NOTE: Governors Addressed as Your Excellency:   The Honorable is the most frequently used courtesy title for governors of U.S. states. However, Massachusetts, New Hampshire, and South Carolina officially and traditionally address their governor as Your Excellency.   Official documents and proclamations currently issued by these governors identify the governors as His Excellency (full name). However, perhaps such use is perhaps waning?  Spokespersons in the offices of the current gubernatorial administrations in New Hampshire and South Carolina state the Honorable is now equally acceptable. Former governors continue to be addressed in writing as the Honorable’ (Full Name). The rule is ‘once an honorable, always an honorable’ (more or less). [For more on the use of the Honorable follow the link in the list at right.]

But in spite of what you hear in the media, only a current governor is formally addressed in conversation or in a salutation as Governor (Name). In conversation or in a salutation, former governors go back to whatever form of address they used they were before they were the governor.

Here’s the rule: Offices of which many people hold the same office at the same time … senators, judges, doctors, Navy captains … continue to be addressed using the honorific used while they were in office. There was never a time a senator, judge, doctor or captain was the only one holding that job.

But offices which are held by a single person at a time … the president, the vice president, the governor of (state), the mayor of (city) … any office you can put a the   in front of … formally goes back to the form of address to which they were entitled before they assumed office. At any one time there is only one person holding that job.

Forms of address – like elevated precedence, the corner office and the good parking place – are courtesies of the office  and are granted to the current office holder. They are not courtesies that once attained – become the property of former office holders.

You will hear in the media such officials informally referred to as Governor (Name). It’s not the form one would use in writing on a letter.

They are not the governor anymore.

How to Address a Former Governor in Conversation?

I read a story recently which said that the organizers of a former governor’s book tour have asked the public to address her as Governor (Surname) at her book signings. Is that proper? ——————– – Michael Perry

Dear Mr. Perry: It’s not correct. Officially she is addressed as Ms./Ms./Mrs./Dr./etc. (Surname) … or whatever honorific to which he/she was entitled to before being governor.

Here is the tradition behind this: Jobs of which there is only one office holder at a time … Governor of a state Mayor of city, President, Vice President of the US, Speaker of the House of Representatives …. do not continue to be directly addressed in writing or conversation by their former ‘office’ because it is not respectful to the current office holder and confusing to those in the (organization/state/whatever) as to who is currently in charge.

Jobs of which many hold the same office/rank at the same time DO continue to be addressed by their former honorific … Senator, Judge, Captain, Admiral, General, Professor …. after leaving their position.

Having worked with many ‘formers’ I find they know their correct honorific. But the handlers may not know what’s correct -or- encourage the reference to their boss’s former position to curry favors – which I suspect is the case here.

How to Address a Governor-elect?

How do I address a governor-elect? ———————– – G. P.

Dear G.P.: In the USA the rule is – once elected in a general election, one is immediately addressed in writing on the letter’s address block, on an envelope, or in a complete introduction as:

—- —- The Honorable (Full Name)

Reason? One is entitled to be addressed as ‘the Honorable’ once one has been elected in a general election.

But in the salutation or in conversation use … —- —- Dear Mr./Ms./Dr./etc. (Surname):

—- —- … or whatever honorific to which he or she is entitled to – prior to the election.

Use of ‘Governor (Name)’ is reserved until he or she has taken their oath. If a governor-elect had been a private citizen he or she would continue to be addressed in a salutation or conversation as ‘Mr./Ms./Dr./etc. (Name)’ until he or she is sworn into the new office.

You will hear in the media such officials referred to as “Governor-elect (Name)”. But that is a reporter referring to a citizen in a news story as ‘according to Arlington County Football Coach Jim Smith, this year’s team…’ It’s not the form one would use in writing in a letter.

Think of Governor-elect  an adjective which describes his or her status and is used for an identification – not as a form of address.

How to Address an Acting Governor?

How do you introduce a Lieutenant Governor  when he or she is – at that moment – the Acting Governor? Is he or she addressed in conversation or introduced as Acting Governor (Name)? ——————– – FG

Hi FG: Identify the person as the acting governor, but the term is not used in oral address as in Acting Governor (Surname).

An acting governor is not formally addressed orally as Governor (Name) either: He or she is not actually The Governor.

Orally address an acting governor with the honorific to which her or she is entitled – based on the office he or she actually holds.   E.g. a lieutenant governor might be the one serving as the acting governor.   Mr./Ms. (Name)  is the typical honorific used with addressing a lieutenant governor.

While he or she is not directly addressed in conversation as Acting Governor (Surname)  one might refer to him or her as that in the third person, such as: … “ Acting Governor (Name)  will be arriving in 20 minutes.”

When formally introducing an acting governor say: May I present the Honorable (Full Name), Acting Governor of (Official Name of State).

Writing a letter to a government official can be a great way to weigh in on what's going on in your nation, state, or locality. Search online for the official mailing address of the leader that you wish to contact. The proper addressing etiquette varies from official to official, so make sure to look up the standard for the specific person to whom you are sending the letter!

Things You Should Know

  • Address your letter with the official's title, full name, and address. Then, make sure to include your name and a stamp in left and right corners respectively.
  • Ask for something actionable and realistic. For example, ask them to raise the budget for your child's school.
  • Keep your letter formal and appropriate. Show this official respect and use a professional tone of voice.

  • If you’re unsure of what to write, try looking up a form letter and a clear subject line that gets your point across. Some elected officials receive hundreds of letters a day, and oftentimes don’t read them all closely.

Writing an Actionable Letter

Step 1 Ask for something doable.

  • Petitions and form letters are usually well-written and actionable. Make sure, however, that the demanded actions fall within the scope of this official's duties.

Step 2 Get your letter to the top of the stack.

  • The letters that wind up at the top of the stack will be readable, relevant, and easy for the official to understand.
  • Be sure to include your qualifications and explain why the official should listen to you. For example, if you’re a Ph.D., you live in the town that’s been in the news lately, or you recently met the official, they may take note of your opinion.

Step 3 Make sure that your letter is appropriate.

  • Do not threaten a government official. The letter can be traced back to you. Beyond any risk, your threats will not necessarily inspire productive action.

STATE OF EDUCATION IN ENUGU STATE & WAYS TO IMPROVE IT

One of the primary roles of education is to build and sustain individual and society’s development. It renews and improves the economic, social, political and cultural aspects of any state. Education upgrades the living standard of citizens and enables people to become better and more productive citizens. It is a human right that creates a safe, healthy and prosperous society. It changes the visions and perspectives of individuals, enhances critical decisions and improves democracy. Education in Enugu state is suffering from decades of neglects and abandonment.

Your Excellency, it is on record you mounted the mantle of leadership of Enugu State apparently with good intentions to transform the state far beyond the height achieved by your predecessors. To demonstrate seriousness to this course, your administration started by rolling out massive projects for execution which cut across the length and breadth of this state.

I know a lot of appreciable progress have been made in Education in Enugu State but there are still more to be done so that our people can enjoy the important benefits of Education.

Your Excellency, it is my humble intention therefore to discuss the state of education in Enugu state and ways to improve it. Some of the crucial challenges education in Enugu State is facing that need immediate attention include;

  • Infrastructural deficit and decay: So many class room buildings and staff offices of most primary, secondary schools and high institutions in Enugu State have been dilapidated. They are in deplorable condition thereby affecting the learning process. In some of the schools you see students sitting on the ordinary floor to receive lectures. Some classrooms are not roofed, during the raining season students sit under the rain to learn leading to students getting sick always. Most of these buildings were renovated 10 years ago or thereabout. Unfortunately, no new building has been elected to replace the dilapidated structures.

Most primary and secondary schools lack lavatory and convenience. This has led to students defecating and messing up the school environment. In some schools, students resort to defecating in open class rooms and dilapidated building.

  • Unqualified teachers and lecturers: Most schools in Enugu State are filled up with unqualified teachers and lecturers. How these teachers and lecturers managed to secured their teaching job in our secondary, primary schools and high institutions is a question that will be hard for me to crack. It is a very serious situation, when teachers cannot pass their exams that they are supposed to teach the children to pass. The result of this is the production of half-baked students. Students who will indulge in examination malpractices in other to pass their exam. Graduates who cannot defend themselves in outside world.
  • Inadequate instructional materials: Most of the schools in Enugu State lack instructional materials like white board and markers, ICT centres, sciences books, physic and chemistry laboratory. The general school library is nothing to write home about; they are not well equipped and most are not functional.  These instructional materials are powerful tools that enhances the learning skills of the students. We are in era of internet technology; yet you hardly see school in Enugu State that is computerized. If you visit the staff rooms during computation of students’ results, papers flying everywhere will chase you away. When students are equipped with the necessary materials they need; it helps them meet with up international standard of education.
  • High tuition fee and extortion: The high tuition fees and unsolicited fees collected from students has led to millions of students dropping out of school. The private schools are not helping matters. There is gross extortion of students by teachers in our school. It baffles me how headmaster, principal or whoever that is involve could turn money into hand-work and some of the lecturers has made it mandatory that students must buy their handout or text book before they will pass their course. The side effect of this are high illiteracy level, increase crime, and poverty in our state etc.

On Infrastructural deficit and decay; committee should be set up through Post primary School education board to ascertain the level of infrastructural deficit and decay in our primary and secondary school. Again, committee should be set up through the Board of Senate in universities and high institutions to review the level of infrastructural deficit and decay in our university and high institutions. The outcome of the reviews should be communicated to you through the appropriate channel for immediate action.

On Unqualified teachers and lecturers: Strategies for addressing the challenges of teacher training and professional development; technical and vocational education should be adopted. Again, policies pertaining to recruitment of teachers and lecturers in our states schools should be review.

On Inadequate instructional materials: There is need to examine, review, equip and upgrade by appropriate bodies some of the instructional materials in our schools for quality and continuous improvement of our student.

On High tuition fee and Extortion in our school: Government should review and cut down the tuition fees in our schools. Free education at primary and post-primary school level should be adopted to encourage education in our state.

Serious consideration should be made to our quest to improving the lot of our people through the provision of quality and functional education for all, at all levels. Today, it is those who acquire the most qualitative education, equipped with requisite skills and training, and empowered with practical know how that are leading the rest. We cannot afford to continue lagging behind. Education is our launch-pad to a more successful, more productive and more prosperous future. If the education of our state is weak or dysfunctional, society and its development will also be weak and dysfunctional.

Your Excellency, I thank you for all your good works in Enugu State. Also, I appeal that you use your good office to address this issue confronting education in our state today. I will continue to pray for you and for your vision for our dear State. Enugu State is in hand of God.

Governor requesting extension regarding severe thunderstorms disaster declaration

KANSAS CITY, Mo. (KCTV) - Governor Laura Kelly is requesting an extension to file for major severe thunderstorm disaster declaration.

Governor Kelly sent a letter to FEMA requesting an extension to submit a request for a major disaster. The letter asks for an extension out until July 29, 2024, to submit for the public assistance program for severe thunderstorms that have impacted the state from April 25 to April 30. This included large hail, damaging straight line-winds, tornadoes and torrential rainfall that resulted in flooding.

Kelly made the request to allow more time for preliminary damage assessments to seek federal assistance through the Public Assistance program. The program provides funds on a cost-share basis to repair damage public infrastructure, such as roads and bridges.

“Severe storms have greatly impacted Kansans, resulting in state and local resources being stretched thin,” Kelly said. “I am seeking additional time to collect data and validate all legitimate expenses to aid local governments in restoring infrastructure vital to the safety and well-being of their communities.”

What $4 million? Gov. Mike DeWine said he didn’t know that FirstEnergy provided more than $4 million in dark money to nonprofit entities backing the campaigns of he and Lt. Gov. Jon Husted, Jake Zuckerman reports . He also said he didn’t remember meeting with FirstEnergy lobbyists at a 2018 fundraiser, which took place one day before the company provided the Republican Governors Association a $500,000 transfer.

BTW : Since a new law went into place that allows police to initiate traffic stops for distracted driving, the number of tickets written have soared. But the number of distracted driving-related crashes and fatalities is down, Laura Hancock reports .

PAC attacks : A Texas-based group spent $2 million on last month’s Ohio House Republicans primary elections, contributing to the defeats of four incumbents who supported Ohio House Speaker Jason Stephens, while helping to elect an additional anti-Stephens Republican to an open seat, Andrew Tobias writes . Make Liberty Win faults Stephens for getting the speaker’s gavel with Democrats’ help, although the group also faulted him for not doing more to expand taxpayer funded vouchers for private schools. The group’s executive director called the results an “incumbent bloodbath,” and said it plans to remain active in Ohio through November by working to defeat Democrats.

Beyond Biden: House Speaker Jason Stephens and Minority Leader Allison Russo each said Tuesday that if they end up passing legislation to place President Joe Biden on the state’s November ballot, it will be a permanent fix that ensures future presidential nominees don’t run into the same problem. As Jeremy Pelzer reports , while legislative leaders from both parties have given assurances that Biden won’t be left off the ballot despite an administrative problem, it still remains to be seen exactly how that will be accomplished.

For Pete’s sake: Ohio lawmakers are again introducing a resolution urging Major League Baseball to lift Pete Rose’s lifetime ban for gambling and for his induction into the National Baseball Hall of Fame. As Pelzer reports , one of the bill’s co-sponsors argues it’s “hypocritical” for MLB to ban Rose while several teams – including the Cincinnati Reds – now allow sports betting within their own ballparks. Even if the resolution passes, though, it’s non-binding; MLB Commissioner Rob Manfred has said he has no plans to alter Rose’s ban and that MLB’s sports-betting activities don’t affect that decision.

Bibb in DC: Cleveland Mayor Justin Bibb is trying to help President Joe Biden with union members across the country while drumming up support for projects at home , Sabrina Eaton reports . On Tuesday, Bibb was in the nation’s capitol to join a cavalcade of Democratic officials urging the North America’s Building Trades Unions more than 3 million members to reelect Biden. After delivering a speech at the group’s legislative conference, Bibb said he planned to meet with members of the Biden administration on Tuesday to urge construction of a proposed Amtrak line that would link Cleveland, Columbus, Cincinnati and Dayton, and would also have meetings as part of his work with a group of mayors working to fight climate change.

RIP: Jerry Wray, the only person to be named Ohio Department of Transportation director twice, died Tuesday, according to a release from Gov. Mike DeWine’s office. Wray led ODOT for 16 years under Govs. John Kasich and George Voinovich, and the department’s central offices are named in his honor . Among other accomplishments, Wray helped set up ODOT’s Transportation Review Advisory Council, which determines the order for state transportation projects to get funding without political interference. In a tweet , Kasich called Wray “smart, creative, kind,” and “a terrific public servant.”

A shot of Jack: Jack Daniels, a Republican serving on New Franklin City Council, will be appointed Wednesday to fill the vacancy in Ohio House District 32 created when ex-state Rep. Bob Young resigned last fall , House Speaker Jason Stephens told reporters Tuesday. The Summit County Republican Party recommended Daniels’ appointment to the seat months ago, but no action was taken until now as the House GOP caucus has been divided between Stephens’ supporters and opponents. Daniels is already the Republican nominee this November for GOP-leaning HD32, which covers southern and part of eastern Summit County, including Green and parts of Akron.

He’s a no: Bernie Moreno, the Republican Senate candidate who’s challenging U.S. Sen. Sherrod Brown in the November election, said he is a no on a bill that includes aid for Ukraine and Taiwan while potentially banning TikTok, among other components. A campaign spokesperson said Moreno “would have supported the Israel aid in the package, but would have opposed the larger bill,” Andrew Tobias writes.

'Temper justice with mercy' Gov. Shapiro ask Turks and Caicos to send US residents home

Pennsylvania Gov. Josh Shapiro has joined two other governors in an attempt to bring home U.S. citizens charged with carrying ammunition into Turks and Caicos Islands while there on vacations.

The governors have written a letter to the head of the popular Caribbean tourist destination and asked for "justice tempered with mercy" for the three men.

The men detained in the British overseas territory, one from Somerset County who was charged in February and tourists from Oklahoma and Virginia who were charged April, face a mandatory minimum sentence of 12 years in prison for what all three have said "was an honest mistake."

Now, according to published reports, a few days ago another American was detained in Turks and Caicos Islands on the same charge.

The charges are the results of an amended 2022 law that states any ammunition and/or guns are illegal to bring into Turks and Caicos Islands. Those found guilty could be sentenced to a dozen years in prison, the islands' mandatory minimum sentence for the crime. However, the judge has the discretion to reduce the time in prison depending on circumstances and has done so since the amended law was passed.

The Pennsylvanian, Bryan Hagerich, the first American charged in 2024 based on this law, will also be the first American tourist sentenced this year. His sentencing is scheduled for May 29. Ryan Watson , of Oklahoma, and Tyler Wenrich, of Virginia, are still waiting for trials and sentencing dates.

'Boneheaded mistake': American found with ammo in luggage on Turks and Caicos faces 12 years

Shapiro, along with governors Kevin Stitt of Oklahoma and Glenn Youngkin of Virginia, wrote a letter to Turks and Caicos Islands Gov. Dileeni Daniel-Selvaratnam regarding the arrests of their citizens.

In the May 15 letter, the three governors asked Daniel-Selvaratnam to reconsider the charges and expedite their constituents' release so they can return home to their families and friends in the United States.

Hagerich said he had used his suitcase while on a hunting trip and when packing for vacation overlooked ammunition still in his bag.

When the vacation spot's exit terminal did a random check of the suitcases, Hagerich's was chosen and searched and he was arrested on the spot. His wife and children then returned to Somerset County.

State Reps. Carl Walker Metzgar and Guy Reschenthaler have been pushing to bring Hagerich home, according to state Sen. Pat Stefano. Stefano, of Bedford, R-32nd Dist., said he is concerned and keeping track of the situation, but because it is a federal case he is limited in what he can do.

Who is Bryan Hagerich?

Hagerich is a father and husband and longtime resident of Somerset County.

He graduated from Somerset Area High School in 2003.

"He was my brother's friend in high school," said Christine Neilan of Somerset. "I was just praying for him in church. Everybody wants to bring him home.

"He is really a nice guy in a bad position right now," she said.

He is the senior vice president of operations at Affinity Health Services Inc. , owner of Patriot Manor in Somerset Borough among others. Before joining Affinity Health Services, Hagerich served as the executive director within multiple senior living communities.

A graduate of the Leading Age Pennsylvania Fellows in Leadership Program, a distinguished honor within the nonprofit senior living industry, according to Affinity website, Hagerich has been licensed as a nursing home administrator in the state since 2011.

The three governors' letter

"Like thousands of Americans each year, these individuals traveled to your beautiful territory recently for leisure. They have all maintained they did not intend to bring ammunition into Turks and Caicos and any ammunition unknowingly left in their luggage was the result of a lawful conduct in the United States," the letter signed by the governors reads.

The governors pointed out there were no firearms involved.

"We humbly ask that your government – in its wisdom – temper justice with mercy and recognize that these men made mistakes but had no apparent malicious intent."

By a swift reconsideration of the charges and release of the men to allow them to return to their homes and waiting families, the governors wrote, "This action will create the necessary recognition of your laws that would impact the future actions of travelers and continue our mutual interest in justice and goodwill between our jurisdiction."
