Introduction

Recent advances in artificial intelligence and machine learning, which brought us Watson and self-driving cars, mark the beginning of a seismic shift in the world as we know it. But major innovations (defined as widely-used technologies that improve over time and have spillover effects that provoke further advancements) have been around since the beginning of recorded history. From the first metal tools, to the wheel and the printing press, these innovations (dubbed general purpose technologies, or GPTs¹ ) have changed the course of history. GPTs “interrupt and accelerate the normal march of economic progress”. 1 In other words, they make humans more productive and increase standards of living. They also help open avenues to new kinds of work.

Erik Brynjolfsson and Andrew McAfee succinctly divide historical progress into two machine “ages”. 2 The first machine age dates back to the invention of the steam engine, by James Watt in 1775. This brought about an explosion of innovation, and resulted in an increase of living standards to such an extent, that the average American today has a quality of life that was unimaginable to even the wealthiest nobles of that era. The “second machine age” began in the 1990s, and is characterized by three factors: (1) exponential increases in computing power, known as Moore’s Law; (2) the agility and power of digital technologies (including their ability to replicate ideas and products at zero or low cost); and (3) our creative ability to build off of ideas like building blocks, in order to create innovations (called recombinant growth). 3

Even more fascinating, is that “Moore’s Law” ––which has driven so many changes in technological progress–– has held up amazingly well over the years. In 1965, Gordon Moore, who was then the director of research and development (R&D) at Fairchild Semiconductor, predicted that the overall processing power for computers (or the number of transistors in an integrated circuit) would double every year. This prediction became known as Moore’s Law. (Moore then revised the prediction in 1975 to every two years. He also later became the CEO of Intel.) While Moore originally made his prediction for a period of ten years, exponential increases in computing have continued even up to present day. What’s more, William Nordhaus has actually traced back Moore’s Law back to the earliest adding machines from circa 1850. 4 The exponential growth of computing power makes it seem as though new technologies come out of nowhere; in reality, however, they’ve been around (albeit also very expensive and rare) for quite a while. In the past, only the rich could benefit from the latest innovations.

For example, Brynjolfsson and McAfee illustrate this astonishing speed of progress by comparing the technologies available in 1996 and 2006: In 1996, the ASCI Red was the world’s fastest supercomputer. It cost $55 million to develop, and occupied 80% of the space in a tennis court at Sandia National Laboratories in New Mexico. It took as much electricity as was needed to run 800 homes. In 1997, it hit 1.8 teraflops. In 2006, ten years after the ASCI Red was introduced, the Sony Playstation 3 hit 1.8 teraflops. It cost only $500, took up less than onetenth of a square meter, and drew as much power as one lightbulb. 5 McAfee and Brynjolfsson provide another example, displaying the rapid adoption of smartphones: “By 2015, only eight years after the iPhone was introduced, more than 40% of the adults in 21 emerging and developing countries surveyed by the Pew Research Center reported owning a smartphone. In 2016, approximately 1.5 billion more were sold.” 6

Generally speaking, technology has increased the size of “economic surplus pie” and redistribute much of its consumers.

As a thought experiment, let us consider the computing power we will have in our hands in twenty years if Moore’s Law continues to hold (as we have no reason to think otherwise, given its faultless track record). Suppose the cost of computing falls in half every 18 months. Then, a thousand dollars of computing power today (approximately the cost of an unlocked iPhone 8 Plus with 256GB memory in 2017) would cost less than ten cents by 2037. 7 While that may seem astonishing, ask yourself how much would you pay for a cell phone made twenty years ago? If we assume that consumers, twenty years from now, would be willing to pay a thousand dollars for whatever smartphones are on the market at that time, what would be the cost of such technologies, if we could get them today? A little more than ten million dollars. 8 Imagine if you could have a smartphone with ten million dollars of computing power –––that is a rough approximation of what will be in everyone’s hands in about two decades. In other words, as Hal Varian, chief economist at Google, says, “A simple way to forecast the future is to look at what rich people have today.” 9

Technology and Labor

The average American today has better medical care, better access to information and education, and better ways to communicate and travel than the richest people in the world in the not-very-distant past. We have experienced a dramatic increase in living standards, whose “single most important determinant […] across countries and over time” is labor productivity. 10 Productivity—equal to output divided by inputs (such as capital, labor, energy, materials, and services)—increases when we deploy technology. 11 The Council of Economic Advisers gives us an example of incredible improvements in agricultural productivity over the past two centuries: “In 1830, it took 250-300 hours for a farmer to produce 100 bushels of wheat. In 1890, with horse-drawn machines, it took only 40-50 hours to produce the same amount. By 1975, with large tractors and combines, a farmer could produce 100 bushels of wheat in only 3-4 hours.” 12 By producing more output, given the same value of inputs, agricultural machines decreased production costs. As a result, food became more affordable and people became less likely to die of starvation. In addition, the increased productivity from the automation of agricultural work led farm workers to migrate to cities, where they then helped the industrial economy develop and grow. New goods and services were created, and consumption increased. Productivity rose even more as automation drove down costs, thereby making transportation, healthcare, education, and government more affordable. 13

Generally speaking, technology has increased the size of ‘economic surplus pie’ and redistributed much of it to consumers. Consider one example: When Amazon offers free same-day or next-day delivery, that delivery is not actually free ––it costs Amazon notable resources to achieve this. The gains from Amazon’s investments in automation and improvements in its supply chain are reflected as a combination of lower prices, greater variety, and faster delivery, as the firm competes to win over consumers. From this perspective, we can understand how it’s understandable that William Nordhaus had estimated a whopping 96% of gains from technology go to consumers, not producers. 14

As wonderful as the gains of technology have been, they are also occurring against a backdrop of rising inequality, a shrinking middle class, and difficulties in finding employment. From the 1940s to the 1970s, incomes at all levels grew at approximately the same rate in the United States. However, since then, the wealthiest Americans have seen significant gains in their income and share of wealth, whereas the rest of the income distribution has seen much more modest gains. Consequently, as America’s middle class has shrunk, an unfortunate opioid epidemic has ravaged the country in areas with high unemployment. 15

Thus, it is important to remind ourselves that automation does not have a universal effect on employment; a machine can be either a substitute or a complement to human labor.

A machine can substitute for human labor when it has the ability to produce more than the worker for the same cost (such as his or her wages), or as much as the worker for a fraction of the price. This is most likely to occur when a worker’s tasks are routine and codifiable—that is, when the instructions for the tasks can be translated into code for a computer to carry out. In addition, automation is more able to replace workers in simplified, controlled environments. While computers can perform the most complex calculations in milliseconds, it is much more difficult to get a machine to write novels or care for children as effectively as humans do.

Machines complement labor when they allow workers to be more productive, but cannot—at least cannot fully —replace the worker. In other words, automation that complements human labor makes it easier for people to do their jobs and concentrate on what humans excel in, such as idea generation, problem solving, pattern recognition, and complex communication—all of which constitute computers’ weaknesses. 16 For example: calculators, spreadsheets, and bookkeeping software all made accountants’ jobs much simpler. For the most part, however, humans are still the ones making insights and providing strategic advice to the businesses they work at.

Various kinds of automation already complement human labor (e.i., big data-collecting robots that allow people to do more valuable work ––and telescopes, which have helped humans make discoveries that would have otherwise been impossible). Tom Davenport and Julia Kirby refer to this “mutually-empowering” relationship between humans and machines as augmentation , which they distinguish from the process of automation, which simply substitutes for labor. 17 Additionally, as David Autor points out, because machines increase labor productivity and lower production costs, they allow us to more easily create goods and services.

The Current Labor Market

Throughout history, machines have helped workers to produce more output. In spite of concerns that automation would get rid of jobs or cause mass unemployment, technology has continually led to the creation of new jobs. In fact, history has proven that as labor productivity grew, so too did job growth. (This has not been the case recently however, a point we will return to). 18

The employment-to-population ratio (i.e., the share of the total US working-age population, aged 16 and above, that is employed) increased during the 20th century, even as more women entered the labor force. 19 The development of machines increased productivity and decreased production costs, allowing the creation of mass production. The subsequent surge in economic growth during this period led to the evolution of consumerism, and thus, resulted in increased job creation. However, as Autor has noted, “there is no apparent long-run increase” in the ratio which has fluctuated over the years—and falling especially during recessions. 20

One phenomenon masked by the unemployment rate is the trend of people leaving the workforce. People categorized as part of the workforce are those who are either employed or “unemployed” (meaning they don’t have jobs, are available for work, and have actively looked for jobs in the past four weeks). For example, the most recent statistics indicate there are still roughly 6.8 million people unemployed in the United States. 22 However, there are about 1.6 million others not in the workforce—that is, they have no job and are not currently looking for work—but are considered “marginally attached”, since they want a job, and are available for work, and have looked for a job in the last 12 months. 23 Almost half a million of these workers are considered “discouraged”, because they have given up the search since “they believe no jobs are available for them.” 24

Take, for example, a coal worker with a high school education in West Virginia who used to earn an annual salary of $80,000, but was recently laid off because more sophisticated technologies were deployed in mines. It is unlikely that such a job will make a comeback ––at least in West Virginia. Will this worker want to work for less than one-third his previous wage as a cashier? Suppose, instead, this miner stops looking for work because he is tired of finding nothing available and becomes increasingly unmotivated. This discouraged worker doesn’t get factored into the unemployment rate, since, technically speaking, he is no longer a part of the labor force ––despite how much he would actually want to work, if only he could have his old job back.

The airline industry is an interesting example of automation. The majority of people benefit from its advancements, but a growing number of employees simultaneously suffer painful job losses.

Now consider the future of a much larger group of workers: once self-driving cars are deployed more widely, many of the 3.5 million truck drivers in the United States could lose their jobs. 25 Some long-haul truck drivers make as much as $150,000 per year. 26 As is the concern with coal miners, will these drivers find jobs with similar salaries if they do not have more than a high-school education?

People may wonder, “Where have all the jobs gone and why have they disappeared?” Some blame immigrants, trade agreements, or advancing technology ––while some blame a combination of all three. The reality, however, is more complicated. At least with regard to technology, automation has both created and taken away jobs. There are both winners and losers. Workers in Silicon Valley, as well as those with backgrounds in statistics and economics, are thriving in the current economy. As Google’s Chief Economist, Hal Varian, remarked, “the sexy job in the next ten years will be statisticians.” 27

The airline industry is an interesting example of automation. The majority of people benefit from its advancements, but a growing number of employees simultaneously suffer painful job losses. Automation has affected almost every job in the industry, from the flight booking process, all the way to border control. Most of us book flights online, use automated check-in counters and passport scanners, fly to our destination primarily by computers on airplanes, and pass through border control with self-serve kiosks. While there are still people who assist us, many jobs have also been removed from each stage of the process. On the other hand, the increased automation has, for the most part, made flights safer and cheaper. 28 Moreover, the Internet has empowered travelers by allowing them to much more easily compare ticket prices charged by various airlines for various routes. This transparency has led to increased competition that have helped airline ticket prices drop by 50% in 30 years 29 –––serving as another illustration supporting Nordhaus’s study, in which consumers receive 96% of the gains from technological innovation. 30

On July 31 , 2009 (right after the Great Recession) job openings in the United States had hit a low of 2.2 million ––while civilian unemployment was as high as 14.6 million. 31 Yet, 32 job openings have been increasing, particularly in professional and business services, healthcare and social assistance, and construction. 33 In fact, in August 2017, they surged to an all-time high of 6.1 million. 34 As far as we can tell, there are more jobs available today, than

there have been in the last seventeen years —which is when the BLS first began to measure them.

So, even as labor productivity has increased—an effect usually accompanied by job growth—private employment has essentially remained stagnate since 2000. 35 (See Figure 2.) (Real median family income and real GDP per capita also “decoupled” from labor productivity in the early 1980s and the 2000s, respectively.) Brynjolfsson and McAfee call this effect the ‘Great Decoupling’, and attribute a portion of these effects to the emergence of digital technologies. 36 They don’t see these gaps closing anytime soon.

Alternative Work Arrangements

Lawrence Katz and Alan Krueger discovered that on top of the slowdown in employment, 94% of the net job growth from 2005 to 2015 was simply in temporary or unsteady work—as opposed to the previous decade, during which there was almost no growth in such “alternative work”. 37 As increasingly more tasks are being handled by machines—which are not only simply more efficient than people, but also, unlike humans, don’t demand high wages, vacations, health insurance, and pension plans—companies now require fewer workers or fewer hours from their workers (or both). But while there might not be as many (full-time) jobs left, there is still a lot of work. As Diane Mulcahy explains, “Work is being disaggregated from jobs and reorganized into a variety of alternative arrangements, such as consulting projects, freelance assignments, and contract opportunities.” 38

Millions of people have been affected by these rearrangements. As of September 2017, there were 5.1 million “involuntary part-time workers” who weren’t able to find full-time jobs or whose work hours had been reduced by their employers. 39 However, according to the McKinsey Global Institute, 20% to 30% of the American working-age population (of approximately 206 million) 40 perform some type of independent work, which amounts to approximately 40 to 60 million people 41 –––and this share, Mulcahy notes, is growing. 42

Because jobs are no longer as stable as they have been, people have been turning to the “gig economy” to seek alternate forms of work. Thanks to two-sided platforms such as Uber, Lyft, Airbnb, Etsy, Samasource, Postmates, and TaskRabbit, people can now work whenever they want, as often as they’d like, more easily than ever. This benefits people young and old who do low-skill to high-skill work. Former taxi drivers can now dictate their own schedules with Uber and Lyft. Stay-at-home parents and people with disabilities are able to more easily find work and develop their skills with Samasource. Young artists can now sell their self-made products directly to their customers on Etsy. Elderly empty-nesters now have the ability to rent out their rooms on Airbnb to help give a boost to their own retirement funds. Freelance designers and coders also have the opportunity to contract out their work and take time off for their families and for vacations whenever they wish.

Clearly, the advantages of the gig economy go beyond providing cost-savings to firms and offering some sort of employment to workers. The gig economy offers “choice, autonomy, flexibility, and control”, that which full-time jobs don’t. 43 These benefits influence work satisfaction. They’re why 74% of surveyed freelancers wish to remain independent workers and “have no intention of returning to a full-time job”. 44 Indeed, says Mulcahy, “independent workers are more satisfied with nearly every aspect of their working lives than employees,” and for these reasons, she advises her MBA students to seek “plentiful work, not increasingly scarce jobs” and to prepare to be “independent workers, not full-time employees.” 45

Job Polarization

In addition to affecting the quantity of jobs, technology can also have a great impact on job quality. 46 Some have concerns that automation steals jobs, while others insist that it actually improves them. In reality, both of these are true. Machines have affected jobs all across the skill spectrum—both increasing and decreasing the demand for jobs of different skill levels. 47

Low-Skill Jobs

On the low side of the skill spectrum, the demand for jobs ( i.e.: milkmen, switchboard operators, mail-sorters, dishwashers, ice-cutters, weavers, and assembly line workers) has fallen drastically ––or even disappeared–– because of technologies such as refrigerators, cell phones, and industrial machines. Although the invention of these technologies has driven out jobs, it’s also allowed us to make certain forms of work more bearable. For example, by investing in industrial dishwashing machines, restaurants don’t require as many human dishwashers. Consequently, the demand for dishwashing jobs would decrease, though some would still remain. These remaining jobs would then be simplified. Instead of doing the actual washing by hand, human dishwashers would only have to load and unload dishes.

While it’s easy to imagine other low-skill jobs dying out due to automation—as robots now have the ability to vacuum rooms, patrol buildings, and flip burgers (to name but a few tasks) —machines still aren’t replacing low-skilled jobs in cleaning, security, and food service. 48 This 49 is because although certain tasks may be automated, robots aren’t able to take over entire jobs. For example, while dishwashing machines do an excellent job washing dishes, humans are not completely replaced in the process, as machines don’t load or unload themselves. Humans still outperform machines, especially in jobs that involve manual skills and varying environments. 50 Therefore, there still is (and will be) a demand for low-skill jobs. In fact, as we’ll see later, demand is actually increasing.

Middle-Skill Jobs

The middle part of the spectrum is a little more complicated. Middle-skill jobs (which include blue-collar production and operative positions, as well as whitecollar clerical sales positions) are more likely to be codifiable. As a result, they’ve been disappearing, even though low-skill jobs haven’t.

Some forms of automation force people to perform mind-numbing tasks. Think of how most artisans and craftspeople were replaced by assembly line workers. In this process of “deskilling”, middle-skill jobs get replaced by low-skill jobs. Meanwhile, some jobs simply die out, forcing workers to resort to lower-skill jobs. For example, most manufacturing job losses have been due to automation (rather than international trade, as politicians tend to suggest). 51 Workers previously in employed in the manufacturing sector have since had to turn to lower-skill and lower-paying in service sector to get by. 52 This increases job growth in low-skill work. According to the Organisation for Economic Co-operation and Development (OECD), about one-third of medium-skill jobs that have disappeared worldwide have been replaced by low-skill jobs. 53

However, much like in low-skill jobs, other forms of automation can take out the danger and drudgery out of certain tasks, thereby allowing us to do safer and more meaningful work. For instance, although removing humans from coal mines might rob them of their incomes and jobs, fewer people now have to suffer from black lung disease or be threatened by deadly mine collapses. And while many bank employees may have been replaced as more customers use ATMs to conduct routine transactions, those employees who do remain can now, instead of counting cash, do potentially more important work, such as recommending financial services to clients. The OECD estimates that two-thirds of lost middle-skill jobs have been replaced by jobs that require higher-skill work, such as analysts and managers. 54

High-Skill Jobs

Although technology has been widely known to displace lower-skill and bluecollar workers, high-skill occupations have, for the most part, been protected because jobs that require more training and more complex cognitive skills (such as analysis, problem-solving, and decision-making) are much less codifiable. As David Autor and others have noted, this makes white-collar professionals and knowledge workers such as doctors, programmers, engineers, marketing executives, and sales managers difficult to replace. 55 Therefore, even though recent developments in automation have targeted high-skill work, there is still growth on this side of the spectrum. 56 After all, to get the most out of their technological investments, firms have to hire workers who are more highly skilled and educated. 57

Thus, we have ended up with a polarized workforce—an effect that’s been occurring around the world. 58 As Autor has observed, job growth has increasingly become concentrated on the two opposite sides of the skill spectrum, while medium-skill jobs are shrinking. 59 Indeed, the share of US workers in low-skill and high-skill jobs both increased from 1979 to 2016. 60 (See Figure 3.) On the other hand, although just over 61% of US workers were employed in middle-skill jobs in 1979, this share fell to 43% in 2016. 61

As a result, those who aren’t able to find employment could be facing two types of options—neither of which are good. 62 On one hand, there is a set of available jobs that aren’t as rewarding or as satisfying as they were before, since they require fewer skills or offer lower wages. On the other hand, there is another set of jobs that could be more desirable, but these jobs are unattainable because they require a higher level of skill or education than the worker has achieved.

Race with the Machines

It’s important to consider how technology has changed the labor market and the economy for the better for some, but for the worse for others. We should focus on finding solutions to the issues that have arisen (by ensuring job security, and supplying healthcare and retirement plans) while taking advantage of new opportunities (through new technologies, data and analytics, platforms, etc.) and remaining flexible as the times change.

Whether or not we like it, technology, and the increased competition from globalization of the workforce has changed labor markets. The days of steady, long-term, full-time jobs ––especially with one single firm for one’s career–are coming to an end sooner than we think. This is certainly difficult to accept for those who had been prospering in fields now rampant with automation. Regulation, trade barriers, or otherwise fighting and racing against machines will not be fruitful in the long term. Instead, as Brynjolfsson and McAfee like to say, we should continuously be investing in new skills to race with the machines. 63

So how do we race with the machines? Davenport and Kirby, as well as Autor recommend that people focus on becoming tech-literate and on improving their manual and abstract skills. 64 Learning how to code in various computer languages and knowing how to collect and analyze data, for example, would be immensely helpful in the race with machines. Manual skills such as dexterity and flexibility will also still be valuable in the near future, and further developing innate human qualities (i.e., abstract skills that machines aren’t good at—such as creativity, persuasion, empathy, pattern recognition, and complex communication) would certainly be beneficial. 65

Davenport and Kirby identify five different ways for both people and companies to use such skills to succeed in the second machine age: 66

Stepping up: Let machines do your dirty work, so to speak, thereby allowing you to focus your time and energy on making big-picture insights (e.g., managing investment portfolios).

Stepping aside: Use abstract skills, such as creativity or empathy, to do things that machines aren’t good at or to explain decisions that computers made (e.g., communicating negative news).

Stepping narrowly: Do things that would be too costly to be automated, such as specializing in a very particular area of a field (e.g., specializing in the legal issues pertaining to malfunctioning garage doors, or in connecting buyers and sellers of Dunkin’ Donuts franchises).

Stepping in: Use tech skills to improve machines’ decision-making abilities and to make sure that they function well (e.g., providing feedback to programmers by identifying bugs and suggesting modifications to be made).

Stepping forward: Use tech skills and entrepreneurial thinking to create advanced cognitive technologies (e.g., becoming a machine learning engineer).

The better that individuals and companies become at finding such complementary and “mutually empowering” 67 relationships that augment human labor with machines (or vice versa), the more likely it is that employment growth and job quality will improve. With more fitting skills, there would more people employed in more satisfying and meaningful jobs.

However, there will still be those who are left behind and who aren’t able to find jobs in the increasingly unstable labor market. There’s been much debate on whether a safety net in the form of a universal basic income should be provided to address the Great Decoupling, particularly the stagnant wages Americans have experienced for three decades. 68 Nevertheless, a guaranteed income won’t fix all the issues we’ve been dealing with. Employment is important for one’s well-being, providing many with a sense of purpose. As Voltaire once said, “Work saves us from three great evils: boredom, vice and need.”

The fear that machines are taking over our jobs isn’t a new one, and Autor compares the situation today to when many jobs in the agriculture sector were becoming automated a hundred years ago. 69 In 1900, farming used to make up 41% of the American workforce. A century later, the share decreased to just 2%. 70 If Americans had been told a century ago that due to new technologies and innovation, farmers as a share of the workforce would fall by 95%, most would probably consider it to be frightening news. What are people going to do? How could they have possibly imagined that people would become social media managers, app developers, cloud computing specialists, information security analysts, drone operators, solar and wind energy technicians, genetic counselors, vloggers, yoga instructors, and sustainability managers? Likewise, how can we expect to understand exactly what can be done in a world that doesn’t yet exist with technologies that haven’t even been invented?

It is who we decide what becomes of technology

As agriculture became automated, the United States responded to these changes by investing in its youth ––they put children in school to prepare them for industry jobs. Similar actions must be taken today. As Mulcahy argues, the education system, now outdated, needs an overhaul. Instead of teaching children to prepare for jobs of the past, we should be preparing them for work in the gig economy of the future. So, schools and universities should prepare youths to be agile and adaptable, and have a more significant focus on the skills Davenport and Kirby, as well as Autor, have recommended. Additionally, businesses and government policies should help retrain adults who have been left behind. Along with education, Brynjolfsson and McAfee recommend four other areas of focus to help create an economic environment that would “make the best use of the new digital technologies”: infrastructure, entrepreneurship, immigration, and basic research. 71

As the futurist Ray Kurzweil reminds us, we always underestimate the pace of technological change, because the technologies that will be invented in twenty years will not be invented with today’s technology. It will be invented with the technologies available in twenty years, which of course, haven’t been dreamed of yet. We can begin to imagine such a world, with smartphones in everyone’s hands, that today, would cost us ten million dollars apiece. As David Autor suggests, (1) it’s very difficult to predict the future and (2) it’s arrogant to bet against human ingenuity. 72

As many have pointed out, technology is just a tool. 73 It will not necessarily lead us to a utopian or dystopian world because we, as human beings, have a say in the matter. It is we who decide what becomes of technology. To paraphrase electrical engineer and physicist Dennis Gabor, we cannot predict the future, but we can invent it. 74

Three questions firms should ask themselves when deciding whether to automate.

Automation is everywhere these days. While economists often consider the effects of automation in terms of whether it creates or destroys jobs, less attention is paid to how it changes jobs and the wages paid to the workers that perform them. While there are cases where automation can create higher-paying jobs, more often it drives wages down. For companies considering automation, this can seem like a boon, as cost savings on labor can increase margins. But, there are also potential downsides, as companies may find themselves in trouble when automated systems falter. Firms should ask themselves three questions when deciding to automate: 1) What are the limits of the technology? 2) How do those limits impact the operation? 3) How does the cost of overseeing technology affect its value proposition?

The Covid-19 pandemic has accelerated the adoption of cutting-edge technologies. From contactless cashiers to welding drones to “chow bots” — machines that serve up salads on demand — automation is fundamentally transforming, rather than merely touching, every aspect of daily life. This prospect may well please consumers. Forsaking human folly for algorithmic (and mechanistic) perfection means better, cheaper, and faster service.

“We're pretty much all in the same boat, whether you are a factory worker or on the frontlines or whether you're a knowledge worker sitting behind a desk. Technology is shifting the way almost every job task will be performed.”

This was the verdict of Jeff Maggioncalda, CEO at Coursera, the online learning company, on the challenges ahead for employers and jobseekers in a rapidly transforming world of work. He was commenting on the Future of Jobs Report 2023 from the World Economic Forum, into which Coursera contributed data.

It is not surprising that new technology adoption and digitalization continue as the top two drivers of business and job transformation.

While the net impact of most technologies on jobs is expected to be positive over the next five years, employers predict a structural labour market churn of 23% of jobs – a combination of 10.2% job growth and 12.3% decline.

In addition, 44% of workers’ skills will be disrupted during that period, with cognitive problem-solving moving into the foreground, followed by analytical thinking and technology literacy.

The Forum's Radio Davos podcast spoke to Jeff Maggioncalda as well as Forum Managing Director, Saadia Zahidi, about the skills we will need to adjust to a rapidly changing world - and more findings from the report. Below are some of their key quotes.

What is the Future of Jobs Report?

"Every couple of years, we extensively survey Chief Executive Officers, Chief Human Resources Officers, Chief Strategy Officers, and ask them what they think is currently impacting the world of work," says Zahidi.

"What are the technologies they're likely to adopt? What are the other megatrends that they will be facing? And then what does that mean for specific jobs within their company, within their industry? What does that mean for skills and what does that mean for how they acquire and develop talent?

"This is the fourth time we've done this and we're covering about 45 countries and 27 different industry clusters. The overall population of workers that is represented by these employers is about 11.3 million. Globally that represents nearly 673 million types of jobs that we're able to say something about."

"Uncertainty is really key here when it comes to some of those macro trends," says Zahidi.

"There are some very positive ones. So it's clear that the investments in the green transition will be very positive for jobs. It's clear that ESG standards and their widespread application across different companies and industries is likely to add to growth.

"At the same time, there is a potential risk of a prolonged economic downturn. There continues to be high inflation that impacts input costs, but also impacts the purchasing power of consumers. Those are likely to be trends that will negatively end up impacting jobs."

But the picture is more mixed when it comes to "the subject of the day": technological change and how fast companies are adopting technologies, adds Zahidi.

"For about half of companies, they expect the outlook for jobs to be very positive, but a quarter of companies expect the outlook for jobs to be quite negative. It depends on specific technologies, but it's not quite as positive as the green transition and not quite as negative as some of the economic trends we see."

What impact can we expect generative AI to have on jobs and skills?

Zahidi says: "We've been looking at both automation and other forms of technological change for some time. We've tried to build a sense of what we call the human-machine frontier. What types of tasks and skills are getting automated? On average, the respondents to our survey do not find that tasks are more automatable today than they were three years ago.

"The automation of physical and manual work is no more accelerated than it was three years ago. To some extent that's because it's been occurring already.

"But when it comes to very human traits like coordinating between people, like helping with decision-making and reasoning or communicating, that's where actually you see an uptick. That's where you see a greater prediction around automation than before.

"It's not surprising because we've all seen what is happening with generative AI and how fast that's getting adopted across various industries. That's exactly where there's some prediction that we're likely to see further disruption.

How will AI affect job profiles?

AI and Big Data jointly rank only 15th as a general core skill today. However, it is already the number three priority in company training strategies from now until 2027. For very large organizations with over 50,000 employees, it even gets top billing. Across industries, 75% of organizations are planning to introduce AI over the next five years.

“Our founder, Andrew Ng, is often quoted as saying AI is the new electricity," says Maggioncalda. "It's going to infuse everything in society. Some people are calling it a general purpose technology. It will change everything.

“Whether you're ready or not, almost anything digital is going to change and become AI enabled.”

The Top 10 Emerging Technologies of 2023 report outlined the technologies poised to positively impact society in the next few years, from health technology to AI to sustainable computing.

Can you explain the churn happening with jobs?

Overall, we're seeing quite a lot of change when it comes to the future of jobs, says Zahidi.

"Over the last three years, we've seen the pandemic greatly disrupt a number of workforces. We've been seeing geopolitical disruptions that have also affected various industries, everything from travel and tourism to food and energy production. Workers are reticent to join the workforce again. Those industries have changed so much, and the skills demanded are so different, that those industries are struggling to find the skill sets they need.

"When it comes to layoffs in certain industries, they went through a massive expansion in the midst of the pandemic and are now going through a readjustment. But the overall numbers in most advanced markets point to very tight labour markets.

"We can't forget about the number of emerging and developing economies also covered by this survey, where there's the opposite concern: there still isn't a recovery to pre-pandemic levels of unemployment and which was already fairly high at that period of time, especially for youth."

Which jobs will see the most growth?

Zahidi says three core areas emerge as areas of high job growth, both relative to their current size and also when it comes to absolute changes.

"The highest amount of growth is expected to be in sectors that require green jobs and green skills: from specialists in sustainability to those working on green energy production, renewable energy sources, renewable energy engineers, solar energy installation. These are all areas that are likely to grow in line with the types of investments we're seeing governments make and the incentives that they're creating for companies to invest in those areas.

"But when it comes to the largest absolute gains, the largest numbers of jobs being created, that is really going to be coming from education and from agriculture. There's likely to be about 10% growth in the education industry as a whole, leading to about 3 million additional jobs for vocational education teachers and university and higher education teachers. When it comes to agricultural professionals, we're expecting that agriculture equipment operators, graders and sorters are expected to see a 15 to 30% increase, leading to about an additional 4 million jobs."

Which skills are employers now seeking?

The Future of Jobs Report 2023 shows the skills organizations consider to be central to their work - cognitive skills come out on top.

"There's more of a focus and an interest in having people with analytical thinking, people with creativity," says Zahidi.

"But it's also become very important to have leadership skills and to have social influence, and the ability to work with other people. The traits that make us human, make us able to relate with each other and to get innovative, creative things done in the workplace.

"At the same time, I don't want to downplay how much interest there is from employers in ensuring their workers are able to use the new technologies that have emerged in the workplace, understand them better and improve their productivity.

"So it's this unique combination of analytical and creativity, analytical skills and creativity along with leadership and social influence, and the ability to actually use technology, especially Big Data."

How can we best upskill and reskill people to adapt to these trends?

“Organizations are realizing that they are going to have to retool," says Maggioncalda. "We're going to need a different kind of talent, or at least people with different talents that are associated with keeping up with change.

“In a remote work world, where there are lots of notifications and chatter all over the place, just staying focused on a job task is very challenging. I do think this whole idea of to what degree an individual can perform well in intense periods of change and uncertainty, and working with diverse global teams – that is going to be important."

"Nearly half of the skills that people like you and I are using every single day in the workplace are going to have to change in the next 4 to 5 years alone," adds Zahidi.

"That means we need very rapid reskilling and upskilling - a lot of workers can be self-motivated and will do that. But in many cases, it's employers themselves that are going to need to provide that reskilling and upskilling. In other cases, governments are going to need to provide a lot more support."

Similarly, universities struggle with adapting to this ongoing change, Maggioncalda says.

“We're going to be looking at a hybrid kind of higher education where industry plays a bigger role, brought into the universities through partnership” – a model Coursera is already working on with the likes of the University of Pennsylvania, Imperial College London and the University of London.

In this way, Maggioncalda explains, students can get the best of both worlds: a college degree with the associated academic rigour and broader educational background, as well as deeper, job-related skills.

And there is also a major role for governments to play, with 45% of businesses surveyed stating that funding skills training would be an effective way for governments to support talent acquisition. Government funding for upskilling and reskilling outranks greater employment flexibility, tax incentives, improving school systems and changes to immigration law.

"There's another angle to this," adds Zahidi, "which is employers simply have to think very differently about skills instead of relying on very traditional signals of what indicates a skill in a person. Is it really where they got their degree from, what type of degree they had, or which workplace they worked in 10 years ago? Or is it actually what they're able to demonstrate in the workplace?"

How are employers changing the way they look at skills?

Employers increasingly assess job applicants’ skills, rather than base employment decisions on a university degree, the Future of Jobs 2023 study finds.

“Companies say that they're moving to skills-based hiring, but there's still a question of, well, how do you observe the skills in the absence of a college degree or other learning credentials, in the absence of work experience,” Maggioncalda points out. “How do you know if someone has the skills?”

Only a fifth of employers consider the completion of short courses and online certificates – so-called “micro-credentials” – as one of their top three assessment criteria. Opening up to those could enable them to tap into previously inaccessible talent pools, ranging from lower-income learners to parents who want to return to work.

Zahidi says: "If employers take a more skills-first approach when it comes to hiring, retention, promotions, they'll actually be able to assess people on the basis of what they really know and what they're able to do. They're also able to then target much more specifically their reskilling and upskilling programmes.

"The other big win out of this is that if you pull the skills-first agenda forward and move a little bit away from university credentials and other more traditional signals, many more people have an opportunity because it doesn't mean that we're limited to the pool of people that have been to a specific type of degree or accreditation.

"There's no evidence that people that haven't been to university aren't able to reskill or upskill towards very specific areas that companies need more talent in. So it solves a lot of problems at the same time, provides upward social mobility, helps companies find the right talent, and allows governments to focus much more on broad based prosperity rather than more limited support for specific parts of the workforce."

If you are looking for a research title about technology, you are probably aware this broad subject requires careful thought. In this article, our experts put together a list of ideas to nudge you in the right direction before choosing your final topic.

A technology essay is a challenging assignment, and it can be very hard to achieve an A on it. Nevertheless, there are certain small things that you can keep in mind that will help you write an excellent paper on technology.

DO check the instructions carefully to know what is expected of you. Carefully noting each point of the instructions is 50% of the work because it will ensure that you don’t lose marks on accident. Apart from the instructions, make sure to read through the grading rubric. If you have trouble memorizing some bits, highlight and reread them while writing the paper.

If your subject requires research, choose reliable references, such as peer-reviewed journal articles or books by qualified authors. DO write down your topic and title before you begin writing. This will help you to keep your essay organized and focused. Choosing what to write about can be challenging, particularly if you didn’t get a list of preliminary topics from your tutor. Luckily, you can browse the internet for good technology essay topics and select one that draws your attention.

DON’T choose a subject that is way too broad. This is a mistake made by many students that leads them to lose marks for content. When you write on a general subject, such as “modern technology” or “computer history,” it can be hard to demonstrate the required depth and analysis.

DO find ways of narrowing down your subject of interest. This step will help you write a paper that provides enough detail and offers interesting information that goes beyond Wikipedia content. For example, if you are interested in digital technology, write about a particular device or software. Note how it can benefit users, what are the core technologies involved, and whether or not there are any limitations.

DON’T include irrelevant information or details. The key to writing the best essay is to stay focused on your subject and use points that fit logically together. If you are writing about cell phone technologies, do not spend more than a couple of sentences talking about laptop technologies. If you choose to focus on graphic design, do not consider other digital technologies, and so on.

DO structure your paper well. The key here is to create an outline first so that you can organize your key points in a sequence. In a technology essay, introduction, main body, and conclusion are the three core parts.

This is the second in a series of blogs sharing insights from the new book “ Shifting Paradigms: Growth, Finance, Jobs, and Inequality in the Digital Economy .”

Since the dawn of the Industrial Revolution, workers like the Luddites in 19th century Britain have feared that they will be replaced by machines and left permanently jobless. To date, these fears have been mostly wrong—but not entirely. In a chapter in “ Shifting Paradigms ,” I examine the implications of automation for jobs and wages.

Automation, jobs, and wages

On one hand, automation often creates as many jobs as it destroys over time. Workers who can work with machines are more productive than those without them; this reduces both the costs and prices of goods and services, and makes consumers feel richer. As a result, consumers spend more, which leads to the creation of new jobs.

On the other hand, there are workers who lose out, particularly those directly displaced by the machines and those who must now compete with them. Indeed, digital automation since the 1980s has added to labor market inequality, as many production and clerical workers saw their jobs disappear or their wages decline. New jobs have been created—including some that pay well for highly educated analytical workers. Others pay much lower wages, such as those in the personal services sector.

More broadly, workers who can complement the new automation, and perform tasks beyond the abilities of machines, often enjoy rising compensation. However, workers performing similar tasks, for whom the machines can substitute , are left worse off. In general, automation also shifts compensation from workers to business owners, who enjoy higher profits with less need for labor.

Very importantly, workers who can gain more education and training, either on the job or elsewhere, can learn new tasks and become more complementary with machines. For instance, while robots have displaced unskilled workers on assembly lines, they have also created new jobs for machinists, advanced welders, and other technicians who maintain the machines or use them to perform new tasks. In general, workers with at least some postsecondary credentials are often made better off, while those without them often suffer losses.

The new automation: Is this time different?

The “new automation” of the next few decades—with much more advanced robotics and artificial intelligence (AI)—will widen the range of tasks and jobs that machines can perform, and have the potential to cause much more worker displacement and inequality than older generations of automation. This can potentially affect college graduates and professionals much more than in the past. Indeed, the new automation will eliminate millions of jobs for vehicle drivers and retail workers, as well as those for health care workers, lawyers, accountants, finance specialists, and many other professionals.

So we must ask: Is this time really different? Will the ability of workers to adapt to automation by gaining new education and skills be swamped by the frequency and breadth of tasks that machines with AI will perform?

AI will increase the challenges many workers will face from automation, while still contributing to higher standards of living due to higher worker productivity. At the same time, we will need a much more robust set of policy responses to make sure that workers can adapt, so that the benefits of automation are broadly shared.

Policy implications

New and better policies should be adopted in the following areas: education and training, “good job” creation by employers, and wage supplements for workers.

Our most important challenge is to improve the breadth and quality of education and training. To become complementary to AI, more workers will need what researchers call 21st century skills. These include communication, complex analytical skills that often require careful judgements of multiple factors, and creativity. The onus is on K-12 and postsecondary schools to adapt and provide greater emphasis on teaching such skills.

At the same time, displaced workers and those facing lower compensation will need to retrain to perform new tasks in new or changing jobs. More workers will need reskilling or upskilling—whether on the job or in higher education institutions (both public and private). We need to provide high-quality training in high-demand sectors of the economy, such as health care, advanced manufacturing, and retail logistics, that improves the earnings of less-educated or displaced workers.

Disadvantaged workers will need more support to complete such education, including occupational guidance and child care. And online learning will have to improve, so it can increase access to skill-building for those who must continue to work full time while training. Indeed, many more employees might need “lifelong learning” accounts to pay for such training. As such, policymakers should consider subsidizing employers who retrain workers while taxing those who permanently lay them off in response to automation.

We must also address two other problems. First, if employers tend to replace many workers and not retrain them, we must make sure that such workers can gain “good jobs” to replace those lost. “Good jobs” should pay well and offer both advancement possibility and some security. Tax and subsidy policies for “good job” creation can encourage employers to improve job quality. Mandates on employers can be effective as well, though such mandates must not be so severe and costly that they speed up employer incentives to automate (like a $15 minimum wage might do in low-wage regions of the U.S.).

Second, workers might need an enhanced set of supplements to “make work pay,” such as more generous earned income tax credits, better child care and paid leave, and wage insurance that replaces some part of lost wages for the displaced. These will encourage workers to accept new jobs, though some might pay less than the ones they lose.

AI and automation will thus create many new challenges for workers, perhaps greater in scope than those created by past automation. But sensible policies can help workers adapt to these changes and share the benefits of the higher productivity that the new technologies will create.

Given his calm and reasoned academic demeanor, it is easy to miss just how provocative Erik Brynjolfsson’s contention really is. ­Brynjolfsson, a professor at the MIT Sloan School of Management, and his collaborator and coauthor Andrew McAfee have been arguing for the last year and a half that impressive advances in computer technology—from improved industrial robotics to automated translation services—are largely behind the sluggish employment growth of the last 10 to 15 years. Even more ominous for workers, the MIT academics foresee dismal prospects for many types of jobs as these powerful new technologies are increasingly adopted not only in manufacturing, clerical, and retail work but in professions such as law, financial services, education, and medicine.

That robots, automation, and software can replace people might seem obvious to anyone who’s worked in automotive manufacturing or as a travel agent. But Brynjolfsson and McAfee’s claim is more troubling and controversial. They believe that rapid technological change has been destroying jobs faster than it is creating them, contributing to the stagnation of median income and the growth of inequality in the United States. And, they suspect, something similar is happening in other technologically advanced countries.

Perhaps the most damning piece of evidence, according to Brynjolfsson, is a chart that only an economist could love. In economics, productivity—the amount of economic value created for a given unit of input, such as an hour of labor—is a crucial indicator of growth and wealth creation. It is a measure of progress. On the chart Brynjolfsson likes to show, separate lines represent productivity and total employment in the United States. For years after World War II, the two lines closely tracked each other, with increases in jobs corresponding to increases in productivity. The pattern is clear: as businesses generated more value from their workers, the country as a whole became richer, which fueled more economic activity and created even more jobs. Then, beginning in 2000, the lines diverge; productivity continues to rise robustly, but employment suddenly wilts. By 2011, a significant gap appears between the two lines, showing economic growth with no parallel increase in job creation. Brynjolfsson and McAfee call it the “great decoupling.” And Brynjolfsson says he is confident that technology is behind both the healthy growth in productivity and the weak growth in jobs.

It’s a startling assertion because it threatens the faith that many economists place in technological progress. Brynjolfsson and McAfee still believe that technology boosts productivity and makes societies wealthier, but they think that it can also have a dark side: technological progress is eliminating the need for many types of jobs and leaving the typical worker worse off than before. ­Brynjolfsson can point to a second chart indicating that median income is failing to rise even as the gross domestic product soars. “It’s the great paradox of our era,” he says. “Productivity is at record levels, innovation has never been faster, and yet at the same time, we have a falling median income and we have fewer jobs. People are falling behind because technology is advancing so fast and our skills and organizations aren’t keeping up.”

Brynjolfsson and McAfee are not Luddites. Indeed, they are sometimes accused of being too optimistic about the extent and speed of recent digital advances. Brynjolfsson says they began writing Race Against the Machine , the 2011 book in which they laid out much of their argument, because they wanted to explain the economic benefits of these new technologies (Brynjolfsson spent much of the 1990s sniffing out evidence that information technology was boosting rates of productivity). But it became clear to them that the same technologies making many jobs safer, easier, and more productive were also reducing the demand for many types of human workers.

Anecdotal evidence that digital technologies threaten jobs is, of course, everywhere. Robots and advanced automation have been common in many types of manufacturing for decades. In the United States and China, the world’s manufacturing powerhouses, fewer people work in manufacturing today than in 1997, thanks at least in part to automation. Modern automotive plants, many of which were transformed by industrial robotics in the 1980s, routinely use machines that autonomously weld and paint body parts—tasks that were once handled by humans. Most recently, industrial robots like Rethink Robotics’ Baxter (see “ The Blue-Collar Robot ,” May/June 2013), more flexible and far cheaper than their predecessors, have been introduced to perform simple jobs for small manufacturers in a variety of sectors. The website of a Silicon Valley startup called Industrial Perception features a video of the robot it has designed for use in warehouses picking up and throwing boxes like a bored elephant. And such sensations as Google’s driverless car suggest what automation might be able to accomplish someday soon.

A less dramatic change, but one with a potentially far larger impact on employment, is taking place in clerical work and professional services. Technologies like the Web, artificial intelligence, big data, and improved analytics—all made possible by the ever increasing availability of cheap computing power and storage capacity—are automating many routine tasks. Countless traditional white-collar jobs, such as many in the post office and in customer service, have disappeared. W. Brian Arthur, a visiting researcher at the Xerox Palo Alto Research Center’s intelligence systems lab and a former economics professor at Stanford University, calls it the “autonomous economy.” It’s far more subtle than the idea of robots and automation doing human jobs, he says: it involves “digital processes talking to other digital processes and creating new processes,” enabling us to do many things with fewer people and making yet other human jobs obsolete.

It is this onslaught of digital processes, says Arthur, that primarily explains how productivity has grown without a significant increase in human labor. And, he says, “digital versions of human intelligence” are increasingly replacing even those jobs once thought to require people. “It will change every profession in ways we have barely seen yet,” he warns.

McAfee, associate director of the MIT Center for Digital Business at the Sloan School of Management, speaks rapidly and with a certain awe as he describes advances such as Google’s driverless car. Still, despite his obvious enthusiasm for the technologies, he doesn’t see the recently vanished jobs coming back. The pressure on employment and the resulting inequality will only get worse, he suggests, as digital technologies—fueled with “enough computing power, data, and geeks”—continue their exponential advances over the next several decades. “I would like to be wrong,” he says, “but when all these science-fiction technologies are deployed, what will we need all the people for?”

New Economy?

But are these new technologies really responsible for a decade of lackluster job growth? Many labor economists say the data are, at best, far from conclusive. Several other plausible explanations, including events related to global trade and the financial crises of the early and late 2000s, could account for the relative slowness of job creation since the turn of the century. “No one really knows,” says Richard Freeman, a labor economist at Harvard University. That’s because it’s very difficult to “extricate” the effects of technology from other macroeconomic effects, he says. But he’s skeptical that technology would change a wide range of business sectors fast enough to explain recent job numbers.

Employment trends have polarized the workforce and hollowed out the middle class.

David Autor, an economist at MIT who has extensively studied the connections between jobs and technology, also doubts that technology could account for such an abrupt change in total employment. “There was a great sag in employment beginning in 2000. Something did change,” he says. “But no one knows the cause.” Moreover, he doubts that productivity has, in fact, risen robustly in the United States in the past decade (economists can disagree about that statistic because there are different ways of measuring and weighing economic inputs and outputs). If he’s right, it raises the possibility that poor job growth could be simply a result of a sluggish economy. The sudden slowdown in job creation “is a big puzzle,” he says, “but there’s not a lot of evidence it’s linked to computers.”

To be sure, Autor says, computer technologies are changing the types of jobs available, and those changes “are not always for the good.” At least since the 1980s, he says, computers have increasingly taken over such tasks as bookkeeping, clerical work, and repetitive production jobs in manufacturing—all of which typically provided middle-class pay. At the same time, higher-paying jobs requiring creativity and problem-solving skills, often aided by computers, have proliferated. So have low-skill jobs: demand has increased for restaurant workers, janitors, home health aides, and others doing service work that is nearly impossible to automate. The result, says Autor, has been a “polarization” of the workforce and a “hollowing out” of the middle class—something that has been happening in numerous industrialized countries for the last several decades. But “that is very different from saying technology is affecting the total number of jobs,” he adds. “Jobs can change a lot without there being huge changes in employment rates.”

What’s more, even if today’s digital technologies are holding down job creation, history suggests that it is most likely a temporary, albeit painful, shock; as workers adjust their skills and entrepreneurs create opportunities based on the new technologies, the number of jobs will rebound. That, at least, has always been the pattern. The question, then, is whether today’s computing technologies will be different, creating long-term involuntary unemployment.

At least since the Industrial Revolution began in the 1700s, improvements in technology have changed the nature of work and destroyed some types of jobs in the process. In 1900, 41 percent of Americans worked in agriculture; by 2000, it was only 2 percent. Likewise, the proportion of Americans employed in manufacturing has dropped from 30 percent in the post–World War II years to around 10 percent today—partly because of increasing automation, especially during the 1980s.

While such changes can be painful for workers whose skills no longer match the needs of employers, Lawrence Katz, a Harvard economist, says that no historical pattern shows these shifts leading to a net decrease in jobs over an extended period. Katz has done extensive research on how technological advances have affected jobs over the last few centuries—describing, for example, how highly skilled artisans in the mid-19th century were displaced by lower-skilled workers in factories. While it can take decades for workers to acquire the expertise needed for new types of employment, he says, “we never have run out of jobs. There is no long-term trend of eliminating work for people. Over the long term, employment rates are fairly stable. People have always been able to create new jobs. People come up with new things to do.”

Still, Katz doesn’t dismiss the notion that there is something different about today’s digital technologies—something that could affect an even broader range of work. The question, he says, is whether economic history will serve as a useful guide. Will the job disruptions caused by technology be temporary as the workforce adapts, or will we see a science-fiction scenario in which automated processes and robots with superhuman skills take over a broad swath of human tasks? Though Katz expects the historical pattern to hold, it is “genuinely a question,” he says. “If technology disrupts enough, who knows what will happen?”

To get some insight into Katz’s question, it is worth looking at how today’s most advanced technologies are being deployed in industry. Though these technologies have undoubtedly taken over some human jobs, finding evidence of workers being displaced by machines on a large scale is not all that easy. One reason it is difficult to pinpoint the net impact on jobs is that automation is often used to make human workers more efficient, not necessarily to replace them. Rising productivity means businesses can do the same work with fewer employees, but it can also enable the businesses to expand production with their existing workers, and even to enter new markets.

Take the bright-orange Kiva robot, a boon to fledgling e-commerce companies. Created and sold by Kiva Systems, a startup that was founded in 2002 and bought by Amazon for $775 million in 2012, the robots are designed to scurry across large warehouses, fetching racks of ordered goods and delivering the products to humans who package the orders. In Kiva’s large demonstration warehouse and assembly facility at its headquarters outside Boston, fleets of robots move about with seemingly endless energy: some newly assembled machines perform tests to prove they’re ready to be shipped to customers around the world, while others wait to demonstrate to a visitor how they can almost instantly respond to an electronic order and bring the desired product to a worker’s station.

A warehouse equipped with Kiva robots can handle up to four times as many orders as a similar unautomated warehouse, where workers might spend as much as 70 percent of their time walking about to retrieve goods. (Coincidentally or not, Amazon bought Kiva soon after a press report revealed that workers at one of the retailer’s giant warehouses often walked more than 10 miles a day.)

Despite the labor-saving potential of the robots, Mick Mountz, Kiva’s founder and CEO, says he doubts the machines have put many people out of work or will do so in the future. For one thing, he says, most of Kiva’s customers are e-commerce retailers, some of them growing so rapidly they can’t hire people fast enough. By making distribution operations cheaper and more efficient, the robotic technology has helped many of these retailers survive and even expand. Before founding Kiva, Mountz worked at Webvan, an online grocery delivery company that was one of the 1990s dot-com era’s most infamous flameouts. He likes to show the numbers demonstrating that Webvan was doomed from the start; a $100 order cost the company $120 to ship. Mountz’s point is clear: something as mundane as the cost of materials handling can consign a new business to an early death. Automation can solve that problem.

Meanwhile, Kiva itself is hiring. Orange balloons—the same color as the robots—hover over multiple cubicles in its sprawling office, signaling that the occupants arrived within the last month. Most of these new employees are software engineers: while the robots are the company’s poster boys, its lesser-known innovations lie in the complex algorithms that guide the robots’ movements and determine where in the warehouse products are stored. These algorithms help make the system adaptable. It can learn, for example, that a certain product is seldom ordered, so it should be stored in a remote area.

Though advances like these suggest how some aspects of work could be subject to automation, they also illustrate that humans still excel at certain tasks—for example, packaging various items together. Many of the traditional problems in robotics—such as how to teach a machine to recognize an object as, say, a chair—remain largely intractable and are especially difficult to solve when the robots are free to move about a relatively unstructured environment like a factory or office.

Techniques using vast amounts of computational power have gone a long way toward helping robots understand their surroundings, but John Leonard, a professor of engineering at MIT and a member of its Computer Science and Artificial Intelligence Laboratory (CSAIL), says many familiar difficulties remain. “Part of me sees accelerating progress; the other part of me sees the same old problems,” he says. “I see how hard it is to do anything with robots. The big challenge is uncertainty.” In other words, people are still far better at dealing with changes in their environment and reacting to unexpected events.

For that reason, Leonard says, it is easier to see how robots could work with humans than on their own in many applications. “People and robots working together can happen much more quickly than robots simply replacing humans,” he says. “That’s not going to happen in my lifetime at a massive scale. The semiautonomous taxi will still have a driver.”

One of the friendlier, more flexible robots meant to work with humans is Rethink’s Baxter. The creation of Rodney Brooks, the company’s founder, Baxter needs minimal training to perform simple tasks like picking up objects and moving them to a box. It’s meant for use in relatively small manufacturing facilities where conventional industrial robots would cost too much and pose too much danger to workers. The idea, says Brooks, is to have the robots take care of dull, repetitive jobs that no one wants to do.

It’s hard not to instantly like Baxter, in part because it seems so eager to please. The “eyebrows” on its display rise quizzically when it’s puzzled; its arms submissively and gently retreat when bumped. Asked about the claim that such advanced industrial robots could eliminate jobs, Brooks answers simply that he doesn’t see it that way. Robots, he says, can be to factory workers as electric drills are to construction workers: “It makes them more productive and efficient, but it doesn’t take jobs.”

The machines created at Kiva and Rethink have been cleverly designed and built to work with people, taking over the tasks that the humans often don’t want to do or aren’t especially good at. They are specifically designed to enhance these workers’ productivity. And it’s hard to see how even these increasingly sophisticated robots will replace humans in most manufacturing and industrial jobs anytime soon. But clerical and some professional jobs could be more vulnerable. That’s because the marriage of artificial intelligence and big data is beginning to give machines a more humanlike ability to reason and to solve many new types of problems.

Even if the economy is only going through a transition, it is an extremely painful one for many.

In the tony northern suburbs of New York City, IBM Research is pushing super-smart computing into the realms of such professions as medicine, finance, and customer service. IBM’s efforts have resulted in Watson, a computer system best known for beating human champions on the game show Jeopardy! in 2011. That version of Watson now sits in a corner of a large data center at the research facility in Yorktown Heights, marked with a glowing plaque commemorating its glory days. Meanwhile, researchers there are already testing new generations of Watson in medicine, where the technology could help physicians diagnose diseases like cancer, evaluate patients, and prescribe treatments.

IBM likes to call it cognitive computing. Essentially, Watson uses artificial-­intelligence techniques, advanced natural-language processing and analytics, and massive amounts of data drawn from sources specific to a given application (in the case of health care, that means medical journals, textbooks, and information collected from the physicians or hospitals using the system). Thanks to these innovative techniques and huge amounts of computing power, it can quickly come up with “advice”—for example, the most recent and relevant information to guide a doctor’s diagnosis and treatment decisions.

Despite the system’s remarkable ability to make sense of all that data, it’s still early days for Dr. Watson. While it has rudimentary abilities to “learn” from specific patterns and evaluate different possibilities, it is far from having the type of judgment and intuition a physician often needs. But IBM has also announced it will begin selling Watson’s services to customer-support call centers, which rarely require human judgment that’s quite so sophisticated. IBM says companies will rent an updated version of Watson for use as a “customer service agent” that responds to questions from consumers; it has already signed on several banks. Automation is nothing new in call centers, of course, but Watson’s improved capacity for natural-language processing and its ability to tap into a large amount of data suggest that this system could speak plainly with callers, offering them specific advice on even technical and complex questions. It’s easy to see it replacing many human holdouts in its new field.

Digital Losers

The contention that automation and digital technologies are partly responsible for today’s lack of jobs has obviously touched a raw nerve for many worried about their own employment. But this is only one consequence of what ­Brynjolfsson and McAfee see as a broader trend. The rapid acceleration of technological progress, they say, has greatly widened the gap between economic winners and losers—the income inequalities that many economists have worried about for decades. Digital technologies tend to favor “superstars,” they point out. For example, someone who creates a computer program to automate tax preparation might earn millions or billions of dollars while eliminating the need for countless accountants.

New technologies are “encroaching into human skills in a way that is completely unprecedented,” McAfee says, and many middle-class jobs are right in the bull’s-eye; even relatively high-skill work in education, medicine, and law is affected. “The middle seems to be going away,” he adds. “The top and bottom are clearly getting farther apart.” While technology might be only one factor, says McAfee, it has been an “underappreciated” one, and it is likely to become increasingly significant.

Not everyone agrees with Brynjolfsson and McAfee’s conclusions—particularly the contention that the impact of recent technological change could be different from anything seen before. But it’s hard to ignore their warning that technology is widening the income gap between the tech-savvy and everyone else. And even if the economy is only going through a transition similar to those it’s endured before, it is an extremely painful one for many workers, and that will have to be addressed somehow. Harvard’s Katz has shown that the United States prospered in the early 1900s in part because secondary education became accessible to many people at a time when employment in agriculture was drying up. The result, at least through the 1980s, was an increase in educated workers who found jobs in the industrial sectors, boosting incomes and reducing inequality. Katz’s lesson: painful long-term consequences for the labor force do not follow inevitably from technological changes.

Brynjolfsson himself says he’s not ready to conclude that economic progress and employment have diverged for good. “I don’t know whether we can recover, but I hope we can,” he says. But that, he suggests, will depend on recognizing the problem and taking steps such as investing more in the training and education of workers.

One School Leader Banned Cellphones, the Other Embraced Them. What Worked?

Many educators will tell you that cellphones are a source of serious academic, mental health, and behavioral problems for students. And school leaders are struggling to figure out how to deal with the cellphone problem, especially as younger and younger students get their own devices.

Developing a workable school cellphone policy is no easy task as major constituents are often at odds: teachers may want them gone while students want unfettered access to them. Parents are often divided, with some wanting to minimize distractions in class while others like the security of being able to reach their kids during the school day.

In response to these challenges, Education Week reached out to two school leaders, one in a school that requires students to lock their phones up all day, and the other in a school that encourages students to use their phones for learning in class. Both leaders claim that their approaches are working.

A middle school ban because cellphones were ‘the ultimate distraction’

Charles Longshore is the assistant principal of Dothan Preparatory Academy in Dothan, Ala. His school serves 1,200 7th and 8th grade students.

Longshore said that while he sees academic value in cellphones, he also sees that life has placed a lot of hurdles in front of his students, and that cellphones had become another one getting in the way of learning.

“We often have kids who are 7th graders who are functioning academically at 2nd and 3rd grade levels and we’re trying to jump them [ahead academically],” he said.

Cellphones weren’t just a distraction in Dothan classrooms—they were seriously undermining the school’s climate, said Longshore. Students were arguing more, and Longshore said increasing amounts of his time was spent managing discipline referrals.

A particular thorn in Dothan administrators’ sides was an anonymous Instagram account that had been created to spread school rumors, he said.

“We were never able to figure out who created it, Instagram would not help us, we appealed to them to take it down and they never would,” he said. “It was students saying, ‘so and so did this,’ or ‘so and so did that,’ or has this condition. And they would post pictures. They might be like, ‘look at what she’s wearing!’ [snapping] a picture of them in gym. Is it feasible for us to stop and check 150 kids in P.E. to see who took the photo?”

Problems that arise from cellphones and social media are difficult to police, Longshore said. It’s often one student’s word against another, or one student’s complaint against an anonymous person who posted something online.

Longshore said that adolescents have unique developmental struggles that made the situation in his school untenable.

“Self-management is one of our biggest concerns—I think COVID had a lot to do with that,” he said. “Not having that structure, I think played a role. But our population being in that rough transitional phase in their lives in general, what their minds are going through, their bodies are going through, socially what they are going through, [cellphones] were the ultimate distraction.”

That’s why administrators at Dothan decided to bar students from using cellphones during the school day, starting this school year. Students place their cellphones in individual lockboxes in their homerooms at the beginning of the day. Their homeroom teacher keeps the key to each lockbox. Students return to their homeroom for the last class period and retrieve their phones a few minutes before the final bell. That way, Longshore said, students have their phones for afterschool activities and to walk home—which makes parents more comfortable.

There are caveats to the policy, said Longshore. A few students with special needs, like those with diabetes who use their phones to monitor their blood sugar levels, can keep their devices throughout the day.

The majority of parents support the policy now and students have come to accept it, said Longshore.

The biggest challenge with the cellphone policy came before it was enacted, Longshore said. When they announced it last summer, there was pushback and a lot of misinformation—but it was nothing a couple of community forums couldn’t smooth over, he said.

The results have been extremely promising, Longshore said. He can see tangible improvements to the school’s climate. Behavioral referrals have gone down by about 20 percent. And he believes he will see improvements in students’ academic performance as well, once state test results are released.

Longshore doesn’t think Dothan’s cellphone policy is the answer for every school. High school students, for example, may be mature enough to manage their own cellphone use, and having the devices in class could be beneficial for some classroom assignments.

But for his middle schoolers, Longshore believes this policy is the right one.

A high school that encourages students to use cellphones as learning tools

In Douglass County, Colo., Chris Page is the principal of Highlands Ranch High School, which serves about 1,400 students.

In his school, students are allowed to use their phones throughout the day and are even encouraged to do so. Page had tried banning cellphones at one point, he said, but that lasted for only about a month.

“There are 100,000 ways that kids use their cellphones and the other half of this is that it’s hard to tell a kid not to use their cellphone when the adult in front of them has to use theirs,” he said. “We decided we just weren’t going to fight that fight anymore.”

Page encourages teachers to use students’ cellphones as tools in their teaching. The school provides periodic professional development throughout the year to teachers on how they can leverage the devices in their instruction—whether it be to have students look up additional information in class, access materials, use online calculators, or make videos for class projects. From science teachers to music teachers, cellphones present a lot of helpful opportunities for educators, Page said.

“We use it in our choir. Our choir teacher now makes it a recommendation that the kids have to find their pitch on their own without using the piano, [...] they use their phone to play a G or B cord for them,” Page said. “It’s allowed us a little more freedom in our teaching space. In our school we have two outdoor classrooms, so it’s given us more freedom to teach in better, more unique spaces instead of trapped [in] the classroom with all of the Chromebooks because that’s the only technology we have.”

The cellphone policy isn’t a total free-for-all, Page emphasized. Even though teachers are encouraged to find uses for students’ cellphones, they ultimately have the authority to make the rules for their own classrooms and can tell students to put away their phones at any time, Page said.

If kids use their phones inappropriately—such as a student ignoring a teacher who has asked for the phone to be put away—they get two warnings before the teacher is allowed to confiscate the phone. Students can retrieve it from Page’s office later.

The school is also using more technology that requires students to have cellphones, said Page.

School administrators also frequently communicate important information to students on social media—for instance, all updates regarding this year’s prom are posted on the school’s Instagram account. Page even hosted a schoolwide scavenger hunt this year where he dropped clues on Instagram.

And the school is adopting digital ID badges which will require students to use their phones, Page said. The pandemic changed his school’s relationships with technology.

“Just like most people in the country, technology became so much of a necessity,” Page said. “When COVID hit, [after] our dive into technology, we chose not to come out of the pool, and we decided to keep utilizing the technology in our classrooms.”

Overall, Page said the policy has been working well, even with some of the challenges it creates—such as kids constantly reaching out to their parents during the school day instead of taking their issues to the school counselor. The school also has to have a supply of iPads on hand for those students who forget their phones so they can still participate in class activities.

And, Page admits, cellphones can still cause distractions—he used an example of a student ordering lunch from Uber Eats during class.

But he said the school hasn’t descended into anarchy either. Only about 10 times a year, Page estimates, do students get their cellphones taken away from them.

The way Page sees it is that cellphones are here to stay and it’s the job of a high school to teach students how to use them productively.

“We are in the business of preparing kids for the next step,” he said. “There aren’t many college campuses that have no cellphones whatsoever. It’s about responsible use, and we have a duty to teach kids about responsible use.”

When Steve Jobs introduced the first iPad 14 years ago, he said there was a place for a third device that was between a laptop and a smartphone — as long as that in-between gadget did some essential tasks better than each of the others.

For some of you, the iPad is exactly that. It’s more comfortable than a phone or computer to watch YouTube videos, dash off an email or distract your kiddo.

On Tuesday, Apple released updated iPad models that the company expects to perk up its sagging sales . Apple also boasted about the company’s artificial intelligence capabilities, an area where Apple is under pressure to prove itself.

But the iPad has not become as widespread as computers and, especially, smartphones. As the iPhone and other smartphones became more capable, larger and globally ubiquitous, they made the iPad irrelevant.

Many of you love your iPads. Great! Even technology that doesn’t reach its hoped-for potential can still be useful. The iPad might have changed your habits but it and other tablets didn’t have a broad impact.

The iPad’s history shows that technology founders like Jobs who are revered for seeing the future can get it wrong sometimes. That’s a useful lesson when executives like Elon Musk or OpenAI’s Sam Altman blare predictions about the future of transportation or AI .

Sales of iPads peaked a decade ago

Months after the iPad debuted in 2010, Jobs made an analogy involving cars and trucks.

Personal computers, he said in an interview , would still be useful for many people but would increasingly become a niche, as trucks did once Americans moved to cities and fewer people needed a workhorse vehicle on farms.

(Jobs probably didn’t mean the light trucks like pickups and SUVs that dominate America’s consumer vehicle market.)

Jobs said it was tough to predict the future, but he believed that the iPad could become a mass-market device as cars became for personal transportation.

Not so much.

Smartphones, including his own iPhone creation, became the way that billions of people got online and scroll, talk, read, watch, listen and socialize.

The smartphone is the car. The laptop and the iPad are more like trucks.

You can see it in the numbers.

Each year, there are about 1.1 billion new smartphones sold globally. There were about 260 million computers sold last year, according to research firm IDC. There were nearly 130 million iPads and other tablets sold in 2023, IDC estimates.

IDC research manager Jitesh Ubrani says that thanks to a pandemic-related purchase binge for iPads — which also affected computers — slightly more people own iPads today than they did when new iPad sales peaked a decade ago.

Still, billions of people use smartphones. At most a couple hundred million people have iPads. IDC expects the number of people using iPads to increase at best marginally from here.

The iPad is replacing tasks, not devices

Walt Mossberg, the pioneering personal technology journalist formerly with the Wall Street Journal and Recode, told me that the best way to measure the iPad’s impact is in stealing time that people, including him, would have otherwise spent on laptops.

(Mossberg and Kara Swisher led the 2010 interview in which Jobs made the cars and trucks analogy.)

Mossberg said long before he retired from his day job in 2017, he preferred his iPad for many tasks other than taking notes and writing. He estimated he used his laptop at least 50 percent less because of his iPad.

Still, Mossberg said, the smartphone is “the true personal computer” for him and the world.

He estimates he uses his Mac laptop a couple of times a week, his iPad a couple of times a day — and his iPhone many times a day. He used his iPhone to email me as he waited for a doctor’s appointment.

Jobs’s missed prediction about iPads feels relevant now, as technologists bet that AI will turn the smartphone into a more niche device.

Altman is among the people imagining you’ll use your smartphone less and shift more tasks to AI-specialized voice assistants in devices you wear like glasses or brooch-style clip-ons .

We’ll see. I find it instructive that Jobs didn’t say in that 2010 interview what came true: that the smartphone — not the iPad or the laptop — became the first computer used by billions of people.

That calls for all of us to be careful about predicting what could be the next technology hit or niche.

OpenAI's blockbuster chatbot ChatGPT is getting a new update. 

On Monday, OpenAI unveiled GPT-4o for ChatGPT, a new version of the bot that can hold conversations with users in a very human tone. The new version of the chatbot will also have vision abilities.

The futuristic reveal quickly prompted jokes about parallels to the movie "Her," with some calling the chatbot's new voice " cringe ."

The move is a big step for the future of AI-powered virtual assistants, which tech companies have been racing to develop.

Since its release in 2022, hundreds of millions of people have experimented with the tool, which is already changing how the internet looks and feels to users.

Users have flocked to ChatGPT to improve their personal lives and boost productivity . Some workers have used the AI chatbot to develop code , write real estate listings , and create lesson plans, while others have made teaching the best ways to use ChatGPT a career all to itself.

ChatGPT offers dozens of plug-ins to those who subscribe to ChatGPT Plus subscription. An Expedia one can help you book a trip, while an OpenTable one will get nab you a dinner reservation. And last month, OpenAI launched Code Interpreter, a version of ChatGPT that can code and analyze data .

While the personal tone of conversations with an AI bot like ChatGPT can evoke the experience of chatting with a human, the technology, which runs on " large language model tools, " doesn't speak with sentience and doesn't "think" the way people do. 

That means that even though ChatGPT can explain quantum physics or write a poem on command, a full AI takeover isn't exactly imminent , according to experts.

"There's a saying that an infinite number of monkeys will eventually give you Shakespeare," said Matthew Sag, a law professor at Emory University who studies copyright implications for training and using large language models like ChatGPT.

"There's a large number of monkeys here, giving you things that are impressive — but there is intrinsically a difference between the way that humans produce language, and the way that large language models do it," he said. 

Chatbots like ChatGPT are powered by large amounts of data and computing techniques to make predictions to string words together in a meaningful way. They not only tap into a vast amount of vocabulary and information, but also understand words in context. This helps them mimic speech patterns while dispatching an encyclopedic knowledge. 

Other tech companies like Google and Meta have developed their own large language model tools, which use programs that take in human prompts and devise sophisticated responses.

Despite the AI's impressive capabilities, some have called out OpenAI's chatbot for spewing misinformation , stealing personal data for training purposes , and even encouraging students to cheat and plagiarize on their assignments. 

Some recent efforts to use chatbots for real-world services have proved troubling. In 2023, the mental health company Koko came under fire after its founder wrote about how the company used GPT-3 in an experiment to reply to users. 

Koko cofounder Rob Morris hastened to clarify on Twitter that users weren't speaking directly to a chatbot, but that AI was used to "help craft" responses.
