Higher education institutions (HEIs) are under increasing pressure to show their societal relevance (Perry, 2012; Temple, 2011). This is partly a function of the impetus brought about by the rise of the knowledge-based economy, and concurrently, the premium put on the manipulation and transfer of knowledge assets (Varga, 2009), in addition to high level skills embodied in the human capital of nations and regions (OECD, 2007). External pressures manifest themselves in a variety of forms, among them, shifts in the economy and the nature of the labor market, demographic trends, and the demands and expectations of interest groups, and are, to a large degree, associated with the notion of higher education (HE) as an instrument for reaching certain societal agendas (Maassen and Olsen, 2007) like democratization, social mobility, economic development and innovation. This chapter takes stock of the external pressures facing HEIs across four world regions, namely: Europe, focusing on the Nordic countries; Southern Africa, anchored around its most matured system, South Africa; South East Asia, with a special emphasis on its fastest growing economy, China; and South America, with a look at developments within its strongest economy, Brazil. In so doing, we investigate the external pressures facing HE systems in these countries, followed by a look at how governments across the case regions have responded to these pressures. Finally, we illuminate on the types of responses by HEIs to the changes in their external environment.

The rapid increase of student enrolment during the 1960s and 1970s in economically advanced countries triggered intensive discourses about necessary structural changes of the higher education systems and possible concurrent functional changes , The varied terms used to describe major expected, desired and realized changes indicate a variety of value judgements: Diversification, vertical stratification and “massification” of higher education as well as “educational meritocracy”, “knowledge society” and “highly educated society”. The changing challenges felt and the search for new solutions created also a favourable climate the emergence of higher education research, which aimed at better explanations and for more empirical evidence. Globally, higher education is expanding at an unprecedented pace. But two competing forces seem to be at work. The first is globalization: higher education systems are globalizing, especially through international research networks and global rankings which fuel competition on a global scale. Internationally comparable qualification frameworks, credit transfer, internationalization policies and quality assurance and ac-creditation arrangements work towards globally exchangeable qualifications. But the second force, driving institutions to deliver skills which are relevant for the national and regional economies, works against convergence. The skills equivalents of national qualifications remain very different across countries. The skills agendas, driven by countries' position in global value chains, drive unequal outcomes. The consequence is that the global higher education system will remain characterized by huge inequalities , which are perceived as quality differences. Higher education policies need to find a balance between integration in the global higher education order and serving the domestic skills needs.

Agency theory (also known as the principal-agent or principal agency theory/model) describes the relationship between two or more parties, in which one party, designated as the principal, engages another party, designated as the agent, to perform some task on behalf of the principal (Jensen and Meckling, 1976; Moe, 1984; Ross, 1973). The theory assumes that once principals delegate authority to agents, they often have problems controlling them, because agents’ goals often differ from their own and because agents often have better information about their capacity and activities than do principals. The key question of the principal–agent framework is, ‘How does one empower an agent to fulfil the needs of the principal, while at the same time constraining the agent from shirking on their responsibilities?’
