN) Law.

The year-end bonus will be credited to the individual ATM payroll accounts of PNP personnel with the Land Bank of the Philippines, and is available for debit transactions.

However, the release of bonus to PNP personnel with pending administrative and criminal cases was deferred.

Former President Rodrigo Roa Duterte has doubled the salary of police officers across all ranks as he ordered an intensified crackdown on illegal drugs and criminality.

With the monthly base pay implemented January last year, a Patrolman (Pat/PO1) is receiving P29,668, while the PNP chief, who is ranked Police General (PGEN), is getting P121,143.

Performance Based Bonus (PBB) FY 2022

It is a bonus presented via the Performance-Based Incentive System (PBIS), will be given to government employees based on their contribution to the accomplishment of their Department’s overall targets and commitments.

Under the PBB, units of Departments will be ranked according to their performance. The personnel within these units shall also be ranked. The ranking of units and personnel will be based on their actual performance at the end of the year, as measured by verifiable, observable, credible, and sustainable indicators of performance.

How much will the PBB be?

The amount will depend on the performance of each employee and the unit that he/she belongs to. This is to foster a culture of teamwork within each unit and within the department itself, especially if the latter has different kinds of outputs and services to deliver.

The Best Performer from the best-performing unit or “Best Bureau” will get a PBB of  65% of Base Pay ; the Better Performer from a “Better Bureau” will get 57.5% of Base pay ; while the Good Performer from a “Good Bureau” will get 50% of Base pay . However, the minority of poor performers will get no PBB.

ELIGIBILITY FOR THE GRANT OF PBB

Under IATF-MC No. 2022-1 entitled Guidelines on the Grant of the Performance-Based Bonus (PBB) Fiscal Year (FY) 2022, the following are the criteria in granting PBB:

a. Department Secretaries, Head of Other Executive Offices, Chairpersons and Commissioners of Constitutional Offices, Heads of Attached Agencies, President of SUCs, and non-ex officio Heads of GOCCs covered by DBM are eligible only if their respective departments/agencies/institutions are eligible.

If eligible, their maximum PBB rate for 2022 shall be equivalent to 65% of their monthly basic salary as of December 31, 2022.

b. Personnel on detail to another government agency for six (6) months or more shall be included in the ranking of employees in the recipient agency that rated his/her performance. Payment of the PBB shall come from the mother agency.

c. An official or employee who has rendered a minimum of nine (9) months of service during the fiscal year and with at least Satisfactory rating may be eligible for the grant of the PBB.

d. An official or employee who has rendered less than nine (9) months but a minimum of three (3) months of service and with at least Satisfactory rating may be eligible for the grant of the PBB on a pro-rata basis corresponding to the actual length of service rendered, as follows:

e. An employee who is on vacation or sick leave, with or without pay, for the entire year is not eligible for the grant of the PBB.

f. Personnel found guilty of administrative and/or criminal cases by final and executor judgment in FY 2021 shall not be entitled to the PBB. If penalty meted out is only a reprimand, such penalty shall not cause the disqualification to the PBB.

g. Personnel who failed to submit the 2021 SALN as prescribed in the rules provided under CSC Memorandum Circular No. 3 s.2015; or those who are responsible for the non-compliance procedure of SALN, shall not be entitled to the FY 2022 PBB.

On October 16, 2023, the Department of Budget and Management (DBM) approved a budget of ₱3,733,688,419 for 220,116 qualified Philippine National Police (PNP) personnel to facilitate the grant of the FY 2021 Performance Based Bonus (PBB2021).

According to DBM Circular 2019-1 and other pertinent orders, the release of PBB 2019 to individual PNP personnel is subject to an 8% tax .

The uniformed personnel are also enjoying allowances such as longevity pay, flying pay, sea duty pay, and instructor’s duty pay.

Can Retired/Separated PNP personnel claim the PBB?

YES! The PNP Finance Service issued a Memorandum dated February 3, 2022 granting eligible PNP personnel to include RETIRED/SEPATED from the PNP Service of Performance Based Bonus.

Generally, the payroll account of the retired/separated personnel were already closed. These personnel, however, are still eligible for bonuses.

PNP Finance shall process the transfer of amount from their payroll account to their pension or regular accounts with Landbank of the Philippines (LBP).

Below are the documentary requirements to be submitted to PNP Finance for processing:

a. For COMPLUSORY/OPTIONAL RETIREMENT

1. Retirement Order;

2. STI1 ( pension/account ); and

3. STI1 payroll account if account is active ( secured after PBB payout ) or Certification from LBP that the account is closed.

b. For POSTHUMOUS SEPARATED/POSTHUMOUS RETIREMENT

1. Posthumous Order;

2. Certificate of Last Payment;

3. Certificate of Legal Beneficiary ( issued by PRBS )

4. STI1 ( beneficiaries’ pension/saving account ); and

5. STI1 payroll account if account is active ( secured after PBB payout) or Certification from LBP that the account is closed.

c. Other MODES OF SEPARATION ( TPPD, RESIGNED, TRANSFERRED, DISMISSED, DROPPED FROM ROLLS )
