This is a follow-up to my October 2016 column . I realize there may already be a good deal of research on some of the topics I mention in this column.
Major Issues of the Day
I believe scholars can and should produce research to aid policy makers dealing with major “administrative” issues. Scholars can address controversial topics and still maintain value neutrality. I argued for value neutrality in my September 2016 column .
Take a look at Washington Post columnist, Joe Davidson’s recent column on the plan to freeze federal hiring.
Davidson refers to a 1982 Government Accountability Office (GAO) study, “Recent Governmentwide Hiring Freezes Prove Ineffective in Managing Federal Employment.” Why does Davidson have to go so far back to find research on this topic? Does more recent research exist? If not, why not?
Here’s Washington Post columnist, Lisa Rein’s, column on what ’s in store for federal workers under president-elect Trump and a Republican-controlled Congress. And here’s another column by Joe Davidson regarding the drive to reduce federal employee rights. The proposed policy changes described in these columns are based on certain factual assumptions about the federal workforce.
Public administration research should contribute to the debate on issues such as those raised in these columns. The research may wind up supporting or undermining the assumptions behind such proposals.

Related to the pay issue is the contracting issue. Is contracting out really cost effective for routine government work? (I am skeptical of this claim because of the high government overhead required to manage contractors and the high contractor overhead required to manage the contract process from their end.)
If government workers were paid market rates and there were greater provisions for temporary workers, would contracting out continue to be as attractive?
Another issue is the claim that states can perform functions better than the federal government. What is the evidence that decentralization of services to states reduces the overall cost to the public? Centralization has the advantages of economies of scale: one management team, one policy shop, one set of computer systems, etc., versus 50 of each.
Macro Issues
Looking at the countries on our planet, what is the range of governmental activities from minimal (failed states) to full state socialism?
What governmental functions have proven essential for economic growth and well-being?
What are measures of corruption and human rights violations and methods for dealing with these issues?
What is the evidence government agencies are meeting or not meeting their performance goals?
What is the evidence that government agencies are failing to carry out laws assigned to them or are operating in an illegal manner? (See my recent column addressing the claim that the U.S. is becoming a “lawless” nation.)
General Management Issues
What principles of management, if any, have been established by scientific methods?
What is known about team level management, middle management and top-level management? Project management? Computer project management? Program management?
Can the results be summarized in a way that is useful to practitioners?
Support for Administrative Topics
There should be, if there already isn’t, a literature to support government staff who work in the “administrative” areas:
Personnel
When I left government last year, two hot issues were teleworking and desk sharing. They are related issues because you need to have telework in place before you can have desk sharing. Has there been research on these issues?
Procurement
Administrative issues such as supply management, time and leave management, event planning, space management, travel management, training, quality control, internal controls? What does research have to say about these matters?
Employee Skills Issues
Scholars could compile the most useful information on generic employee skills such as:
Communication improvement: Is there a literature on writing improvement, plain English, how to manage meetings, effective presentations, how to effectively prepare PowerPoint slide decks, etc.?
Spreadsheet analysis: Is there a literature on this commonly used tool?
Management Analysis.
Computing issues in public administration. This would include computing basics for non-IT professionals, commonly used desktop software, data analysis, understanding the software lifecycle, security threats, defining user requirements, and estimating benefits from IT projects. (The IT shop should estimate costs.)
Concluding thought: Before undertaking research, public administration scholars should engage practitioners to find out what they want to know that could be addressed by scholarly research.

Topic 1: an evaluation of organizational change management- why do people tend to oppose change.
Research Aim: The research will aim to assess the structure of organizational change management and to find the reasons why people resist or oppose the changes in an organization. The study will also analyse the impact of silence in an organisation in terms of a functional value using quantitative research techniques. Furthermore, how silence in organisations can be used as a strategic response will be discussed.
Topic 6: Examining the Relationship between Productivity, Management Practices, and Employee Ability in the UK Setting
Research Aim: Using quantitative techniques, the study will analyse a relationship between productivity, management practices, and employee ability using data from management practices surveys and employees’ longitudinal earnings records.
Topic 7: Analysing the Factors that Impact International Differences in Gender Pay Gap
Research Aim: The research will use quantitative techniques to analyse microdata from various countries between 1980 and 2010. The study will use the factors of wage structures, net supply, wage compression, collective bargaining coverage, and unionised wage setting to identify the lower gender pay gap internationally.
Topic 8: The Impact of Psychosocial Hazards on Workplace Risk Management
Research Aim: The study will investigate workplace risk management practices in industry sectors with a high risk of musculoskeletal disorders (MSDs) and mental health disorders (MHDs) and the extent to which they may rise from psychosocial hazards. The research will be conducted using qualitative research techniques.
Strategic Management and Organisational Behavior Dissertation Topics
Strategic management and organisational behaviour can be described as the actions a firm takes to achieve its business objectives primarily derived from competitive markets’ dynamic behaviour. Following are some interesting dissertation topics under this field of study;
Topic 1: The Impact of Organisational Goals on Organisation Behavior
Research Aim: The primary focus of this research will be to combine factors from the theory of action, phases and self-determination theory to develop a motivational model that will explain the relationship between organisational goals setting process that lead to organisational behaviour. Also, the research will assess how these developed strategies would affect family and organisational behaviour. This research will use quantitative research techniques.
Topic 4: Analyzing the Effect of Strategy, Innovation, Networks and Complexity on Organisational Adaptability – The Mediating Effect of Leadership
Research Aim: The current study will use empirical analysis to examine the effects of strategy, innovation, networks, and complexity of organisational adaptability using leadership as a mediation factor.
Topic 5: Examining the Effect of Appointment of a Racial Minority Female CEO on White Male Top Manager Intrapsychic and Behavioral Responses
Research Aim: This research will examine white male managers’ behavioural responses to a female racial minority CEO’s appointment. Call for Proposals 2022 Public Management Research Conference Public management at extremes: Climate, borders, and politics The University of Arizona and Arizona State University are excited to open the call for proposals for the 2022 Public Management Research Conference (PMRC) , sponsored by the Public Management Research Association (PMRA) . The conference will be held May 25-28, 2022 in Phoenix, AZ. Contingency plans are being developed in the event that COVID-19 related restrictions prevent an in-person event. We welcome proposals on all topics relevant to public management and administration, including but not limited to topics connected to the conference theme. Individual Paper Proposals The program committee welcomes paper proposals (3000 characters with spaces or fewer) featuring high-quality empirical and theoretical research as well as research designs. Individuals may submit no more than two paper proposals. Empirical paper proposals will be evaluated based on the significance and quality of the research question, design, methods, data, and implications. Qualitative, quantitative, and mixed methods approaches are all welcome. Theoretical paper proposals will be evaluated based on the extent to which the proposal provides insight into a compelling public management subject, identifies foundational assumptions and key concepts, and results in meaningful critiques of accepted theory, asserts guiding propositions or testable hypotheses, or develops helpful conceptual frameworks and research agendas. Research design proposals are also encouraged. One of the most crucial times for input about a research project is at the design stage. We invite detailed, theoretically-driven research design proposals. Research design proposals will be evaluated based on the significance and quality of the research question, design, and potential implications. Panel Proposals The program committee encourages the submission of complete panels consisting of four individual papers and a chair. Panel submissions should bring together complementary papers that tackle compelling research questions or subjects of study in public management. Panel proposals should include a panel title and description (3000 characters with spaces or fewer), as well as four individual paper proposals (3000 characters with spaces or fewer for each) - each submitted separately. The panel submission should include information on the panel chair. Each of the papers in the panel will be evaluated separately on whether the submission meets the criteria for individual paper submissions. The panel organizer should submit the panel proposal, indicating the four associated paper proposals and the chair. To facilitate the review process, the paper author(s) should submit the paper proposal separately, indicating the associated panel. Individuals may submit no more than two paper proposals (inclusive of panel papers). Panels should incorporate diverse participants (e.g., gender, race, institution, rank, method, etc.). The program committee may alter panels to remove individual papers that do not meet review criteria or to add an individual paper submission that fits well with the panel, particularly if dropouts occur. The program committee plans to do so sparingly. Poster Presentations PMRC 2022 will expand opportunities for conference participation and traditional conference content through a series of interactive poster sessions. Get feedback on your research! To encourage participation from researchers at all levels, there will be cash prizes for design, innovation, and content. Other academic fields have elevated the status of poster sessions at conferences - PMRC 2022 offers a unique opportunity to do this. The program committee welcomes poster proposals (3000 characters with spaces or fewer). Methods Demonstration and Data Visualization Posters —PMRC 2022 will expand the scope of methods demonstrations and data visualization efforts by encouraging researchers to present posters on both new methodological applications and data visualization techniques. While paper proposals have traditionally been assessed based on methodological and theoretical/conceptual contributions, we envision this session as a place where scholars can engage in more technical discussions of methods applications and data visualizations. Null-findings and Replications Posters —Public administration and management scholars are increasingly interested in publication of replication studies and well-designed studies culminating in null-findings. Both types of studies are critical to science and the advancement of knowledge. We hope that by actively seeking out these studies, we can continue to elevate their importance while also providing authors feedback on their work. Traditional Posters —The traditional poster track enables participation in the conference program without the commitment of a full-length paper. This is an ideal opportunity to present and get feedback on research designs, descriptive studies, and network analysis. Percolator Sessions Percolator sessions offer an opportunity to join colleagues in facilitated discussions about significant and timely issues in public administration and management. These are participatory sessions in which an individual or team convenes a discussion about a specific topic. These topics could cover a wide variety of issues linked to research, teaching, or the profession. Proposals for percolator sessions must be submitted through the online system and include the following information: 1) Title, 2) Statement of objectives and importance to the field, 3) Detail on the length and format of the session, 4) Names and affiliations of session organizers and leaders, and 5) Ideal number of participants. The proposal should not exceed 7500 characters with spaces. Pre-Conference Workshops The conference will feature a limited number of pre-conference workshops to be held on Wednesday May 25, 2022 . These sessions are meant to be engaged learning opportunities. We encourage workshop proposals on any topic that has significant potential for advancing public management research and impact. Sessions/workshops will typically be planned as half day or full day. Proposals for pre-conference sessions and workshops must be submitted through the online system and include the following information: 1) Title, 2) Statement of objectives and importance to the field, 3) Detail on the length and format of the session, 4) Names and affiliations of session organizers and leaders, and 5) Ideal number of participants. The proposal should not exceed 7500 characters with spaces in length. University-Sponsored Webinars on Special Public Management Topics PMRA is seeking proposals for webinars that will be hosted entirely online – enabling participation from around the world. These webinars will provide access to PMRC content for those members who cannot travel to PMRC 2022. Sponsorship involves planning, advertising, and executing the webinar. Proposals should provide an overview of the topic and its importance to the public management field, identify invited speakers and discussants, propose a time length, specify a contact person, the time zone in which the webinar will take place, specify the online platform to be used, and verify that there will be technical support. Additional Information All proposals will be evaluated using a double-blind peer review process with a review team providing recommendations to the program committee. Individuals may submit no more than two paper proposals (including single-authored and co-authored papers, and those associated with panels). Individuals will be limited to two paper acceptances (at least one of which must be multi-authored) and may present only once. Submission Instructions PMRC 2022 is using EasyChair, an online conference management system, for all proposals. To submit any type of proposal, create an account in EasyChair at https://easychair.org/conferences/?conf=pmrc2022 . Once you have an active account and are logged on, please select “submit as author” for all types of proposal submissions, you will then be able to select the type of submission you would like to make. All proposals must be submitted no later than November 2, 2021 . Notifications of proposal acceptance or rejection will be sent around February 1, 2022.
