Qualitative research and case studies in public administration.

Public administration has experienced academic growing pains and longstanding debates related to its identity as a social and administrative science. The field’s evolution toward a narrow definition of empiricism through quantitative measurement has limited knowledge cumulation. Because the goal of all scientific endeavors is to advance by building upon and aggregating knowledge across studies, a field-level point of view eschewing traditional dichotomies such as qualitative/quantitative debates in favor of methodological pluralism allows for examination of both the art and science of public administration.

To accomplish this, traditional notions of quality, namely rigor, must be reconceptualized in a way that is appropriate for the philosophical commitments of a selected methodology. Rigor should focus on the accuracy, exhaustiveness, and systematicity of data collection and analysis. This allows for quality judgments about the degree to which the methods resulted in evidence that addresses the research questions and supports stated conclusions. This is a much broader approach to rigor that addresses multiple types of inquiry and knowledge creation. Once the question of rigor is not limiting the types of research done in the field, attention can be turned to the ways in which high-quality studies can contribute to knowledge cumulation.

Case studies can be used as an example of a field-level point of view, as they have the ability to utilize abductive reasoning to consider both the whole (the entire case) and the particular (factors that contribute to outcomes, processes, or theories). Case studies explore the relationship between context-independent theories and context-dependent factors using different types of data collection and analysis: a triangulation of sorts. They can test theories in multiple ways and create or suggest new theories. Considering field-level questions as a case study and synthesizing findings from multiple related studies, regardless of methodology, can help move the field forward in terms of its connection between theory and practice, art and science.

A special committee on research materials has been set up by the Committee on Public Administration of the Social Science Research Council. As the title indicates, this Committee is sponsoring a program for the “collection of data limited in time and place, including the statement of relevant facts involved in an administrative problem, the decision taken with reference thereto, and results arising therefrom.” This program is worthy of the backing and coöperation of all political scientists interested in the field of public administration, and having faith in the possibility of developing a science of public administration.

This research seeks to evaluate the role of Public Power transparency as a mechanism to combat corruption, in a social environment significantly permeated by this problem. This paper discusses the major dimensions of transparency in governance. It starts with an introduction of transparency. It found out that, social scientists, scholars and politicians have discussed the dimensions of transparency in governance in two different perspectives. The first one is a narrow perspective which identifies 5 major dimensions of transparency and the second perspective which is a wider one, discusses dimensions of transparency in 7 broader categories and several sub-categories. The study has been focused on the major dimensions of transparency in governance and discussed openness, integrity, whistleblowing protection, citizens’ empowerment and publicity. It has been concluded that all of these dimensions are crucial for good governance and prosperous leadership. However, it has been found out that implementation of them involve challenges and difficulties.

Promoting the rule of law, transparency and fighting against corruption have emerged as attractive concepts in the global discourse on public policy, and they enjoy practically universal appeal. Their beauty, apparent moral clarity and simplicity, however, contrasts with the considerable difficulty in defining their content and the cumbersome and often frustrating process it becomes when these ideals are to be put into practice – and this is true for every country, developed or developing, recent or old democracy. This paper briefly outlines the various approaches to understand these concepts, and highlights the risks associated with basing public policy paradigms on such vague notions, and mentions some of the challenges which arise when governments and international organizations undertake to translate these abstract goals into tangible realities. The complexity of the subject should, however, not discourage, in particular in the context of UN’s work or the ICNRD, from engaging in activities aimed at better legal frameworks, modernized judiciaries, introducing transparency rules or reducing corrupt practices. A wide range of technical know-how and tools exists and is available to governments that want to engage in this type of reform in earnest, in an effort to provide better governance for their people. While much remains uncertain, a number of international actors have emerged as specialists in these fields, and have accumulated a significant amount of lessons learnt and good practice over the past two decades. The bottom line of the conclusion is that caution should be exercised when embarking on initiatives which sound promising, but have uncertain effects. Rhetorical simplifications must be critically examined. If a global democracy movement is to remain authentic and credible, and the inherently political context of such work – with all its major pitfalls and minefields - must not be overlooked under what is at times seen as a merely technical/pragmatic exercise.

Cada vez mais, atores civis em redes sociais organizam debates e opiniões desde plataformas locais para elaborar temas mundiais. O objetivo do presente artigo é sugerir a transparência como uma resposta local nascida dentro dos Estados e concebida pela sociedade civil para enfrentar os abusos dos poderes econômicos globais. Análises comparativas sobre constituições e legislações nacionais relacionadas à transparência geralmente mostram quão pode ser assimétrica a percepção de investimentos privados e setores públicos; o primeiro visto como virtuoso e o último vicioso.

Eric Rosenbach is a Senior Lecturer in Public Policy and is the Director of the Defense, Emerging Technology, and Strategy Program at the Belfer Center for Science and International Affairs. Rosenbach teaches graduate courses in policy development, strategy execution, and national security.  As Pentagon Chief of Staff from 2015–2017, Rosenbach led and managed the execution of dozens of high-profile strategic initiatives for the largest public sector organization in the world.  As Assistant Secretary of Defense, Rosenbach was responsible for developing and executing the strategy for all aspects of the Department’s cyber activities and other key areas of defense policy. In the private sector, he led the cybersecurity practice of a global management consulting firm, advising the executives of Fortune 500 companies on strategic risk mitigation strategies.

Two cases about Hertz claimed top spots in 2021's Top 40 Most Popular Case Studies

Two cases on the uses of debt and equity at Hertz claimed top spots in the CRDT’s (Case Research and Development Team) 2021 top 40 review of cases.

Hertz (A) took the top spot. The case details the financial structure of the rental car company through the end of 2019. Hertz (B), which ranked third in CRDT’s list, describes the company’s struggles during the early part of the COVID pandemic and its eventual need to enter Chapter 11 bankruptcy. 

The success of the Hertz cases was unprecedented for the top 40 list. Usually, cases take a number of years to gain popularity, but the Hertz cases claimed top spots in their first year of release. Hertz (A) also became the first ‘cooked’ case to top the annual review, as all of the other winners had been web-based ‘raw’ cases.

Besides introducing students to the complicated financing required to maintain an enormous fleet of cars, the Hertz cases also expanded the diversity of case protagonists. Kathyrn Marinello was the CEO of Hertz during this period and the CFO, Jamere Jackson is black.

Sandwiched between the two Hertz cases, Coffee 2016, a perennial best seller, finished second. “Glory, Glory, Man United!” a case about an English football team’s IPO made a surprise move to number four.  Cases on search fund boards, the future of malls,  Norway’s Sovereign Wealth fund, Prodigy Finance, the Mayo Clinic, and Cadbury rounded out the top ten.

Other year-end data for 2021 showed:

  • Online “raw” case usage remained steady as compared to 2020 with over 35K users from 170 countries and all 50 U.S. states interacting with 196 cases.
  • Fifty four percent of raw case users came from outside the U.S..
  • The Yale School of Management (SOM) case study directory pages received over 160K page views from 177 countries with approximately a third originating in India followed by the U.S. and the Philippines.
  • Twenty-six of the cases in the list are raw cases.
  • A third of the cases feature a woman protagonist.
  • Orders for Yale SOM case studies increased by almost 50% compared to 2020.
  • The top 40 cases were supervised by 19 different Yale SOM faculty members, several supervising multiple cases.

CRDT compiled the Top 40 list by combining data from its case store, Google Analytics, and other measures of interest and adoption.

Guidelines For Annual Decision Making/Teaching Case Study

The objective of IIPA’s Case Study Programme is to build a body of knowledge in governance through case studies with a view to promote deeper and wider understanding of the functioning of Indian Administration in its specific environmental and institutional framework and also to broaden our knowledge and understanding of global and national best practices. In order to develop relevant case studies for use in the learning process, IIPA has renamed its annual case study competition as the Annual Decision Making/Teaching Case Study Competition.

A case study submitted for this competition should aim to facilitate the development of conceptual, behavioural and analytical skills, highlight areas for reform and improvement and promote sensitivity of the readers towards important issues, problems and challenges of public administration and governance.

The Case study may cover one or more of the following facets of public administration and governance:

  • State-Specific Studies

Public policy issues and processes such as: conceptualization; planning; implementation; monitoring; evaluation and review of plans; programmes; schemes and projects with special reference to a State;  

  • Public Service delivery

Rural Development, Urban Development, Area based development policies, programmes, projects and schemes such as MNREGA, Consumer Awareness, Gender Sensitization, Social Empowerment and Social Inclusion, Digital governance; Swachh Bharat, Ayushman Bharat, COVID and Public Health;  

  • Service Sector

Service sectors including physical, social and economic infrastructure development, social services, voluntary organizations, cooperatives, Non-Governmental Organizations (NGOs) and Public Private Partnership (PPP); Corporate Social Responsibility, Foundations etc.  

  • Contemporary Issues

Disaster Mitigation Strategies, Impact of COVID on Economy, Renewable Energy, Skilling for Re-employment of Migrants, One Nation-One Election, One Nation-One Ration Card, Pradhan Mantri Garib Kalyan and Social Security.

  • New Age Organisations in Experiential Economy : Theories and Perspectives

The case study must be in two parts.

Part I is to comprise 5-10 A4 size pages typed in double space using size 12 of Times New Roman font and keeping one and half inches margin on each side of the page.  It should consist of a description of an official organizational context concluding with an important decision to be made . The following information could be provided: the decision to be made – what, why and who has to make it; a brief history of the organization, its vision/mission/values, goals/objectives; the present scenario; key strengths and weaknesses of the organization; challenges, threats and opportunities; influential personalities/groups relevant to the focal decision – their feelings/views (given in quotations) as obtained through interviews or accurately paraphrased. Further, it may also cover socio-political, economic, technological and cultural pressures; group and personality factors - values, attitudes, needs and expectations; skills; organizational reward system; behaviour modeling and example setting by the organisation’s leadership and other factors relevant to the focal decision; visualized options/alternatives that seem to be available and their immediate, short term, medium term and long term consequences – the pros and cons thereof. Finally, instead of calling this part of the case study as Part I, it should be given a title based upon either one of the following:-

  • focal organization/department/division/unit/section, programme/project/ scheme;
  • focal decision to be made.

Part II is to comprise 1 – 3 A4 size page(s) typed in double space using size 12 of Times New Roman font and keeping one and a half inches margin on each side of the page.  It should consist of the case writer(s) perceptions of what actually happened  – the decision that was actually made, why, with what expectations, the actual consequences that occurred and any views that the case writer wished to share  vis-à-vis  the case and the important learning – problems/concepts/insights and or skills – that the case may be utilized for imparting in the teaching/training process. Finally, instead of calling this part of the case study as part II, it should be entitled :  Perceptions of the Case Writer (s).

An executive summary of the case study is to comprise 1 – 2 A4 size page(s) and typed in the same way as Parts I and II mentioned earlier. Three copies each of the case study (i.e., Parts I and II) and the executive summary are to be submitted.

Each case study should be accompanied by the following information: title of the case study; name of the case writer (s); address and telephone(s) of the Case Writer(s) and fax/email where available.  The case writer(s) should also state whether the case study has been approved for publication by the concerned organization or whether approval is yet to be taken; and, finally, the signature(s) of the case writer(s).

PADM 704 Human Resources and the Legal and Regulatory Context of Public Administration

  • Course Description

Students will examine the interplay of human resources, legal precedent and regulatory guidelines within the public administration context. Key court cases, regulations, and HR challenges will all be examined from the perspective of HR best practices and a Biblical perspective on ethics and statesmanship.

The purpose of this course is for the student to be able to discuss contemporary issues and their origin within human resource management within public administration. In doing so, students will be able to explain the impact of key court cases and regulations on human resources. Students will apply research skills discuss the strategic, administrative, and operational issues that affect human resource management outcomes and how they can apply a biblical model of statesmanship to human resource management.

The student will post a thread in the Discussion introducing himself/herself to the class. The student will provide general information in written paragraph format, and maintain professionalism in the presentation. The student will reply to 2 classmates’ threads.

Discussions (4)

Discussion are collaborative learning experiences. The student will complete the assigned readings and post a thread of at least 750 words answering the discussion question assigned from the readings. The student will reply to 2 classmates’ threads. Each reply must be at least 250 words. The initial response and responses to classmates threads will contain citations. Postings will be completed by the individual student with no group postings. Classroom reading and outside research should be used to answer the questions and should be properly cited using current APA formatting.

Case Study Critiques Assignments (3)

The student will identity and write a critique of 3 case studies related to a legal issue facing human resource management in public administration.  Each case study critique must be 6-8 pages and discuss the major facts of the case, and the student should tell whether or not he/she believes the right decision(s) was/were made and why. Lastly, the student must integrate relevant legal cases to support their work and ensure a biblical integration to support position on whether the right or incorrect decision was made in the case.  Students should incorporate a minimum of one classroom reading into this assignment. 

Research Paper: Thesis, Abstract, and Outline Assignment

You will identify a problem within the field of human resource management in today’s public administration to write on for the final assignment.  In this assignment, you will submit a thesis, abstract, and an outline for the final paper detailing the problem and the background on the issue. 

You will ensure the assignment includes a biblical worldview presentation.  The assignment should be a minimum of 4-5 pages in length, not including the title page and references page.  Assignment should be submitted using proper APA formatting. Students should incorporate a minimum of one classroom reading into this assignment. 

Research Paper: Annotated Bibliography Assignment

The student will identify a problem within the field of human resource management in today’s public administration to write on for the final paper in the course.  In support of the final project, the student will submit an Annotated Bibliography of at least 15 references, written in the last five years, (in current APA format to include a title page and citations) that he or she plans on using for the research. Each annotation must be at least 200 words and succinctly surmise, analyze and assess each annotation. Allow approximately 65 words for the surmise, 65 words for the analysis, and 65 words for each assessment.   Each reference must include a summary, analysis, and assessment. This paper must be a minimum of 12 pages.

The student will identify a problem within the field of human resource management in today’s public administration.  The paper must include an introduction, background on the issue, detailed presentation of the importance of the issue, discussion of possible solutions, and a recommendation for the solution.  The paper must integrate key legal court cases or regulations related to this issue, ethical considerations and lastly, integrate a biblical worldview into not only the issue, but also the recommendations for the solution.  The paper must be 14-16 pages and include a minimum of 15 scholarly resources and two classroom readings to support the student’s work.  The paper must include a cover page, abstract, and annotated bibliography that do not count towards your final word count.
