Voice for the army - support for the soldier, most officers get top choice in new assignment process.

More than half of the officers who participated in the first assignment cycle modeled after a commercial-style marketplace were matched with their top choice, a promising outcome in the Army’s efforts to overhaul the way it manages soldiers’ careers.

The assignment cycle took place through a program called the Army Talent Alignment Process (ATAP), a decentralized market-style hiring system designed to align officers with unit commanders seeking to fill staff positions.

Figures reported by the Army show that participation in the new assignment process was up significantly from the 60% participation rate of the last cycle. According to the Army, 95% of the more than 14,000 eligible active-duty officers listed their preferences for positions that start this summer and 98% of units listed their staff officer preferences.

“This increased two-way participation resulted in more than 55% of officers receiving their first-choice assignment and more than 80% of the officers receiving an assignment from their top 10% of preferenced jobs,” Maj. Gen. Joe Calloway, commander of the U.S. Army Human Resources Command, said in an Army news release.

About 67% of officers and 66% of units also received one of their top three choices, according to the release, which said the next cycle starts in April for moves that will occur next winter.

The effort is part of Army Chief of Staff Gen. James McConville’s emphasis on putting people first. “If we know where they want to go and what they want to do, we believe we can get the right person in the right job at the right time, and we will have a better Army that is more committed,” McConville said.

“When our people are treated this way,” he added, “we know they perform better, stay longer, and they will make our Army stronger.”

With ATAP, officers build professional resumes in which they can highlight skills, knowledge, behaviors and preferences above and beyond their officer evaluation reports. By the same token, units can search for and focus on the officers they think are most suited for the positions they’re offering.

ATAP is part of the Army’s move away from a decades-old assignment process that was ill-equipped to uncover officers’ hidden talents. The early success of ATAP notwithstanding, some slated assignments could be impacted and create unforecasted manning shortages in units, the release said. “We acknowledge that emerging requirements and structural changes could change some officer and unit matches in order to meet Army requirements,” Calloway said. “However, U.S. Army Human Resources Command will continually seek to meet these requirements while honoring officer and unit preferences/readiness to the maximum extent possible.”

NCOs Can Now Rank Their Assignment Preferences Under a New Army System

For the first time, the U.S. Army will allow noncommissioned officers to rank where they would like to be assigned.

Similar to its Assignment Interactive Module for officers, in use since 2016, the service announced earlier this month that it will roll out the virtual "Assignment Satisfaction Key -- Enlisted Marketplace" (ASK-EM) for the 2021 manning cycle.

Those eligible include active-duty soldiers in the ranks of E-6 through E-8, according to a release. They can give their top five choices for assignment location.

"Soldier preference is important because we believe a Soldier performs at a higher level when they're in an assignment that interests them," Col. Michael McGregor, director of the Enlisted Personnel Management Directorate, said in the release. "Soldiers have some input into their assignments now, but that will increase significantly as we field ASK-EM."

The goal is to more accurately pair noncommissioned officers with their duty station based on their "knowledge, skills, behaviors and preferences," the release states.

"These initiatives optimize the Army's ability to get the right Soldier with the right talents to the right assignment at the right time. It will also allow commanders to maximize the talent provided them," McGregor said.

The new program is set to go live Nov. 11, according to a separate announcement .

Leaders will get more information about when a soldier is best available for a permanent change-of-station move or temporary duty assignment to match gaps the service needs to fill.

"Heightened awareness about Soldier talent, along with knowing when he or she is available to move, will help us make informed decisions when assigning the most qualified Soldiers to meet Army requirements," McGregor explained.

ASK-EM follows two pilot programs that involved 1,700 NCOs, according to Army Human Resources Command.

According to Col. Bryan Harris, Armor Enlisted Branch chief at the command, 55% of those participating received one of their top five choices.

The automated marketplace will someday serve an average of 35,000 NCOs per year, and will be tied to "five enlisted manning cycles per year, compared to two cycles for officers," the command said.

Officers identified to move in the 23-02 assignment cycle (scheduled to report April 1 to Sept. 30, 2023) should begin preparing for their next assignments now. Officers have been identified to move in the 23-02 assignment cycle based on their Year Month Available to Move and can find their YMAV on their AIM2 profile at the top of Talent Marketplace screen. Officers who have concerns about their YMAV, or any issues/friction points that would make it difficult for them to PCS should reach out to their career managers immediately. It is imperative officers in the 23-02 assignment cycle open lines of communication with their career managers now, as they are prepared to assist officers in understanding their potential for promotion and the types of assignments individual officers will excel in based on past performance, knowledge, skills and behaviors. Career managers also ensure officers fully understand the Army talent alignment process. Officers in the 23-02 assignment cycle should update their officer records briefs, complete their AIM resumes, and begin talking to their brigade/battalion commanders about their future options. The overarching goal of the assignment process is to place the right officer, with the right qualifications, to the right assignment, at the right time. This is a holistic approach and personal preferences along with unit preferences and special assignment considerations are weighed heavily in determining an officer’s next assignment.
