Screening policy

Obligations and compliance rules (main items).

  • JSPS Research Fellows must observe the conditions stipulated in the JSPS Research Fellowships for Young Scientist’s compliance rules and procedural guidelines (“Guidelines”) during the fellowship tenure. 
  • Except in cases of suspension of fellowship for childbirth/childcare or due to illness/injury, fellows must focus on their research based on the research plan stated in their application form during the fellowship tenure.
  • Fellows must submit required reports by the stipulated deadlines.
  • In principle, fellows may not have any status other than a JSPS Research Fellow with a few exceptions. If they accept a full-time position or an equivalent job, JSPS may disqualify the fellow and terminate the fellowship.
  • Fellows may receive a salary or a wage, or obtain other equivalent financial assistance under the conditions JSPS stipulates.
  • JSPS has a set of requirements for research funding support other than the monthly stipends and Grant-in-Aid for JSPS Fellows that Fellows may receive during their fellowship tenure. Fellows are not allowed to receive certain funds, including those provided by the national government for the purpose of supporting living expenses, and student loans from the Japan Student Services Organization (JASSO), during their fellowship tenure. For details, see III-14 in the Guidelines.

The Japan-IMF Scholarship Program for Advanced Studies provides funding for Japanese nationals to pursue a PhD in Macroeconomics, Finance, Public Finance, Monetary Economics, International Economics, International Trade, Poverty Issues, Political Economy, or Econometrics at a university outside of Japan.

With financial support from the Japanese government, IIE in partnership with the IMF administers the Japan-IMF Scholarship Program for Advanced Studies. The goal of the program is to train Japanese nationals as applied economists to work either at the IMF or in their home administrations. Students in the program are expected to study macroeconomics, finance, public finance, monetary economics, international economics, international trade, poverty Issues, political economy, econometrics or a related subject at the PhD level at a leading university outside of Japan. Annually, up to seven scholarships are awarded on a competitive basis to students with a record of high academic achievement.

Julius Springer Scholarship for 2021 Awarded to 2 Japanese PhD Students

At the online award ceremony held in July 2021, the scholarship students expressed their desire to contribute to society through the power of science. Despite the hardship that the two PhD students are facing, a strong sense of hope was expressed by them. 

There are many students wishing to deepen their studies and contribute to society through the power of science despite their extreme financial difficulties. Springer Nature Group in Japan called for applications for the “Julius Springer Scholarship” from February to May 2021. The scholarship targeted Japanese university students who are continuing to pursue and realize their dreams in the midst of financial hardship due to the coronavirus pandemic. In July 2021, the Group announced the selection of two students as the Julius Springer Scholarship students, Ms. Yuno Suzuki (third year PhD student in the Graduate School of Pharma-Science, Teikyo University) and Mr. Ryosuke Shimada (first year PhD student in the Graduate School of Mathematical Sciences, the University of Tokyo). Both scholarship students were each granted an award of €12,500 to contribute to the costs of their education.

Antoine Bocquet, Managing Director of Springer Nature in Japan, expressed his hopes for the two scholarship recipients, saying, “It is amazing to see their sincere attitude towards learning, strong recommendations from their mentors, and their great efforts made to date to open the way for their research under adverse conditions.” With respect to the applicants for the scholarship program, he said, “No one is to blame for the circumstances they are placed in,” adding that he wished to grant the scholarship to all of the applicants if possible.

At the award ceremony, Ms. Suzuki spoke of her ambition, saying, “I was able to encounter this scholarship fund, especially because it was during this coronavirus crisis. My research in drug delivery systems helps enhance more effective use of existing drugs, instead of developing new drugs. I would like to advance medical care through this research.”

Ms. Suzuki was a top performer throughout the six years of undergraduate education and graduated from Teikyo University with the highest honor. Professor Ryo Suzuki of Teikyo University’s Faculty of Pharma-Science, who instructed her since her fourth year at university, provided a recommendation, where he gave high appraisal for her redoubled efforts to acquire a broad array of knowledge and skills, saying, “She possesses innate qualities as a researcher with excellent communication and problem solving capabilities.”

Meanwhile, Mr. Shimada expressed his thoughts on receiving the scholarship, saying, “My research began with an interest in prime numbers, while majoring in arithmetic geometry. This discipline includes proposals towards the Fermat conjecture and the ABC conjecture. It is a great honor to be granted this scholarship from Springer Nature. More than half of the foreign books on my bookshelf are published by Springer. I would like to keep studying hard to advance Japan’s science.”

Associate Professor Yoichi Mieda of the University of Tokyo’s Graduate School of Mathematical Sciences, who is Mr. Shimada’s mentor, provided a recommendation for Mr. Shimada that he excels in his academic performance and has received an award from the Dean of the Graduate School of Mathematical Sciences for his master’s thesis. Regarding Mr. Shimada’s personality, Dr. Mieda said, “He tackles difficult tasks with enthusiasm and possesses patience as well to continue doing so without giving up easily.”

The call for scholarship applications has been supported by the Research University Consortium (RUC) and the NPO Cheiron Initiative, both of which are based in Japan. Dr. Amane Koizumi, Project Professor of the Research Enhancement Promotion Headquarters National Institutes of Natural Sciences and a representative of RUC expressed encouragement towards the two scholarship students, mentioning that education and research are important in this difficult time and will be the most powerful force for humanity. On behalf of the Cheiron Initiative that supports researchers and their families, Dr. Takeya Adachi, Founder and Vice President, NPO Cheiron Initiative and Research Assistant Professor, Keio Frontier Research & Education Collaborative Square (K-FRECS) at Tonomachi, Keio University delivered his message to the students saying, “I hope the students will focus on various encounters across other countries and disciplines that will lead to their own serendipities.” Dr. Adachi has experienced an overseas stay as a researcher together with his family, and this led him to set up the NPO along with Ms. Haruna Adachi, President of Cheiron Initiative.

Julius Springer, the founder of publisher Springer, also had some hard times during his early life. He lost his mother immediately after his birth. As his father was in poor health, Julius dropped out of Gymnasium zum Grauen Kloster, an integrated junior to senior high school in Germany, before he turned 15 and began working as a bookstore apprentice. The charity fund bearing his name was founded in Germany in 2004 to support people who are in need of help through no fault of their own or for specific reasons and are unable to escape this situation by their own or outside means. Currently, the fund is engaged in a wide array of support activities in Germany and other countries or regions where Springer Nature is operating.

One of such activities is the “Julius Springer Scholarship Program” which selected Japan as a target country for 2021. Japan was previously selected in 2012, when the scholarship was awarded to three high school students hoping to advance to university, all from the Tohoku region hit by the Great East Japan Earthquake.

Financial hardship faced by PhD students

In 2021, two graduate students enrolled in their postgraduate course were selected as the scholarship students. Japanese PhD students are in dire financial straits even though they are important human resources who will play a central role in the future. The university enrollment rate hit a record high of 54.4% in Japan in the 2020 academic year, which started from April 2020 to March 2021. However, the proportion of students proceeding to graduate schools has been declining since peaking at 15.9% in 2010, sinking to 11.3% in 2020. The rate of graduate students advancing to the PhD program after completing their master’s course stayed around 17% until 2000, but has fallen below 10% at present (1). This is in sharp contrast to European and American countries as well as China, where the number of graduates obtaining doctorate degrees is increasing (2).

One of the major reasons for graduate students choosing not to proceed to the PhD course is clearly the financial burden that is too heavy for them to bear. According to a survey conducted by the National Institute of Science and Technology Policy (NISTEP), 16.5% of graduates who completed the master’s program in 2020 had debts of more than three million Japanese yen (ca. €23,000) each.

In the U.S. and Europe, 90% of PhD students, as research assistants (RAs), receive sufficient salaries to cover their school and living expenses. On the other hand, in Japan, more than half of the PhD students do not receive any salary. Even when given salaries as RAs, they earn only a few tens of thousands of yen (a few hundred euros) per month. The postdoctoral path to employment is severe, with around 70% managing to find jobs, and more than half of those are hired as fixed-term university employees. The Ministry of Education, Culture, Sports, Science and Technology (MEXT) in Japan, having a sense of crisis about the current situation, announced in December 2020 that it would work to expand financial support for graduate students seeking to obtain a PhD degree.

United Nations University-Institute for the Advanced Study of Sustainability (UNU-IAS) invites applications for UNu-IAS PhD Scholarships, Japan 2021 from students who wish to pursue a three-year PhD program in Sustainability Science. The program seeks to equip students with comprehensive and multidisciplinary knowledge of sustainability problems and deepen their understanding of the role of environmental sustainability to address current issues of global change. Students shortlisted for the scholarship will receive a full tuition fee waiver along with a monthly stipend of JPY 120,000.

The scholarship is offered through the Japan Foundation for UNU (JFUNU) coverage of United Nations University - Institute for the Advanced Study of Sustainability (UNU-IAS).

Who can apply for this scholarship ?

To be eligible for this scholarship, an applicant must:

  • Have a strong interest in sustainability studies
  • Be a Master's degree holder in sustainability studies or related disciplines
  • Demonstrate a commitment to study and understand global issues
  • Have a GPA of 3.5 or above on a scale of 4.0 during the Master's degree
  • 600 on TOEFL – Paper-Based Testing (PBT) OR
  • 100 on TOEFL – Internet-Based Testing (IBT) OR
  • 7.0 on IELTS – Academic format
  • Have at least 2 years of practical field experience related to UNU-IAS research themes OR
  • Have two completed Master’s degrees, at least one of which must be in a discipline related to sustainability studies

Applications are evaluated on the strength of the research proposal, research impact, student academic achievements, and leadership potential. Research proposals are evaluated for innovative concepts that are relevant to Google’s research areas, as well as aspects of robustness and potential impact to the field. Proposals should include the direction and any plans of where your work is going in addition to a comprehensive description of the research you are pursuing.

In Canada and the United States, East Asia and Latin America, essay responses are evaluated in addition to application materials to determine an overall recommendation.

What does the Google PhD Fellowship include?

Students receive named Fellowships which include a monetary award. The funds are given directly to the university to be distributed to cover the student’s expenses and stipend as appropriate. In addition, the student will be matched with a Google Research Mentor. There is no employee relationship between the student and Google as a result of receiving the fellowship. The award does not preclude future eligibility for internships or employment opportunities at Google, nor does it increase the chances of obtaining them. If students wish to apply for a job at Google, they are welcome to apply for jobs and go through the same hiring process as any other person.

  • Up to 3 year Fellowship
  • US $12K to cover stipend and other research related activities, travel expenses including overseas travel

Is my university eligible for the PhD Fellowship Program?

Africa, Australia/New Zealand , Canada, East Asia, Europe and the United States : universities must be an accredited research institution that awards research degrees to PhD students in computer science (or an adjacent field).

India, Latin America and Southeast Asia : applications are open to universities/institutes in India, Latin America (excluding Cuba), and in eligible Southeast Asian countries/regions (Brunei, Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam).

Restrictions : All award payments and recipients will be reviewed for compliance with relevant US and international laws, regulations and policies. Google reserves the right to withhold funding that may violate laws, regulations or our policies.

What are the eligibility requirements for students?

All regions

  • Students must remain enrolled full-time in the PhD program for the duration of the Fellowship or forfeit the award.
  • Google employees, and their spouses, children, and members of their household are not eligible.
  • Students that are already supported by a comparable industry award are not eligible. Government or non-profit organization funding is exempt.
  • Past awardees from the PhD Fellowship program are not eligible to apply again.
  • Grant of the Fellowship does not mean admission to a PhD program. The awardee must separately apply and be accepted to a PhD program in computer science (or an adjacent field) at an eligible institution.
  • Grant of the Fellowship will be subject to the rules and guidelines applicable in the institution where the awardee registers for the PhD program.

Nominated students in Africa, Australia and New Zealand, Canada and the United States, East Asia and Europe.

Universities should only nominate students that meet the following requirements:

  • Africa: Incoming PhD students are eligible to apply, but the Fellowship award shall be contingent on the awardee registering for a full-time PhD program in computer science (or an adjacent field) within the academic award year of the Fellowship award, or the award shall be forfeited.
  • Australia and New Zealand : early-stage students enrolled in the first or second year of their PhD (no requirement for completion of graduate coursework by the academic award year).
  • Canada and the United States : students who have completed graduate coursework in their PhD by the academic award year when the Fellowship begins.
  • East Asia: students who have completed most of graduate coursework in their PhD by the academic award year when the Fellowship begins. Students should have sufficient time for research projects after receiving a fellowship.
  • Europe: Students enrolled at any stage of their PhD are eligible to apply.

Direct applicant students in India, Latin America and Southeast Asia

  • Latin America : incoming or early stage-students enrolled in the first or second year of their PhD (no requirement for completion of graduate coursework by the academic award year).

What should be included in an application? What language should the application be in?

All application materials should be submitted in English.

For each student nomination, the university will be asked to submit the following material in a single, flat (not portfolio) PDF file:

  • Student CV with links to website and publications (if available)
  • Short (1-page) resume/CV of the student's primary PhD program advisor
  • Available transcripts (mark sheets) starting from first year/semester of Bachelor's degree to date
  • Research proposal (maximum 3 pages, excluding references)
  • 2-3 letters of recommendation from those familiar with the nominee''s work (at least one from the thesis advisor for current PhD students)
  • Student essay response (350-word limit) to: What impact would receiving this Fellowship have on your education? Describe any circumstances affecting your need for a Fellowship and what educational goals this Fellowship will enable you to accomplish.
  • Transcripts of current and previous academic records
  • 1-2 letters of recommendation from those familiar with the nominee's work (at least one from the thesis advisor)

Canada, East Asia, the United States

  • Cover sheet signed by the Department Chair confirming the student passes eligibility requirements. (See FAQ "What are the eligibility requirements for students?")
  • Short (1-page) CV of the student's primary advisor
  • 2-3 letters of recommendation from those familiar with the nominee's work (at least one from the thesis advisor)

India, Latin America and Southeast Asia: students may apply directly during the application period.

Africa, Australia, Canada, East Asia, Europe, New Zealand, and the United States : students cannot apply directly to the program; they must be nominated by an eligible university during the application period.

How many students may each university nominate?

India, Latin America and Southeast Asia : applications are open directly to students with no limit to the number of students that can apply from a university.

Australia and New Zealand : universities may nominate up to two eligible students.

Canada and the United States : Universities may nominate up to four eligible students. We encourage nominating students with diverse backgrounds especially those from historically marginalized groups in the field of computing. If more than two students are nominated then we strongly encourage additional nominees who self-identify as a woman, Black / African descent, Hispanic / Latino / Latinx, Indigenous, and/or a person with a disability.

Africa, East Asia and Europe : Universities may nominate up to three eligible students. We encourage nominating students with diverse backgrounds especially those from historically marginalized groups in the field of computing. How are applications evaluated?

In Canada and the United State, East Asia and Latin America, essay responses are evaluated in addition to application materials to determine an overall recommendation.

A nominee's status as a member of a historically marginalized group is not considered in the selection of award recipients.

Research should align with Google AI Principles .

Incomplete proposals will not be considered.

How are Google PhD Fellowships given?

Any monetary awards will be paid directly to the Fellow's university for distribution. No overhead should be assessed against them.

What are the intellectual property implications of a Google PhD Fellowship?

Fellowship recipients are not subject to intellectual property restrictions unless they complete an internship at Google. If that is the case, they are subject to the same intellectual property restrictions as any other Google intern.

Will the Fellowship recipients become employees of Google?

No, Fellowship recipients do not become employees of Google due to receiving the award. The award does not preclude future eligibility for internships or employment opportunities at Google, nor does it increase the chances of obtaining them. If they are interested in working at Google, they are welcome to apply for jobs and go through the same hiring process as any other person.

Can Fellowship recipients also be considered for other Google scholarships?

Yes, Fellowship recipients are eligible for these scholarships .

After award notification, when do the Google PhD Fellowships begin?

After Google PhD Fellowship recipients are notified, the Fellowship is effective starting the following school year.

What is the program application time period?

Applications for the 2024 program will open in March 2024 and close in May 2024 for all regions. Refer to the main Google PhD Fellowship Program page for each region’s application details.

A global awards announcement will be made in September on the Google Research Blog publicly announcing all award recipients.

For a recipient who will enroll in a PhD Program, the scholarship will be payable for the standard period of time necessary for the recipient to complete his or her program (standard course term), starting from October 2021.

  • Doctoral Program = October, 2021 – September, 2024 (3years)
  • (1) Applicants who have already graduated from their latest degree program should have a final grade point of 2.30 or higher, while current students should have a grade point of 2.30 or higher for their current courses, and both should be expected to maintain the same academic standards during the course of the scholarship program. * Grade points shall be calculated according to a formula specified by MEXT. Furthermore, students must meet one of the criteria given under “ (7) Language Proficiency ” given below.
  • (2) Please refer to  (11) Non-eligibility 5.  to confirm your eligibility.
  • We are only able to nominate an applicant who holds one of the nationalities specified by MEXT. To see the list of priority nationalities,  please click here .
  • Applicants must be born on or after April 2, 1986.
  • Applicants must have the necessary qualifications to be admitted to the Graduate School of Science, the University of Tokyo as a Doctoral Program student.
  • Applicants must apply for the field of study that they studied at their previous university or a related field.
  • Applicants must meet one of the language requirements in either English or in Japanese as described
  • Applicants must be physically and mentally healthy enough to pursue their studies.
  • Applicants must enter the country with the resident status of "Student", having obtained the visa anew prior to traveling to Japan.
  • Applicants must send in the required documents for MEXT Scholarship as well as complete their admission application for entering the Master's/Doctoral Program, following the  "Instruction for Graduate School Application for International Students" .
  • These documents must be written in either Japanese or English. They must be created in A4 format using software such as MS Word and must be printed double-sided (duplex printing). A document written in any other language must be accompanied with a Japanese translation.
  • Submitted documents will not be returned.
  • An application passed the submission deadline is not acceptable.
  • An application will not be considered unless all application forms and necessary documents are completed correctly and all accompanying documents are complete.
  • In some countries, a graduation certificate and other documents are issued by a government administrative office. In this case, the University of Tokyo may need to confirm with a student's previous university that the certificate issued contains no erroneous information.
  • The applicants should be in good enough health to pursue their studies.

The World Bank’s  Development Economics  Vice Presidency (DEC) provides scholarships to students and young researchers, contributing to the World Bank’s mission of forging new dynamic approaches to capacity development and knowledge sharing in the developing world.

It is an important component of the World Bank’s efforts to promote economic development and shared prosperity through investing in education, capacity building, and developing human resources in the developing world. 

Since 1982, the DEC’s scholarship programs have helped to form a pool of over 6,000 well-trained and experienced development professionals and scholars, transforming their countries and positively impacting future generations.

Active Programs

  • Joint Japan/World Bank Graduate Scholarship Program  (JJ/WBGSP): Since 1987, JJ/WBGSP has enabled more than 6,000 mid-career professionals from 160 developing countries and Japan to complete graduate degrees in development-related fields. On an annual basis, the Government of Japan solely funds the JJ/WBGSP.
  • Robert S. McNamara Fellowships Program  (RSMFP): Since 1982, RSMFP has provided support to young researchers on a wide variety of topics in development-related fields. Currently, the program connects promising young researchers to World Bank research, data resources, and tech­nical expertise. Selected fellows are hosted as a cohort at the World Bank in Washington D.C. and work on DEC research projects, receiving formal training and participating in policy relevant research.

Inactive Program

Japan Indonesia Presidential Scholarship Program (JIPS):  This Program is no longer accepting applications.  With a one-time $10 million grant from the Government of Japan, this scholarship supported three cohorts (2008–2010) of 43 Indonesian PhD students to study abroad under the sponsorship of one of the program’s ten partner Indonesian universities. This window is now closed to new applicants.

If you are looking to study in Japan then this is a very great scholarship for you. In this article, we will explain in details about the MEXT scholarship, its benefits and step by step application procedure.

MEXT Scholarship 2025-2026 is a fully funded scholarship for international students. This scholarship is available for undergraduate, masters, PhD and training studies. MEXT scholarship will cover tuition fee, accommodation, monthly living allowance and round airfare travel expenses from your country to Japan.

The Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan offers scholarships to international students who wish to study at Japanese universities as undergraduate or research (masters / PhD) students under the Japanese Government (MEXT) Scholarships Program.

Normally the Application cycle of the MEXT Japanese Government Scholarship is announced in April. Knowledge of Japanese Language and IELTS/TOEFL is not mandatory for this scholarship. This is the Mext embassy recommended scholarship. You will apply through the Japanese embassy in your country.

Eligibility Criteria for MEXT Scholarship 2025

To qualify for MEXT Scholarship, candidate must fulfill all of the following requirements below:

  • Required Language: English
  • Eligible Countries: All world countries
  • Applicants must have the nationality of a country that has diplomatic relations with Japan.
  • An applicant who has Japanese nationality at the time of application is not eligible.
  • For Undergraduate Students: You must be at least 17 and under 25 years of age and have completed 12 years of school education or have completed courses in a school comparable to a high school (includes prospective graduates)
  • For Masters / PhD Students: You must be under 35 years of age and a college graduate (includes prospective graduates). Or you must have completed 16 years / 18 years of education.
  • For Teacher training students: You must be under 35 years of age and a graduate of a college or teacher training college. You must have at least five years of active experience as a teacher in a primary, secondary or teacher training college in your country.
  • For Japanese Study Students: Applicants must be from 18 to 30 years old. Applicants must be enrolled as undergraduate students in faculties or schools which major in Japanese language or Japanese culture in a university outside Japan at the time when they come to Japan and must be enrolled in the home institution at the time when they return to their home countries.

  • Find the Japanese Embassy or Consulate of your country from here.
  • Visit the website of Japanese Embassy of your country. Under the Education / Scholarship tab, you will find the MEXT scholarship.
  • Download the MEXT scholarship application form and fill it.
  • Submit the required documents (list given below) to Japanese Embassy of your country.

  • The recipient of Japan Foundation for United Nations University Scholarship - Sustainability Science will get a full tuition fee waiver and a monthly allowance of  JPY 120,000  which covers living allowances of the applicant for a duration of 36 months.
  • Applicants of Japan Foundation for UNU (JFUNU) Scholarship, Sustainability Science 2021 from developing countries are eligible.
  • The candidates should have a strong interest in sustainability studies.
  • Should demonstrate a commitment to study and understand global issues.
  • Should have completed Master’s degree in disciplines related to sustainability studies.
  • A minimum of 2 years of practical field experience related to UNU-IAS research themes is required or should have two completed Master’s degrees, out of which one must be in disciplines related to sustainability studies.
  • Candidates receiving a second Master’s degree before the entrance period can also apply.
  • Applicants must have a GPA of 3.5 or above on a 4.0 scale in at least one of the Master’s degrees earned.
  • Communication skills are taken into consideration and the candidate should be scoring 600 in TOEFL(PBT), 100 in TOEFL(IBT) or 7.0 in IELTS.
