8 - Research in Public Administration

Research is very prominent in modern life. It affects people, money, time, debates, and decisions in more or less every sphere of life, including that of public life. For many years now, research in Public Administration has been a highly debated issue. The question ‘Why can't we resolve the research issue in Public Administration?’, asked in 1984 by McCurdy and Cleary, started a new debate in a series of articles in the international journal Public Administration Review, which has now already stretched over a decade. The theme of Public Administration research has also been touched on in other academic journals as well as in various books.

Some of the participants in these discussions are very critical of Public Administration research, as is demonstrated in the following statements:

■ ‘[it] has fallen short of its potential effectiveness’ (Mosher 1956: 178);

■ ‘scholars … have a difficult time coming to grips with the nature of research and its role in the field’ (McCurdy and Cleary 1984: 49);

■ ‘[research] is still dominated by efforts to conceptualize researchable problems, delineate possible areas of inquiry, and describe objects for study’ (Stallings and Ferris 1988: 583) public administration research is engaged in little theory testing’ (Houston and Delevan 1990: 678);

■ ‘Public administration showed both low conformity to mainstream research and low quality’ (Adams and White 1994: 575);

■ ‘too many practitioner projects…without much in the way of a research design or attention to rigorous methods continue to be written’ (Cleary 1992: 60);

■ ‘methods… are often not justified by context …They are imposed in an arbitrary fashion without regard to what would be just or lawful’ (Bell 1994: 325);

■ ‘the failure of public administration to develop a solid research base is related to that stage of an academic career when a researcher is first trained in the research process’ (McCurdy and Cleary 1984: 49); and

■ ‘unless there is a turnaround in the quality of research, the future of Public Administration as an academic discipline in South Africa is not a rosy one’ (Cameron and McLaverty 2008: 94).

Public administration has experienced academic growing pains and longstanding debates related to its identity as a social and administrative science. The field’s evolution toward a narrow definition of empiricism through quantitative measurement has limited knowledge cumulation. Because the goal of all scientific endeavors is to advance by building upon and aggregating knowledge across studies, a field-level point of view eschewing traditional dichotomies such as qualitative/quantitative debates in favor of methodological pluralism allows for examination of both the art and science of public administration.

To accomplish this, traditional notions of quality, namely rigor, must be reconceptualized in a way that is appropriate for the philosophical commitments of a selected methodology. Rigor should focus on the accuracy, exhaustiveness, and systematicity of data collection and analysis. This allows for quality judgments about the degree to which the methods resulted in evidence that addresses the research questions and supports stated conclusions. This is a much broader approach to rigor that addresses multiple types of inquiry and knowledge creation. Once the question of rigor is not limiting the types of research done in the field, attention can be turned to the ways in which high-quality studies can contribute to knowledge cumulation.

Case studies can be used as an example of a field-level point of view, as they have the ability to utilize abductive reasoning to consider both the whole (the entire case) and the particular (factors that contribute to outcomes, processes, or theories). Case studies explore the relationship between context-independent theories and context-dependent factors using different types of data collection and analysis: a triangulation of sorts. They can test theories in multiple ways and create or suggest new theories. Considering field-level questions as a case study and synthesizing findings from multiple related studies, regardless of methodology, can help move the field forward in terms of its connection between theory and practice, art and science.

Tips on Choosing a Topic

Choose a topic.

Choosing a topic does not seem like it should be difficult. Unfortunately, it often is.

Choosing a right topic can often make the entire process much easier. This can be done if you follow these steps.

1. Pick a topic that interests you.

The topics we can choose are often dictated by assignments, classes, professors, etc. But, find a topic you like will make the process more rewarding.

If you have an open-ended assignment, browsing the databases listed below can help you decide on a topic by giving you a jumping off point. They also have the added benefit of suggesting many different resources once your topic is found:

  • CQ Researcher This database publishes reports that provide overviewed, background information, opinion pieces, and lots of references for a large collection of topics. A really great place to start, if you aren’t certain what’s out there.
  • Opposing Viewpoints in Context Much like CQ Researcher, this database provides overviews, media, background information, and lots of references on specific topics that are known to be in the public eye. A great place to browse for topics, or to find out more about one you’re considering.
  • Google News or Yahoo News – specific topics Google or Yahoo news can show you topics that are currently being discussed. It can be a good place to start.

2. Find information on your topic.

You may find a topic like "Obesity" or "Fracking" interesting enough to write about, but not know very much beyond what you've noticed in the news.

That's okay! Even for subjects that you feel that you know a lot about, it's hugely beneficial to get background information. That's where encyclopedias and other reference materials come in. You can use them to discover definitions, general trends, subtopics, and other items of interest about the subject you are interested in. Once this information is gathered, you can use it conduct more effective research.

Wikipedia is a really good example of a reference source: a place you go when you want to see what something is. Just like many other encyclopedias, it can give you a basic overview, related topics, and even a brief history of your subject. However, because pages can be edited by anyone (your mom, your little brother, your nosy neighbor down the street), there’s a risk that someone has messed around with the information and it’s completely wrong . On top of that, you can’t cite it. So feel free to use it, but make sure you use it wisely.

  • Gale Virtual Reference Library (GVR) Imagine this as Wikipedia’s older, more reliable sibling, the one you can count on to not exaggerate or just plain lie. It works the same way, but people who have definitely done their research are the ones writing the entries. What’s more, unlike Wikipedia, most instructors will allow materials from GVR to be cited in your assignment. Information isn’t worth very much if you can’t use it!
  • Oxford Reference Online , and Sage Reference Online Just like the GVR, but from different publishers.

Now that you’ve done your background research, your topic should be shaping itself more clearly to you. It can help at this point to create a concept or mind map that demonstrates the interconnected aspects of the topic and how they relate to each other.

It’s now that you need to take the aspects of the topic that are of most interest to you, and form them into a question that your research assignment will answer. This question will guide your research forward, helping you to stay focused and relevant.

3. Create a research question.

When the time comes to do the bulk of your research, three different things can happen with your results.

It’s not pleasant to be on the verge of writing a paper or script, only to find that your topic is too new, obscure, narrow, or broad to find enough supporting research to complete. So it’s important to try it out, and to change your topic, if you find yourself with too many, too few, or irrelevant results.

Some good general tools to try a preliminary search in are:

  • LIONSearch This tool is a single interface to the combined resources provided by the Penn State University Libraries. What that means is that LIONSearch covers almost everything that the library has access to, both print and digital collections. The Google of the library, if you will.
  • Academic Search Complete Comprehensive scholarly, multi-disciplinary full-text database, with more than 5,300 full-text periodicals - in other words, lots of great stuff!
  • The CAT This is the library’s traditional catalog, but it doesn’t only search books. Ebooks, videos, journals, and many other types of media can be found here as well

While you’re searching, if you find a few articles or books that you really like, use the GET IT! button

Example questions might be:

  • How has the obesity epidemic affected Native communities in the United States?
  • How has the economy of North Dakota been affected by fracking?

As you can see, these questions take specific aspects of the broader topics of “obesity” and “fracking,” and narrows them both into focused queries that a thesis statement then begin to answer.

5. Broaden or narrow your topic as needed.

If during your test search, you found too many or too few results, you may need to either narrow, or broaden your topic to make it more manageable.

  • To narrow your topic, consider making it more specific. Focus on one aspect of your topic. This can include geographical area, culture, time frame, discipline, and population group (age, gender, ethnic group, profession, etc).
  • To broaden your topic, consider backing away from your more specific descriptors. Topics that are very narrow are often locally confined, recent, or focusing on very specific aspects of a larger whole (eg. Lady Gaga vs. Pop Music).

Public Trust in Government: 1958-2024

Public trust in the federal government, which has been low for decades, has increased modestly since 2023 . As of April 2024, 22% of Americans say they trust the government in Washington to do what is right “just about always” (2%) or “most of the time” (21%). Last year, 16% said they trusted the government just about always or most of the time, which was among the lowest measures in nearly seven decades of polling.

When the National Election Study began asking about trust in government in 1958, about three-quarters of Americans trusted the federal government to do the right thing almost always or most of the time.

Trust in government began eroding during the 1960s, amid the escalation of the Vietnam War, and the decline continued in the 1970s with the Watergate scandal and worsening economic struggles.

Confidence in government recovered in the mid-1980s before falling again in the mid-’90s. But as the economy grew in the late 1990s, so too did trust in government. Public trust reached a three-decade high shortly after the 9/11 terrorist attacks but declined quickly after. Since 2007, the shares saying they can trust the government always or most of the time have not been higher than 30%.

Today, 35% of Democrats and Democratic-leaning independents say they trust the federal government just about always or most of the time, compared with 11% of Republicans and Republican leaners.

Democrats report slightly more trust in the federal government today than a year ago. Republicans’ views have been relatively unchanged over this period.

Since the 1970s, trust in government has been consistently higher among members of the party that controls the White House than among the opposition party.

Republicans have often been more reactive than Democrats to changes in political leadership, with Republicans expressing much lower levels of trust during Democratic presidencies. Democrats’ attitudes have tended to be somewhat more consistent, regardless of which party controls the White House.

However, Republican and Democratic shifts in attitudes from the end of Donald Trump’s presidency to the start of Joe Biden’s were roughly the same magnitude.

During the last Democratic administration, Black and Hispanic adults similarly expressed more trust in government than White adults. Throughout most recent Republican administrations, White Americans were substantially more likely than Black Americans to express trust in the federal government to do the right thing.

  • DEA's Proposed Rule to Reschedule Marijuana Could Reduce Obstacles to Medical Research but Public Input Is Needed to Fill in Knowledge Gaps

On May 16, 2024, the U.S. Drug Enforcement Administration (“DEA”) issued a Notice of Proposed Rulemaking (“NPRM”) to reclassify marijuana 1 from Schedule I to Schedule III under the federal Controlled Substances Act (“CSA”) 2 and provide the public an opportunity to submit comments. The proposed rule applies only to botanical marijuana, and it does not impact hemp, synthetic tetrahydrocannabinol (“THC”), or cannabis-derived products previously scheduled outside of Schedule I ( e.g., Marinol and Syndros). Enacted in 1970, the CSA established five drug schedules, or categories, that determine applicable restrictions on controlled substances. 3

Since 1970, marijuana has been regulated as a Schedule I controlled substance. Schedule I substances are considered to have “no currently accepted medical use and a high potential for abuse,” whereas Schedule III substances have “a moderate to low potential for physical and psychological dependence” and “a currently accepted medical use in treatment in the United States.” 4 DEA’s proposed rule would remove marijuana from the Schedule I class of drugs that includes heroin, 3,4-methylenedioxymethamphetamine (“MDMA” or Ecstasy), peyote, methaqualone, and lysergic acid (“LSD”), and reclassify it among Schedule III substances like ketamine, anabolic steroids, testosterone, and products containing less than 90 mg codeine per dosage.

The proposal follows President Biden’s October 2022 request for DEA and the U.S. Department of Health and Human Services (“HHS”) to review marijuana’s scheduling and an August 2023 HHS recommendation to move marijuana to Schedule III. 5

I. HHS’S AND DEA’S EVALUATIONS OF MARIJUANA

In general, when assessing whether marijuana should be rescheduled, HHS and DEA consider marijuana’s chemical profile, accepted medical uses, potential for and history of abuse, and public health risks. 6

In its August 2023 report, HHS concluded that credible support exists for a currently accepted medical use for marijuana in treating pain and nausea, vomiting, and anorexia related to a medical condition. 7 DEA deferred to some of HHS’s scientific and medical findings for purposes of initiating rulemaking proceedings but believes more data about marijuana abuse liability is needed. 8

Not surprisingly, given its mission, DEA seems especially concerned about human abuse potential. For example, DEA emphasized that marijuana’s pharmacology complicates consistent interpretations of clinical data and suggested that additional data on effects, potency, and routes of administration are needed. DEA noted that state and federally sanctioned drug channels may be causing marijuana diversion and that data on seizures of marijuana by law enforcement may help assess abuse potential, and it recognized the limitations of comparing data on adverse outcomes across drugs. It also emphasized that driving under the influence of marijuana remains a serious concern. Although the proposed rule refers to some post-2016 data, it repeatedly refers to data and DEA conclusions from 2016. 9

Rescheduling is not guaranteed. Typically, DEA-proposed rules are signed by the DEA Administrator. This proposed rule, however, was signed by Attorney General Merrick Garland rather than DEA Administrator Anne Milgram, suggesting perhaps some reluctance by DEA to go forward with a final rule without more information (including on human abuse potential). Of course, DEA is an agency of the U.S. Department of Justice, which is headed by the Attorney General who answers to the President—who has indicated clearly his desire that marijuana be rescheduled, provided that rescheduling is supported by the scientific evidence. 10

Via the public comment process, stakeholders have an opportunity to fill in these gaps in the scientific evidence with more recent data on marijuana’s safety, public health risks, chemical profile, and potential for abuse.

II. RESCHEDULING MARIJUANA COULD SPUR MARIJUANA PRODUCT DEVELOPMENT

The proposed rule makes clear that even if moved to Schedule III, “marijuana would remain subject to the limitations within the Food, Drug, and Cosmetic Act” (“FD&C Act”). 11 For example, under the FD&C Act, before a drug product can enter the market, the U.S. Food and Drug Administration (“FDA”) must approve a New Drug Application showing that the drug is safe and effective for its intended use.

Due to the restrictions associated with researching a Schedule I drug, most of the current data on marijuana was obtained through observational studies. Observational studies, however, do not provide definitive evidence, as various external factors can impact the data. Moving marijuana to Schedule III will allow for better research by making it easier to access marijuana for use in Randomized Control Trials (“RCTs”), which are considered the “gold standard.” RCTs are double-blinded studies where subjects do not know if they receive the drug or placebo. These types of controlled clinical trials reduce bias and minimize the impact of external variables through randomization.

If marijuana is rescheduled, then restrictions on medical researchers seeking to study the substance for specific medical uses would be significantly eased, which could lead to smoother FDA approvals of marijuana-based pharmaceuticals. The reduced research burdens could be an opportunity to expand the FDA-approved therapeutic uses of marijuana-related products beyond treatment for certain condition-related seizures ( i.e., Epidiolex); anorexia associated with weight loss in patients with AIDS ( i.e. , Syndros and Marinol); and nausea and vomiting associated with cancer chemotherapy ( i.e., Syndros, Marinol, and Cesamet). 12

Entities interested in advancing their marijuana research and product development should consider providing comments to the DEA rulemaking docket.

a. Federal Research Funding

Federal law limits the use of federal funding for research on Schedule I substances. A 2024 appropriations law prohibited using federal funds for such research except “when there is significant medical evidence of a therapeutic advantage to the use of such [Schedule I] drug or other substance or that federally sponsored clinical trials are being conducted to determine therapeutic advantage.” 13 Currently, marijuana researchers are faced with a catch-22: they cannot receive these federal funds to produce more evidence of therapeutic benefits of marijuana because there is not already significant evidence of such therapeutic benefits. Rescheduling marijuana would make it easier to secure funding to conduct much needed clinical research because research on Schedule III substances is not similarly restricted.

b. DEA Registration

Entities seeking to conduct research on controlled substances must first register with DEA, which involves submitting information on their qualifications, proposed research, and the security measures at their research sites. 14

Although there are specific rules designed to expedite marijuana research approvals, 15 the requirements for Schedule I research registrations are still far more stringent than for Schedule II-V research registrations. 16 For example, Schedule I applicants must submit a separate research protocol for each study, which is not the case for Schedule II-V applicants. 17 In addition, unlike Schedule II-V applications, Schedule I research applications are subject to a separate HHS review. 18 Moreover, registered Schedule III researchers have broader authority than Schedule I researchers to perform chemical analysis and conduct instructional activities with controlled substances. 19

c. Procurement and Storage

Registered entities are limited to producing a DEA-determined quota of each Schedule I and Schedule II substance. 20 Schedule III substances, however, typically do not have such quotas. Although the DEA recently increased the production quota for marijuana and its extract, 21 rescheduling marijuana would likely allow more consistent marijuana production, which could assist entities seeking to conduct marijuana research.

The CSA requires DEA to approve every order of a Schedule I or II substance. 22 Registrants must retain copies of each order form and keep them available for inspection for two years. 23 In addition, storage requirements are more stringent for Schedule I substances. 24 Rescheduling marijuana would allow for more standard purchase orders and ease some of these recordkeeping and storage requirements.

d. Open Questions for Researchers

Currently, DEA controls who may grow marijuana for research purposes. Marijuana provided to researchers by DEA-sanctioned growers, however, is not representative of all the varieties and potencies of marijuana available on the market. Marijuana contains over 500 different compounds, including cannabinoids, terpenes, and flavonoids. 25 Even if marijuana is rescheduled, it is unclear that DEA will approve marijuana with the variety and concentration of compounds researchers seek to study.

In sum, rescheduling marijuana will ease research barriers, which could invite investment by pharmaceutical companies with robust research and development capabilities to discover new FDA-approved therapeutic uses for marijuana and its many compounds. To guide product development efforts, companies exploring marijuana research should take the opportunity to submit comments to clarify marijuana-specific research requirements concerning registration, protocols, procurement, and storage.

Given DEA’s concerns about the potential for marijuana abuse, comments related to data from clinical studies that may have been conducted under state-legal medical marijuana operations would be especially helpful in closing the gaps in the proposed rule.

III. STATE-LEGAL CANNABIS COMPANIES COULD SEE INCREASED PROFITABILITY, YET ENFORCEMENT QUESTIONS REMAIN

The state-legal cannabis industry has functioned under a patchwork of state laws and regulations for decades now. Despite marijuana being illegal under federal law, 38 states, the District of Columbia, and four federal territories have legalized the use of marijuana for medical purposes. 26 Indeed, 24 states and the District of Columbia have legalized adult-use of marijuana (also known as “recreational” use). 27

At the federal level, Section 280E of the Internal Revenue Code prohibits tax deductions for business expenses incurred “in carrying on any trade or business . . . [that] consists of trafficking in controlled [Schedule I and II] substances.” 28 Section 280E applies even if a cannabis business operates in a state where marijuana use has been legalized. 29 Moving marijuana to Schedule III would allow cannabis companies to take federal tax deductions for ordinary business expenses, such as payroll and rent. This could enhance the profitability of cannabis companies and attract investment into the sector. And the added attention from investors may allow companies to capitalize on the reduced research barriers, accelerating the development of marijuana-based therapies. Increased profitability also will likely increase marijuana marketing, leading to a greater prevalence of use, which may generate useful insights into marijuana’s public health impact, including human abuse potential.

Despite the potential profitability, enforcement questions persist for state-legal cannabis companies. DEA’s proposed rule notes that even if rescheduling is finalized, “the manufacture, distribution, dispensing, and possession of marijuana would remain subject to the applicable criminal prohibitions of the CSA.” 30 In response to HHS’s recommendation to reschedule marijuana, a group of 30 former U.S. Attorneys sent an open letter to DEA expressing concern that rescheduling may harm the government’s ability to pursue drug cartels. 31 In contrast, some experts argue that state-legal cannabis programs have decreased marijuana trafficking. Moreover, even if rescheduling is finalized, marijuana products remain subject to the numerous requirements of the FD&C Act.

While state-legal cannabis operations have survived for years, the public comment period is an opportunity for state-legal cannabis companies to comment and seek clarity on potential financial impacts and DEA’s planned enforcement policy.

IV. NEXT STEPS IN THE ADMINISTRATIVE PROCESS

Rescheduling marijuana likely is months away. The CSA requires rescheduling decisions to be made through formal rulemaking. DEA’s publication of the NPRM in the Federal Register kicked off a 60-day public comment period, which ends on July 22, 2024. 32 Interested parties may request a hearing before an Administrative Law Judge, where they can introduce evidence and expert testimony about the pros and cons of rescheduling. In fact, nine former DEA administrators and 18 attorneys general have formally requested such hearings. In two separate letters to DEA Administrator Anne Milgram, these officials described rescheduling marijuana as “likely the most consequential rulemaking” DEA has ever undertaken. 33

After the public comment period closes, DEA will review the record, which may take months. The NPRM has already drawn thousands of public comments. Following DEA review, DEA may terminate the rulemaking, amend the rule, or proceed to issue a final rule. DEA has already forecast that it may amend the rule based on public comments. 34

V. CONCLUSION

Rescheduling marijuana would ease legal constraints for DEA registrants, especially for researchers, which could impact product development and the public health. Yet companies would still need to navigate complex regulatory and compliance issues at the federal and state levels.

As written, the proposed rule leaves crucial questions about the impact on marijuana-derived product development and state-legal cannabis businesses unanswered. Such companies still face uncertainty related to potential federal enforcement actions because cannabis remains illegal under federal law and has not been approved by the FDA for the treatment of any disease. 35

DEA has previously considered rescheduling marijuana, but that consideration was initiated by outside parties, and the DEA denied both petitions. Now DOJ has, for the very first time, initiated the process to reschedule marijuana. Stakeholders have the opportunity to submit comments on the proposed rule by July 22, 2024. Public input will clarify regulatory outcomes for a promising and growing industry.

Real-World Evidence Submissions to the Center for Biologics Evaluation and Research

As part of the reauthorization of the Prescription Drug User Fee Act (PDUFA VII), FDA committed to reporting aggregate and anonymized information on submissions to the Center for Drug Evaluation and Research (CDER) and the Center for Biologics Evaluation and Research (CBER) that contain real-world evidence (RWE).

The tables below describe submissions to CBER containing RWE that meet reporting criteria . This report is not intended to include all submissions to CBER containing analyses of real-world data (RWD). Columns will be added annually to represent submissions by fiscal year (FY) from FYs 2023 through 2027.

The table below provides an overview of submissions to CBER containing RWE by category. A study that generates RWE may be reflected in more than one category depending on the status of the study.

The table below describes the characteristics of new protocols containing RWD as well as protocol amendments that added RWD to a study that did not previously include RWD. The numbers include submissions of interventional study protocols to an IND and submissions of non-interventional study protocols to an existing IND or to a pre-IND. The numbers do not include protocols or protocol amendments submitted only as part of a background package for a meeting with FDA. Protocols are reported in the fiscal year during which they are submitted.

Studies often provide information on both effectiveness and safety. For this report, a study was classified as “safety” if it was conducted primarily to assess a known or potential safety risk. All other studies were classified as “effectiveness.”
A study may have more than one regulatory purpose or data source and therefore may be included in more than one category.
The term “registry” is sometimes used to refer to a non-interventional cohort study that is intended to address a specific regulatory question in a targeted population. For such studies, this report provides the original source(s) of study data.

EXPERI Conference “Transportation Transition: Redesigning Urban Spaces” 2024

  • The conference on July 3, 2024 is aimed at stakeholders from research, administration, urban and mobility planning, as well as business and civil society.
  • Recommendations for action for (political) decision-makers on the topics of land division and reorganization will presented amongst other findings.

On Wednesday, July 3 2024 the interdisciplinary research group from TU Berlin, RIFS Potsdam and the DLR Institute of Transport Research working on the project “EXPERI – Traffic Turnaround as a Socio-Ecological Real-World Experiment” is presenting the results of five years of work. This included but was not limited to the reorganization of the Klausenerplatz Kiez in Berlin-Charlottenburg or the Lausitzer Platz in Berlin-Kreuzberg. The measures were evaluated during the process to determine how public spaces can be transformed in such a way that it boosts active mobility and benefits as many people as possible.

Visitors can gain a deeper insight into the real experiments and the reached conclusions in lectures, workshops and panel discussions and examine them in talks with the researchers at the Coworking Space EINS at the TU Berlin.

In their lectures, Dr. Julia Jarass and Alexander Czeh will be taking a closer look at different aspects of the topic “Reshaping Urban Space - Potential Areas for Housing and Active Mobility” and participate in the panel discussion “From Car Space Consumption to Alternative Use Through the Example of Experimental Spaces and Housing”.
