Understanding Essay Writing

An essay is a short piece of writing that sheds light on any given topic. M.H. Abrams, the American literary critic, notes that the essay is “Any short composition in prose that undertakes to discuss a matter, express a point of view, or persuade us to accept a thesis on any subject.”

Broadly speaking, there are two types of essays - formal and informal. In the UPSC Civil Services Examination (CSE), we are concerned with the formal essay. The formal essay is relatively impersonal, the author writes it as an authority and such essays tend to be less emotional. Formal essays can also have factual elements in it, like quoted statistics from a government report etc. It is never in the form of a conversation, never uses first-person references and seldom gets intimate with the audience. In short, a formal essay has a certain degree of seriousness attached to it.

Essay writing for CSE

  • For the CSE essay paper, two essays have to be written under 3 hours in the 1000-1200 word limit. Each essay carries 125 marks for a total of 250.
  • The essay paper is divided into two sections - A and B, each carrying a choice of 4 essays each, and the aspirant has to choose only one essay from each section.
  • The instructions in the syllabus are clear in what is being expected from the aspirant. Aspirants are ‘expected to keep their thoughts closely to the subject and arrange their ideas accordingly.It furthur tates that, credit will be given for effective and coherent expression’.
  • The underlined keywords are important because after content, these are the exact parameters on which the essay will be evaluated. 

Beginning Essay Writing

Practice makes perfect. For scoring good marks in the essay, one needs practice. But, before we get to the practising part, we should do some basic homework first. We would start by looking at what a well structured essay is, how it can be planned, what elements can be added to make the essay more scoring, and most importantly, how to do it all within the prescribed time limit.

Basic structure of an essay

The most common method of structuring a essay is breaking it up into paragraphs. In this technique, besides the introduction and the conclusion, there will be body-paragraphs. In these body-paragraphs, the aspirant will have to fit in all his content.

  • Body-paragraphs can broadly be supportive, critical or narrative. Ideally, one can start any argument in an aptly phrased narrative paragraph which describe the topic in some detail and then move on to a supportive paragraph containing a few positive facts/ideas on the topic. Though critical paragraphs look best when they are placed last, there are no such rules, and for some topics it can be used as the opening paragraph for the topic.
  • The most important part of the essay is perhaps the introduction. First impressions are very important, and a well thought out introduction will definitely make a positive impression on the examiner. We will discuss how to write a proper introduction later in this strategy.
  • Similarly, the conclusion is where one can score additional marks if done properly. This will also be discussed later.

Keywords of the essay syllabus

  • 'closely': Any deviation from the topic will be tolerated only up to a certain point. One must, therefore, as a rule stick as closely as possible to the topic at hand. Any example, quote, anecdote or reference must be on topic or related closely to it.
  • 'arrange': The essay must be in an arranged form. The aspirant is supposed to plan ahead and form a structure of the essay before actually writing it down.
  • 'orderly': The ideas or arguments put forward in the essay must follow an order. A haphazard essay that does not flow sequentially, must be avoided at all costs.
  • 'concise': The essay and the matter discussed therein must be expressed as precisely possible. Clarity of thought and brevity of expression is what is looked for in the CSE essay.
  • 'effective': The essay must be written in a language that makes a strong impression. Thus, one needs to be conveying a point with every sentence, every paragraph. Flowery language is best avoided.
  • 'coherent': Coherence is required of all forms of writing, including answer writing, but in the CSE essay one must be extra careful to check that all individual sentences in the essay are making sense. Also, paragraphs as a whole must convey a clear and well thought out exposition on the theme of the essay.

Planning to write an essay

A good essay needs planning. There are three steps to it - defining or understanding what the essay is going to be about in very clear terms, brainstroming on the topic and thirdly, devising the outline of the essay.

Central idea of the thesis statement

  • All CSE essays have a thesis statement. For example, in CSE 2016, the following essay was asked— ‘Innovation is the key determinant of economic growth and social welfare’ . Here the central idea is ‘innovation’. The aspirant is supposed to explore those dimensions of innovation that affect ‘economic growth and social welfare’. In doing so, the aspirant should not veer from the central topic of innovation but if possible add a few related ideas which may supplement the overall central idea that not only socio-economic but also other areas like technology and culture are affected by forces of innovation.
  • In another essay asked in CSE— ‘Water disputes between States in federal India’ – the central idea is how the water disputes between various Indian states have played out and what are its various dimensions. Constitutional, legal, social and political dimensions, for ex, are a must for addressing this topic. In order to find out the various dimensions of any given topic we should perform a brainstorming exercise.

Brainstorming for essay writing

  • Brainstorming for essay is a crucial step. Brainstorming helps you get all the ideas at one place for quick reference. There are no hard and fast rules, but typically one can begin with the given topic and immediately start listing the things that come to mind. One can ideally devote an entire page for this exercise.

Brainstorming guide

  • The first requirement for brainstorming is focus. One should be able to focus single-mindedly on the job at hand, which in this case is jotting down as many points as possible regarding the essay topic.
  • Boundaries must also be properly defined. If the topic does not absolutely require a particularly complex point or if it does not require following a difficult train of thought, it should be avoided. Keeping the essay as simple as possible without sacrificing the most valid points is what we should be looking for.
  • Then we must set a time limit for the brainstorming session. Ideally, for CSE that time limit works out to about 25 minutes per essay. Within that time limit one is supposed to come up with all the necessary points and plans for writing the essay.
  • Another important point to be made here is that aspirants should have a fair understanding regarding  the expectations of the CSE examiner from the essay. Every topic will have some basic ideas that the aspirants must necessarily try to explore or address. During brainstorming such a requirement can be searched for.
  • In the brainstorming exercise one may also take help of diagrams, flow-charts, mind-maps etc., if needed. Sometimes doing this may clear things up to a great extent or even save precious time.
  • Three things that one must exclusively do while brainstorming are — identify causes and factors, define the various issues and make a list of associated ideas. Doing this is key to success in the entire brainstorming exercise.

Adding elements to the essay

  • Any good essay will definitely have a multitude of elements and dimensions to it. For CSE essay writing, there are certain basic rules that one can follow while searching for these elements and dimensions.
  • The first of such rules would be to follow and uphold Constitutional values at all times . This is very crucial for essay writing in CSE, that the values enshrined in our Constitution reflect in whatever idea, problem or solution we discuss in the essay. At no point should one try and support an idea that is unconstitutional.
  • One must also be democratic while addressing issues . The concepts of ‘freedom and equality’ should be the guiding principles while suggesting solutions and while criticising events or issues.
  • Generally, one must also avoid taking absolutist/non-compromising positions . In fact, the best way to handle complex problems is to find the middle ground.
  • One must also try not to make sweeping generalisations on any given issue. Instead, there should be hints of patience, justice and understanding in addressing or discussing any given topic.
  • Lastly, there are two more things that an aspirant need to keep in mind while attempting the CSE essay. (A) Do not question the topic itself, which is to say, in other words, do not contradict yourself. Pick a position (ideally, the middle path) and stay true to it throughout the essay. (B) Never use positively, things that are universally considered or used in a negative sense, and vice-versa. For ex, one must not say that ‘terrorism’ under certain conditions is equivalent to a freedom struggle, even though quotes like ‘one man’s terrorist is another man’s freedom fighter’ are quite common.

Elements in an essay

  • The three basic elements — social, political and economic — form the bedrock of a good CSE essay.
  • To these, one may add other dimensions like Constitutional, legal, technological, technical etc. 
  • Another important element is the persona Good personal experiences or anecdotes can no doubt be used to increase the effectiveness of the essay but these should stay within the accepted framework of ethical conduct.

PESTLE Analysis

  • Political – Economic – Sociological – Technological – Legal – Environmental Analysis.
  • Use PESTLE Analysis to figure out the various aspects, dimensions, factors etc of any given topic.

Outlining the essay

  • Before writing the essay, it is best to outline it. To outline an essay means to figure out what to say in the introduction/conclusion, which idea comes where, or even what quote to use for the essay etc.
  • Outlining the essay in rough helps us grasp the entirety of the essay before actually writing it. It helps us get the big picture, and also see what we could be missing.
  • It is said that once we can figure out the conclusion to our essay, it becomes much easier to not only begin but finish it with confidence.

Writing An Essay 

Sticking to the time limit

In the CSE, one has to write two essays in 3 hours which translates into 1 hour 30 minutes for each essay. Out of this, around 45 minutes to 1 hour will be required to write one essay. One can add another 10 minutes for the revision of one essay. This leaves us with roughly 30 minutes of time to prepare the essay in rough, and it includes time for carrying out the brainstorming and outlining exercises.

How to introduce the essay

  • The goal of the introduction should be to arouse the reader’s interest in the topic and to prepare the reader for what is to follow.
  • A good introduction to the essay can be a brief explanation of the essay topic itself. It can be made further interesting by adding to it some personal experience, or some relevant anecdotes or quotes
  • The introduction should not be confusing or lacking in clarity, rather it should be able to immediately clear up any doubts regarding the topic if there is any.

Writing in paragraphs

  • In a stand-alone paragraph, the concluding sentence announces that the paragraph is finished, complete. In an essay, the concluding sentence of a paragraph is more likely to play the role of a transitional device, joining one paragraph to the next.
  • Flow is very important in an essay. It is also connected to writing order. Writing orders are of two types
  • Known-to-New is the order of writing where the author by choice goes from known (given) concepts to unknown ones. New material is gradually added to build on the unknown.
  • Simple-to-Complex is the order of writing where the author first establishes a base of concepts that are easily understood and then develops over it increasingly complex ideas.
  • One can use the FREQOES method to add matter to the various paragraphs.

How to conclude the essay

  • The essay can be concluded in the following ways - restating the main points in brief and with different wordings (summarizing), suggesting a way forward or a course of action, or adding an interesting personal comment or any relevant anecdote.
  • Another way to conclude the essay is by returning to the discussion begun in the introduction. This is called the ‘cyclic return’ and a lot of essays follow this simple method of concluding an essay.
  • The conclusion should bear a positive outlook, it should see the silver lining in the clouds. It should also be as clear and concise as possible.

Revising the essay

  • To revise, read the essay in its entirety, underlining (preferably with scale and pencil) important words or phrases. Correct spelling or grammatical mistakes if any. Make sure the pages look clean and tidy.
  • One may add or omit a few words but it should not be overdone. It is also not advisable that entirely new ideas/sentences are inserted in the essay at the time of revision, unless such information is critical to the essay.

Some tips on essay writing

  • One can go through the CSE previous year’s essays and understand the concepts, dimensions and solutions required to solve those. Having a simple understanding of complex social problems is the secret to writing a good essay for the CSE.
  • One can also keep handy a small collection of quotes or quotable phrases and citable anecdotes to be used while writing the essay. This keeps one prepared for writing any type of essay.

UPSC Question Paper 2018 Prelims

The UPSC Prelims Question Paper 2018 was made available soon after the exam process was completed on 3rd June. The Prelims followed the traditional pattern with two papers: General Studies I in the morning shift and General Studies II in the afternoon shift. The CSAT (GS 2) as usual was qualifying in nature where candidates need to score 33% marks.

The UPSC Mains 2018 exam, as usual, had nine papers in total. Of these compulsory English and Indian language papers worth 300 marks, it was mandatory to score 25% marks in these papers. For the remaining 7 papers, this criteria stayed at 10% out of 250 marks.   • Last 3 years Yojana and Kurukshetra magazines: They are available in English, Hindi and other Vernacular languages. They can be downloaded for free from their official website: http://yojana.gov.in/Recent_archive_2018.asp (Tip: Replace the year in URL, when you want to access previous years). There is no need to read each and every article, at least go through the preface / Editor’s Note in the beginning of each PDF.
  • Last 3-5 years economic surveys available for free at https://indiabudget.gov.in/bspeecha.asp No need to read entire PDFs, just the introductions and conclusions of each chapter.
  • IGNOU MPS-003 module. Available for free at https://egyankosh.ac.in
  • NCERT textbooks, especially those related to Sociology, Political Science and World History.
  • Newspaper Columns: English (TheHindu or IndianExpress), Hindi (JanSatta). In the vernacular language newspapers (e.g. Divya-Bhaskar Gujarati etc)= the quality of the column is not worthy of civil service exam essays.
  • Ethics (GS Paper 4) related preparation would also come handy here.

Instructions.

  • Total Marks: 250 marks, Time duration: 3 hours.
  • There are 12 questions divided into two sections and printed both in ENGLISH and HINDI.
  • All questions are compulsory.
  • The number of marks carried by a question/part is printed against it.
  • Answers must be written in the medium authorized in the admission certificate which must be stated clearly on the cover of this question-cum-answer (QCA) booklet in the space provided.
  • No marks will be given for answers written in a medium other than an authorized one.
  • Keep the word limit indicated in the questions in mind.
  • Any page or portion of the page left blank must be struck off clearly.
  • 1- (a) State the three basic values, universal in nature, in the context of civil services and bring out their importance. (150 words)10 (b) Distinguish between the “Code of Ethics” and the “Code of Conduct” with suitable examples. (150 words) 10
  • 2- (a) What is meant by public interest? What are the principles and procedures to be followed by civil servants in the public interest? (150 words) 10 (b) “The Right to Information Act is not all about citizens’ empowerment alone, it essentially redefines the concept of accountability. Discuss. (150 words) 10
  • 3-(a) What is meant by conflict of interest? Illustrate with examples, the difference between the actual and potential conflicts of interest. (150 words) 10 (b) “In looking for people to hire, you look for three qualities: integrity, intelligence, and energy. And if they do not have the first, the other two will kill you.” – Warren Buffett What do you understand by this statement in the present-day scenario? Explain. (150 words) 10
  • 4-(a) “In doing a good thing, everything is permitted which is not prohibited expressly or by clear implication”. Examine the statement with suitable examples in the context of a public servant discharging his/her duties. (150 words) 10 (b) With regard to the morality of actions, one view is that means is of paramount importance and the other view is that the ends justify the means. Which view do you think is more appropriate? Justify your answer. (150 words) 10
  • 5-(a) Suppose the Government of India is thinking of constructing a dam in a mountain valley bonded by forests and inhabited by ethnic communities. What rational policy should it resort to in dealing with unforeseen contingencies (150 words) 10 (b) Explain the process of resolving ethical dilemmas in Public Administration. (150 words) 10
  • 6-What do each of the following quotations mean to you in the present context? (a) “The true rule, in determining to embrace, or reject anything, is not whether it has any evil in it; but whether it has more evil than good. There are few things wholly evil or wholly good. Almost everything, especially governmental policy, is an inseparable compound of the two; so our best judgment of the preponderance between them is continually demanded. ”Abraham Lincoln ( 150 words)10 (b) “Anger and intolerance are the enemies of correct understanding. “ _ Mahatma Gandhi (150 words) 10 (c) “Falsehood takes the place of truth when it results in unblemished common good.” _ Tirukkural (150 words)10
  • 7- Rakesh is a responsible district-level officer, who enjoys the trust of his higher officials. Knowing his honesty, the government entrusted him with the responsibility of identifying the beneficiaries under a healthcare scheme meant for senior citizens. The criteria to be a beneficiary are the following: (a) 60 years of age or above. (b) Belonging to a reserved community. (c) Family income of less than 1 Lakh rupees per annum. (d) Post-treatment prognosis is likely to be high to make a positive difference to the quality of life of the beneficiary. One day, an old couple visited Rakesh’s office with their application. They have been the residents of a village in his district since their birth. The old man is diagnosed with a rare condition that causes obstruction in the large intestine. As a consequence, he has severe abdominal pain frequently that prevents him from doing any physical labor. The couple has no children to support them. The expert surgeon whom they contacted is willing to do the surgery without charging any fee. However, the couple will have to bear the cost of incidental charges, such as medicines, hospitalization, etc., to the tune of rupees one lakh. The couple fulfills all the criteria except criterion ‘b’. However, any financial aid would certainly make a significant difference in their quality of life. How should Rakesh respond to the situation? (250 words) 20
  • 8- As a senior officer in the Ministry, you have access to important policy decisions and upcoming big announcements such as road construction projects before they are notified in the public domain. The Ministry is about to announce a mega road project for which the drawings are already in place. Sufficient care was taken by the planners to make use of the government land with the minimum land acquisition from private parties. The compensation rate for private parties was also finalized as per government rules. Care was also taken to minimize deforestation. Once the project is announced, it is expected that there will be a huge spurt in real estate prices in and around that area. Meanwhile, the Minister concerned insists that you realign the road in such a way that it comes closer to his 20-acre farmhouse. He also suggests that he would facilitate the purchase of a big plot of land in your wife’s name at the prevailing rate which is very nominal, in and around the proposed mega road project. He also tries to convince you by saying that there is no harm in it as he is buying the land legally. He even promises to supplement your savings in case you do not have sufficient funds to buy the land. However, by the act of realignment, a lot of agricultural lands has to be acquired, thereby causing a considerable financial burden on the government, and also the displacement of the farmers. As if this is not enough, it will involve cutting down of a large number of trees denuding the area of its green cover. Faced with this situation, what will you do? Critically examine various conflicts of interest and explain what your responsibilities are as a public servant. (250 words) 20
  • 9-It is a State where prohibition is in force. You are recently appointed as the Superintendent of Police of a district notorious for illicit distillation of liquor. The illicit liquor leads to many deaths, reported and unreported, and causes a major problem for the district authorities. The approach till now had been to view it as a law and order problem and tackle it accordingly. Raids, arrests, police cases, and criminal trials – all these had only limited impact. The problem remains as serious as ever. Your inspections show that the parts of the district where the distillation flourishes are economically, industrially, and educationally backward. Agriculture is badly affected by poor irrigation facilities. Frequent clashes among communities gave a boost to illicit distillation. No major initiatives had taken place in the past either from the government’s side or from social organizations to improve the lot of the people. Which new approach will you adopt to bring the problem under control? (250 words) 20
  • 10- a big corporate house is engaged in manufacturing industrial chemicals on a large scale. It proposes to set upon the additional unit. Many states rejected its proposal due to the detrimental effect on the environment. But one state government acceded to the request and permitted the unit close to a city, brushing aside all opposition. The unit was set up 10 years ago and was in full swing till recently. The pollution caused by the industrial effluents was affecting the land, water, and crops in the area. It was also causing serious health problems to human beings and animals. This gave rise to a series of agitations thousands of people took part, creating a law and order problem necessitating stern police action. Following the public outcry, the State government ordered the closure of the factory. The closure of the factory resulted in the unemployment of not only those workers who were engaged in the factory but also those who were working in the ancillary units. It also very badly affected that industry which depended on the chemicals manufactured by it. As a senior officer entrusted with the responsibility of handling this issue, how are you going to address it? (250 words) 20
  • 11- Dr. X is a leading medical practitioner in the city. He has set up a charitable trust through which he plans to establish a super-specialty hospital in the city to cater to the medical needs of all sections of society. Incidentally, that part of the State had been neglected over the years. The proposed hospital would be a boon for the region. You are heading the tax investigation agency of that region. During an inspection of the doctor’s clinic, your officers have found out some major irregularities. A few of them are substantial which had resulted in considerable withholding of tax that should be paid by him now. The doctor is cooperative. He undertakes to pay the tax immediately. However, there are certain other deficiencies in his tax compliance which are purely technical in nature. If these technical defaults are pursued by the agency, considerable time and energy of the doctor will be diverted to issues that are not so serious, urgent, or even helpful to the tax collection process. Further, in all probability, it will hamper the prospects of the hospital coming up. There are two options before you: 1) Taking a broader view, ensure substantial tax compliance and ignore defaults that are merely technical in nature. 2) Pursue the matter strictly and proceed on all fronts, whether substantial or merely technical. As the head of the tax agency, which course of action will you opt for and why? (250 words) 20
  • 12- Edward Snowden, a computer expert, and former CIA administrator, released confidential Government documents to the press about the existence of Government surveillance programs. According to many legal experts and the US Government, his action violated the Espionage Act of 1971, which identified the leak of State secrets as an act of treason. Yet, despite the fact that he broke the law, Snowden argued that he had a moral obligation to act. He gave a justification for his “whistle blowing” by stating that he had a duty “to inform the public as to that which is done in their name and that which is done against them.” According to Snowden, the Government’s violation of privacy had to be exposed regardless of legality since more substantive issues of social action and public morality were involved here. Many agreed with Snowden. Few argued that he broke the law and compromised national security, for which he should be held accountable. Do you agree that Snowden’s actions were ethically justified even if legally prohibited? Why or why not? Make an argument by weighing the competing values in this case (250 words ) 20

UPSC CSE General Studies Paper 4 (GS4) Question Paper: Analysis

As we stated in the ClearIAS approach to Ethics paper earlier, UPSC once again clarified (through this question paper) that the GS4 paper is not just about ethics, but it’s all about your problem-solving skills in general.

There were 6 case studies (we call them ‘problem-solving questions’), each worth 20 marks, thus contributing 6*20=120 marks. The remaining 130 marks were also from 6 questions but with sub-questions. In effect, the 10-mark questions were 130 marks (13*10=130 marks).

UPSC this year refrained from asking too many theoretical questions (like what are the branches of ethics ). Rather, UPSC gave candidates many quotes and sought their opinions about those. The right way of judging the attitude of future civil servants, right?

Case studies (or problem-solving questions) were not just sticking to an ethical dilemma. The answer should include other dimensions as well. Below are the crux points of each of the case studies.

  • Helping the unreserved
  • Conflict of interest problem – diverting road route.
  • Your approach to curtailing the illicit alcohol problem.
  • As a senior officer – how would you address the issue of unemployment?
  • Tax collection officer vs. Doctor – only two options asked – you were to pick one.
  • Real-life case studies like that of Edward Snowden (legality vs. ethics) are included.

The world now invests almost twice as much in clean energy as it does in fossil fuels…, global investment in clean energy and fossil fuels, 2015-2024, …but there are major imbalances in investment, and emerging market and developing economies (emde) outside china account for only around 15% of global clean energy spending, annual investment in clean energy by selected country and region, 2019 and 2024, investment in solar pv now surpasses all other generation technologies combined, global annual investment in solar pv and other generation technologies, 2021-2024, the integration of renewables and upgrades to existing infrastructure have sparked a recovery in spending on grids and storage, investment in power grids and storage by region 2017-2024, rising investments in clean energy push overall energy investment above usd 3 trillion for the first time.

Global energy investment is set to exceed USD 3 trillion for the first time in 2024, with USD 2 trillion going to clean energy technologies and infrastructure. Investment in clean energy has accelerated since 2020, and spending on renewable power, grids and storage is now higher than total spending on oil, gas, and coal.

As the era of cheap borrowing comes to an end, certain kinds of investment are being held back by higher financing costs. However, the impact on project economics has been partially offset by easing supply chain pressures and falling prices. Solar panel costs have decreased by 30% over the last two years, and prices for minerals and metals crucial for energy transitions have also sharply dropped, especially the metals required for batteries.

The annual World Energy Investment report has consistently warned of energy investment flow imbalances, particularly insufficient clean energy investments in EMDE outside China. There are tentative signs of a pick-up in these investments: in our assessment, clean energy investments are set to approach USD 320 billion in 2024, up by more 50% since 2020. This is similar to the growth seen in advanced economies (+50%), although trailing China (+75%). The gains primarily come from higher investments in renewable power, now representing half of all power sector investments in these economies. Progress in India, Brazil, parts of Southeast Asia and Africa reflects new policy initiatives, well-managed public tenders, and improved grid infrastructure. Africa’s clean energy investments in 2024, at over USD 40 billion, are nearly double those in 2020.

Yet much more needs to be done. In most cases, this growth comes from a very low base and many of the least-developed economies are being left behind (several face acute problems servicing high levels of debt). In 2024, the share of global clean energy investment in EMDE outside China is expected to remain around 15% of the total. Both in terms of volume and share, this is far below the amounts that are required to ensure full access to modern energy and to meet rising energy demand in a sustainable way.

Power sector investment in solar photovoltaic (PV) technology is projected to exceed USD 500 billion in 2024, surpassing all other generation sources combined. Though growth may moderate slightly in 2024 due to falling PV module prices, solar remains central to the power sector’s transformation. In 2023, each dollar invested in wind and solar PV yielded 2.5 times more energy output than a dollar spent on the same technologies a decade prior.

In 2015, the ratio of clean power to unabated fossil fuel power investments was roughly 2:1. In 2024, this ratio is set to reach 10:1. The rise in solar and wind deployment has driven wholesale prices down in some countries, occasionally below zero, particularly during peak periods of wind and solar generation. This lowers the potential for spot market earnings for producers and highlights the need for complementary investments in flexibility and storage capacity.

Investments in nuclear power are expected to pick up in 2024, with its share (9%) in clean power investments rising after two consecutive years of decline. Total investment in nuclear is projected to reach USD 80 billion in 2024, nearly double the 2018 level, which was the lowest point in a decade.

Grids have become a bottleneck for energy transitions, but investment is rising. After stagnating around USD 300 billion per year since 2015, spending is expected to hit USD 400 billion in 2024, driven by new policies and funding in Europe, the United States, China, and parts of Latin America. Advanced economies and China account for 80% of global grid spending. Investment in Latin America has almost doubled since 2021, notably in Colombia, Chile, and Brazil, where spending doubled in 2023 alone. However, investment remains worryingly low elsewhere.

Investments in battery storage are ramping up and are set to exceed USD 50 billion in 2024. But spending is highly concentrated. In 2023, for every dollar invested in battery storage in advanced economies and China, only one cent was invested in other EMDE.

Investment in energy efficiency and electrification in buildings and industry has been quite resilient, despite the economic headwinds. But most of the dynamism in the end-use sectors is coming from transport, where investment is set to reach new highs in 2024 (+8% compared to 2023), driven by strong electric vehicle (EV) sales.

The rise in clean energy spending is underpinned by emissions reduction goals, technological gains, energy security imperatives (particularly in the European Union), and an additional strategic element: major economies are deploying new industrial strategies to spur clean energy manufacturing and establish stronger market positions. Such policies can bring local benefits, although gaining a cost-competitive foothold in sectors with ample global capacity like solar PV can be challenging. Policy makers need to balance the costs and benefits of these programmes so that they increase the resilience of clean energy supply chains while maintaining gains from trade.

In the United States, investment in clean energy increases to an estimated more than USD 300 billion in 2024, 1.6 times the 2020 level and well ahead of the amount invested in fossil fuels. The European Union spends USD 370 billion on clean energy today, while China is set to spend almost USD 680 billion in 2024, supported by its large domestic market and rapid growth in the so-called “new three” industries: solar cells, lithium battery production and EV manufacturing.

Change in upstream oil and gas investment by company type, 2017-2024, newly approved lng projects, led by the united states and qatar, bring a new wave of investment that could boost global lng export capacity by 50%, investment and cumulative capacity in lng liquefaction, 2015-2028, investment in fuel supply remains largely dominated by fossil fuels, although interest in low-emissions fuels is growing fast from a low base.

Upstream oil and gas investment is expected to increase by 7% in 2024 to reach USD 570 billion, following a 9% rise in 2023. This is being led by Middle East and Asian NOCs, which have increased their investments in oil and gas by over 50% since 2017, and which account for almost the entire rise in spending for 2023-2024.

Lower cost inflation means that the headline rise in spending results in an even larger rise in activity, by approximately 25% compared with 2022. Existing fields account for around 40% total oil and gas upstream investment, while another 33% goes to new fields and exploration. The remainder goes to tight oil and shale gas.

Most of the huge influx of cashflows to the oil and gas industry in 2022-2023 was either returned to shareholders, used to buy back shares or to pay down debt; these uses exceeded capital expenditure again in 2023. A surge in profits has also spurred a wave of mergers and acquisitions (M&A), especially among US shale companies, which represented 75% of M&A activity in 2023. Clean energy spending by oil and gas companies grew to around USD 30 billion in 2023 (of which just USD 1.5 billion was by NOCs), but this represents less than 4% of global capital investment on clean energy.

A significant wave of new investment is expected in LNG in the coming years as new liquefaction plants are built, primarily in the United States and Qatar. The concentration of projects looking to start operation in the second half of this decade could increase competition and raise costs for the limited number of specialised contractors in this area. For the moment, the prospect of ample gas supplies has not triggered a major reaction further down the value chain. The amount of new gas-fired power capacity being approved and coming online remains stable at around 50-60 GW per year.

Investment in coal has been rising steadily in recent years, and more than 50 GW of unabated coal-fired power generation was approved in 2023, the most since 2015, and almost all of this was in China.

Investment in low-emissions fuels is only 1.4% of the amount spent on fossil fuels (compared to about 0.5% a decade ago). There are some fast-growing areas. Investments in hydrogen electrolysers have risen to around USD 3 billion per year, although they remain constrained by uncertainty about demand and a lack of reliable offtakers. Investments in sustainable aviation fuels have reached USD 1 billion, while USD 800 million is going to direct air capture projects (a 140% increase from 2023). Some 20 commercial-scale carbon capture utilisation and storage (CCUS) projects in seven countries reached final investment decision (FID) in 2023; according to company announcements, another 110 capture facilities, transport and storage projects could do the same in 2024.

Sources of investment in the energy sector, average 2018-2023, sources of finance in the energy sector, average 2018-2023, households are emerging as important actors for consumer-facing clean energy investments, highlighting the importance of affordability and access to capital, change in energy investment volume by region and fuel category, 2016 versus 2023, market sentiment around sustainable finance is down from the high point in 2021, with lower levels of sustainable debt issuances and inflows into sustainable funds, sustainable debt issuances, 2020-2023, sustainable fund launches, 2020-2023, energy transitions are reshaping how energy investment decisions are made, and by whom.

This year’s World Energy Investment report contains new analysis on sources of investments and sources of finance, making a clear distinction between those making investment decisions (governments, often via state-owned enterprises (SOEs), private firms and households) and the institutions providing the capital (the public sector, commercial lenders, and development finance institutions) to finance these investments.

Overall, most investments in the energy sector are made by corporates, with firms accounting for the largest share of investments in both the fossil fuel and clean energy sectors. However, there are significant country-by-country variations: half of all energy investments in EMDE are made by governments or SOEs, compared with just 15% in advanced economies. Investments by state-owned enterprises come mainly from national oil companies, notably in the Middle East and Asia where they have risen substantially in recent years, and among some state-owned utilities. The financial sustainability, investment strategies and the ability for SOEs to attract private capital therefore become a central issue for secure and affordable transitions.

The share of total energy investments made or decided by private households (if not necessarily financed by them directly) has doubled from 9% in 2015 to 18% today, thanks to the combined growth in rooftop solar installations, investments in buildings efficiency and electric vehicle purchases. For the moment, these investments are mainly made by wealthier households – and well-designed policies are essential to making clean energy technologies more accessible to all . A comparison shows that households have contributed to more than 40% of the increase in investment in clean energy spending since 2016 – by far the largest share. It was particularly pronounced in advanced economies, where, because of strong policy support, households accounted for nearly 60% of the growth in energy investments.

Three quarters of global energy investments today are funded from private and commercial sources, and around 25% from public finance, and just 1% from national and international development finance institutions (DFIs).

Other financing options for energy transition have faced challenges and are focused on advanced economies. In 2023, sustainable debt issuances exceeded USD 1 trillion for the third consecutive year, but were still 25% below their 2021 peak, as rising coupon rates dampened issuers’ borrowing appetite. Market sentiment for sustainable finance is wavering, with flows to ESG funds decreasing in 2023, due to potential higher returns elsewhere and credibility concerns. Transition finance is emerging to mobilise capital for high-emitting sectors, but greater harmonisation and credible standards are required for these instruments to reach scale.

A secure and affordable transitioning away from fossil fuels requires a major rebalancing of investments

Investment change in 2023-2024, and additional average annual change in investment in the net zero scenario, 2023-2030, a doubling of investments to triple renewables capacity and a tripling of spending to double efficiency: a steep hill needs climbing to keep 1.5°c within reach, investments in renewables, grids and battery storage in the net zero emissions by 2050 scenario, historical versus 2030, investments in end-use sectors in the net zero emissions by 2050 scenario, historical versus 2030, meeting cop28 goals requires a doubling of clean energy investment by 2030 worldwide, and a quadrupling in emde outside china, investments in renewables, grids, batteries and end use in the net zero emissions by 2050 scenario, 2024 and 2030, mobilising additional, affordable financing is the key to a safer and more sustainable future, breakdown of dfi financing by instrument, currency, technology and region, average 2019-2022, much greater efforts are needed to get on track to meet energy & climate goals, including those agreed at cop28.

Today’s investment trends are not aligned with the levels necessary for the world to have a chance of limiting global warming to 1.5°C above pre-industrial levels and to achieve the interim goals agreed at COP28. The current momentum behind renewable power is impressive, and if the current spending trend continues, it would cover approximately two-thirds of the total investment needed to triple renewable capacity by 2030. But an extra USD 500 billion per year is required in the IEA’s Net Zero Emissions by 2050 Scenario (NZE Scenario) to fill the gap completely (including spending for grids and battery storage). This equates to a doubling of current annual spending on renewable power generation, grids, and storage in 2030, in order to triple renewable capacity.

The goal of doubling the pace of energy efficiency improvement requires an even greater additional effort. While investment in the electrification of transport is relatively strong and brings important efficiency gains, investment in other efficiency measures – notably building retrofits – is well below where it needs to be: efficiency investments in buildings fell in 2023 and are expected to decline further in 2024. A tripling in the current annual rate of spending on efficiency and electrification – to about USD 1.9 trillion in 2030 – is needed to double the rate of energy efficiency improvements.

Anticipated oil and gas investment in 2024 is broadly in line with the level of investment required in 2030 in the Stated Policies Scenario, a scenario which sees oil and natural gas demand levelling off before 2030. However, global spare oil production capacity is already close to 6 million barrels per day (excluding Iran and Russia) and there is a shift expected in the coming years towards a buyers’ market for LNG. Against this backdrop, the risk of over-investment would be strong if the world moves swiftly to meet the net zero pledges and climate goals in the Announced Pledges Scenario (APS) and the NZE Scenario.

The NZE Scenario sees a major rebalancing of investments in fuel supply, away from fossil fuels and towards low-emissions fuels, such as bioenergy and low-emissions hydrogen, as well as CCUS. Achieving net zero emissions globally by 2050 would mean annual investment in oil, gas, and coal falls by more than half, from just over USD 1 trillion in 2024 to below USD 450 billion per year in 2030, while spending on low-emissions fuels increases tenfold, to about USD 200 billion in 2030 from just under USD 20 billion today.

The required increase in clean energy investments in the NZE Scenario is particularly steep in many emerging and developing economies. The cost of capital remains one of the largest barriers to investment in clean energy projects and infrastructure in many EMDE, with financing costs at least twice as high as in advanced economies as well as China. Macroeconomic and country-specific factors are the major contributors to the high cost of capital for clean energy projects, but so, too, are risks specific to the energy sector. Alongside actions by national policy makers, enhanced support from DFIs can play a major role in lowering financing costs and bringing in much larger volumes of private capital.

Targeted concessional support is particularly important for the least-developed countries that will otherwise struggle to access adequate capital. Our analysis shows cumulative financing for energy projects by DFIs was USD 470 billion between 2013 and 2021, with China-based DFIs accounting for slightly over half of the total. There was a significant reduction in financing for fossil fuel projects over this period, largely because of reduced Chinese support. However, this was not accompanied by a surge in support for clean energy projects. DFI support was provided almost exclusively (more than 90%) as debt (not all concessional) with only about 3% reported as equity financing and about 6% as grants. This debt was provided in hard currency or in the currency of donors, with almost no local-currency financing being reported.

The lack of local-currency lending pushes up borrowing costs and in many cases is the primary reason behind the much higher cost of capital in EMDE compared to advanced economies. High hedging costs often make this financing unaffordable to many of the least-developed countries and raises questions of debt sustainability. More attention is needed from DFIs to focus interventions on project de-risking that can mobilise much higher multiples of private capital.
