It takes about 30-40 minutes to level up to 100. Every individual transaction is a skill awarding action. When you sell junk, instead of selling the whole stack at once, reduce the sell stack by 5, sell the bulk, then quickly sell the remaining 5 in the stack one at a time. dont spend perks on speech or lock pick if you want to make strongest build or whatever. 20+29+20+10 on barter and you can sell stuff for a lot of money (i dont know the cap). Do the thieves guild asap for 4k vendors. Even then you're going to travel a lot or kill vendor, reload. I think speech is a waste of perks.

Apparently there's a good section in raising speech easily.. "One way to train this skill without spending money is to commit a crime with a very low bounty (e.g., trying to pick a lock once). When your bounty is only 5 gold, guards may ignore such crimes unless you speak to them.
