A procurement system is a crucial part of supply chain management in firms. International companies are looking forward to how much it is possible to save through implementing the strategies of e-procurement fully. In this paper, we study e-procurement and its application along with its added value for the firms. In addition, we discuss its drivers and barriers as well as demonstrating a supplier selection framework. We also adopt Critical Success Factors (CSF) for e-procurement. Findings indicate that e-procurement will decrease lead time, providing agility for the supply chain management. Added values are: strategic, operational and opportunity which varies depending on to what extent each organization emphasizes it and implements it. E-procurement systems implementation is hard due to its barriers by various technologies, varied organizational culture and changing users’ interacting skills with Information systems/technologies. E-procurement is a complex system in firms and firms’ staff are the main contributors of the technology. We need to write down the hierarchy tree and have a category titled “electronic transaction” that can help for quantitative decision making for the supplier selection in the e-procurement process. We found that all of the CSFs are not crucial in all of the firms and indicators for performance should be categorized into firms’ structures, managerial criteria, and key activities. These three indicators are strongly interrelated.

Electronic Procurement (EP) is frequently defined as the sourcing of goods or services via. Electronic means, usually through the internet. E-Procurement has been widely described as using electronic means (the internet, web, e-mail) to buy products and services over the internet. It involves electronic ordering, bidding and rendering via portals, extranets, private platforms, marketplaces, and/or EDI. It can also involve the use of purchasing cards, reverse auctions, and/or integrated automatic procurement systems to facilitate, the corporate buying process. This paper presents an overview of the issues involved in E-Procurement and the current status of its implementation in different organizations/ departments. The paper concludes by summarizing the key issues, which require immediate attention for research for greater acceptability of E-Procurement.

This study aimed to survey e-procurement in the Public Sector with a view to investigate the challenges in adoption of e-procurement. Current literature on Public Procurement indicates a shift towards adoption of new technologies in Supply Chain processes that include e-procurement. These technological changes in the external business environment are eliciting various responses from Supply Chain actors in the public sector. The level of public sector response is influenced by various factors posing as challenges to adoption of e-procurement. The existing literature indicates some of the challenges arising while responding to these technological changes include lack of employee competence, inadequate legal framework, inadequate technological infrastructure for integrating e-commerce with other systems and concerns about security of e-procurement business transaction data and information. These perceived challenges in informed the purpose for this study. The study population included state corporations under the Ministry of Finance. Due to time and financial constraints, the researcher carried out a simple random selection of three respondents from the procurement departments of all the 16 corporations giving a sample size of 48. Both primary and secondary data was used for the study. The research study used a questionnaire as a key instrument for primary data collection. Qualitative data was analyzed through content analysis. Quantitative data was analyzed through the use of frequency distribution, mean scores and standard deviations. In addition, one-way analysis of variance (ANOVA) tests was carried out. From the study, it was revealed that employee competency, inadequate legal framework, inadequate technological infrastructure and security of procurement transaction data was a challenge to e-procurement adoption in the organizations under review. The study recommended that among others, due to continuous turnover of the employees', continuous training for the incoming staff is required on eprocurement. In addition, formal recognition backed by legislation of the electronic procurement transactions should be encouraged. Integration of the Organizations system and those of the suppliers, demonstration of the positive impact of the system, and installation of linkages between all Governments agencies should be encouraged. Introduction:From the late 1990s a number of independent e-procurement mechanisms were launched which offered potential benefits such as increased order accuracy, transaction efficiency and greater integration between trading partners. At the outset of this programme of research, e-procurement was therefore an emerging phenomenon with little academic research and presented an opportunity to investigate a largely unexplored area. Edmondson and McManus (2007) suggest that for nascent, as opposed to mature areas of research, where few formal constructs or measures exist, an exploratory, qualitative approach is required. This research followed such an approach through the use of case studies, involving observation, participation and interviews with key organisational actors. Each paper makes use of several cases in order to compare and contrast results from different organisations and to draw conclusions from multi-case analysis. Methodology:The main objective of this research is to determine the e-procurement strategies and problems in digital era. The nature of the research is Descriptive method, and the sample size is 251 respondents from various locations in India and data collection method used in the research is "Questionnaire Method". Data was analyzed by using SPSS 16.0. Findings, suggestions and conclusions were made by keeping an eye on the objectives.

TZ Telecom has evolved into a true 'One-Stop Telecom Service Company,' capable of handling any type of telecom project. TZ telecom's commitment is to provide its customers with quick and efficient solutions to all types of telecom service challenges. Internally, TZ telecom normally do its annual review to assess generally on the procurement department, the assessment is done on the employees of the TZ telecom in the procurement department, purchasing committee as well as assessment is done on the organization's procurement department documents. After the yearly assessment the management of TZ telecom thought that it should give adequate emphasis on effective adoption of the electronic procurement. The situation becomes very challenging as there were no skilled staff to support and their information system knowledge was not up to the mark as well as shortage budget, Therefore, the TZ telecom came up with an idea of promoting e-procurement through training, support for external environment, technological infrastructure advancement and improvement in company's budget. The challenges associated with the adoption of e-procurement in TZ telecom were addressed to a large extent after implementing the aforementioned solutions. The company smoothly adopted and implemented the electronic procurement system, and the success to failure ratio on procurement performance increased dramatically.

Background: One of the major problems that organizations face today is how to bring home savings. E-procurement solutions can be a tool to reach efficiency and reduce costs within organization. One of the biggest spend issues companies wrestle with are indirect material, also defined as MRO products (maintenance, repair, operations).

Purpose: The thesis will examine why companies decide to implement an e-procurement solution and what their expectations are. The purpose of the research was to identify which the success factors are when implementing this type of solution. Eventual problems that may emerge during the implementation and benefits that the implementation might lead to, will also be presented.

Methodology: The thesis has a survey design which studies variables in an e-procurement implementation. The scientific perspective is positivistic and has a deductive approach. The sample contains customers to IBX which use the entire solution, from planning to follow-up. The data has been gathered through a post-questionnaire.

Result /Conclusion: When deciding to implement an e-procurement solution companies base this decision on a number of reasons. The most common reasons are to increase the internal efficiency and reduce the supplier base. There are also other encouraging reasons to the implementation which all concerns saving time and money. Once the decision has been made, expectations on the solution arise and companies expect the solution to bring benefits. Most common expectations are much alike the reasons concerning saving time and money on purchases of MRO-products. Besides the reasons and expectation companies must consider the critical success factors, both before, during and after the implementation. These factors will determine whether or not the implementation will be a success and they can be divided into factors that affect all companies and factors that just affect some. The key factors, affect all, are defining an e-procurement strategy, change management and training and education. Secondary factors will affect some companies, and depending on the situation organizations must take them into their perspective. These factors are i.e. well defined steering group and communication. If companies don´t consider the success factors problems may emerge, where change management is one of the most common problem. This is an organizationalproblem just like lack of information from external parts and lack in project management skills internally. Besides the organizational problems companies can also experience technical problems, which are directly associated to the solution that‟s implemented. Some of these problems are complex usability, complicated to communicate and integrate. It is not easy to apply XML in e-commerce development for achieving interoperability in heterogeneous environments. One of the reasons is a multitude of XML-based Frameworks for Internet Commerce (XFIC), or industrial standards. This thesis surveys 15 frameworks, i.e., ebXML, eCo Framework, UDDI, SOAP, BizTalk, cXML, ICE, Open Applications Group, RosettaNet, Wf-XML, OFX, VoiceXML, RDF, WSDL and xCBL.

This thesis provides three models to systematically understand how the 15 frameworks meet the requirements of e-commerce. A hierarchical model is presented to show the purpose and focus of various XFIC initiatives. A relationship model is given to show the cooperative and competitive relationships between XFIC. A chronological model is provided to look at the development of XFIC. In addition, the thesis offers guidelines for how to apply XFIC in an e-commerce development.

We have also implemented a B2B e-procurement system. That not only demonstrates the feasibility of opensource or freeware, but also validates the complementary roles of XML and Java: XML is for describing contents and Java is for automating XML documents (session handling). Auction-based dynamic pricing is also realized as a feature of interest. Moreover, the implementation shows the suitability of e-procurement for educational purposes in e-commerce development.
