Here are some of the common pitfalls and how to avoid them:

Mistake 1: Using military lingo or jargon

One of the most significant mistakes military personnel make when creating a civilian resume is using military jargon and acronyms. Unless the civilian employer has a military background, they may not understand the military language, and it can be off-putting. It’s essential to translate military jargon into terms that the civilian employer can understand.

Mistake 2: Focusing on duties rather than accomplishments

Military personnel often list duties and tasks they performed rather than highlighting their significant accomplishments. It’s essential to show how your skills and experiences transfer to the civilian workforce. Quantify your achievements, and showcase how you contributed to the success of your unit or team.

Mistake 3: Too much information

Military personnel have a whole set of skills, training, and experiences that they have accumulated over the years. It’s tempting to include every piece of information in the resume. But the truth is, not every experience is relevant to the civilian job market. Focus on the skills and experiences that relate to the job you’re applying for.

Mistake 4: Lengthy resumes

A standard militarized resume can range from three to ten pages. However, civilian employers prefer shorter and more concise resumes. A two-page resume should be sufficient to showcase your skills and experience.

Mistake 5: Not tailoring the resume to the job

Job descriptions vary from company to company, and not tailoring your resume to the job can reduce your chances of getting an interview. Read the job description, identify the skills and experiences the employer is looking for, and match them with your qualifications.

To avoid these common mistakes, military personnel can seek assistance from career counselors, veterans support groups, and civilian mentors. These professionals can guide them on translating their military experiences into civilian language, highlighting their accomplishments, and tailoring their resumes to the job description. Creating a civilian resume is a crucial step in military-to-civilian transition, and avoiding these mistakes can increase your chances of landing a job.

Cover Letter Writing for Military to Civilian Resume

When transitioning from military life to civilian employment, having a well-written cover letter is essential to getting noticed by potential employers.

Importance of a Cover Letter

A cover letter serves as your introduction to the hiring manager and is your opportunity to showcase your qualifications and explain why you are the best fit for the job. A well-written cover letter can significantly increase your chances of getting an interview and landing the job.

Tips for Writing an Effective Cover Letter

Research the company – before you start writing your cover letter, take the time to research the company and the job you are applying for. This will help you tailor your cover letter to the specific needs of the employer.

How to Write a Military To Civilian Transition Resume

Translating your military experience for a civilian hiring manager.

As a transitioning military professional, you've most likely never before been required to create a professional resume. A resume is a snapshot of your accomplishments, education and work experience. It should reflect your strengths in a concise and coherent manner. Through your resume you typically have about 30 seconds to convince a potential employer that you deserve an interview. In today's competitive job market, a well-written resume is an important tool to get your foot in the door and on your way to landing the perfect position.

It may seem a daunting task to effectively translate your military experience on your resume into a format from which a civilian hiring manager can easily extract your civilian qualifications and experience. Hiring managers receive so many resumes that it is imperative that your resume be targeted and concise, with clearly spelled out qualifications and experiences.

Civilian hiring managers can hardly be expected to effectively translate military skills they see on resumes when statistics show that 76% of service members do not know how to translate their own military skills. In fact, having too much military jargon and code on your resume can be the quickest way to ensure your resume is passed over. By translating your skills and experiences for them, you have eliminated the biggest obstacle to transitioning into the civilian workforce.

Step 1: Quantify Your Impact

The first step in translating your resume into civilian terms is to list all positions with specific and quantifiable detail. Quantify how many people worked for you and the dollar amount of the equipment, budgets and programs for which you were responsible for. "Battery Commander" on a resume may not convey much to a civilian hiring manager, but quantifying with "As Battery Commander, I was overall in charge of 100 soldiers and responsible for five million dollars worth of equipment" will demonstrate the depth of your responsibility. Numbers are critical.

Step 2: Translate Your Achievements

Quantifying your experience, however, is not enough. You must also translate your achievements. Treat your achievements and assignments as programs, and include details relevant to the position for which you are applying. Illustrate how you were able to map out a plan and achieve it. Use practical examples to show transferable skills, such as leadership, decision-making, and technical skills and certifications. By doing this, you can prove that your skill set is a match for that required.

Step 3: Incorporate Civilian Counterpart Job titles

When possible, try to use the civilian counterpart job title on your resume with your military position and rank in parenthesis. Hiring managers may not always know what a Staff Sergeant is or how many people they oversee. This position may best be described as a Manager or Leader. Keep in mind, though, that rank is often not an important factor on your resume. Many hiring managers know that service members' experience often exceeds their pay grade and that responsibility doesn't always come with rank.

How to Create a Civilian Resume

Resume types, chronological resume.

You should typically use a chronological resume if you have less than 15 years total professional experience and your professional timeline is relatively easy to follow.

This format lists your professional experience in reverse chronological order, so a potential interviewer, military or non-military, can easily follow your professional timeline and very quickly get a good overall understanding of what you are qualified to do.

How to prepare a resume

Keep the following in mind when creating a chronological resume:

  • You must effectively differentiate between your duties and responsibilities, and your achievements.
  • Remember that there are thousands of people who have held a job similar to yours in terms of responsibility, but your achievements are what will set you apart.
  • Be specific and quantify wherever possible.
  • Your duties and responsibilities should be listed directly under your job title and concisely describe your overall responsibilities in two to three lines.
  • Below your responsibilities paragraph, you should list 2-4 achievements for each job held.
  • GPA should only be listed if it is above 3.0.

Keep the following in mind when creating a skills based/combination resume:

  • Ensure your summary paragraph accurately outlines your professional experience.
  • Carefully select the skills listed and the achievements that support each. The first skill set listed should be your strongest and the one you most want to emphasize.
  • Your achievements supporting each skill set should be specific, concise and quantifiable where possible.
  • The Employment Chronology section should not contain gaps in your timeline.

Military to Civilian Resume Samples

These resume samples are intended to give you an idea of what your resume may look like using the Chronological and Skills Based/Combination formats. Consult with your Candidate Recruiter for specific resume preparation assistance and advice.

Sample Military to Civilian Resumes for Junior Military Officers (JMOs), Noncommissioned Officers (NCOs) and Enlisted Technicians

Please remember to use Microsoft Word format, and do not use tables, headers, or footers.

How to prepare a resume

Chronological Format Sample Resume

The Chronological Resume format is the most widely used. Hiring Managers are used to seeing it, and this format makes it easy for them to scan your resume and see at a glance if you're a good fit for the position. A Chronological Resume is the best way to explain your background and skills.

Combination Format Sample Resume

Combination resumes list skills and qualifications first, followed by work history. They combine the most notable features of both your skills and your work history, with more of an emphasis on your skills and achievements first. If you have a limited work history, a Combination/Skills Based Resume format is good to use.

Skills Based/Combination Format Sample Resume

The Skills Based/Combination Resume format places equal emphasis both on your skills and work experience. It allows you to present a quick overview of your actual employment history and the areas that are transferable. If you have a limited work history, or the history you do have isn't directly related to the job you're applying for, a Skills Based/Combination Resume format is good to use.

Functional/Skills Resume

Functional resumes focus on skills and experience rather than on employment history. The purpose of a functional resume is to draw attention to your transferable abilities and skills. If you have a work history that is not directly related to the job you're applying for, a Functional Resume format is good to use.

Junior Military Officer Sample Resume

If you are a Junior Military Officer with limited to no civilian work experience, this resume helps to highlight your military experience and focus on your skill set. The best rule of thumb for this type of resume is to avoid military jargon and to include results and achievements during your time in the service.

Machinist Mate Sample Resume

For specialized positions like the Navy Machinist's Mate, the resume will look very similar to the Military Technician resume. You will want to draw attention to your areas of expertise within your military role. This will help to focus on the skills that you have obtained while in service. Be sure to also list out any certifications or additional education related to your field.

Technician Sample Resume

If you are a Military Technician with limited to no civilian work experience, this resume helps to highlight your areas of expertise within your military experience while focusing on your skill set. For this resume, focus on your proficiencies and expound upon any troubleshooting experience and certifications that you have received.

Here are some additional points to keep in mind as you begin to develop your civilian resume:

Do not use military jargon..

Position titles like Company Commander, Chief Machinist Mate, or Division Officer are acceptable, but be prepared to explain those terms. You must be able to quantify the number of people who worked for you, your level of technical expertise, and the dollar value of the equipment, program or budget you were responsible for.

How to prepare a resume

There should not be any date gaps on your resume.

You need to adequately cover all time periods specified on your resume.

Spelling and grammar on your resume must be correct and consistent.

Double and triple-check to make sure you have no grammatical or punctuation errors.

Format and styling is important.

Use a standard US Word document. Times New Roman is the preferred font format. Black is the only acceptable font color. Pictures or icons are not acceptable on a professional resume. Margins should be no smaller than 1 inch.Resume paper should be a neutral color, preferably off-white.

Your resume length should be a maximum of two pages.

The length of your resume is entirely dependent on your professional experience, and one page is ideal.

Duties and responsibilities are fine, but keep it short.

Accomplishments are much more important. Companies don't want the person responsible for things, they want the individual who gets things done.

Personal information (age, health, marital status) is not required and should not be included on your resume.

By leaving off your personal information (including age, marital status, gender), you are protecting yourself from discrimination.

There is no need to put "References Available Upon Request."

You will, of course, supply outstanding references when requested. Use the limited space available to showcase your status as a top performer.

Military spouses anywhere can access one-on-one career coaching, employment webinars and virtual job interviews during the spouse-only Military Spouse Employment Partnership hiring events taking place through the remainder of May.

Webinars and virtual drop-in sessions began Tuesday and will end Thursday. All of the events are free, and the webinars are recorded and available to watch afterward. During the drop-in sessions, career coaches assist with resumes and perform mock job interviews to help participants get ready for a job fair May 29-30.

The Defense Department’s program aiming at helping to alleviate some of the challenges, MySECO -- short for Military Spouse Education and Career Opportunities -- is hosting the events via Zoom. Spouses will need their DS Logon ID to register through the events’ MilitaryOneSource portal .

The department recognizes that many military families need spouses to “provide that really important second income,” said Patricia M. “Patty” Barron, deputy assistant secretary of defense for military community and family policy, on a call with reporters Monday to promote the webinars and job fair.

But often, a permanent change-of-station (PCS) move means “you have to start almost all over again,” Barron said.

Because the employers taking part in the job fair are already part of the DoD’s Military Spouse Employment Partnership, that means “they’ve all said, ‘We’re hiring military spouses,’” Barron said. More than 700 employers in the partnership have hired more than 275,000 spouses.

Employers in the partnership include national retailers, federal agencies, educational institutions and small businesses.

Topics of the webinars taking place this week include “Preparing for a Virtual Hiring Fair,” “Know Your Worth: How to Negotiate Your Perfect Fit” and “Federal Resume Focus.” Videos from past events are also available to watch, Barron said. Webinars presented earlier this month included “Breaking the Insanity Loop of Unemployment and Discouragement,” “In My Employment Era: Strategies for Entry, Mid, Senior and Back-to-Work Job Seekers,” “Finding and Mastering Remote Employment” and “Ace Your Interview.”

Barron said the MySECO program’s career coaches are available to stick with spouses while they look for work and can “take you from wherever you are to wherever you want to get.”

Recognitions of Palestinian statehood are a rebuke to Israel, if a largely symbolic one.

Today, Ireland, Norway and Spain are announcing that we recognize the state of Palestine. Ireland asked the world to recognize our right to be an independent state. Our message to the free nations of the world was a plea for international recognition of our independence, emphasizing our distinct national identity, our historical struggle, and our right to self-determination and justice. Today, we use the same language to support the recognition of Palestine as a state.

Spain, Norway and Ireland said on Wednesday that they would recognize an independent Palestinian state, a rebuke to Israel that, though largely symbolic, reflected dwindling international patience with its military offensive in Gaza and its decades of occupation of Palestinian territories.

Scores of countries have recognized Palestinian statehood, but the closely coordinated announcements by the three nations carried added weight amid the growing toll of the war in Gaza, and because most Western European countries, and the United States, have resisted taking such a step out of solidarity with Israel.

The moves will likely have little immediate effect on conditions for Palestinians in the Israeli-occupied West Bank or in Gaza, where health authorities say that more than 35,000 people have been killed in over seven months of Israeli bombardment and ground combat. Prime Minister Benjamin Netanyahu of Israel called the moves “a prize for terrorism” and said that it would “not stop us from reaching a victory over Hamas.”

The White House flatly rejected unilateral recognition of Palestinian statehood, with National Security Council spokeswoman Adrienne Watson saying that President Biden “believes a Palestinian state should be realized through direct negotiations between the parties.”

But the announcements made clear the view in a growing number of capitals that Palestinian sovereignty cannot wait for a permanent peace deal with Israel, whose right-wing government largely opposes a Palestinian state.

“Palestinians have a fundamental, independent right to an independent state,” Jonas Gahr Store, the prime minister of Norway, said at a news conference in Oslo announcing the decision, which will go into effect on Tuesday.

Spain’s decision will take effect the same day, Prime Minister Pedro Sánchez said, adding that Spain had been forced to act because Mr. Netanyahu did not have a plan for long-term peace with the Palestinians.

“The two-state solution is in danger,” Mr. Sanchez said in remarks to Parliament, referring to a proposed framework for establishing an independent Palestinian state alongside Israel. “It’s time to move from words to action — to tell millions of innocent Palestinians who are suffering that we are with them, that there is hope,” he added.

Prime Minister Simon Harris of Ireland said at a news conference that he was confident that other countries would soon join them in recognizing Palestinian statehood.

Maya Sion-Tzidkiyahu, an expert on Israeli-European relations, said the announcements highlighted the erosion of the global support Israel saw immediately after the Hamas-led Oct. 7 attacks that touched off the war in Gaza.

“It proves again to us, as Israelis, the extent to which we are ever more isolated,” said Ms. Sion-Tzidkiyahu, an analyst at Mitvim, an Israeli foreign policy research group.

More than 140 countries and the Holy See have recognized a Palestinian state, but most Western European countries and the United States have not. The longstanding U.S. position is that recognition should be achieved through negotiations between Israelis and Palestinians, and that while it supports a two-state solution, unilateral measures by third parties will not advance that goal.

Israel strongly opposes international recognition of a Palestinian state — Mr. Netanyahu has called the establishment of such a state an “ existential danger ” — and maintains that Israel needs to negotiate directly with Palestinian leaders on a permanent solution.

But serious negotiations on a two-state solution haven’t been held for over a decade. And some observers argue that by not recognizing a Palestinian state, the West has enabled a far-right Israeli agenda opposed to its existence. It “gives leverage to Israel to keep encroaching on the land and resources and the people of the other state,” Husam Zomlot, the Palestinian envoy to Britain, said in a recent interview.

Palestinian leaders based in the West Bank welcomed the announcements. “We believe it will help preserve the two-state solution and give Palestinians hope that they will have their own state side by side with Israel in peace and security,” Ziad Abu Amr, a senior Palestinian official, said in an interview.

Wednesday’s announcements were the latest blow to Israel on the international stage, and came days after the International Criminal Court’s chief prosecutor requested arrest warrants for Mr. Netanyahu and Israel’s defense minister, along with leaders of Hamas, on war crimes charges stemming from the Oct. 7 attacks and the Israeli offensive in Gaza.

Spain, Ireland and Norway have all strongly criticized Israel’s conduct of the war and have historically been strong supporters of the Palestinians. Ireland’s support for Palestinians has deep roots ; in Spain, Mr. Sanchez has been a leading voice in Europe for the protection of Palestinian rights.

Norway has historically cast itself as a mediator between Israel and the Palestinians. In 1993, it hosted the clandestine meetings that led to the Oslo Accords, the framework that came close to resolving the conflict, but ultimately failed .

Prime Minister Store said Norway had acted with Spain and Ireland in an effort to salvage the possibility of a two-state solution in the face of an Israeli government that has openly rejected it.

Offering Palestinians who favor democracy and a sovereign Palestine alongside Israel, Mr. Store said in an interview, is an attempt to break what he described as “a downward spiral, with militant groups like Hamas setting the agenda on the Palestinian side” and the Israeli government “establishing hundreds of thousands of settlers” on occupied land.

He also said that the move sent “a clear message against Hamas,” he said, which is acting with terror and refusing to recognize Israel and a two-state solution.

“I wish to give credence and support to those parts of the Palestinian fabric who work for civilized principles of statehood,” Mr. Store said.

The announcements by Spain, Norway and Ireland and Wednesday do not, on their own, pose a major diplomatic problem for Israel, said Ms. Sion-Tzidkiyahu, the analyst. But the picture could change if more powerful states like Germany or France felt pressure to make similar declarations, she added.

“For now, we can live with it, because it does not have any real meaning,” she said. “It has no effect on the ground.”

New footage is released of Hamas militants taking female soldiers hostage.

The families of several Israeli female soldiers taken hostage during the Hamas-led attack on Oct. 7 have released video of their abduction in an attempt to pressure the Israeli government to revive stalled cease-fire talks that could pave the way for the captives’ release.

Family members first saw the footage a few weeks ago via the Israeli military, which formally handed them a copy on Tuesday night, according to the Hostages and Missing Families Forum, which represents families of hostages held captive in Gaza.

“I’m asking you, please show this clip every day, open your broadcasts with it,” Eli Albag, whose daughter Liri Albag can be seen in the video , said in a television interview with Israel’s Channel 12. “Until somebody wakes up, the nation wakes up, and realizes that they’ve been abandoned there for 229 days.”

On Thursday, the day after the video was made public, Prime Minister Benjamin Netanyahu’s office said in a statement that Israel’s war cabinet had ordered its negotiators to “continue talks to bring home the hostages” held in Gaza. But hopes for immediate progress appeared remote in the shadow of Israel’s ongoing military operation in Rafah, in southern Gaza, from which over 800,000 Palestinians have fled, according to the United Nations.

Some Israeli politicians immediately seized on the video on Wednesday to try to rebuff the decision by Ireland, Norway, and Spain to unilaterally recognize a Palestinian state . Israel Katz, the foreign minister, said he would screen the footage during a “severe reprimand” of the countries’ ambassadors.

In the three-minute edited collection of videos, which were verified by The New York Times, Palestinian fighters, some wearing Hamas headbands, can be seen binding the hands of five Israeli women who served as lookouts at Nahal Oz, a military base near the Gaza border. At least two of the hostages’ faces are bloodied, and they appear to be wearing pajamas. The militants repeatedly threaten the women.

One of the militants calls the women “dogs,” vowing to crush them. One of the women can be heard telling the militants that she had “a friend in Palestine,” even as another begs to know if any of them speak English.

In a statement, Hamas said that the scenes presented in the edited video “could not be confirmed.” The group also claimed that a translation provided by the Israeli authorities was incorrect and included phrases “that were not said by any of the fighters who appeared in the video.”

Talks to secure the release of the more than 125 hostages still being held in Gaza have been at a standstill since Israel began its assault on the southern city of Rafah in early May. Israeli forces operating in northern Gaza retrieved the bodies of four Israelis abducted on Oct. 7, heightening fears for the remaining captives.

The Hostages and Missing Families Forum identified the Israeli hostage soldiers in the video as Naama Levy, Agam Berger, Liri Albag, Karina Ariev and Daniela Gilboa, all aged 19 or 20. The footage was recorded by body cameras worn by the Hamas militants who abducted them, the organization said.

Families of hostages met with senior Israeli leaders on Wednesday, including Yoav Gallant, the defense minister, and Benny Gantz, a member of the country’s war cabinet, in an attempt to lobby for an immediate agreement with Hamas.

“The video is a damning testament to the nation’s failure to bring home the hostages, who have been forsaken for 229 days,” the Hostages and Missing Families Forum said in a statement.

In a statement on social media, Mr. Gantz said he was appalled by the footage of the five hostages’ abduction, and vowed to make “difficult decisions” if necessary in order to bring home the remaining captives in Gaza.

Yair Lapid, the leader of Israel’s parliamentary opposition, said the video was “a reminder to the world of the evil we are fighting in Gaza.”

The war is creating a widening divide between Europe and Israel.

In Europe, long a vital source of support for Israel, the political center of gravity is moving away from Prime Minister Benjamin Netanyahu’s government.

Spain, Ireland and Norway on Wednesday recognized Palestinian statehood, despite vehement Israeli and American opposition. And most European governments offered unequivocal support to the International Criminal Court this week, after it requested arrest warrants for Israel’s prime minister and defense minister, along with leaders of Hamas.

Israel still has staunch allies within the European Union, especially Hungary and the Czech Republic, and key players like Germany, despite growing discomfort with Israel’s conduct, have not shown any inclination to alter their stance. The growing fissures within Europe mean that the consensus-driven European Union will not change its positions any time soon.

But European countries face rising international and domestic pressure to take a firmer stand against Israel’s handling of the Palestinian territories, and particularly the devastating war in Gaza.

Sweden prominently became one of a handful of European Union members to recognize Palestinian statehood a decade ago. Europe has long supported the eventual creation of a Palestinian state — the “two-state solution” that Israel’s government steadfastly opposes — and voiced frustration with Israel’s handling of the Gaza Strip and the occupied West Bank, but most nations have been unwilling to go further.

Instead, the European Union, before the war, was moving closer to Israel, including through financially and politically important partnerships in trade and science.

The war, and the way it has evolved, are changing that. The sympathetic views that sustained European support for Israel after the Oct. 7 attacks is waning as the war continues, the humanitarian situation in Gaza worsens, and Israel looks to many people less like a victim and more like an aggressor.

Ireland and Spain, E.U. members, and Norway, a nation closely aligned with the bloc, took the next step on Wednesday, recognizing Palestinian statehood — a sharp rebuke to Israel, even if it has little practical effect and came as little surprise. The three European countries have been vocal in their criticism of Israel and support of the Palestinian cause, even as they have condemned Hamas and the brutal assault it led against Israel on Oct. 7.

If more of their neighbors follow their lead, the European Union could become a major counterweight to the American position that Palestinian statehood should result only from a negotiated settlement with Israel. That would deepen the rift between Europe and Israel.

There have been warnings and concerns, from Europe and other parts of the world, about Israel’s deadly and destructive campaign against Hamas in Gaza. Particular attention now turns to Belgium, another deeply pro-Palestinian E.U. country that has stepped up its criticism of how Israel is handling the war.

“We certainly have seen a growing chorus of voices, including voices that had previously been in support of Israel, drift in another direction,” Jake Sullivan, President Biden’s national security adviser, said at a news conference. “That is of concern to us because we do not believe that contributes to Israel’s long-term security or vitality.”

The European Union as a bloc has maintained its trade and other agreements with Israel, despite growing calls to sever or drastically limit them.

A majority of the 27 E.U. countries have held largely similar positions on the Israel-Hamas war since Oct. 7 and have undergone similar shifts.

They began with revulsion at the Hamas-led attack that killed an estimated 1,200 people and captured more than 240 hostages, support for Israel’s right to defend itself and continued hope for a two-state solution. They called for restraint by Israel as it bombarded, blockaded and invaded Gaza. Then came outright, increasingly sharp criticism of an Israeli campaign that has killed about 35,000 people — combatants and civilians — so far, forced most Gazans to flee their homes, caused shortages of food and medicines and leveled many of the territory’s buildings.

In standing by Israel, countries like Hungary and the Czech Republic may play a decisive role in determining what the European Union can and — especially — what it cannot do when it comes to the Middle East. Austria, too, has remained close to Israel while others have criticized it.

Foreign policy is a national prerogative jealously guarded by E.U. members that cede many other powers to the bloc. The group’s positions in international affairs can be reached only by unanimous consensus, making it unlikely that it will take a clear position on Israel and Palestine any time soon.

When the International Criminal Court’s prosecutor on Monday requested arrest warrants for Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant of Israel, most European countries, and the E.U. itself, stopped short of taking an overt position on the move, but said that they respected the court’s independence.

But the Czech prime minister, Petr Fiala, said on social media that seeking the arrest of “the representatives of a democratically elected government together with the leaders of an Islamist terrorist organization is appalling and completely unacceptable.”

Prime Minister Viktor Orban of Hungary called it “absurd and shameful.”

But Belgium’s foreign minister, Hadja Lahbib, said , “Crimes committed in Gaza must be prosecuted at the highest level, regardless of the perpetrators.”

The Foreign Ministry of France, the bloc’s second-largest nation, said , “France supports the International Criminal Court, its independence and the fight against impunity in all situations.”

Recognizing a Palestinian state is “not taboo” for France but the right moment has not yet come, the French foreign minister said on Wednesday after several European countries officially took the step. “This decision must be useful,” Stéphane Séjourné, the foreign minister, said in a statement.

Though France has refrained so far from acting on its own, last month it voted in favor of a U.N. Security Council resolution to recognize Palestine as a full member state of the United Nations. Britain, no longer in the European Union but still influential, abstained from that vote.

The United States, France and Britain are all permanent Security Council members, with the power to veto any action there. Only the United States used that power, demonstrating the widening divide with Europe.

The evolution of Germany’s stance will play an important role in determining the direction of E.U. relations with Israel. Germany is the bloc’s biggest member and has long expressed a unique commitment to Israel as a result of its Nazi history and the Holocaust.

Berlin started on the pro-Israel end of the E.U. spectrum in the immediate aftermath of Oct. 7, but now it more openly criticizes the way Israel is conducting the war, and it has called for an immediate cease-fire, in opposition to Israel and the United States.

At a news conference in Berlin, Kathrin Deschauer, a spokeswoman for the German Foreign Ministry, did not signal any change in her country’s stand when asked about the Spanish, Irish and Norwegian recognition of Palestine.

“An independent state of Palestine remains a firm goal of German foreign policy,” she said. It is an urgent matter, she added, but must come at the end of a “process of dialogue.”

What does it mean to recognize a Palestinian state?

The decision by three European countries — Ireland, Norway and Spain — to recognize a Palestinian state fits into a long-term goal of Palestinian leaders to secure diplomatic acceptance, but it appears that the immediate practical impact will be limited.

Broadly speaking, recognizing a state means declaring that it meets the conditions of statehood under international law. It typically opens a path to setting up diplomatic relations and an embassy there. But the European countries appeared to be mostly concerned with expressing support for Palestinians and sending a message to Israel at a time of deepening international concern about its conduct of the war.

The foreign minister of Norway, Espen Barth Eide, told a news conference that the country’s representative office to the Palestinian Authority, which was opened in the West Bank in 1999, would become an embassy. He gave no date for this change but said it would enable Norway to enter into bilateral agreements.

Recognition would also have some “domestic legal effects in Norway in areas where issues related to the state of Palestine arise,” he said.

Statements by the leaders of Ireland and Spain focused on the need for peace in Gaza and the importance of a two-state solution, but did not mention embassies or other immediate changes.

“Recognition of Palestine is not the end of a process, it is the beginning,” said Simon Harris , the taoiseach, or prime minister, of Ireland. He said that Ireland was recognizing the right of a Palestinian state to exist in peace and security within internationally agreed borders, and said that to do so sent a message “that there is a viable alternative to the nihilism of Hamas.”

Mr. Harris said he would travel to Brussels on Sunday to meet more than 40 partners from the Middle East, Europe and elsewhere “to discuss how recognition can make a concrete, practical impact to ending this horrible conflict and implementing a two-state solution.”

To date, around 140 countries, mainly outside Western Europe, have recognized a Palestinian state, according to the Palestinian Authority’s website. These do not include the United States, Israel’s most significant ally, or Britain, France or Germany.

The announcements on Wednesday fit into a broader Palestinian drive for diplomatic recognition , though the advances so far have had little immediate impact on the lives of people in the West Bank and Gaza.

The United Nations voted in 1947 to create an independent Arab state alongside a Jewish one, but the plan was rejected by neighboring Arab governments and Palestinian Arabs, and the state of Israel was founded amid a war the following year. In the decades since, plans for a two-state solution have repeatedly been stymied.

This month, the U.N. General Assembly overwhelmingly adopted a resolution declaring that Palestinians qualify for full membership status at the United Nations. The Assembly can only grant full membership with the approval of the Security Council, and the United States would almost inevitably wield its veto power to kill such a measure , as it did last month.

Even though a majority in the General Assembly supports Palestinian statehood, the resolution was the first time the body had voted on the issue of full membership, reflecting solidarity with Palestinians that appears to have deepened in some nations as a result of the war in Gaza.

Palestine became a member of UNESCO, the United Nations cultural organization, in 2011, but a bid for full U.N. membership failed. The next year, Palestine was granted the lesser status of observer at the United Nations, a level shared by the Holy See.

Observers can participate in U.N. General Assembly sessions but are not allowed to vote. They also can join the International Court of Justice, which is currently hearing a case on the legality of Israel’s occupation of Palestinian territories.

The prosecutor of the International Criminal Court, Karim Khan, on Monday requested arrest warrants for Prime Minister Benjamin Netanyahu of Israel and Hamas leaders on charges of war crimes and crimes against humanity. Israel does not recognize the court, but Palestine has been a member of the court since 2015.

Palestine is also party to a number of treaties, and became a member of the Organization for the Prohibition of Chemical Weapons in 2018 .

Israel’s finance minister says he will withhold tax revenues from the Palestinian Authority.

Israel will not transfer much-needed funds to the Palestinian Authority in the wake of the decision by three European countries to recognize a Palestinian state, the country’s finance minister said on Wednesday, as its foreign minister denounced the European moves as giving “a gold medal to Hamas terrorists.”

The decision by the finance minister, Bezalel Smotrich, a far-right leader who opposes Palestinian sovereignty, threatened to push the Palestinian government into a deeper fiscal crisis. He said in a statement that he had informed Prime Minister Benjamin Netanyahu that he would no longer send tax revenues to the authority, which administers parts of the Israeli-occupied West Bank in close cooperation with Israel.

Mr. Smotrich’s office signaled that the decision was at least partly a response to Spain, Norway and Ireland recognizing Palestinian statehood, and that the Palestinian leadership bore responsibility for campaigning for the move.

“They are acting against Israel legally, diplomatically and for unilateral recognition,” said Eytan Fuld, a spokesman for Mr. Smotrich, referring to the authority. “When they act against the state of Israel, there must be a response.”

The Israeli move drew a rebuke from the White House, but no threat of action in response.

“I think it’s wrong on a strategic basis, because withholding funds destabilizes the West Bank. It undermines the search for security and prosperity for the Palestinian people, which is in Israel’s interests,” Jake Sullivan, President Biden’s national security adviser, said at a news conference. “And I think it’s wrong to withhold funds that provide basic goods and services to innocent people.”

Mohammad Mustafa, the recently inaugurated Palestinian Authority prime minister , warned that the dire fiscal situation was contributing to a “very serious moment” in the West Bank, which has faced increasing unrest since the Hamas-led Oct. 7 attacks on Israel.

He said that he was set to meet top diplomats from countries that have traditionally provided funding for the authority next week in Brussels. “We go through an extremely difficult time trying to deliver services to our people on the ground, and they’re already under military action,” Mr. Mustafa said in a video distributed by his office. “And on top of that, we cannot pay them to do the basic things. This is war.”

Israel also recalled its ambassadors from Spain, Ireland and Norway for consultations on Wednesday morning. Israel Katz, the Israeli foreign minister, said he had summoned the countries’ envoys to Israel for a “severe scolding” following “their governments’ decision to award a gold medal to Hamas terrorists.”

Mr. Netanyahu’s office did not respond to a request for comment on Mr. Smotrich’s statement.

Under decades-old agreements, Israel collects customs and import taxes on behalf of the Palestinian Authority. Those revenues constitute most of the Palestinian budget, particularly as international aid has declined. But Mr. Smotrich — who has labeled the Palestinian Authority “an enemy” — had already delayed transferring the latest tranche of funds before the announcements on Wednesday, said Mr. Fuld and a Palestinian official. The Palestinian official spoke on condition of anonymity because they were not authorized to discuss the matter publicly.

The Ramallah-based Palestinian Authority is already in a severe financial crisis following tightened Israeli restrictions on its funding and a depressed West Bank economy stemming from the war. This month, it managed to pay only 50 percent of the salaries of tens of thousands of civil servants.

Diplomats and analysts have warned that the Palestinian government’s deepening financial problems could lead to even more unrest in the West Bank. More than 500 Palestinians have been killed in the territory, many in clashes with Israeli forces, since the Hamas-led attack on Oct. 7 prompted Israel to go to war in Gaza, according to the Palestinian Authority Health Ministry.

Palestinians have faced tightening Israeli restrictions since Oct. 7. Over 100,000 Palestinians who worked in Israel were barred from entering, creating mass unemployment overnight. Near-nightly raids, Israeli road closures, and stricter checkpoints have further choked the Palestinian economy.

The Palestinian Authority traditionally disburses some of the tax funds collected by Israel to Gaza. After the war broke out in October, Mr. Smotrich said he would withhold that part from the amount it transfers to the authority. Palestinian officials refused to accept the reduced payments at all in protest.

After a monthslong standoff over the issue, Israeli and Palestinian leaders agreed to a deal stipulating that Norway would hold some of the revenues in trust until Israel agreed they could be sent to the Palestinians. The Palestinians agreed to receive the reduced payments in the meantime.

On Wednesday, Mr. Smotrich called for the government to immediately annul that agreement as well.

Top Israeli officials, including Mr. Netanyahu, have repeatedly excoriated international recognition of a Palestinian state as a “prize for terrorism” after the Oct. 7 attack.

Most of the current hard-line Israeli government rejects the establishment of an independent Palestinian state, practically ruling out peace talks to end Israel’s decades-long occupation.

President Biden and Secretary of State Antony J. Blinken have said that after the war , Gaza should be unified with the West Bank under a “revitalized” Palestinian Authority . Israel has remained vehemently opposed to that idea. The authority in its current form is also unpopular among Palestinians, who view it as complicit in Israel’s occupation.

Yair Lapid, the leader of Israel’s parliamentary opposition, said he agreed with Mr. Netanyahu that the three countries’ decisions were “disgraceful.” But he also called it “an unprecedented diplomatic failure” for Israel in a statement on social media, an implicit reproach of Mr. Netanyahu.

Health officials report that the death toll has risen to eight in Israel’s raid of Jenin in the West Bank.

Israeli forces extended a military raid into a Palestinian city in the occupied West Bank into a second day, and Palestinian officials said at least eight civilians, including two high school students, a doctor and a teacher, had been killed so far.

Dozens have also been injured since the Israeli military entered the Palestinian town of Jenin on Tuesday morning, in the latest of a series of raids that Israeli officials have described as counterterrorism operations. Israel’s forces have trapped residents in their homes, torn up roads with heavy machinery and tanks, and destroyed vehicles in the streets, according to residents, local officials and the health ministry.

“No one can leave their homes; the military’s snipers are spread out over the roofs of the homes they took over, preventing anyone from moving in the streets,” said Nidal Naghnaghieh, a resident of Jenin.

Israel has increased its West Bank incursions in the wake of the Oct. 7 Hamas-led attack on Israel, carrying out near-nightly military raids into Palestinian cities and neighborhoods. More than 500 Palestinians have been killed, according to health officials.

Many of the raids have been in Jenin camp, a more than 70-year-old refugee community within the larger city of Jenin that is populated mainly by Palestinian refugees and their descendants who were expelled or fled from their homes in present-day Israel during the war that surrounded the creation of the state of Israel.

Jenin has long been known as a bastion of armed resistance to the Israeli occupation and was the target of frequent military raids even before the war in Gaza.

The Israeli military did not respond to questions about the raid.

“The situation in the camp for the second day of their raid is really difficult, they have blown up several homes,” said Mr. Naghnaghieh, who was outside when the raid began and has not been able to return home for two days. His family is stuck inside their home, he said.

Many men and boys in the camp have been detained by the Israeli forces, he said.

The Palestinian Red Crescent Society said Israeli forces shot at one of their ambulances on Tuesday while it was trying to rescue the wounded, but it gave little detail.

“There are martyrs and people don’t know the fate of those who have been wounded,” said Mohammad Al-Sayid, a member of the Jenin city council.

Norway’s recognition carries significance because of its role in 1993 talks.

Scores of countries have recognized a Palestinian state, but Norway’s announcement on Wednesday that it would do so carried added significance because it hosted the clandestine meetings in 1993 that led to the Oslo Accords, the framework for peace that came close to resolving the conflict between Israel and the Palestinians. It ultimately failed .

Norway calls itself a friend of Israel, and the two countries have a longstanding relationship. But since Oct. 7, when Israel launched a military offensive in Gaza in response to Hamas-led attacks, Norway has also sharply condemned Israel’s conduct of the war.

Norway’s foreign minister said in March that “Israel’s use of military force is having a disproportionately severe impact on the civilian population and is not in line with international humanitarian law,” and called for a cease-fire.

Norway also continued to fund UNRWA, the main U.N. agency that helps Palestinian refugees, after several other countries stopped doing so following Israel’s allegations that about a dozen of the agency’s employees had been involved in the Oct. 7 attacks.

In February, Norway testified at the International Court of Justice , stating that Israeli settlements in the occupied West Bank and East Jerusalem were among the biggest obstacles to peace in the region.

The Oslo Accords were landmark agreements that included mutual recognition between the government of Israel and the Palestinian leadership, which was able to return to the occupied territories from exile. The accords also established the Palestinian Authority, which was meant to be an interim body exercising limited Palestinian self-rule in the West Bank and Gaza Strip.

In 2000, continued negotiations toward a permanent peace treaty to establish an independent Palestinian state alongside an Israeli one dissolved into a second Palestinian uprising and an Israeli military clampdown.

Jonas Gahr Store, the prime minister of Norway, said on Wednesday that “a recognition of Palestine is support to moderate forces that are on the defensive, in a long and gruesome conflict.”

He called the recognition “an investment in the only solution that can give lasting peace in the Middle East,” and he urged other countries to follow suit “so that the process towards a two-state solution finally can begin again.”

In recognizing a Palestinian state, Ireland nods to its own history.

When the Irish government on Wednesday announced formal recognition of an independent Palestinian state, it drew on its own struggle for statehood and the violence that surrounded it.

“From our own history we know what it means: recognition is an act of powerful political and symbolic value,” Simon Harris, the taoiseach, or prime minister of Ireland, said at a news briefing.

Mr. Harris was nodding to the Republic of Ireland’s quest for self-rule in the early part of the 20th century after hundreds of years of British rule. He detailed how, on Jan. 21, 1919, Ireland asked the world to recognize its right to independence.

“Our message to the free nations of the world was a plea for international recognition of our independence, emphasizing our distinct national identity, our historical struggle and our right to self-determination and justice,” he said. “Today we use the same language to support the recognition of Palestine as a state.”

Ireland condemned Hamas after the group led the Oct. 7 attack on Israel that officials there say killed some 1,200 people. And since the start of the conflict in Gaza, it has sharply rebuked Israel for its assault that Gazan authorities say has left more than 35,000 people dead.

Mr. Harris emphasized that Ireland’s announcement, which came on the same day as similar moves by Spain and Norway , did not diminish his country’s relationship with Israel. Instead, he said, it was an acknowledgment that Israel and a state of Palestine had an equal right to exist.

“I want to know in years to come that Ireland spoke up, spoke out, in favor of peace,” he added.

The Republic of Ireland has a deep history of support for Palestinians and for their efforts to establish an independent state, and the announcement on Wednesday drew support from across the political spectrum and from within the country’s coalition government.

The small island of Ireland — which is made up of the independent Republic of Ireland and Northern Ireland, which remained part of the United Kingdom — also experienced its own seemingly intractable sectarian conflict between mostly Catholic nationalists who supported independence and mostly Protestant unionists who supported alignment with Britain.

That conflict, which was marked by thousands of lives lost in terrorist bombings, shootings and clashes with the military and police over decades that came to be known as The Troubles, came to a close with the Good Friday agreement in 1998.

“Ireland has for many decades recognized the State of Israel and its right to exist in peace and security,” Mr. Harris said. “We had hoped to recognize Palestine as part of a two-state peace deal, but instead we recognize Palestine to keep the hope of that two-state solution alive.”

Mr. Harris also drew on Ireland’s history when he made a distinction between Hamas terrorism and the broader Palestinian population.

Asked whether recognition of Palestinian statehood would empower Hamas, Mr. Harris said: “Hamas is not the Palestinian people, and here in Ireland, better than most countries in the world, we know what it’s like when a terrorist organization seeks to hijack your identity and seeks to speak for you.”

It was a clear reference to the deadly terror attacks carried out decades ago by paramilitary groups across the islands of Ireland and Britain, often in the name of Irish independence.

“Palestine is made up of people, decent people. So is Israel,” he said, adding: “I think right-thinking people around the world are able to differentiate between the actions of terrorists and the decent people of a state.”

Karen Read trial live updates: Read may have had BAC more than three times limit

Court adjourns until next week — 4:02 p.m.

Testimony in the trial of Karen Read , a Mansfield woman charged in the death of her Boston police officer boyfriend, John O’Keefe, continued Tuesday — the only day of testimony this week.

Read, 44, is charged with second-degree murder in the death of O’Keefe, who was found cold to the touch and unresponsive on Jan. 29, 2022, outside of a home in Canton.

The final witness of the day Tuesday was Louis Jutras, information systems manager for the town of Canton. Jutras explained that the town has a security camera system across its properties that is motion-activated and takes video, but not audio, when activated. Depending on the amount of activity of the location, footage is typically kept for a minimum of 30 days, he said.

Jutras said that in early February, he was contacted by Massachusetts State Police who asked for footage from the Canton Public Library of the intersection of Washington and Sherman Streets between 12 and 1 a.m. and between 5 and 6 a.m. on Jan. 29, 2022. He said only two cameras have a view of the specified area, so he was able to export and hand over the footage.

Jutras said before he provided the footage, he did not make any edits but watched the beginning and end of the video to ensure the time frame was correct.

On cross-examination, defense attorney David Yanetti asked if Jutras knew what police had done with the video after he gave it to them, which he did not. Jutras said in April 2023, police reached out again to ask him to provide the same footage to the defense team, but because of the time that elapsed in between, he no longer had access to the video.

Court adjourned for the day just after 4 p.m. The trial will not resume until 9 a.m. Monday, June 3.

Canton DPW director explains plowing procedure — 3:39 p.m.

Canton Superintendent of Public Works Michael Trotta, the next witness to be questioned, said he received a call from Massachusetts State Police Trooper Michael Proctor in early February 2022 and Proctor asked about the town’s procedure for plowing roads during a snowstorm and what plow drivers were on duty during the blizzard on Jan. 28 and 29.

Trotta said the route in the Cedarcrest neighborhood, which included Fairview Road, was being plowed by one medium-sized, town-owned truck and a smaller, one-ton dump truck operated by a private contractor. He said Brian Loughlin was the driver of the truck that plowed Fairview Road.

During cross-examination, defense attorney David Yannetti asked if Proctor had specifically asked who had plowed Fairview Road and if Trotta had given him Loughlin’s name or recommended he check with the Public Works department’s operations manager. Trotta said he believed he had given Proctor Loughlin’s name and directed him to the operations manager, but couldn’t be sure.

Read could have had BAC more than three times legal limit — 3:13 p.m.

The next witness to take the stand was Nicholas Roberts, a former employee at the state toxicology lab.

Roberts explained that serum testing performed in hospitals separates the serum, or the liquid part of the blood, to test for alcohol, and usually results in a slightly higher result than a “whole blood” test because alcohol “likes to stay in the liquid portion more than throughout the whole blood.”

Roberts said at the toxicology lab, they are able to perform a mathematical conversion on serum test results to estimate what the level of alcohol would be in a whole blood test and provide a range of levels, to account for differences between individuals that could affect the result.

When staff at Good Samaritan Hospital in Brockton drew Read’s blood for testing at 9:08 a.m. on Jan. 29, 2022, hospital staff measured 93 milliliters for deciliter of alcohol through a serum test.

Roberts said this level works out to a low of 0.078, a high of 0.083 and an average of 0.081 blood alcohol concentration.

Roberts also explained that it is possible to perform a “retrograde extrapolation,” or a calculation to estimate what a person’s BAC would have been at a time before their blood was drawn and tested. He said at 12:45 a.m. Jan. 29, when they estimated Read had her last drink, her BAC would have been between 0.135 and 0.292.

In Massachusetts, the legal BAC limit to be able to drive is 0.08.

Defense attorney Elizabeth Little questioned the wide range of possible BAC levels, pointing out that the unknowns in the case, most importantly when Read had her last drink of the night, meant the answer was uncertain. In addition, she said, usually the Massachusetts State Police Crime Lab performs multiple tests to confirm the accuracy of their test results.

“In this case obviously you didn’t conduct any of the testing. You’re just assuming the accuracy of a single test,” she said.

Roberts agreed, but said throughout his testimony that small variations in the time of the last drink, even of up to 30 minutes, would not significantly impact the result.

“That’s why we give a range,” he said. “You could be on the outskirts of either side.”

Before concluding Roberts’ testimony, Little asked him if the 12:45 a.m. estimate came from Read herself, and he said the time came from a police report.

Pathologist explains blood alcohol testing performed on Read — 2:33 p.m.

When court resumed after breaking for lunch, Good Samaritan Medical Center Chief Pathologist Gary Faller took the witness stand. Faller oversees testing at the hospital, where O’Keefe and Read were both brought after O’Keefe’s body was discovered on Jan. 29, 2022.

Faller said it is not standard but not abnormal for a patient’s blood to be drawn and tested for drugs or alcohol when they are brought in due to mental health concerns under the state’s Section 12 law, like Read was that day.

He explained the process for testing alcohol at the hospital is called a “serum test” and tests only the liquid part of the blood to determine alcohol levels, as medical professionals are focused on what they need to know to treat a patient and not legal alcohol levels.

Read’s blood was drawn at 9:08 a.m. on Jan. 29 and was found to contain 93 milligrams per deciliter of alcohol. Faller did not say what level this amount would work out to in a “whole blood” test, which could provide the typical blood alcohol concentration measurement used in legal settings.

Defense attorney Elizabeth Little asked Faller about ways this test may return an inaccurate result, which he said was possible in some cases, such as if the patient had elevated lipid levels. However, he said, the machine used by the hospital will flag samples that may return an inaccurate result or even not report a result at all, and this did not happen with Read’s blood sample.

“Last I looked ... of the I think 5,000 hospitals testing for alcohol, over 80% of them are using our methodology,” Faller said. “I can’t imagine why if there were any major issues with alcohol testing in that methodology it would be that high.”

O’Keefe’s body temperature was 80.1 degrees when he arrived at the hospital — 12:53 p.m.

Dr. Justin Rice, an emergency medicine physician who was practicing at Good Samaritan Hospital in Brockton at the time of John O’Keefe’s death, took the witness stand when court resumed after testimony from O’Keefe’s minor niece and nephew.

Rice was on duty when O’Keefe was brought to the hospital after being discovered on the lawn outside of 34 Fairview Road on Jan. 29, 2022. He said when O’Keefe arrived in the ambulance at 6:47 a.m. medical personnel were performing CPR and he had been fitted with a breathing tube.

According to Rice, O’Keefe’s body temperature was 80.1 degrees, indicating hypothermia. Medical staff attempted to warm him using a “bear hugger,” a blanket that pumps warm air underneath it, as well as warmed intravenous fluids, but “there was not a significant warming of his core temperature.”

O’Keefe was also in cardiac arrest and asystole when he arrived at the hospital, meaning his heart was not pumping blood and had no detectable electrical activity. He had a cut about 7 millimeters long and swelling on his right eyebrow and scratches on his right forearm.

Rice said O’Keefe was presenting at a three on the Glasgow Coma Scale, which measures responsiveness of a patient, the lowest possible score. He was pronounced dead at 7:50 a.m.

Rice was also the attending physician that morning when Read was brought to the hospital at 7:51 a.m. for mental health concerns after her mother requested she be involuntarily detained under the state’s Section 12 rule. He said blood was drawn when she arrived and alcohol was detected in her system at 93 milligrams per deciliter.

Defense attorney Elizabeth Little began cross-examination by asking Rice if he recalled treating Read, which he disagreed with, saying that he oversaw her care but did not personally treat her. Little asked if he personally drew and packaged her blood or sent it for lab work, which he said he did not.

Little then asked if any first responders had told Rice they believed O’Keefe had been struck by a car, which he said they did not. She also pointed out that Rice had not reported any other injuries that O’Keefe had sustained, such as broken bones, which he confirmed.

Before Rice was allowed to step down from the witness stand, prosecutor Adam Lally asked if there was a reason those injuries would not be included in the medical report. Rice explained that the focus of emergency medicine is on resuscitation, not things like broken bones which in O’Keefe’s case, would not have been pertinent to the treatment of his hypothermia.

“The mind can only focus on so much,” Rice said. “In cases like this, because the attention is on resuscitation of someone’s heartbeat, their life, there’s less focus on injuries or observations that don’t coincide with the resuscitation effort or are not pertinent to the resuscitation effort.”

Rice left the stand at 12:50 p.m. and court went into recess for lunch. Testimony is expected to resume at 1:30 p.m.

Testimony closed for juvenile witnesses — 10:32 a.m.

There was no transmission of video and audio from the courtroom starting at 10 a.m. Tuesday as O’Keefe’s niece and nephew, both minors, were called as witnesses. O’Keefe was caring for his niece and nephew after their parents died.

A court order released May 7 instructed members of media not to film, photograph, transmit or audio record testimony by the minor witnesses or any exhibits containing prior interviews with them, and members of the media were not allowed to use any electronic devices in the courtroom during their testimony Tuesday. The media has also been instructed not to disclose the names of the children, their town of residence or the schools they attend.

Lally told jurors during opening statements about the Aruba trip when a 20-minute screaming match took place between Read and O’Keefe in front of his nephew and niece.

In addition, Read told Brian Higgins in texts that she and O’Keefe had had arguments over the children’s care.

“It’s just a very very complicated dynamic with the four of us. He isn’t cut out for what he’s doing and the kids present constant issues ... his heart isn’t in it,” Read wrote Higgins, according to text logs he read in court on Friday. “I try very hard but they are very spoiled and they’re not my family. My parents keep telling me I’d feel different if they were mine or my own sister’s.”

Brian Higgins confirms destruction of cell phone — 10:09 a.m.

Defense attorney David Yannetti began Tuesday’s cross-examination of Brian Higgins where his colleague Alan Jackson left off on Friday, by asking Higgins about the destruction of his cell phone in October 2022 (Jackson was not present in court Tuesday).

Through his answers to a series of yes-or-no questions from Yannetti, Higgins confirmed that he received a protection order in September of that year instructing him not to delete anything from his cell phone or destroy his phone and never received anything in writing cancelling that order. However, he said he made a decision to dispose of his phone, and threw it away in a dumpster on a military base on Cape Cod.

Higgins denied doing a factory reset of the phone before throwing it away, but confirmed that he did not transfer any data, including photos, videos and text messages, off of the phone before doing so. When Yannetti asked if he had taken out the SIM card and cut or broken it before throwing away the phone, saying it was what the witness had said in previous testimony, Higgins disagreed that that was what he said.

“What I said was, that might have been the extent of it if I was to have done that,” Higgins said, later elaborating that he didn’t remember destroying the SIM card but believed it may have been what he had done to prevent someone using the card in another phone.

He also added that he had learned the protection order was denied before throwing away the phone.

Higgins confirmed that he did not save any text messages other than those he provided to police, including those with Brian, Kevin and Nicole Albert.

“It was important to you that no one see those text exchanges that you had with those three members of the Albert family,” Yannetti said.

“No sir, thats not true,” Higgins said.

After Yannetti finished his questioning, prosecutor Adam Lally asked more questions of Higgins, starting with the morning of Jan. 29, 2022, before O’Keefe’s body was found. He asked Higgins about testimony he gave Friday that when he left 34 Fairview Road earlier that morning in his Jeep outfitted with a plow, he drove a short distance before realizing the plow was down and grinding on the ground.

Higgins said he drove about a foot before lifting up the plow to drive away.

Lally also asked if Higgins had told anyone about the flirty text messages he had exchanged with Read that month, which he said he had not, in part because he tends to keep personal issues to himself.

“I was a little embarrassed. I wasn’t really proud of [the text messages]. They maybe didn’t show me in a good light with respect to that I was John’s friend,” he said.

Lally also asked Higgins about two short phone calls that showed in his call logs at 2:22 a.m. on Jan. 29 between him and Brian Albert, which Higgins has said he does not recall. Lally pointed out that on an iPhone, when a call begins, the phone begins counting seconds for the duration of the call whether or not the other person picks up, implying that Albert and Higgins may not have actually spoken during the one- and 22-second calls.

He also provided Higgins with a log of all door access records at the Canton police station on Jan. 29, when he visited after learning O’Keefe had been found on the lawn of 34 Fairview Road. The 116-page log included 18 instances where Higgins had swiped his access card, according to Lally.

The prosecutor then turned to the cell phone that Yannetti had asked about earlier. Higgins said he was motivated to get a new phone number when he received a call from the target of an investigation he was working on July 25, 2022, and the target told him his girlfriend had found Higgins’ number on the internet.

Higgins also said he had more of a personal attachment to his work phone than his personal phone, which was why he had not transferred any data off of the phone before throwing it away.

“I’m divorced. I don’t have kids. I didn’t have the type of memories that somebody would’ve had on their phone that they wanted to preserve,” he said. “They were more like the text messages with the defendant, where it would be a drink glass at a bar, food, something along those lines.”

He also said it was common for him to throw away trash or recycling on the military base while driving through to get gas or stop at the duty-free store, and that he had not gone there specifically to throw away the phone, but had thrown it away along with other trash. He explained that his other home in Barnstable did not have trash pickup, so he had to throw all garbage away on the base or at his home in West Roxbury.

Finally, Lally asked Higgins what he would have done if he had seen O’Keefe on the lawn on the morning of Jan. 29, 2022.

“I’ve spent my whole life between being a firefighter, working in the profession that I work now, being a tactical medic,” Higgins said. “If I had saw John O’Keefe on the side of the road, I would’ve done something to make a difference.”

Before Higgins was allowed to step down from the witness stand, Yannetti asked a few final questions, with Higgins confirming that even though he got the call from the target of an investigation in July 2022, he did not change his phone number until September.

Yannetti also asked if Higgins had told his boss about the text messages with Read, as Higgins had testified on Friday that he told his boss about the kiss. He said Tuesday that he knew he had told her about the kiss and did not remember telling her about the texts, but said it was possible he did tell her and would not deny it.

After a short recess, the court was expected to continue with questioning of a juvenile witness, which will not be livestreamed to protect their privacy.

Karen Read trial recap — 7:30 a.m.

Norfolk County prosecutors say Read struck O’Keefe with her SUV while driving intoxicated. Read’s attorney, David Yannetti, said during the trial’s opening statements that her car never struck O’Keefe and that others are to blame for his death.

The trial is taking place in Dedham’s Norfolk County Superior Court.

On Friday, U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives agent Brian Higgins, a friend of O’Keefe’s, testified about flirtatious text conversations he had with Read in the weeks before O’Keefe’s death, as well as a moment they shared when he said Read kissed him after a party. Defense attorneys are expected to finish cross-examining Higgins Tuesday morning.

The trial resumes Tuesday after the long weekend. Tuesday will be the only day the trial is in session this week.

Iain Dale, the LBC radio presenter, has announced he is quitting to run as a candidate in the general election on 4 July.

Sky News understands Dale will be trying to become the Tory candidate in Tunbridge Wells

Dale, 61, previously tried to enter parliament at the 2005 election but lost in Norfolk North.

He announced his decision live on LBC on Tuesday evening, saying: "I am putting my hat in the ring again to be a candidate at the general election.

"Whatever the result, I feel I can play a role in restoring trust and honesty in politics.

"There are no guarantees I will be selected, let alone elected, but I know that I would forever kick myself if I didn't at least have a go."

In her first major campaign speech, Rachel Reeves has pitched herself as the UK's next chancellor to an audience of company bosses, promising the "most pro-growth Treasury in our country's history" if Labour wins the election. 

 But after pledging not to announce any new tax hikes and that Labour policies would be fully funded and costed, how she intends to pay for Labour's plan for the UK remains unclear. 

Today on the Sky News Daily, Sophy Ridge speaks with our deputy political editor Sam Coates to discuss the woman hoping to be in charge of the public finances, and whether Labour will be able to please workers and businesses while delivering on a promise of "economic stability" at the same time.

  • Meanwhile, over in the Liberal Democrat camp, the party's leader Sir Ed Davey fell off a paddleboard numerous times in Windermere today - but has admitted one of the plunges was intentional.

Sir Keir Starmer has pledged cut NHS waiting lists from day one, telling hospitals to immediately establish new clinics on evenings and weekends.

The Labour leader has pledged that 40,000 appointments per week will be rapidly rolled out, by sending staff from Guy's and St Thomas's NHS Foundation Trust to help set up high intensity schemes.

These teams have already "proven they can get their high intensity theatre lists on weekends up and running within six weeks", Labour said.

Sir Keir added: "It was NHS staff working in the hospital I can see from my office in parliament who led the way on this new model.

"Labour will take the best of the NHS to the rest of the NHS, so patients in every part of the country can be treated on time. 

"The NHS is personal to me. It runs through my family. 

"That's why I'm utterly committed to reforming this service, getting the NHS back on its feet, and making it fit for the future."

After a bumpy start to the Tory election campaign, day six has been somewhat smoother for Rishi Sunak.

That's not to say the Conservative election machine isn't on the lookout for potential missteps though.

During a TV interview in the changing room of a bowls club in Leicestershire, a hat was strategically placed to cover a name tag adorned with the blush-worthy surname "Glasscock".

While at a homeware factory in Staffordshire, a Tory aide spotted and swiftly removed a can of Monster energy drink from a worktop where the prime minister was about to inspect some ceramics.

Amid a slanging match over leaders taking 'duvet days' early in the campaign, a photo of the Tory leader next to a giant caffeine-stuffed beverage is probably not the message the party wants to send out.

We're still very much in the early days of the election campaign - but policy announcements are coming in thick and fast from the main two parties.

Here's a breakdown of what we've heard so far...

The Conservative Party

National service - The Conservatives have vowed to bring back a "modern" form of national service for 18-year-olds in the UK, which could involve military service of volunteer work.

'Triple lock plus' -   The party has promised to cut taxes for pensioners by creating a new "age-related" tax-free allowance - dubbed "triple lock plus". In short, a pensioner's allowance would rise in line with either average earnings, inflation or by 2.5% - whichever is higher - from next April.

Education - The Tories have promised to create a new qualification framework called the Advanced British Standard for those aged 16 to 18. The party also proposed making "some form" of maths and English compulsory up to the end of school.

Environment - Rishi Sunak has said he remains committed to plans to reach net zero by 2050, a goal adopted under Theresa May in 2019.

The Labour Party

Taxation - Labour has pledged not to reverse the two recent cuts to national insurance - and not to increase income tax. 

Economy - Two flagship economic pledges from Labour are the abolition of the non-dom tax status held by some wealthy foreign nationals, and the introduction of VAT to private school fees.

Waiting lists - The party has said it will get the NHS "back on its feet" by delivering 40,000 more evening and weekend appointments per week.

Environment - A major policy pushed by Labour is the formation of Great British Energy, which would be publicly owned. The party claims this would reduce household energy bills and create jobs.

Education - Also a headline policy from Labour is a plan to recruit around 6,500 new teachers in key subjects - and create a "national excellence programme" to support professional development.

The big winner from the UK's first ever TV prime ministerial debate in 2010 wasn't primary contenders David Cameron and Gordon Brown.

No, it was Nick Clegg.

As the Tory and Labour leaders looked to take chunks out of one another, they saved their more conciliatory side for the insurgent Lib Dem.

He could do no wrong that night, with Messrs Cameron and Brown both finding it completely irresistible not to simply "agree with Nick".

Cleggmania took him all the way into Number 10 as part of the coalition, where he stayed until his party was turfed out by voters in 2015.
