Either employee benefits can be in the form of cash or in kind, where several non-wage compensations are given to employees topping up on their salaries and wages. Traditionally, such benefits are still used as a form of employee motivation to get their maximum input, and increase the retention capacity of workers within an organization (Beam & Mcfadden, 2001). Some of the benefits extended to employees include daycare, retirement benefits, paid leave, education funding, social security, and health coverage schemes among others. The benefits have different values attached to them according to employees and the organization (Reilly, 2010). In my opinion, employees rank health and social security benefit with greater value in comparison to other benefits provided by the organization. The reason as to why they prefer health benefits is the important part that health plays in their ability to work and the high costs of accessing health facilities. Employees prefer social security schemes because of guaranteeing the sustainability of their lifestyle post employment. Employees desire to have a secure future devoid of financial constraints and this informs the high consideration placed on social security enjoyed after retirement or resignation from employment (Beam & Mcfadden, 2001).

For continuity at the place of work, organizations place high consideration on the provision of health benefits for their employees. Organizations provide different benefits to their employees at a cost (Reilly, 2010). The costs incurred by organizations are recovered through value addition, which might be intangible at time. The organization benefits through value addition in terms of commitment, loyalty, and an increase in the employee input and output. The organization can increase the value it enjoys from the benefits it provides its employees by ensuring that the benefits add certain amounts of value to the lives of employees (Reilly, 2010). Organization should take cognizance of the fact that not all benefits are deemed as necessary by employees and thus the benefits should address the needs of employees. Provision of benefits should be an inclusive process that accommodates and implements the suggestions of employees.

Introduction.

Personnel motivation is one of the main issues for all companies that value their reputation and the trust of employees. The success of a company largely depends on the qualifications and full commitment of employees to their work. For the stable development of a company, an effective and well-organized system of employee benefits becomes a prerequisite. There are three key types of such benefits, including discretionary, health insurance and retirement plans, and mandated ones. This paper aims at discussing these benefits based on the recent scholarly literature and personal experience.

Examining Benefits

Discretionary benefits.

The compensation provided to employees by an employer that is not mandated by the law refers to discretionary benefits. They may involve such issues as insurance, maternity or sick leaves, and so on (Martocchio, 2016). The discretionary income of an employee is that part of the income that is spent by him or her for leisure time and traveling compared to the mandatory expenses for housing, transport, insurance, et cetera.

In many companies, discretionary privileges, including loans for the purchase of housing, free meals, or the right to buy the company’s products at preferential prices can be enjoyed only by certain categories of workers (Martocchio, 2016). For example, top managers or employees who have worked in the company for a long period of time may be given to them. Another option for the formation of the identified benefits is an independent choice by an employee from the list. For example, one would prefer to pay for tuition, while the other would like additional medical insurance.

For the employee engagement, it is necessary to ensure a sense of self-worth for each employee, so that he or she is interested in responsible work with enthusiasm for the benefit of the organization. For instance, Yahoo offers fitness centers with yoga, cardio-kickboxing, pilates, and golf. The offices are also equipped with special ergonomic chairs that provide back support, and there are automatic machines with healthy food and drinks on each floor (Shields et al., 2015).

Outside the office, Yahoo provides discounts on ski resorts and theme parks in California as well as holds an annual party called Octoberfest. In addition, the company arranges a baby shower for employees who are preparing to become parents. These discretionary benefits create the atmosphere of the engagement and show that the company’s leadership cares about employees by supporting their professional growth and personal development.

Many scholars report that employee benefits are usually the first issue in employment applicants pay attention to. Speaking of discretionary benefits from the social point of view, an employee receives some support from the employer, and, consequently, the company’s productivity increases, the atmosphere in the team improves, and staff turnover decreases (Fronstin & Roebuck, 2013). However, additional employee benefits are beneficial for companies since employers often retain valuable employees without a significant salary increase.

The psychological factor is also significant as it creates the cohesion of the team as well as the benevolent atmosphere in the company. The current trend is that for many employees, the expression of care on the part of employers is likely to be more important than financial incentives.

Health Insurance Programs and Retirement Plans

The presence of retirement plans and health insurance programs for employees compose a guarantee of reliability and stability. Depending on what an employer offers in this package, a potential employee can decide how comfortable he or she will be in one or another company. The United States has a developed insurance system, which is recognized as one of the best in the world, and it accounts for about a quarter of the global insurance market.

In accordance with the Affordable Care Act, the main law of the United States in the field of health insurance, the purchase of insurance is the responsibility of every US citizen (Shields et al., 2015). If for some reason, an employee does not have insurance, he or she may even be fined. There are several health insurance programs that may be provided to employees as benefits.

Medicare is an American health insurance program for people aged 65 years and older. Also, people under 65 can apply for this insurance: people with disabilities, suffering from permanent renal insufficiency, or amyotrophic lateral sclerosis (Charcot’s disease) (Shaw, Asomugha, Conway, & Rein, 2014). The program helps in paying for medical care, but it does not cover all medical expenses. Medicare is funded by part of the payroll tax paid by both employees and employers, while another part of the program is funded by monthly contributions deducted from social security benefits.

The insurance of medical services covers both the costs of doctors and other providers of medical services, outpatient treatment, and medical equipment of permanent use, as well as home care services (Shaw et al., 2014). In addition, preventive services for maintaining and promoting health are included in the mentioned program. For the poorest groups of the population, there is the Medicaid that was established in the 1960s as a program of medical care for the poor; however, over time, the number of beneficiaries includes more and more Americans with income 2-3 times higher than the poverty line.

Speaking of the insurance plans, one should also take into account two key types of organizations responsible for these benefits. Health Maintenance Organization (HMO), the most inexpensive insurance, implies that an employee should select a practitioner who will supervise him or her in the future (Shaw et al., 2014). It is this doctor who has the right to refer a person to more focused specialists such as a cardiologist or oncologist, if required.

In this case, medical care can be received only in certain organizations. Preferred Provider Organization (PPO), a more expensive type of insurance, offers the most favorable conditions for medical insurance. For example, a person can be served not only in the basic organizations but practically in any medical organizations. There is no need to interact with the therapist: a person can turn to the specialist in need at the chosen medical organization.

The retirement plans that represent the pension system in the United States incorporate multiple components. The pension consists of the past paid by the state as well as the funded part. The latter, in turn, includes the part the company-employer pays (the so-called 401K), and also from the savings of the pensioner, which may be accumulated in the account or invested in securities (Martocchio, 2016). It should be stressed that both of the mentioned items are not tax deductible.

Additional benefits get the military persons, who have a separate fund that pays for retirement plans. The majority of pensioners are provided with an insurance pension, and their income significantly exceeds the established minimum living wage. In addition to the mandatory state pension system, there are over 700 thousand private pension plans in the country. Among full-time workers, about 80 percent participate in voluntary savings plans at their place of work (Shields et al., 2015).

Personally, I can note that the number and variety of retirement plans are growing. For example, my aunt retired recently, and she received a good pension with the additional payment from the private fund in which she entered 15 years ago. As for my uncle, his company was less interested in motivating employees with insurance benefits and appropriate retirement plans; therefore, they paid the minimum.

Legally Required Benefits

There are state-guaranteed benefits that are mandatory for all organizations. This is the payment of annual leave, temporary disability, benefits for young employees, and those having disability. The employee benefits are the extra that a company can offer in addition to the basic compensation with the aim of supporting people and stimulating them to work better (Ko & Hur, 2014). In every company, such compensation looks differently, yet there are some common features.

In my company, management and leadership act in accordance with the Labor Law, paying for sick and maternity leaves, deducting funds to pension and insurance, and also providing medical insurance plans. At the same time, following the federal law, my employer compensates for the use of personal property for business purposes. In other words, if an employee uses a personal car or smartphone for his or her work activity, he or she is entitled to reimbursement of expenses.

The scholarly literature and the media provide the opportunity to mention some of the most successful implementations of legally required benefits to employees. For instance, in Boeing, new employees do not feel lonely, because the company brings them together through a program called REACH that allows participating in various social projects (Shields et al., 2015). For Boeing employees, there are 12 paid holidays per year as well as holidays between Christmas and New Year.

Another prominent company, Microsoft, provides paid leave to new fathers and mothers. It also has a mentoring program, and employees receive medical insurance that includes the services of doctors for people with autism. Microsoft is the first major company to offer such benefit that shows its attention to health and social concerns of employees.

In addition to the medical one, the system of social insurance is also developed in the US. The insured events are as follows: unemployment, disability, loss of the breadwinner, and old age. If health insurance is non-state, then contributions are paid to the budgets: the number of benefits in case of insured events will be calculated depending on how much one has worked, what was his or her income, et cetera (Ko & Hur, 2014).

The law on the nationwide social security pension payment system was signed by President Franklin Roosevelt in 1935. According to this document, all persons whose age exceeds the officially established threshold are paid a cash benefit, the amount of which depends on the average level of wages. Among other benefits can be discounts on manufactured products, payment for sports or housing, and so on.

Secretaries or administrative assistants play pivotal roles in every organization. Such roles include doing clerical works together with administrative functions (Bureau of Labor and Statistics, 2012). This paper does not focus on all industries. Rather, the focus is on the construction industry, with the particular organization that is utilized for discussions of the paper being Turner Construction Company.

Turner Construction Company is located in North Carolina. It started building in 1920s. The company’s first successful project was a concrete-frame textile mill in Gastonia in North Carolina. Since then, the company has increased its range of projects. The heart of the operation of Turner Construction Company rests on platforms of innovation and creativity as the main strategies for gaining competitive advantage.

This strategy has seen the company grow into an international organization. To keep in pace with this growth, an opportunity for a secretarial position has emerged within the human resource department. A candidate qualifying for this position will be based in North Carolina office that is located at Charlotte in Raleigh.

The human resource secretary (administrative assistant) will conduct office duties involving file maintenance tasks from the organization of the company’s files, for instance payroll files, invoices for suppliers, summary for billing the organization’s projects, and invoices for contracts to suppliers and blueprints.

The office of HR handles a large number of information that is related to employees’ documentations including bookkeeping of accounts payable to the employees coupled with billing.

Being an administrative assistant, the secretary is anticipated to help in these roles through conducting chores such as reviewing invoices, clarification for accuracy in calculations of material costs, and costs of subcontracting (Christensen & Media, 2013). The sectary also reviews timecards for employees besides appraising and updating expense reports coupled with payrolls.

For successful performance in his or her range of chores, the secretary will also have to conduct extra duties such as using software applications to ensure that the costs related to employees are both tracked and maintained up to date for every project that is manned by the employees of the company within North Carolina.

The secretary will also help the HR to update information that is required to construct proposals together with budgetary reports.

Knowledge of software applications applicable in the HR department is also a very crucial requirement for the human resource secretary since the successful candidate will use the application programs to keep up to date by tracking the cost of the materials used in building and execution of Turner Construction Company projects.

The candidate should:

  • Be experienced in letter drafting.
  • Possess skills in administration of various tasks such as management of payrolls and supplier invoices.
  • Be capable to work in standalone environments and in a professional manner.
  • Be able to produce timely supplies reports when needed.
  • Be able to work with information secretly and in a private manner.
  • Have skills in time management to him or her know the priorities for effective work.
  • Be accurate in document typing.
  • Be highly knowledgeable in computer applications applicable in HR department.
  • Possess a degree in business administration and a one year experience in handling of construction related secretarial duties.
  • Possess incredible interpersonal and intrapersonal communication skills, as he or she will handle employees directly in the extents of documentation of their pleas before they are forwarded to the HR.

In every new job opening, compensation and benefits package offered constitute the starting point for recruitment of the most qualified person to fill the position. Employee compensation and benefits package comprises a myriad of facets such as variable pay, compensation based on equities, guaranteed pay, and benefits (Lambert & Vicki, 2012, p.307).

A guaranteed pay involves all monies that are accorded to an employee in terms of wages or monthly salaries. For the proposed secretarial position, the guaranteed pay is the basic salary that is arrived at from the minimum statutory pay set in the state of North Carolina as prescribed by the US Bureau of Labor and Statistics.

This salary is $30,830 (Christensen & Media, 2013, Para. 4). Indeed, with regard to these authors, secretaries in construction companies are paid the same amount of wages as in other industries.

In addition to the basic salary, the secretary will also be eligible to a variable pay package. Variable pay includes bonuses, commissions paid from sales, and money paid for overtime jobs done offered to employees due to jobs well done and good results achieved (Lambert & Vicki, 2012). In the case of the Turner Construction Company, secretarial position variable pay will comprise bonuses and overtime allowances.

The criteria used for overtime pay is based on extra hours worked per week. For every hour above 40 hours worked in a week, the secretary will be eligible to an hourly pay of 1.5 times more than normal hourly pay. This calculation formula is based on the BLS standards. Bonuses added to the salary of the secretariat includes the discretionally bonuses (Brockbank, 2003).

Other forms of gifts and payments given to an employee on a special occasion are bonuses given even in employees’ absence, for example if the employee is on holiday or is ill. The job position will entail working in odd hours especially in times when there are urgent meetings (United States Department of Labor, 2012).

For this reason, the eligible person will not be limited to work for a specific amount of hours. The bottom line is that any candidate applying for this position should be ready to work in unusual hours as long as she or he is compensated for the extra time worked.

This is evident in the federal laws that have gone to an extra mile to incorporate these benefits into their laws. There are many categories of employee benefits that are provided by law. However, the most common ones are those that the employee is compelled by law to provide to the employees. There is also the other category of benefits that an employer willingly offers the employees as a compensation for some favor done to them or as a reward for good performance to aid motivation. Some of the benefits stipulated in the federal law include security for the workers in a social perspective, policies regarding compensation, health and retirement benefits which are however optional to the employers. However, despite the category into which a benefit falls, they all have legal consequences and tax implications. Provision of these benefits in the laws is meant to act as a guide and a protection to what can be termed as the rights of the employees. The payments for the benefits of social security that they will get in their foster years are something that has helped a lot of employees. This is an aspect that employees have benefited from the federal government. Employees can now have their futures secured with the payments and contributions they make today. There are also insurance covers which are required to be carried out by companies for unemployment cover. This is a benefit that employees gain when they are out of employment. This requirement helps employees to earn something when they are no longer in employment. When they are retired or when they are forcefully out of employment, they will have something that will support them in their lives as unemployed. With the uncertainty of job cover in today’s world, this is a requirement which helps staff to have something for these uncertain periods. There are also benefits from the federal government which has been found to benefit employees who have disabilities. These benefits help them get paid. In case they get disabled in their line of duty, they will get benefits that will cover for their upkeep. Employees may find themselves disabled in their line of duty. In this case, they will benefit from this cover as they will have something to make use of while they are in this state. This is a requirement that is useful in their difficult life of disability. There also benefits that are categorized as family and leave benefits. These are the benefits that employees get when they are on leave. There are 12 weeks that employees have to go for a leave. This is provided annually. This is a requirement that employees are required to benefit from the organization they are working. Employees also have a group health benefits that they get when they are on leave.

For some job seekers, employee benefits might take priority over salary, in which case they may negotiate for more PTO, a hiring bonus, or tuition assistance. Which Benefits Can You Negotiate?

When applying for a job, take note of the types of employee benefits the company offers. Which benefits are most important to you and your lifestyle? Are there any benefits that are more important to you than salary? Having prior knowledge of an employer’s benefits package will help immensely if you decide to negotiate later on during the hiring process. Here’s a list of common benefits that you can negotiate:

  • Hiring bonuses
  • Vacation Time/PTO
  • Hybrid/Remote Work
  • Parental Leave
  • Child Care Benefits
  • Tuition Assistance/Reimbursement
  • Relocation Assistance
  • Gym Membership/Reimbursement

Keep in mind that some employers may offer benefits that weren’t included on the above list. It’s important to be mindful of which benefits are most important to you while reviewing job listings. If you’re unsure, make a list of benefits and prioritize them so you know which ones you’re most interested in negotiating.

When Should You Negotiate Benefits?

Once you receive a job offer from a potential employer, they should provide you with a copy of their benefits package. At this point you should let the potential employer know that you’re going to take some time to review the offer. Next, carefully review the benefits package and determine whether it meets your needs and preferences. If you decide that you want to negotiate benefits, you may do so before you accept the offer.

If you’re employed and you’d like to negotiate your current benefits package, the best time to do so is during a performance review. Leading up to your review, determine which benefits you want to negotiate and why. You may also negotiate benefits if you’re asking for a raise; however, you’ll have to be careful—if you’re thinking you probably won’t get the raise, there’s a good chance your employer won’t agree to negotiate benefits at that time.

In any case, the above situations are instances where it’s appropriate for you to negotiate benefits. An employer who values your work and wants to keep you may be more inclined to meet your requests. Likewise, a potential employer that sees you as a high-priority candidate will want to make itself more attractive to you, and is more likely to negotiate with you if you decide to do so.

How to Negotiate Benefits

Whether you’ve just received a job offer or you’re currently employed, it’s important to do some research before you negotiate benefits. Take a look at job descriptions in your industry and determine which benefits are most common, along with how they align with your job offer or the benefits you currently have. If you notice that other companies are offering benefits that appeal to you or that would otherwise be a good fit for your lifestyle, you can mention it to a potential employer (or your current employer).

If you’re looking to successfully negotiate benefits, you’ll have to be convincing. If an employer doesn’t offer a particular benefit or you feel that the way in which a benefit is offered isn’t sufficient, determine why you believe that benefit is crucial and how it could improve your overall performance. The bottom line is, if you can provide reasons for your request, an employer will be more likely to agree with you.

Let’s say a potential employer’s offer states you can work from home once a week, but most other companies are offering a more flexible schedule. Here, you can explain how an additional day at home per week will help you be more productive, or how it may help you avoid burnout. In another scenario, you may ask for additional PTO for similar reasons. Just make sure your request is reasonable and aligns with industry standard offerings.

In addition to explaining the reasons for your requests, you’ll also have to demonstrate your value to a potential employer or your current employer during negotiations. The best way to do this is to showcase your prior achievements. For example, if you’re applying for a job in sales, you could provide examples of how you’ve gained new clients or increased sales. Do your best to provide quantifiable examples, as they will be the most convincing in this situation.

Actuaries use math and statistics to evaluate risk for insurance firms and financial organizations. “While the position demands precision and considerable expertise, it is generally perceived as low stress due to an organized structure and predictable workload,” wrote Mike Horne, executive coach and organization development consultant at Leadership Acts, in an email. Plus, actuaries typically work regular hours and don’t have to be on call.

Audiologists’ tasks and job responsibilities typically involve diagnosing and treating hearing and balance disorders, which are often conducted in a calm and controlled setting. “The combination of a structured work environment, the opportunity to make a positive impact on their patients’ lives and the satisfaction of helping others make audiology a relatively low-stress profession,” Natalie Rosado, a licensed mental health counselor and expert on the Sanity & Self self-care app, said in an email.

Choreographers create original dance movements and routines for performances and productions. Many work on a freelance basis and earn a fixed fee for individual projects. Because of this flexibility, choreographer is considered a low-stress career path. “Jobs with reduced stress tend to be those that offer the most autonomy, allowing workers control over where, when and how they work," wrote Kelly Roehm, career consultant and a senior certified professional by the Society of Human Resources Management, in an email. A labor agreement guarantees jobs for unions, but making sure sunset park residents are included remains a challenge..

On a pair of aging piers jutting into New York Harbor, contractors in hard hats and neon yellow safety vests have begun work on one of the region’s most anticipated industrial projects. Within a few years, this expanse of broken blacktop should be replaced by a smooth surface and covered with neat stacks of giant wind turbine blades and towers ready for assembly.

The site will be home to one of the nation’s first ports dedicated to supporting the growing offshore wind industry. It is the culmination of years of work by an unlikely alliance including community advocates, unions, oil companies, and politicians, which hope the operations can help New York meet its climate goals while creating thousands of high-quality jobs and helping improve conditions in Sunset Park, a polluted neighborhood that is  40 percent Hispanic .

With construction finally underway, it seems that some of those hopes are coming true. Last month, Equinor, the Norwegian oil company that is building the port, signed an agreement with New York labor unions covering wages and conditions for what should be more than 1,000 construction jobs.

The Biden administration has been promoting offshore wind development as a key piece of its climate agenda, with a goal of reaching 30,000 megawatts of capacity by 2030, enough to power more than 10 million homes,  according to the White House . New York has positioned itself as a leader, setting its own goal of 9,000 megawatts installed by 2035.

Officials at the state and federal levels have seized on the industry as a chance to create a new industrial supply chain and thousands of blue-collar, high-paying jobs. In 2021, New York lawmakers required all large renewable energy projects to pay workers prevailing wages and to meet other labor standards. The Biden administration has included similar requirements in some leases for offshore wind in federal waters to encourage developers to hire union labor.

While the last year has brought a series of setbacks to the offshore wind industry, including the cancellation of several projects off New Jersey and New York that faced rising interest rates and supply chain problems, many of the pieces for offshore wind are falling into place. New York’s first utility-scale project  began delivering power in March , while  two much larger efforts , including one that Equinor will build out of the new port, are moving toward construction. Together, they will bring the state about 20 percent of the way to its 2035 target.

Community leaders in Sunset Park have cheered these wins, but they say it remains unclear how many of these jobs will actually go to residents of the neighborhood, a working-class community where the port is being built. It was the promise of green industrial jobs that  brought community activists together with Equinor  and political leaders to rally behind a proposal to redevelop the South Brooklyn Marine Terminal.

Now, as work proceeds, the effort helps highlight how difficult and complicated it can be to pair the transition to green energy and job creation with environmental justice concerns, even when all the players pledge support to that goal.

“It’s a thing that often falls off the table,” said Alexa Avilés, who represents Sunset Park on the New York City Council, about the priorities of communities. She worries that efforts to hire locally might bring workers from other parts of New York City or state, “and then we, the local community, never see any direct benefit. We see all the workers coming in and our folks are unemployed.”

‘We want good pay’

On a gray day in March, about 100 union members and government and corporate officials gathered in a glass-walled meeting room overlooking Queens, in a training center run by the International Brotherhood of Electrical Workers. They were there to celebrate the signing of a project labor agreement between Equinor and local unions, versions of which will be required for similar projects up and down the East Coast.

Senator Charles Schumer, the New York Democrat and majority leader, said it was the culmination of years of work, including the hard-fought passage of an infrastructure law and then the Inflation Reduction Act, which ushered in renewable energy tax credits and financing, much of which is pegged to labor standards.

“New York can be the center of offshore wind in the whole country,” Schumer said. “But I said, ‘I’m not doing this unless labor is included and labor is protected.’ We don’t want to see low-wage jobs with no pensions and no health benefits build this stuff. We want good pay. We want good benefits. We want good health care.”

The transition away from fossil fuels has brought uncertainty to workers in the energy sector. While the number of jobs in the renewable energy industry has been growing, wind and solar generation have lower unionization rates than coal or natural gas,  according to the U.S. Department of Energy . Many people have expressed fears that building electric vehicles will require fewer workers than conventional cars, though there  may be little data  to support that concern. 

For labor leaders and many Democrats, offshore wind has been the counter to these fears. A report by the National Renewable Energy Laboratory estimated that a domestic offshore wind industry in line with the Biden administration’s goals  could create as many as 49,000 jobs , and New York and other states have been enacting legislation aimed at encouraging the industry to create as many jobs as possible with high labor standards.

More than 400 miles up the coast, Kimberly Tobias successfully lobbied the state legislature in Maine, where she is completing an apprenticeship with the International Brotherhood of Electrical Workers, to  require some of the same standards  that New York had adopted in 2021. Tobias grew up about 15 miles from the town of Searsport, which Governor Janet Mills  recently selected as the site  for Maine’s first offshore wind port. Tobias said the development will provide steady work that has been elusive in the renewable energy sector. 

“This is my 21st solar field in three years,” Tobias said, speaking via Zoom from a solar development where she was taking a break from installing panels. “The promise of being able to go to the same place for a project that’s projected to be five years, that’s a huge deal.”

Tobias said she hopes the offshore wind industry can help replace the jobs that Maine has lost from the decline of other industries like paper mills.

In the opposite direction, workers have already leveled the ground for a  large wind port in Salem County, New Jersey , that will have room not only for staging assembly of turbines but also for manufacturing their parts.

At the signing in Queens, Schumer said, “We always thought there ought to be three legs to the stool: environment, labor, and helping poor communities that didn’t have much of a chance. And South Brooklyn Marine Terminal really met all three of the legs of the stool.”

But a more nuanced picture emerged the following week at a community board meeting in Sunset Park. There, several dozen people packed into a less glamorous room on the ground floor of a public library to hear a presentation by Equinor and its contractors about the project. Placards lining the walls advertised the benefits the project will provide the neighborhood and the state, and speakers pledged to create more than 1,000 jobs and to keep open communications with the community.

They would minimize truck traffic, they said, by coordinating deliveries and bringing in supplies by rail or barge when possible. A major elevated highway bisects Sunset Park, and two polluting “peaker” power plants line the waterfront, firing up on hot summer days when power demand soars.

They spoke about a learning center the company would build and about $5 million in grants that Equinor had given to city organizations, including funding workforce training and programming at a rooftop vegetable farm in Sunset Park.

But when it came time for questions, several community leaders echoed different versions of the same query: How many jobs will go to local residents? A confounding answer emerged.

A spokesperson for Skanska, the construction firm that was hired to build the port, said they were encouraging neighborhood residents to apply but that they need to hire through the unions. He said some small portion of jobs could be nonunion, particularly those that would come as part of a commitment to hire businesses owned by minorities and women.

The union requirements, then, might actually get in the way of hiring residents of Sunset Park.

A couple of days before the community meeting, Elizabeth Yeampierre voiced these same concerns in an interview in her Sunset Park office, where she is executive director of UPROSE, an environmental justice advocacy group that supported bringing the wind port to the neighborhood.

“There’s entire categories of people that we’re concerned about,” Yeampierre said. “We’re concerned about people who don’t speak English, people who are undocumented, people who are coming out of the prison system, mothers, single mothers with children — how are we going to make sure that those people are brought in?”

Yeampierre remains supportive and excited about the wind port and what it can bring to the community. For years, UPROSE has fought to bring green industry to Sunset Park to help clean up the community and provide working class jobs that pay better than retail and other sectors.

UPROSE received one of the community grants from Equinor to fund a “just transition training center” that will help connect people in the neighborhood with training programs in different green industries. But Yeampierre said the city’s building trade unions also need to make an effort to expand their ranks.

“The truth is that if you want to hire people locally, and you want to make sure that historically marginalized communities get first dibs,” Yeampierre said, “then you need to create avenues for them to be able to go into these industries, and into this work. I don’t see that happening.”

Vincent Alvarez, president of the New York City Central Labor Council, a coalition of 300 unions, said his members were working with city agencies and officials to encourage local hiring in offshore wind. Many of those hires, he said, could be for administrative positions, security, and warehouse jobs at the Brooklyn port, positions that will be less specialized than in construction.

An Equinor spokesperson said the project labor agreement signed with the unions includes a “local hire requirement that gives priority to union members who live in Sunset Park,” but did not say how many people that might apply to. Representatives of Equinor and Skanska have said that in addition to direct jobs, additional money will flow to the neighborhood in the form of indirect jobs, feeding the new workers, for example, or providing other supplies.

Avilés, the city councilmember, said she and other community leaders continue to support the unions.

“We will always fight for a unionized workforce, because we know how important union work is for strong working class communities. But we also know we have people that are going to be outside of that, who also need dignified work.”

Now, Avilés said, she and other community leaders will continue to press Equinor, the unions and city agencies to make sure as many jobs go to Sunset Park as possible.

“It’s annoying that the work is here upon us, and we’re still kind of asking the same questions” about what benefits will flow to the community, “but I don’t think that closes the opportunity.”

Work on the port is expected to last three years. And if the offshore wind industry expands as state leaders hope, there will be years of construction of new projects beyond that.
