Suggested Topics for Public Administration Research

The views expressed are those of the author and do not necessarily reflect the views of ASPA as an organization.

By John Pearson December 9, 2016

This is a follow-up to my October 2016 column . I realize there may already be a good deal of research on some of the topics I mention in this column.

Major Issues of the Day

I believe scholars can and should produce research to aid policy makers dealing with major “administrative” issues. Scholars can address controversial topics and still maintain value neutrality. I argued for value neutrality in my September 2016 column .

Take a look at Washington Post columnist, Joe Davidson’s recent column on the plan to freeze federal hiring.

Davidson refers to a 1982 Government Accountability Office (GAO) study, “Recent Governmentwide Hiring Freezes Prove Ineffective in Managing Federal Employment.” Why does Davidson have to go so far back to find research on this topic? Does more recent research exist? If not, why not?

Here’s Washington Post columnist, Lisa Rein’s, column on what ’s in store for federal workers under president-elect Trump and a Republican-controlled Congress. And here’s another column by Joe Davidson regarding the drive to reduce federal employee rights. The proposed policy changes described in these columns are based on certain factual assumptions about the federal workforce.

Public administration research should contribute to the debate on issues such as those raised in these columns. The research may wind up supporting or undermining the assumptions behind such proposals.

Related to the pay issue is the contracting issue. Is contracting out really cost effective for routine government work? (I am skeptical of this claim because of the high government overhead required to manage contractors and the high contractor overhead required to manage the contract process from their end.)

If government workers were paid market rates and there were greater provisions for temporary workers, would contracting out continue to be as attractive?

Another issue is the claim that states can perform functions better than the federal government. What is the evidence that decentralization of services to states reduces the overall cost to the public? Centralization has the advantages of economies of scale: one management team, one policy shop, one set of computer systems, etc., versus 50 of each.

Macro Issues

Looking at the countries on our planet, what is the range of governmental activities from minimal (failed states) to full state socialism?

What governmental functions have proven essential for economic growth and well-being?

What are measures of corruption and human rights violations and methods for dealing with these issues?

What is the evidence government agencies are meeting or not meeting their performance goals?

What is the evidence that government agencies are failing to carry out laws assigned to them or are operating in an illegal manner? (See my recent column addressing the claim that the U.S. is becoming a “lawless” nation.)

General Management Issues

What principles of management, if any, have been established by scientific methods?

What is known about team level management, middle management and top-level management? Project management? Computer project management?  Program management?

Can the results be summarized in a way that is useful to practitioners?

Support for Administrative Topics

There should be, if there already isn’t, a literature to support government staff who work in the “administrative” areas:

Personnel

When I left government last year, two hot issues were teleworking and desk sharing. They are related issues because you need to have telework in place before you can have desk sharing. Has there been research on these issues?

Procurement

Administrative issues such as supply management, time and leave management, event planning, space management, travel management, training, quality control, internal controls? What does research have to say about these matters?

Employee Skills Issues

Scholars could compile the most useful information on generic employee skills such as:

Communication improvement: Is there a literature on writing improvement, plain English, how to manage meetings, effective presentations, how to effectively prepare PowerPoint slide decks, etc.?

Spreadsheet analysis: Is there a literature on this commonly used tool?

Management Analysis.

Computing issues in public administration. This would include computing basics for non-IT professionals, commonly used desktop software, data analysis, understanding the software lifecycle, security threats, defining user requirements, and estimating benefits from IT projects. (The IT shop should estimate costs.)

Concluding thought: Before undertaking research, public administration scholars should engage practitioners to find out what they want to know that could be addressed by scholarly research.

The research will first examine the mediating role of subordinate’s pro-social voice between supervisor job insecurity and subordinates’ work engagement. Next, the research will examine the moderating role of organisational culture between the supervisor’s job insecurity and sub-ordinates pro-social voice. The research will be conducted through quantitative techniques.

Topic 3: Analysing the Impact of Individual Perception of Organisational Culture on the Learning Transfer Environment

Research Aim: The research will be conducted empirically to assess the relationship between culture (as perceived by employees) and the work environment based learning factors (i.e. learning transfer environment [LTE]) in the organisation). LTE is measured using feedback and coaching factors that received resistance or openness to chance, personal outcomes, and supervisor and peer support.

Topic 4: The Role of Organisational Culture on the Development of Psychological Distress in the Workplace

Research Aim: The purpose of the study will be to analyse how organisational culture may cause the symptoms of psychological distress in the workforce. The study will use corporate culture and work organisation conditions as base factors to relate them to employees’ psychological distress. The research will be conducted using quantitative research techniques.

Topic 5: Analysing the Role of Leadership and Organisational Culture

Research Aim: The research will examine the relationship between organisational culture, leadership and employee outcomes. The paper will focus on the mediator of leadership processes and their impact on the relationship between culture and employee outcomes. The study will be conducted using quantitative research techniques.

Topic 6: The Role and Relationships among Strategic Orientations, Cultural Intelligence, International Diversification and Performance of Organisations

Research Aim: The research will aim to understand the drivers of the international expansion of globalised firms. The research will explore the relationship between strategic orientations and cultural intelligence as drivers and international diversification and firm performance. Strategic orientations used in the study include international market orientation (IMO) and entrepreneurial orientation (IEO). The study will be conducted using quantitative research techniques.

Topic 7: Dynamics of Corruption Culture Distance to Core Values

Research Aim: The research will examine how corporate bribery is impacted by cultural distance between multinational enterprises (MNEs) in their home and host countries. The research will also analyse the organisational distance to core value between MNE’s entry into the host country and its headquarters. The research will use empirical data collection and analysis techniques.

Topic 8: Examining Organisational Export Performance by International Business Competencies

Research Aim: The study aims to explore the relationship between international business competencies and export performance. The research will also analyse export performance by singular analysis or combined analysis of the competencies. The research will be conducted using empirical data.

Topic 9: Does Organisational Culture Influence the Leadership Type that a Company Should Adopt?

Research Aim: This research will argue whether companies should hire leaders concerning their culture or not. Organisational culture and leadership are interconnected. Thus companies that do not operate according to their culture struggle to grow exponentially. This research will aim to focus on the possible relationship between leadership and organisational culture. The research will be evidence-based.

Topic 10: Organisational Culture and International Business Competition: Are they Interrelated?

Research Aim: Organisational culture plays a huge role in making a company competitive internationally. When a business’s culture is motivating to all employees and identifies the right culture for its employees, there is every likelihood of rapid growth for both the company and the employees. The research will explore how the two concepts are interrelated.

Important Notes:

As a management student looking to get good grades, it is essential to develop new ideas and experiment with existing management theories – i.e., to add value and interest to your research topic.

The management field is vast and interrelated to many other academic disciplines like operations management , business , business administration , MBA , human resource management and more. That is why creating a management dissertation topic that is particular, sound, and actually solves a practical problem that may be rampant in the field is imperative.

We can’t stress how important it is to develop a logical research topic based on your entire research. There are several significant downfalls to getting your topic wrong; your supervisor may not be interested in working on it, the topic has no academic creditability, the research may not make logical sense, there is a possibility that the study is not viable.

This impacts your time and efforts in writing your dissertation , as you may end up in the cycle of rejection at the initial stage of the dissertation. That is why we recommend reviewing existing research to develop a topic, taking advice from your supervisor, and even asking for help in this particular stage of your dissertation.

Keeping our advice in mind while developing a research topic will allow you to pick one of the best management dissertation topics that fulfil your requirement of writing a research paper and adds to the body of knowledge.

Therefore, it is recommended that when finalizing your dissertation topic, you read recently published literature to identify gaps in the research that you may help fill.

Remember- dissertation topics need to be unique, solve an identified problem, be logical, and be practically implemented. Please look at some of our sample management dissertation topics to get an idea for your own dissertation.

How to Structure your Management Dissertation

A well-structured dissertation can help students to achieve a high overall academic grade.

The purpose is to highlight and discuss the selected research area’s relative weaknesses and strengths while identifying research gaps. Break down the topic and key terms that can positively impact your dissertation and your tutor.
  • Methodology : The data collection and analysis methods and techniques employed by the researcher are presented in the Methodology chapter, which usually includes research design , research philosophy, research limitations, code of conduct, ethical consideration, data collection methods, and data analysis strategy .
  • Findings and Analysis : Findings of the research are analysed in detail under the Findings and Analysis chapter. All key findings/results are outlined in this chapter without interpreting the data or drawing any conclusions. It can be useful to include graphs, charts, and tables in this chapter to identify meaningful trends and relationships.
  • Discussion and Conclusion : The researcher presents his interpretation of results in this chapter and states whether the research hypothesis has been verified or not. An essential aspect of this section is establishing the link between the results and evidence from the literature. Recommendations with regards to implications of the findings and directions for the future may also be provided. Finally, a summary of the overall research, along with final judgments, opinions, and comments, must be included in the form of suggestions for improvement.
  • References : Make sure to complete this by your University’s requirements
  • Bibliography
  • Appendices : Any additional information, diagrams, and graphs used to complete the dissertation but not part of the dissertation should be included in the Appendices chapter. Essentially, the purpose is to expand the information/data.

Call for Proposals 2022 Public Management Research Conference Public management at extremes: Climate, borders, and politics The University of Arizona and Arizona State University are excited to open the call for proposals for the 2022 Public Management Research Conference (PMRC) , sponsored by the Public Management Research Association (PMRA) . The conference will be held May 25-28, 2022 in Phoenix, AZ. Contingency plans are being developed in the event that COVID-19 related restrictions prevent an in-person event. We welcome proposals on all topics relevant to public management and administration, including but not limited to topics connected to the conference theme. Individual Paper Proposals The program committee welcomes paper proposals (3000 characters with spaces or fewer) featuring high-quality empirical and theoretical research as well as research designs. Individuals may submit no more than two paper proposals. Empirical paper proposals will be evaluated based on the significance and quality of the research question, design, methods, data, and implications. Qualitative, quantitative, and mixed methods approaches are all welcome. Theoretical paper proposals will be evaluated based on the extent to which the proposal provides insight into a compelling public management subject, identifies foundational assumptions and key concepts, and results in meaningful critiques of accepted theory, asserts guiding propositions or testable hypotheses, or develops helpful conceptual frameworks and research agendas. Research design proposals are also encouraged. One of the most crucial times for input about a research project is at the design stage. We invite detailed, theoretically-driven research design proposals. Research design proposals will be evaluated based on the significance and quality of the research question, design, and potential implications. Panel Proposals The program committee encourages the submission of complete panels consisting of four individual papers and a chair. Panel submissions should bring together complementary papers that tackle compelling research questions or subjects of study in public management. Panel proposals should include a panel title and description (3000 characters with spaces or fewer), as well as four individual paper proposals (3000 characters with spaces or fewer for each) - each submitted separately. The panel submission should include information on the panel chair. Each of the papers in the panel will be evaluated separately on whether the submission meets the criteria for individual paper submissions. The panel organizer should submit the panel proposal, indicating the four associated paper proposals and the chair. To facilitate the review process, the paper author(s) should submit the paper proposal separately, indicating the associated panel. Individuals may submit no more than two paper proposals (inclusive of panel papers). Panels should incorporate diverse participants (e.g., gender, race, institution, rank, method, etc.). The program committee may alter panels to remove individual papers that do not meet review criteria or to add an individual paper submission that fits well with the panel, particularly if dropouts occur. The program committee plans to do so sparingly. Poster Presentations PMRC 2022 will expand opportunities for conference participation and traditional conference content through a series of interactive poster sessions. Get feedback on your research! To encourage participation from researchers at all levels, there will be cash prizes for design, innovation, and content. Other academic fields have elevated the status of poster sessions at conferences - PMRC 2022 offers a unique opportunity to do this. The program committee welcomes poster proposals (3000 characters with spaces or fewer). Methods Demonstration and Data Visualization Posters —PMRC 2022 will expand the scope of methods demonstrations and data visualization efforts by encouraging researchers to present posters on both new methodological applications and data visualization techniques. While paper proposals have traditionally been assessed based on methodological and theoretical/conceptual contributions, we envision this session as a place where scholars can engage in more technical discussions of methods applications and data visualizations. Null-findings and Replications Posters —Public administration and management scholars are increasingly interested in publication of replication studies and well-designed studies culminating in null-findings. Both types of studies are critical to science and the advancement of knowledge. We hope that by actively seeking out these studies, we can continue to elevate their importance while also providing authors feedback on their work.   Traditional Posters —The traditional poster track enables participation in the conference program without the commitment of a full-length paper. This is an ideal opportunity to present and get feedback on research designs, descriptive studies, and network analysis. Percolator Sessions Percolator sessions offer an opportunity to join colleagues in facilitated discussions about significant and timely issues in public administration and management. These are participatory sessions in which an individual or team convenes a discussion about a specific topic. These topics could cover a wide variety of issues linked to research, teaching, or the profession. Proposals for percolator sessions must be submitted through the online system and include the following information: 1) Title, 2) Statement of objectives and importance to the field, 3) Detail on the length and format of the session, 4) Names and affiliations of session organizers and leaders, and 5) Ideal number of participants. The proposal should not exceed 7500 characters with spaces. Pre-Conference Workshops The conference will feature a limited number of pre-conference workshops to be held on Wednesday May 25, 2022 . These sessions are meant to be engaged learning opportunities. We encourage workshop proposals on any topic that has significant potential for advancing public management research and impact. Sessions/workshops will typically be planned as half day or full day. Proposals for pre-conference sessions and workshops must be submitted through the online system and include the following information: 1) Title, 2) Statement of objectives and importance to the field, 3) Detail on the length and format of the session, 4) Names and affiliations of session organizers and leaders, and 5) Ideal number of participants. The proposal should not exceed 7500 characters with spaces in length. University-Sponsored Webinars on Special Public Management Topics PMRA is seeking proposals for webinars that will be hosted entirely online – enabling participation from around the world. These webinars will provide access to PMRC content for those members who cannot travel to PMRC 2022. Sponsorship involves planning, advertising, and executing the webinar. Proposals should provide an overview of the topic and its importance to the public management field, identify invited speakers and discussants, propose a time length, specify a contact person, the time zone in which the webinar will take place, specify the online platform to be used, and verify that there will be technical support.   Additional Information All proposals will be evaluated using a double-blind peer review process with a review team providing recommendations to the program committee. Individuals may submit no more than two paper proposals (including single-authored and co-authored papers, and those associated with panels). Individuals will be limited to two paper acceptances (at least one of which must be multi-authored) and may present only once. Submission Instructions PMRC 2022 is using EasyChair, an online conference management system, for all proposals. To submit any type of proposal, create an account in EasyChair at https://easychair.org/conferences/?conf=pmrc2022 . Once you have an active account and are logged on, please select “submit as author” for all types of proposal submissions, you will then be able to select the type of submission you would like to make. All proposals must be submitted no later than November 2, 2021 . Notifications of proposal acceptance or rejection will be sent around February 1, 2022. If a proposal is accepted, the presenter must register for the conference. Persons interested in serving as panel chairs for sessions assembled for individual papers should email [email protected] . If you have any other questions, comments, or concerns regarding conference submissions, please contact [email protected] . First thing first, let’s define what a research proposal is. This type of assignment is similar to research; however, it’s shorter and more general. It aims at introducing a topic that needs a more in-depth discussion. The student should prove that this issue requires further research. Usually, professors assign this type of task for you to practice before working on a bigger format.

Key Sections of Research Proposal.

A typical research proposal consists of three key sections: introduction, literature review, and methodology of your future study. Keep reading to get to know more about each part and how you can succeed in writing them.

The length of a research proposal depends on the future paper you’re writing it for and on your task requirements. It can be from four to twenty pages. Finally, all proposals should meet the standards of the referencing style that your professor asks for.

You should also understand the difference between a qualitive and a quantitative research proposal. The first one collects non-numerical data while the second one presents numerical information. The results of a qualitive research proposal can be displayed as photographs or recordings, while the quantative research results are usually shown as graphs and tables.

How To Write A Research Proposal

If you made it down here, you probably want to know more about the research proposal structure. In this section, we’ll discuss the specific features of this type of assignment and how to title a research proposal.

A research proposal is a compelling abstract that introduces your proposed paper. In this writing, you present the key questions of the research. The research proposal format can be described as general, summarizing, and brief. Your main goal here is to demonstrate that the topic you’ve chosen deserves more attention.

How To Title A Research Proposal

Your research proposal should grab attention from the very first second when the reader looks at its title. Let’ see which points you should consider to make it impressive and engaging.

  • The title should clearly state the subject under study.
  • Stimulate reader’s interest by using powerful adjectives and adverbs – speak to their emotions.
  • Hint at what type of work is that. For example, if you contrast two methods or situations, be sure to mention both within your title.

If you’re assigned a particular topic, it can be a little easier for you to title your research proposal. Simply rephrase the sentence or sentences in your task and cut off too specific information. Remember that your title should be as short as 10-15 substantive words.

Research Proposal Outline.

Research Proposal Outline

It’s not enough to write valuable content. You should also know how to organize it properly. That’s why a good outline brings you halfway to a successfully completed task. A research proposal outline is similar to other academic papers. However, its structure has some crucial points to consider. Here are seven critical elements of a superb research proposal:

  • Title We already discussed how to create an outstanding title for your paper. However, it’s essential that this is just a proposed name for your work, and you can revise it when it comes to working on the actual research paper.
  • Research Proposal Abstract A research proposal introduction typically comes in the format of an abstract. It’s similar to a thesis statement but can be presented in up to 100 words. In this part, you should concisely point out the key issues to be discussed in your paper.
  • Research Context In this section, you should explain the background behind the issue you’re studying. Introduce the reader to details and facts that will make understanding the subject and your conclusions easier. Start with talking about the area of study in general and then move to the smaller notions you operate in your paper.
  • Research Questions Before starting your paper, dwell on the questions you’re trying to answer. Write them down separately first, and then present the essential ones in this section of a research proposal. One of the questions you will mention should relate to the usability of your research results: will this data be empirical or theoretical?
  • Research Methods In this part, you should explain how you’re going to conduct your research. There are various methods of working with data: visiting libraries, taking interviews, field working, etc. Most of the research works are fully or partly library-based, so don’t forget to mention the exact institutions you will visit to find specific information. For empirical data collecting, it’s important to present a detailed description and potential problems you may encounter in the process.
  • Significance of Research Your proposal should show how your research can be helpful and applicable for further exploration. It should also be original and seek answers to formerly unresolved issues.
  • Works Cited A crucial part of any academic paper is the bibliography. Be sure to check the referencing style you should use and what requirements this part has.

In today’s article, we presented 255 topic proposals for a research paper for you to find inspiration and ideas for your work. You can also discover dozens of examples from one of the largest essay sample databases – StudyCorgi.

Table of Contents

Picking what you’ll study for your big research project (dissertation) is a really important choice. Take your time and think about it carefully. Here are some steps to help you pick the right topic:

  • Reflect on your interests: Consider topics that genuinely interest you and align with your passion and expertise. Your enthusiasm will sustain you through the research process.
  • Review existing literature: Conduct a thorough review of literature in your field to identify gaps, unanswered questions, or emerging trends that could form the basis of your research.
  • Consider practical relevance: Choose a topic that has practical relevance and real-world implications for your field, industry, or community. Aim to address pressing issues or challenges faced by practitioners or organizations.
  • Consult with advisors and peers: Seek feedback from your academic advisors, mentors, or peers to get their perspectives on potential topics. They can give you good advice and assist you in making your ideas better.
  • Narrow down your focus: Once you have a broad topic in mind, narrow it down to a specific research question or area of investigation. Make sure your topic is manageable within the scope of your dissertation and aligns with the available resources and timeline.
  • Evaluate feasibility: Figure out if your topic is doable by checking if you can find enough information, if you have the right tools to study it, if it’s morally okay, and if there are any real-life limits that might get in the way. Ensure that you have access to the necessary resources and support to conduct your research effectively.
  • Stay flexible: Stay ready to change or improve your topic as you learn more during your research and find out new things. Your dissertation topic might change as you go, so it’s important to be open to that and be able to adjust along the way.

These are actual dissertations and theses, written as part of Master’s and PhD-level programs, so they can provide some useful insight as to what a research topic looks like in practice.

  • Improving Follow-Up Care for Homeless Populations in North County San Diego (Sanchez, 2021)
  • On the Incentives of Medicare’s Hospital Reimbursement and an Examination of Exchangeability (Elzinga, 2016)
  • Managing the healthcare crisis: the career narratives of nurses (Krueger, 2021)
  • Methods for preventing central line-associated bloodstream infection in pediatric haematology-oncology patients: A systematic literature review (Balkan, 2020)
  • Farms in Healthcare: Enhancing Knowledge, Sharing, and Collaboration (Garramone, 2019)
  • When machine learning meets healthcare: towards knowledge incorporation in multimodal healthcare analytics (Yuan, 2020)
  • Integrated behavioural healthcare: The future of rural mental health (Fox, 2019)
  • Healthcare service use patterns among autistic adults: A systematic review with narrative synthesis (Gilmore, 2021)
  • Mindfulness-Based Interventions: Combatting Burnout and Compassionate Fatigue among Mental Health Caregivers (Lundquist, 2022)
  • Transgender and gender-diverse people’s perceptions of gender-inclusive healthcare access and associated hope for the future (Wille, 2021)
  • Efficient Neural Network Synthesis and Its Application in Smart Healthcare (Hassantabar, 2022)
  • The Experience of Female Veterans and Health-Seeking Behaviors (Switzer, 2022)
  • Machine learning applications towards risk prediction and cost forecasting in healthcare (Singh, 2022)
  • Does Variation in the Nursing Home Inspection Process Explain Disparity in Regulatory Outcomes? (Fox, 2020)

Looking at these titles, you can probably pick up that the research topics here are quite specific and narrowly-focused , compared to the generic ones presented earlier. This is an important thing to keep in mind as you develop your own research topic. That is to say, to create a top-notch research topic, you must be precise and target a specific context with specific variables of interest . In other words, you need to identify a clear, well-justified research gap.
