A cultural revolution is needed to combat bullying in French schools

A long time coming, France is finally addressing a phenomenon that blights the lives of hundreds of thousands of children, sometimes to the point of driving them to suicide. Tackling it will require ambitious political action.

F or a long time, both the French education system and society looked the other way. People spoke of "playground squabbles" and of childishness. After violence against women and sexual assault by the Church, school bullying is finally being recognized for what it is: a social scourge, a reality that blights the lives of hundreds of thousands of children in French schools. On average, 10% of students are victims, with a peak in middle school, and it leads some to take their own lives.

Thirty years behind English-speaking and Northern European countries, France has finally opened its eyes, and that's a great step forward. On Wednesday, September 27, Prime Minister Elisabeth Borne sounded the alarm with an interministerial plan to combat the phenomenon, which is causing growing concern among parents.

It's about time. In June, then education minister Pap Ndiaye acknowledged a "collective failure" after the suicide of Lindsay, a 13-year-old schoolgirl from Pas-de-Calais, in northern France. His successor, Gabriel Attal, described as "shameful" the threatening letter sent by the Versailles education authority to the parents of Nicolas, a 15-year-old teenager who committed suicide on September 5 in Poissy, west of Paris.

France's backwardness and the obvious inadequacy of its education system to prevent harassment, identify the perpetrators and support the victims and their families demanded a clear response. It required resolute inter-ministerial action in the face of a phenomenon that, while focused on school life, also connects to mental health policy and the strategy of the internet giants who manage the social media platforms where harassment proliferates.

Day-to-day prevention

The strengthening of the PHARE program (to combat bullying at school), currently being rolled out more widely; the questionnaire being sent to all students to assess the phenomenon; and the "empathy courses" introduced in elementary education, announced by Borne, are all steps in the right direction. The possibilities of confiscating harassers' cell phones or banning them from social media platforms raise more questions, in terms of feasibility and effectiveness. International precedence, such as that in Denmark, shows that bullying can be dealt with first and foremost through day-to-day prevention and rapid reaction involving pupils, parents, teachers and administration alike.

Attal has been very reactive and has clearly understood that the issue allows him to address all the key figures in the education system and deliver a reassuring message of firmness and authority to the public. But in reality, putting a lasting end to school bullying requires a complete cultural revolution. Sending letters of condemnation to parents who lodge complaints is symptomatic of an administration that is not operating as a whole unit but as separate departments. It also confirms a long history that has led our schools to prioritize the acquisition of knowledge over the well-being of children.

Of course, schools need more school counselors and supervisors, school doctors, nurses and social workers – in short, more adult supervisors. But the national education system also needs to engage in better dialogue with families and consider students not just as "learners" but as individuals in their own right with a right to a happy and safe education.

PARIS (AP) — Block school bullies from social networks. Give all children weekly empathy classes. Put anti-bullying experts in schools and courts.

These are among promises the French government made Wednesday in response to growing nationwide concern about bullying , triggered by recent suicides of children whose families say they were bullied online or at school.

Many parents feel France’s education system is behind its peers in Europe in addressing the issue, and is only gradually catching up.

Prime Minister Elisabeth Borne said the country will do more.

“You are not responsible for this,” Borne said in a message for children targeted by bullying. “What you are going through is unacceptable, intolerable. You are not alone.’'

Some 1 million students in France have experienced bullying at school in the past three years, Borne said. A government statement cited studies tracking bullying both at school and online.

Borne promised more personnel dedicated to fighting bullying in schools, and more state-funded counseling for victims of bullying.

The plan also includes proposals to toughen punishment for bullying, such as banning perpetrators from social networks for up to a year, confiscating bullies’ cellphones and imposing prison terms of up to 10 years for those linked to a suicide.

One trigger of the recent renewed concern was the suicide of a 15-year-old on his first day back at school in the Paris suburb of Poissy earlier this month. The Education Ministry later acknowledged that bullying against him had been reported in the previous school year.

The school said it was addressing the problem. But when his parents complained that the bullying continued, administrators sent the family a letter threatening a lawsuit for unfounded accusations and accusing them of being un-constructive. That set off an uproar, and the government has called the letter a “disgrace.”

As part of new plan announced Wednesday, Education Minister Gabriel Attal said weekly ‘’empathy classes’’ will be added to the curriculum in some schools starting in January and in all schools starting in the next school year, citing similar programs in countries such as Denmark.

The lawyer for the family of a 15-year-old girl who took her own life in 2021 after school bullying said France is waking up to the problem later than some other European nations but is now making progress — notably with the passage of a law last year that criminalized school bullying.

“We’re about 10 years behind some of our European counterparts, notably the Nordic countries,” said the Paris lawyer, Laure Boutron-Marmion.

She cited Borne’s new plan among signs that France is taking the issue more seriously.

“The awareness is there,” Boutron-Marmion said in an interview with The Associated Press.

France’s renewed focus on bullying is emboldening some victims to come forward. They include lawmaker Virginie Lanlo, who this week told the lower house of parliament that she had recently written to a person who bullied her as a child.

In one of the excerpts from her letter read in the parliament chamber, she said: “Years ago, I suffered bullying, humiliation and touching at your hands. These actions wrecked my childhood and adolescence. I will never forget these hours of pain and distress.”

“This young girl was me,” Lanlo told fellow lawmakers. “And I don’t believe that I’m the only one on these benches to have suffered bullying. One child in four is a victim. How many speak up?”

Addressing the National Assembly after Lanlo, Attal, the education minister, recited the names of 10 children and teenagers — aged from 10 to 15 — who killed themselves in recent years following allegations of bullying. He said fighting bullying is his top priority.

“Fear must change sides,” Attal said.

French school bullies now face a move, not the victims, thanks to new law

A new decree allows a bullying student to be transferred to another school. Previously, it was the victim who had to change schools. A cyberstalker from a school other than the victim's may also now be punished.

The French government has adopted new measures to help protect school children who are victims of bullying. 

A new decree issued this week by the Minister for Education, Gabriel Attal , means that bullies could be moved to a new school, where previously it was more likely the victim would be relocated. The new rules also provide for the possibility that cyberbullies at a different school than the victim could also be punished. 

This new measure "sends a strong signal to the national education system and to parents", says Wilfrid Issanga, director of the ALCHM association, which fights against bullying and child abuse. "I think the current Minister has taken the bull by the horns."

'Zero tolerance'

School bullying was made a national priority after the suicide in May of Lindsay, aged 13, a student in Pas-de-Calais, in northern France. The response to bullying at school must be "relentless", said Minister Attal, who has already mentioned this measure on several occasions.

Associations that campaign against school bullying have been waiting for more robust measures for a number of years. Previously, they argue, forcing a bullied child to change schools could feel like a double penalty: not just for the child but for their parents too. 

In some rural areas, this could create untenable situations where the victim ended up in a school much further from home, Wilfrid Issanga tells Euronews. "If there's a rotten tomato in a crate of healthy ones, you remove the bad one, you don't remove the good ones."

  • What can be done about the scale of bullying in schools and online?

"We need to send a strong signal to the parents [of bullies], it's up to the parents to deal with the problem because the school cannot take the place of the parents."

In March 2022, bullying at school became a criminal offence punishable by up to 10 years imprisonment and a fine of up to €150,000 in the event of suicide or attempted suicide on the part of the victim of bullying.

Harassment is still a silent issue

According to a recent survey by the French Ministry of Education, 6.7% of secondary school pupils in France reported having been subjected to 5 or more incidents of repeated violence in the spring of 2022.

Silence often remains the main obstacle to any solution in many cases of harassment. "Many families struggle in silence and we don't hear them," and there are even more children who struggle alone, explains Wilfrid Issanga.

"This decree is an excellent step forward, but we'll have to wait and see what really changes on the ground," he concludes.

Bullying at school is a global scourge: according to the Atlasocio website , nearly 130 million pupils aged between 13 and 15 worldwide (ie: more than one in three) are victims of bullying at school.

In France, minors who are victims of bullying can call the 3020 and of cyberbullying the 3018. 7 days a week, from 9 am to 11 pm, a dedicated team of psychologists, legal experts and specialists in digital tools is on hand to advise and intervene, particularly with social networks, to have content removed within a few hours.

Bullying refers to aggressive behavior so as to dominate the other person. It refers to the coercion of power over others so that one individual can dominate others. It is an act that is not one time, instead, it keeps on repeating over frequent intervals.  The person(s) who bullies others can be termed as bullies, who make fun of others due to several reasons. Bullying is a result of someone’s perception of the imbalance of power.

There can be various types of bullying, like:

  • Physical bullying:  When the bullies try to physically hurt or torture someone, or even touch someone without his/her consent can be termed as physical bullying .
  • Verbal bullying:  It is when a person taunts or teases the other person.
  • Psychological bullying:  When a person or group of persons gossip about another person or exclude them from being part of the group, can be termed as psychological bullying.
  • Cyber bullying:  When bullies make use of social media to insult or hurt someone. They may make comments bad and degrading comments on the person at the public forum and hence make the other person feel embarrassed. Bullies may also post personal information, pictures or videos on social media to deteriorate some one’s public image.

Anti-bullying laws :

One should be aware of the anti-bullying laws in India. Awareness about such laws may also create discouragement to the act of bullying amongst children and youngsters. Some information about anti-bullying laws is as follows:

  • Laws in School: To put a notice on the notice board that if any student is found bullying other students then he/she can be rusticated. A committee should be formed which can have representatives from school, parents, legal, etc.
  • Laws in Colleges: The government of India, in order to prevent ragging , has created guideline called “UGC regulations on curbing the menace of ragging in Higher Education Institutions,2009”.
  • Cyber Bullying Laws: The victim can file a complaint under the Indian Penal Code .

It is the duty of the parents to constantly preach their children about not bullying anyone and that it is wrong. Hence, if we, as a society need to grow and develop then we have to collectively work towards discouraging the act of bullying and hence make our children feel secure.
